Abstract

Indonesian Migrant Workers families employ various survival strategies, including saving, debt management, enhancing skills, and utilizing technology. These strategies help them cope with the challenges they face and improve their well-being. In terms of remittance management models, Indonesian Migrant Workers families utilize both formal and informal channels for sending and receiving remittance. They alson engage in micro business, such as culinary ventures, laundry services, and handicrafts, to generate additional income and meet their daily needs. However, Indonesian Migrant Workers families encounter challenges in establishing and sustaining micro business, such as limited capital, restricted market access, and lack of business management skills. To address these challenges, training programs, education, and broader market access are recommended to echance the success of micro businesses. The government plays a crucial role in supporting the well-being of Indonesia Migrant Workers families by implementing policies that facilitate the development of micro businesses and effective remittance management.

Abstract

Good governance is an important principle that must be integrated into every institution that provides public services, including the Immigration office of Soekarno Hatta, Indonesia. One of the latest innovations introduced at this office is the passport expediting service. In implementation, there are several technical and operational obstacles that need to be improved. This research uses a descriptive approach by collecting primary data and secondary data. Data collection was carried out in the Office Area on the 4th Floor of the International Terminal 3 Parking Building at Soekarno Hatta International Airport for seven months. Data was collected through observation, interviews, and documentation, then analyzed using data reduction methods, data presentation, and drawing conclusions. The passport acceleration service at the Immigration office of Soekarno Hatta, Indonesia has been running well and implementing the principles of good governance. However, several obstacles still arise, including limited community participation, the problem of duplicating passports, and the need to improve facilities and infrastructure. The passport printing system is also a challenge, along with the limited number of officers in the Passport Acceleration Service Unit (UP3). The passport shortage service at the TPI Soekarno Hatta Special Class I Immigration Office has fulfilled most of the indicators of good governance principles. To improve service operations, steps are needed such as providing discussion space for the public and public service providers, providing information and education to passport applicants to reduce duplication, as well as improving facilities and infrastructure. Evaluation of needs in UP3 is also important to ensure suitability with field implementation.

Abstract

Arsip merupakan sebuah dokumen yang berisi rekaman aktivitas atau kegiatan. Bagi sebuah organisasi keberadaan dari arsip memiliki nilai yang sangat penting. Selain menjadi bahan suatu informasi, arsip juga merupakan sebagai bahan bukti yang dapat dipertanggung jawabkan kebenarannya sehingga harus dikelola dengan baik. Akan tetapi pada kenyataannya sering terjadi pada organisasi dalam mengelola arsip dianggap sebagai kegiatan yang tidak penting dan menganggap bahwa kegiatan dalam mengelola arsip adalah suatu kegiatan yang mudah sehingga terabaikan, hal tersebut disebabkan karena kurangnya peduli dari organisasi tersebut dan sudah dianggap menjadi hal yang biasa, maka sebagai penyelenggara birokrasi Kantor Imigrasi Kelas II Non TPI Pamekasan harus memberikan perhatian khusus dalam hal pengelolaan arsip substantif. Berdasarkan permasalahan yang ada, maka penelitian ini bertujuan untuk mengetahui yaitu pertama, bagaimana implementasi tata kelola dokumen keimigrasian di Kantor Imigrasi Kelas II Non TPI Pamekasan, dan yang kedua yaitu untuk mengetahui hambatan apa saja yang menghambat Kantor Imigrasi Kelas II Non TPI Pamekasan dalam melaksanakan tata kelola dokumen keimigrasian. Metode penelitian yang digunakan yaitu metode kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Hasil Penelitian menunjukkan bahwa proses dalam pengelolaan arsip substantif pada Kantor Imigrasi Kelas II Non TPI Pamekasan sudah dilaksanakan dengan baik dengan tahapan antara lain: penciptaan arsip, penggunaan arsip, pemeliharaan/perlindungan arsip, dan pemusnahan arsip. Kendala yang dihadapi dalam pengelolaan arsip substantif pada Kantor Imigrasi Kelas II Non TPI Pamekasan yaitu, pegawai arsip yang tidak memiliki latar belakang pendidikan yang sesuai dengan bidang kearsipan, tidak adanya arsiparis pada bagian kearsipan, sarana dan prasarana yang kurang maksimal, retensi arsip yang tidak rutin dilakukan setiap tahun, arsip WNA yang masih tersimpan di ruangan pelayanan WNA dan belum masuk ruang arsip.

Abstract

Abstract. This research focuses on evaluating the management of substantive archives at the Immigration Office Class III Non-TPI Kalianda using the Logic Evaluation Model with the main objective of improving the quality of archival governance. Effective archive management is essential for every institution as archives serve as a primary source of information that supports various administrative activities and decision-making processes. However, at the Immigration Office Class III Non-TPI Kalianda, there are several challenges in archive management, such as a lack of archival facilities, limited human resources, and the absence of a digital archiving system. The identified problems are how the implementation of archive management and the evaluation of substantive archive management using the Logic Evaluation Model can improve the quality of archival governance at the office. This study aims to analyze both aspects. The method used in this research is descriptive qualitative, with data collected through observation, interviews, and documentation. The research results indicate that archive management is not yet optimal, particularly due to a lack of infrastructure and competent human resources. The Logic Evaluation Model was used to evaluate the inputs, activities, outputs, and outcomes of the archiving system. The results show that significant improvements are needed in various aspects to enhance the quality of archival governance. This research provides theoretical benefits in the development of archival management knowledge and practical benefits for the Immigration Office Class III Non-TPI Kalianda to improve the quality of archive management. In conclusion, digital archiving and the enhancement of human resource competencies are essential, and the author suggests the development of archival facilities and training for archive managers as steps for future improvement.
