Abstract

Penelitian ini bertujuan untuk mengevaluasi perlindungan hukum terhadap korban kecelakaan lalu lintas di wilayah hukum Laka Lantas Kota Gorontalo. Metode penelitian yang digunakan adalah penelitian normatif empiris dengan fokus pada studi kasus hukum normatif empiris. Data primer diperoleh dari penelitian di Subdit Polres Laka Lantas Kota Gorontalo mengenai perlindungan hukum terhadap korban kecelakaan lalu lintas, sementara data sekunder meliputi bahan hukum primer seperti Undang-undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, serta bahan hukum sekunder seperti buku ilmiah, jurnal hukum, dan pendapat para ahli. Hasil penelitian menunjukkan bahwa perlindungan hukum terhadap korban kecelakaan lalu lintas di wilayah hukum Laka Lantas Kota Gorontalo dilakukan melalui dua pendekatan utama. Pertama, upaya preventif dilakukan dengan melakukan sosialisasi ke sekolah-sekolah atau komunitas-komunitas kenderaan, serta pemasangan baliho di setiap jalan. Kedua, upaya represif diterapkan dengan menerapkan restorative justice sebelum membawa kasus ke pengadilan, dan jika tidak ada kesepakatan, proses hukum dilakukan secara terbuka di pengadilan. Selanjutnya, terdapat dua faktor penghambat dalam pemberian perlindungan hukum terhadap korban kecelakaan lalu lintas. Pertama, korban sering kali baru melapor beberapa hari setelah kejadian, menyulitkan proses penyidikan. Kedua, saksi-saksi seringkali enggan memberikan keterangan karena takut dengan proses hukum atau merasa bahwa menjadi saksi hanya akan menambah urusan. Oleh karena itu, diperlukan peningkatan pemahaman dan pengetahuan masyarakat tentang perlindungan hukum serta peningkatan kerjasama antara pihak kepolisian dengan masyarakat untuk meningkatkan efektivitas perlindungan hukum bagi korban kecelakaan lalu lintas di Kota Gorontalo.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana pengimplementasian Pasal 2 Peraturan Daerah Nomor 19 Tahun 2009 Tentang Penertiban Hewan Lepas di Kecamatan Kwandang, Kabupaten Gorontalo Utara. Sedangkan jenis penelitian, yaitu kualitatif. Untuk teknik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Sedangkan sumber data meliputi data primer dan sekunder. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum optimal karena kurangnya keseriusan dari pemerintah dan tim penertiban serta minimnya sosialisasi kepada masyarakat. Faktor penghambat lainnya meliputi kurangnya kesadaran masyarakat, keterbatasan anggaran, dan minimnya pemahaman implementor terkait kebijakan. Kesimpulan dari penelitian ini adalah diperlukan peningkatan keseriusan pemerintah dan tim penertiban dalam menjalankan aturan, serta perlu dilakukan sosialisasi yang lebih efektif kepada masyarakat. Selain itu, perlu juga penyesuaian terhadap faktor-faktor penghambat seperti anggaran dan pemahaman implementor agar kebijakan dapat dijalankan dengan maksimal sesuai tujuan aslinya.

Abstract

The BPD institution as a village institution is an important component in carrying out village development in order to realize village prosperity and independence. The aim of this research is to analyze the implementation of the BPD's supervisory function in Ayong Village, Sangtombolang District, Bolaang Mongondow Regency. This research method is qualitative research, namely to analyze the Implementation of the Supervisory Function of the Village Consultative Body. The results of this research are that the implementation of the supervisory function of the Village Consultative Body in Ayong village has not met the community's expectations, where it is still found that several parts of the community's aspirations have not been fulfilled. The community is not satisfied with the services of the Village Consultative Body, because the aspirations they have conveyed have not been responded to well.

