Abstract

The use of an inappropriate implementation method will result in a delay in project completion time, and conversely, a properly planned implementation method will result in a time-efficient project. In the Container Yard construction project for the Navigation Office and the KPLP Office in Banjarmasin, there was a discrepancy between planned and actual progress in the 23rd week of May, where the actual progress did not reach the planned progress on site. Project execution faced obstacles and constraints, including the availability of skilled labor and the limited supply of construction materials at the project site, as well as the late arrival of materials. In addition, there were also weather factors that caused the project duration to be slightly slower than planned. The earned value method is one of the methods used to analyze a project's time performance. This method can be used to calculate the estimated time required for project completion. This underlies this research to analyze earned value to determine the extent of the project's time performance. Furthermore, the use of the earned value method in this research object is based on the need to integrate project performance measurement, which includes time and work items. The results of the study show that time performance (Schedule Performance Index) has a value of less than 1, indicating that the project performance is slower than the planned schedule. Meanwhile, the Estimate All Schedule (EAS) value shows a value of 244 days, which is 4 days longer than the planned schedule.

Abstract

This study investigates the cost implications of accelerating the construction of the Trenggalek Religious Court Office Building in response to delays caused by flooding. Utilizing the crashing method, two acceleration strategies were evaluated: adding overtime hours and increasing workforce. The results indicate that reducing the project duration from 240 days to 180 days through overtime incurs a cost increase primarily due to additional pay, while reducing it to 170 days by adding workers results in higher labor costs. Detailed analysis of durations, costs, and cost slopes for each activity provides valuable insights for project managers to select the most cost-effective acceleration approach. Additionally, a comparative analysis of normal and crashing schedules for various construction tasks highlights potential efficiencies in scheduling and budgeting, ultimately aiding in timely project completion within optimized costs.

Abstract

This study aims to analyze the character and service strategy for sleeper bus consumers on the Malang-Jakarta route based on the perspective of users. Through a survey approach involving questionnaire instruments, this study integrates the Kano and SERVQUAL methods to identify customer needs and evaluate the gap between expectations and perceptions of service quality. Analysis of user needs characteristics was carried out to understand what attributes are considered important and significantly affect the level of satisfaction in the context of sleeper bus services. The results show that some service attributes fall into the must-be and one-dimensional categories, which are proven to have a strong impact on user satisfaction. Meanwhile, SERVQUAL's analysis identified negative gaps in several service dimensions, especially in terms of reliability and responsiveness. Based on these findings, this study formulated a service improvement strategy that focuses on optimizing priority attributes, improving operational processes, and strengthening comfort and security aspects. This research is expected to contribute to the development of a more responsive and customer-oriented intercity transportation service strategy.

Abstract

Purpose: This study examines the influence of bureaucratic leadership style, work culture, and work discipline on employee performance at the Riau Islands Provincial Secretariat, with work motivation as an intervening variable. Research Methodology: Using a quantitative approach, 165 employees were selected as respondents from a population of 279 employees. Data were analyzed using structural equation Modelling (SEM) with AMOS 24.0. Results: The findings show that bureaucratic leadership style and work discipline significantly influence employee performance, whereas work culture has no significant direct effect. All three factors–leadership style, work culture, and discipline—positively and significantly affect motivation, which in turn strongly influences performance. Furthermore, motivation successfully mediated the relationships between leadership style, work culture, discipline, and employee performance, strengthening the overall causal model. Conclusions: Employee performance is primarily shaped by effective leadership, strong discipline, and supportive motivation, with work culture playing an indirect role. Motivation is a central driver that enhances the impact of leadership and discipline on performance outcomes. Limitations: This study is limited to a single public sector organization, with cross-sectional data that may not capture long-term dynamics. Future studies should incorporate other variables, such as teamwork, compensation, and organizational trust. Contribution: This study contributes to the public management literature by demonstrating the mediating role of motivation in linking bureaucratic leadership, culture, and discipline with performance, offering insights for policy and managerial practices in government institutions.

