Abstract

This study aims to analyze the implementation of labor supervision carried out by the Manpower and Transmigration Office of Bengkulu Province. The research focuses on four key indicators based on the Regulation of the Minister of Manpower of the Republic of Indonesia Number 33 of 2016 Article 9 Paragraph (2), namely: labor coaching, inspection, testing, and criminal investigation. This study adopts a descriptive qualitative method using data collection techniques such as in-depth interviews, field observations, and documentation. Informants include two key informants and two supporting informants from the agency and company environment. The findings reveal that labor supervision in Bengkulu Province has been implemented according to established procedures and regulations. Labor inspectors conduct coaching through socialization and counseling, inspect compliance with labor norms, test occupational health and safety (OHS) systems, and investigate alleged violations of labor regulations. However, several challenges were identified, such as a limited number of inspectors and the complexity of violations in the field. This study contributes to strengthening the function of labor supervision at the regional level and serves as a reference for formulating more effective labor protection policies. Strengthening inspector capacity and improving cross-sectoral coordination are necessary to ensure more optimal supervision outcomes.

Abstract

This study aims to examine the effect of performance allowances on the performance of civil servants at the District Office of Sukaraja Subdistrict, Seluma Regency. A quantitative approach with a correlational method was employed. The independent variable in this study is performance allowance, while the dependent variable is employee performance. The sample consisted of 20 civil servants, selected using a saturated sampling technique. Data were collected through a validated and reliable questionnaire. The data were analyzed using descriptive statistics, Pearson Product Moment correlation, simple linear regression, and hypothesis testing through t-test, f-test, and coefficient of determination (r²). The results showed that performance allowance had no significant effect on employee performance. This is indicated by the correlation coefficient value of 0.337, which is lower than the r table (0.444), and the determination coefficient value of 0.113, meaning that performance allowance contributes only 11.3% to employee performance. Additionally, the t-count value (1.518) was lower than the t-table value (1.729), leading to the rejection of the alternative hypothesis. Thus, it can be concluded that performance allowances are not the main factor influencing employee performance at the Sukaraja Subdistrict Office.

Abstract

Village development deliberations are ideally participatory forums that involve all community elements in the planning process. However, in Taba Terunjam Village, community participation remains low, both in terms of attendance and active involvement in expressing aspirations. Through this Community Service Program (PKM), lecturers and students from the Public Administration Study Program at Universitas Dehasen Bengkulu aim to raise awareness and encourage active civic engagement through educational and dialogical approaches. The activity was conducted through socialization and counseling sessions that encouraged residents to take a more active role in village development meetings. The results showed a significant increase in citizen attendance, willingness to voice opinions, and the establishment of more open two-way communication between the community and village officials. This activity proves that with the right strategies, a participatory culture at the village level can be fostered and become a strong foundation for democratic and sustainable development.

Abstract

This community service project aims to enhance the role of women in village development, particularly in Dusun 001, Pasar Pedati Village, Pondok Kelapa Sub-district, Central Bengkulu Regency. The program stems from the awareness of women's contributions to non-physical development such as family economy and education, as well as underutilized local potential. Through observation, interviews, and group discussions, the project identified key issues faced by local women, including limited distribution access for MSME products, lack of digital literacy, and high rates of early marriage. The outcomes include recommendations for training programs, digital media utilization, and scholarship information sharing. This activity is expected to be the starting point for sustainable, locally-based women empowerment

Abstract

This study aims to analyze and determine the level of relationship between language of arrow skills with quality of free-body diagrams. The research was conducted at SMAN 2 Sungai Penuh. The population was 60 students of XI MIA. Using whole population sampling, but there were 6 incomplete data so only data from 54 students were used. The learning process and tests the language of arrow and quality of free-body diagrams were given to the students. The data is normally distributed and linearly related to each other with a positive correlation shown using a scatterplot. The Pearson correlation test conducted to show the relationship between variables. There is a high correlation between language of arrow skills and the quality of the free body diagram, which is indicated by the Pearson correlation coefficient of 0.611.