Abstract

Abstract Penelitian ini bertujuan untuk mengetahui peran dan faktor penghambat sektor kepolisian dalam penanggulangan "Cap Tikus" di Desa Rumbia, Kecamatan Botumoito. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus, mengedepankan pemahaman mendalam terhadap konteks kasus yang diteliti. Data dikumpulkan melalui observasi dan wawancara, serta menggunakan sumber data primer dan sekunder. Hasil penelitian menunjukkan bahwa sektor kepolisian, melalui Polsek Botumoito, aktif terlibat dalam mengatasi permasalahan "Cap Tikus" dengan fokus pada edukasi dan sosialisasi. Edukasi dilakukan dengan memberikan arahan kepada petani miras untuk beralih ke produksi gula semut melalui tanaman nila aren, mengubah pola pikir dan aktivitas mereka secara berkelanjutan. Sosialisasi lebih menitikberatkan pada penguatan perilaku petani miras dan masyarakat umum terkait risiko dan dampak negatif konsumsi miras ilegal. Penelitian juga mengidentifikasi tindakan penegakan hukum sektor kepolisian, termasuk peringatan, pembakaran tempat produksi, dan pemusnahan hasil penyulingan "Cap Tikus". Selain itu, sektor kepolisian memberikan perlindungan, pengayoman, dan pelayanan melalui patroli dan razia serta kontribusi dana dan alat bagi petani miras yang beralih ke produksi gula semut. Meskipun demikian, terdapat faktor internal yang menghambat peran sektor kepolisian, seperti tekanan kebutuhan masyarakat dan tingkat stres yang mendorong konsumsi "Cap Tikus". Faktor eksternal, seperti regulasi yang kurang efektif, juga mempengaruhi upaya penanggulangan karena hukuman hanya mencapai level pemusnahan tanpa menurunkan minat masyarakat dalam produksi miras ilegal. Oleh karena itu, penanganan masalah ini memerlukan pendekatan holistik yang melibatkan berbagai sektor dan perhatian terhadap edukasi, sosialisasi, serta perbaikan regulasi yang lebih efektif. Abstract

This study aims to describe the dynamics of involvement and bureaucratic behavior of non-ASN Bawaslu personnel in the selection of members of the general election organizing commissioners in Gorontalo Province. This study uses a qualitative method with a phenomenological approach. Data collection uses observation, interview and documentation techniques. Data analysis is carried out interactively through data reduction, data presentation and drawing conclusions. The results of the study show that the dynamics of involvement of non-ASN Bawaslu personnel in the selection of general election organizers is influenced by capacity, both professionalism and independence, affiliation with community organizations, and support in the form of political party recommendations. The behavior of the non-ASN Bawaslu bureaucracy in recruiting candidates for general election organizer commissioners can be assessed from the aspects of legitimacy, rational encouragement, attractiveness which is a source of inspiration, and consultation. Individual characteristics, including abilities, needs, experience, intelligence and talents possessed by non-ASN Bawaslu staff, dominate bureaucratic behavior in the arena of contestation for recruitment of general election organizers.

Abstract

Kebijakan hukum mengenai partai politik di Indonesia mempunyai keterkaiatan dengan pendidikan politik untuk pemilih pemulah dalam pemilihan umum 2024, maka dari itu pentingnya pendidikan politik dalam masyarakat agar bisa menjadi pemilih yang cerdas, serata bisa memahami dinamika yang terjadi dalam perhelatan politik di Indonesia, dalam konteks pendidikan politik  terhadap pesrta didik terutama dalam pemilihan pemula laporan ini menujukan bahwa pendidikan politik mempunyai partisapsi yang cukup kuat dalam kesadaran, berbagai insiatif penelitian telah di lakukan oleh bebrapa akdemis yang ad di Indonesia terkait betapa pentingnya penerpaan pendidikan politik sejak dini patuh di lakukan oleh anggota pelaksaan partai dan akdemis maupun mahasiswa yang paham akan tentang teori atau impelmatasi politik yang beralaku yangb berjalan di indoenesia,  Proses penerapan pendidikan politik  pada pesrta ddidik dapat meciptakan partisipasi masyarakat dalam perhelatan politik, terutama dalam dalam pembetukan pemahaman terhdap bagaiaman problem matika yang terjadi dalam negara Indonesia, hal ini sangat penting  terutama dalam pemilih pemulah yang hari ini masi tergolong sebagai pelajar, dengan demikian pendidikan politik pada pesrta didik bertujuan untuk dapat menciptakan kesar dasar  hak dan kewajiaban sebagai bagsa dan bernegara, serata mampu berperan penting dalam berdemokrasi