Abstract

This study aims to analyze the physical and mental workload and their influence on work fatigue and musculoskeletal disorders among employees at CV XYZ, a metal fabrication company characterized by high operational intensity. Data were collected through direct observation, interviews, and questionnaires, including physical workload measurement using the Cardiovascular Load (CVL) method, mental workload assessment using the NASA-TLX method, work fatigue evaluation using a 30-item fatigue questionnaire, and musculoskeletal disorder assessment using the Nordic Body Map (NBM). The results showed that the average physical workload was categorized as moderate, with a CVL value of 53.31%. Meanwhile, the mental workload was found to be very high, with an average score of 82. The level of work fatigue after performing tasks reached an average score of 81, classified as high, indicating significant fatigue accumulation among workers. Additionally, musculoskeletal complaints yielded an average score of 34.45, categorized as moderate, with two workers experiencing high-risk symptoms. These findings indicate that employees exposed to substantial physical and mental demands that contribute to increased fatigue and musculoskeletal complaints. Therefore, ergonomic interventions, workload adjustment, and improvements in work conditions are essential to reduce fatigue levels and enhance worker well-being and productivity.

Abstract

This study analyzes physical workload and work-time efficiency in the tofu production process at UD Asal Lancar, where operations are still performed manually. A total of 12 production workers were included as research samples. Physical workload was measured using the Cardiovascular Load (CVL) method, work-time efficiency was evaluated through the Work Sampling method, and the optimal number of workers was determined using Work Load Analysis (WLA). The results show that the highest workload occurred in Worker 7, who recorded a CVL value of 53%, categorized as a heavy workload, while other workers fell into light to moderate categories. Work-time efficiency was found to be 84%, lower than the standard due to reduced effective working time caused by unproductive activities. The study recommends task redistribution, implementation of regular micro-breaks, and additional manpower in certain stages to balance workloads and improve work efficiency.

Abstract

This study discusses several ways to accelerate the building construction process. The study used two methods, namely crashing and overlapping. The crashing method involves adding overtime hours and labor to shorten the project duration. Meanwhile, overlapping is rearranging the relationship between tasks so that they can be done simultaneously without reducing the initial time, thus accelerating completion at a relatively comparable cost. The analysis results show that both methods are effective in accelerating projects, with the overlapping method requiring less cost and providing greater time reductions. The choice of the best method depends on budget constraints and the project's completion time requirements. Thus, this acceleration strategy can help project management in achieving time targets at an optimal cost.

Abstract

The Wheat Silo and Pellet Silo Structural Repair Project Phase III in Surabaya holds great significance in the wheat flour processing industry in Indonesia. PT Indofood Sukses Makmur Tbk Bogasari Surabaya Division, one of the leading wheat flour producers, required structural repairs on both silos to ensure smooth plant operations and final product quality. The project necessitates proper project management to avoid delays and cost overruns, with a budget of Rp. 28,011,000,000 and an estimated duration of 455 calendar days. This study employs the Time Cost Trade-Off (TCTO) method to analyze options for accelerating the project timeline by considering additional costs that may arise. The results showed that by using TCTO, the project completion time can be accelerated to 359 days from 455 days, reducing the duration by 21.10% at an additional cost of Rp. 739,351,125.00 or 2.64% of the project value. With the addition of 1 hour of overtime per day, the cost of accelerating the project is Rp. 413,445,000.00 or 1.48% of the project value, reducing the work time to 391 days or 14.07% of the original schedule.

Abstract

As one of the largest cities in Indonesia, the City of Surabaya has an obligation to provide excellent health services for its residents. It goes without saying that Surabaya City Government is required to provide a General Hospital that can receive referrals from the government-owned Community Health Centers. For this reason, the Surabaya City Government built the East Surabaya Hospital which is located in Rungkut Sub-District. East Surabaya Hospital is a strategic project that requires investment feasibility analysis. The East Surabaya Hospital investment feasibility analysis was done by applying the Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP) and Benefit Cost Ratio (BCR) parameters. After the feasibility analysis results were obtained, a sensitivity analysis was done on changes in management costs and the amount of health service levy rates for each Fees alternative. Based on the results of the investment feasibility analysis of 4 (four) Fees alternatives, there are 2 alternatives that can be concluded as worthy investments, which are alternative 1 and alternative 3. Meanwhile, alternative 2 and alternative 4 are not feasible since the NPV parameter shows negative values and the IRR value is lower than the MARR value. However, based on sensitivity analysis, alternatives 2 and 4 can be feasible if alternative 2’s service rate is increased by 13.2%, and alternative 4’s service rate is increased by 2.3%. The opposite applies in alternative 1 where the investment might become unfeasible if the service rate is reduced by more than 5.4% and alternative 3 might become unfeasible if the service rate is reduced by more than 2.5%.
