Abstract

This study aims to analyze the implementation of the Posyandu service policy in Lawang Agung Village, South Bengkulu Regency, with a focus on evaluating the success and challenges in its implementation. Using a qualitative descriptive approach, data were obtained through observation, interviews, and documentation from various informants, including health center officers, Posyandu cadres, and community service recipients. The policy evaluation was conducted based on the Wayne Parsons model, which includes formative and summative evaluations. The results of the study indicate that most Posyandu programs, such as maternal and child nutrition services, disease control, clean and healthy living behavior, and elderly health services, have been integrated and run effectively. However, several services such as Pos PAUD have not been optimally implemented due to lack of socialization and low public awareness. Summative evaluation indicates a significant increase in public health indicators, such as a decrease in maternal and infant mortality rates and increased awareness of healthy lifestyles. The success of this program is supported by the availability of human resources, additional food, facilities and infrastructure, and budget support from the village government. This study recommends increasing socialization and community participation to strengthen the effectiveness of Posyandu services in the future.

Abstract

This study aims to analyze the level of public service responsiveness at Perusahaan Umum Daerah (Perumda) Tirta Hidayah in Bengkulu City, with a focus on new water connection services. A descriptive qualitative method was employed, using in-depth interviews, direct observation, and document analysis as data collection techniques. The findings indicate that the current level of service responsiveness is suboptimal. Customers reported delays in connection installation, inconsistent information, and slow responses to complaints. The main contributing factors include limited human resources and the absence of an integrated service system based on information technology. The analysis draws on Dwiyanto’s theory of public service responsiveness, which highlights five key indicators: customer complaints, bureaucratic attitudes, feedback utilization, corrective action, and the role of citizens in the service system. The study recommends a comprehensive reform of the service system, enhancement of human resource capacity, and increased community involvement to achieve responsive, transparent, and citizen-oriented public services.

Abstract

This study aims to decide to implement the Regional Government Information System (SIPD) in the Seluma Regency Development Planning Agency. Through data obtained from survey sites and information analysis. This study is a qualitative study presented descriptively. The information in this study consists of four informants. Data recording techniques use observation, interviews, and documents. Based on the findings of research and discussion using the theory of Edward III (Tresiana Duaji, 2019: 59), an indicator is used: 1) Communication: Backsel Marigen Recei and OPD/SKPD -SELUMA Government Communications Submission of OPD/SKPD information necessary for preparing developmental documents is also complete and clear. Information data is sent by entering information data through the Portal 1 Indonesia (SDI) data. 2) Resources: Backta Seluma Regency Resources are also very good and satisfactory. The operator's ability is qualified to operate SIPD, but due to the lack of BIMTEK training, there is a lack of other training programs for SIPD operators from Backta Seluma Regz, which is a sufficient SIPD operator from the APBD, is not properly turned on. 3) Disposal: The implementation of Bapteda Seluma Regency is sufficient, and the implementer already has a strong attitude and wants to implement SIPD in the preparation of regional development plan documents. Bureaucratic Structure: The bureaucratic structure in the implementation of SIPD directives is sufficient to accommodate standard operating processes (SOP).

Abstract

This study aims to examine in depth the influence of principal leadership on student achievement in talent-based sports schools, emphasizing the framework of transformational leadership. The primary focus is to determine how the principal’s role contributes to creating a supportive learning environment, fostering students' intrinsic motivation, and cultivating a sustainable culture of excellence. A quantitative approach was employed using a simple linear regression model, supported by qualitative data from students’ open-ended responses. The findings revealed a significant impact of the principal’s role on student performance, with a coefficient of determination (R²) of 0.58 and a t-statistic value of 8.143 (p 0.05). This indicates that 58% of the variance in student achievement is attributable to the principal's leadership, while the remaining 42% is influenced by other factors such as training quality, parental involvement, and individual student conditions. Qualitative insights reinforce the statistical results, showing that students perceive the principal’s emotional support, personal attention, and active involvement in training and competitions as highly impactful. The principal is viewed not merely as an administrator, but as a motivator, facilitator, and central figure in the development of student achievement. The study underscores the importance of strengthening leadership competencies, especially in interpersonal communication, motivation strategies, and the cultivation of adaptive school environments. This research offers both practical and theoretical contributions to the development of effective educational leadership models in talent-based schools.