Abstract

This study aims to evaluate the accountability of the management of the Village Revenue and Expenditure Budget (APBDesa) in Sungai Pura Village, Air Besi Sub-district, North Bengkulu Regency. The research focuses on three dimensions of accountability: financial accountability, benefit accountability, and procedural accountability, as formulated by Mahsum et al. (2004). The study employs a descriptive qualitative method with data collected through in-depth interviews, observation, documentation, and triangulation. The main informants include the village head, village treasurer, and head of the Village Consultative Body (BPD), while supporting informants are community members, youth leaders, and religious figures. The findings reveal that, in general, the management of APBDesa in Sungai Pura Village complies with the principles of accountability. Financial accountability is reflected in the preparation and publication of regular financial reports. Benefit accountability is evident in the effective use of village funds for infrastructure projects that benefit the local community, such as the construction of Posyandu and retaining walls. However, procedural accountability remains an issue, especially due to the limited community involvement in village deliberations and the lengthy and complex administrative process for fund disbursement. The study recommends enhancing community participation in the planning and monitoring of APBDesa, as well as simplifying the bureaucratic procedures for fund disbursement. These findings are expected to provide useful input for village governments in improving transparent and participatory financial management.

Abstract

This study aims to examine the influence of school principal leadership on the athletic achievements of students at the State High School for Sports Talents (SMAN Keberbakatan Olahraga) in Bengkulu Province. The research is grounded in the premise that school principals play a pivotal role as change agents in shaping an educational environment that promotes non-academic achievement, particularly in sports-oriented schools. A quantitative approach was used, employing a survey method with a sample of 76 students selected from a total population of 138. The primary instrument was a Likert-scale questionnaire measuring students' perceptions of leadership and their sports performance. The results reveal that the principal's leadership positively impacts student motivation, self-confidence, and athletic performance. Key leadership dimensions such as idealized influence, individualized consideration, inspirational motivation, and intellectual stimulation significantly contribute to student achievements in various sports disciplines such as futsal, taekwondo, and pencak silat. Statistical analysis using simple linear regression confirmed a significant relationship between principal leadership and student performance. This study recommends strengthening school principals' leadership capacity through managerial training and soft skills development in the context of sports education. Additionally, stronger synergy among school principals, coaches, and external stakeholders is essential to fully optimize student potential and elevate them to national and international sporting success.

Abstract

This study aims to evaluate the implementation of parking area regulation in Bengkulu City, specifically on Soeprapto Street, which is a central hub of public activity with high traffic density and parking retribution potential. The research employs a descriptive qualitative approach using observation, in-depth interviews, and documentation as data collection methods. The findings reveal that the implementation of parking retribution policy in Bengkulu City still faces several obstacles, such as weak bureaucratic structures, limited human resources and facilities, poor discipline among parking attendants, and lack of communication and supervision from relevant agencies. The study also uncovers illegal levies and discrepancies between parking fees and the established regulations. The theoretical framework is based on George C. Edward III’s model of policy implementation, which includes four key variables: communication, resources, disposition, and bureaucratic structure. The study recommends a comprehensive evaluation of the parking retribution system, enhancement of human resource capacity, and stricter law enforcement to achieve an orderly and transparent parking management system.

Abstract

Findings indicate that while the implementation of the "3 in 1 Duka Cita" service has generally been effective in easing administrative burdens for grieving families, several obstacles remain. These include limited human resources, coordination challenges across departments, and inconsistent communication to the public. Despite these challenges, the dedication of front-line staff and simplified service mechanisms contribute significantly to service success. The research also reveals that employee performance is influenced by internal motivation, availability of resources, and clear job descriptions. The study concludes that while the initiative aligns with public service improvement goals, continuous monitoring, capacity building, and public education are needed to enhance overall performance and sustainability. This research contributes to understanding how integrated services in civil registration can be optimized through focused performance evaluation and organizational improvements.

Abstract

This study aims to analyze the implementation of civil servant mutation, rotation, and promotion policies within the Regional Government of Bengkulu Province, specifically in the Bureau of Governance and Public Welfare. Mutation, rotation, and promotion are key components of civil service management, aiming to optimize personnel distribution, develop competencies, and enhance employee motivation and performance. The study uses a qualitative approach with data collected through observation, in-depth interviews, and documentation. Informants included structural officials, functional officers, and staff who have undergone mutation or promotion. The theoretical framework refers to the Indonesian Civil Service Agency Regulation No. 5 of 2019, which outlines seven key indicators: competence, career pattern, employee mapping, talent pool, career development, performance and behavior evaluation, and organizational needs. The results show that while most processes adhere to the regulation, there are still several challenges, such as limited employee mapping data, mismatches between educational background and new positions, and lack of training prior to job transfer. Furthermore, non-technical factors such as personal connections and subjective considerations still influence placement decisions. These findings highlight the need to strengthen a merit-based system grounded in transparency and performance to build a professional and effective bureaucracy. This study is expected to contribute valuable insights for the Bengkulu Provincial Government in refining its civil servant mutation and promotion practices to be more fair, objective, and strategically aligned with organizational goals.