Abstract

Corruption is a serious issue in Indonesia, with wide-ranging impacts across various sectors. According to data from Transparency International, Indonesia ranks 96th out of 180 of the most corrupt countries. To address this issue, since December 2018, the Corruption Eradication Commission (KPK), in collaboration with the Ministry of Education and Culture (Kemendikbud), has integrated anti-corruption education into the national curriculum. As a follow-up, the Government of Gorontalo City issued Mayor Regulation Number 37 of 2019 on the Implementation of Anti-Corruption Education, which mandates the implementation of such education at all educational levels. This study aims to (1) Analyze the implementation of Article 6 of Mayor Regulation Number 37 of 2019 at SMP Negeri 4 Gorontalo, and (2) Identify the factors hindering the implementation of the regulation. The research employs a descriptive qualitative method. The findings indicate that the implementation of Article 6 has not been effective. The obstacles identified include: (a) Ineffective communication, particularly in delivering information; (b) Limited resources, especially due to the varying character of the school community, leading to discipline issues; (c) Lack of initiative from policy implementers to seek additional information; and (d) Bureaucratic structures that do not align with Article 6 of the Mayor Regulation, resulting in suboptimal implementation of anti-corruption education policies at SMP Negeri 4 Gorontalo.

Abstract

Research to determine the impact of playing free fire online games on social personality in children in Lahumbo Village, Tilamuta District, Boalemo Regency. This study uses a descriptive research type with a qualitative approach. The location of this research was conducted in Lahumbo Village, Tilamuta District, Boalemo Regency, with data sources obtained from several informants such as village officials, parents, and children in Lahumbo Village. Data collection was carried out using observation, interview and documentation methods. Researchers act as information diggers with the aim of obtaining data sources, both primary and secondary. The results of this study explain that the impact of online games on most children in Lahumbo Village has many negative impacts and minimal positive impacts on the sustainability and social institutions of the community, especially children in Lahumbo Village. As a result, many complaints arise from parents who complain about bad attitudes towards their children, such as often being disobedient, lazy to go to school, often going out of the house and not wanting to help their parents at home. Conditions like this are very common among children, because the impact of online games is very real and has a negative impact on society, even though the existence of online games can also be a positive thing if parents pay attention and supervise them, considering that not only a few gamers are able to achieve success in playing games. then the government's efforts made to prevent the impact of online games on children in this case there are two efforts, namely preventive and repressive efforts. This action is taken to minimize the impact of online games, because the increasing popularity of online games can no longer be denied that the impacts caused are not only positive impacts but also more prominent negative impacts from online games. Therefore, by combining preventive and repressive efforts, the government is trying to create a safer environment for children to interact with online games.

Abstract

Bureaucratic neutrality has always been a significant challenge in every democratic event, whether in general elections (Pemilu) or local elections (Pemilukada). In the upcoming 2024 simultaneous elections, various strategies have been formulated by election organizing bodies (KPU and Bawaslu) at both the central and regional levels to strengthen and raise awareness among bureaucrats to maintain neutrality in the electoral process. However, these efforts have yet to yield optimal results, as bureaucracies are frequently utilized as tools to mobilize support for vote acquisition. Factors such as familial ties, career motives of campaign teams, superiors, candidate pairs, and the position of regional heads as personnel authorities (PPK) make it difficult for civil servants (ASN) to remain neutral. Based on this context, this community service aims to: 1) Identify the vulnerabilities of election violations by bureaucrats (civil servants, village heads, and village apparatus); 2) Build awareness within the bureaucracy to refrain from engaging in practical politics; and 3) Provide political education to strengthen bureaucratic political preferences, encouraging them to become intelligent voters who prioritize independence and neutrality in the lead-up to the 2024 simultaneous elections in Bone Bolango Regency.

Abstract

This study aims to analyse political education programs and their impact on the level of voter participation in the 2024 General Election in Banggai Regency. Using a qualitative method with a case study approach, data was collected through observation, interviews, and documentation. Primary data was obtained from the General Election Commission, Election Supervisory Agency, political parties, National and Political Unity, and voters in Banggai Regency. Secondary data was obtained from journals, books, and reports on the implementation of the 2024 elections. The results showed that political education programs such as voter education socialisation. The results of this programme have implications for voter participation, which is reflected in the increase in turnout in the 2024 elections to 80.83%, compared to 79.47% in the 2019 elections. Nonetheless, several factors such as voters' limited cognitive, affective and evaluative abilities, as well as limited access to information and economic instability, proved to be obstacles affecting political participation. This study recommends that election administrators improve the effectiveness of political education programmes by actively involving voters in these programmes, in order to encourage more optimal participation.