Researchers choose kind of studies qualitative , so that the data received must clear and specific (Sugiyono, 2007: 22). If the data source is viewed from data sources , data collection can shared become three : observation , interviews , and documents . Based on findings research and discussion about skills employee For increase performance Benkul Central BKPSDM, research This show importance develop soft skills for increase performance employees at the agency human resource development and central human resources from Benkul Regency (BKPSDM). Skills like effective communication , ability adapt , thinking critical , work team , and leadership is factor main supporting productivity and efficiency work . Employees who can manage time they , finish problem , and show empathy and integrity proven give service public best . In addition , training management stress and presence well employee strengthen focus work and create environment harmonious work . This study also emphasizes that leadership participatory promote motivation and performance team. With training sustainable , BKPSDM can increase ability employees , creating culture positive work and present challenge more organization good . Abstract

This study aims to analyze public information services provided by the General Elections Commission (KPU) of Bengkulu Province in an effort to increase community participation in the 2024 elections. A descriptive qualitative approach was used, with data collected through observation, in-depth interviews, and documentation. Agustinus’ strategy theory (1996), which includes strategy formulation, implementation, and control, served as the analytical framework. The results indicate that KPU Bengkulu implements public information services through a main strategy based on KPU Regulation No. 9 of 2022. Information is disseminated through various channels, including social media (Instagram, Facebook, YouTube), the E-PPID portal, and direct outreach programs such as goes to campus and goes to pesantren. These strategies are considered effective in conveying electoral information and encouraging public participation, particularly among first-time voters. However, challenges remain in building public trust in the importance of political engagement.

Abstract

This study aims to examine the role of the principal in improving the performance of teachers and educational staff at SMA Negeri 1 Bengkulu Selatan. The research employed a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation involving six key informants, including the principal, administrative staff, teachers, school committee, and student representatives. The findings indicate that the principal exercised leadership through five performance improvement strategies as outlined by Schuler and Jackson, namely positive reinforcement, performance audits, performance standards, feedback mechanisms, and recognition of achievement. The principal's role extended beyond administrative functions to reflect a transformational leadership style that fostered a collaborative, disciplined, and quality-oriented work culture. Nonetheless, challenges such as low participation in training programs and weak discipline among some educators were identified. These findings highlight the need to strengthen internal coaching systems and promote more participatory governance strategies within the school.

Abstract

This study aims to analyze the effectiveness of the performance of the Secretariat staff of the Bengkulu City General Election Commission (KPU) in the implementation of the 2018 Regional Head Election (Pilkada). A descriptive qualitative method was used, with data collected through in-depth interviews, observations, and documentation. The research focused on five effectiveness indicators according to Hasibuan: job performance, responsibility, discipline, honesty, and teamwork. The findings indicate that KPU Secretariat staff carried out their duties in alignment with these indicators, although several technical challenges were encountered. The election schedule was implemented according to the planned timeline, and inter-staff cooperation was notably high. Therefore, the staff's performance is categorized as effective and contributed significantly to the successful execution of the Pilkada in Bengkulu City. This study contributes to a deeper understanding of the importance of professionalism and accountability among election administrators as a foundation for local democratic governance.

Abstract

This Community Service Program aims to encourage student actualization in school organizations and foster leadership skills among students of SMK Negeri 4 Kota Bengkulu. Using presentations and discussions, students were educated about the essential role of school organizations, particularly OSIS, in shaping character, management abilities, and relevant soft skills. The program was conducted on May 30, 2023, involving 45 participants. The results indicated an increase in student motivation to actively participate in organizations, enhanced self-confidence, and awareness of leadership grounded in responsibility and solidarity. This activity is expected to contribute significantly to improving student quality and serves as a collaborative effort between higher and secondary education in shaping capable and socially responsible youth.

Abstract

This study aims to evaluate the effectiveness of the Hajj registration service in 2023 at the Ministry of Religious Affairs Office in Bengkulu City. The research used a descriptive qualitative method with data collected through observation, interviews, and documentation. Four informants participated, including two ministry staff and two prospective pilgrims. Data analysis referred to Sondang P. Siagian’s eight indicators of effectiveness: clarity of goals, strategy, policy formulation, planning, appropriate programming, infrastructure availability, efficient execution, and educational supervision. Results show that the service was generally effective, though limited human resources and suboptimal technology use remain challenges. Available facilities such as waiting rooms, bank counters, and digital tools like Haji Pintar and Siskohat significantly supported the registration process. The study recommends improving staff capacity and enhancing digital system utilization to achieve more efficient service delivery.
