Abstract

Unloading work at the port has a high risk. Thus, Occupational Health and Safety (K3) through risk assessment must always be considered so that it meets K3 standards so that the risk of work accidents can be reduced. This study aims to conduct a K3 risk assessment on unloading work using the HIRARC (hazard identification risk assessment control) method at the Ciwandan Port in Banten. This exploration is an assessment that concentrates on using a subjective methodology with the stages of a basic review, problem planning, and examination objectives, sharing information, managing HIRARC data, investigating the report, and making conclusions. The consequence of this study shows that the risk rating that can be identified is at least 2 Low, 7 High, and 8 Emergency from the aspect of working environment conditions, activities, and mental conditions of Ciwanden Banten Port workers. So it can be concluded that there are aspects of K3 that have a high risk and require higher attention. Therefore, further research is needed regarding risk control that can be provided based on a risk assessment from the word related to the Health and Safety (K3) technique HIRARC (Hazard Identification, Risk Assessment, and Risk Control) at the Port of Ciwandan in Banten.

Abstract

Keterlambatan keberangkatan kapal di Perusahaan Pelayaran terjadi karena beberapa faktor, yang salah satunya dialami oleh perusahaan pelayaran Humolco Trans Inc. adalah pengadaan suku cadang kapal atau spare part dalam mendukung kegiatan operasional kapal yang sering mengalami kendala dalam pengadaannya. Bila hal tersebut terjadi pada saat kapal sedang dalam keadaan on charter oleh pemilik muatan, maka hal tersebut dapat mempengaruhi nilai jual suatu perusahaan pelayaran pada sisi para pemilik muatan, sehingga para pemilik muatan akan berfikir ulang untuk melakukan on hire suatu kapal dalam cargo delivery. Hal yang demikian sering kali dialami oleh perusahaan pelayaran yang mana dalam menjalankan bisnisnya tidak berdiri sendiri, seperti halnya dalam pengadaan suku cadang kapal yang mana pihak pemilik kapal harus mempertimbangkan dalam memilih para agen-agen pelayaran yang mempunyai konektifitas bagus dalam menjalin relasi dengan para ship chandler yang melakukan supply suku cadang atau spare part kapal. Dengan latar belakang permasalahan yang timbul tersebut, tim peneliti berusaha untuk merumuskan suatu rumusan masalah penelitian tentang seberapa besar pengaruh antara keterlambatan pengadaan spare part dengan kelancaran keberangkatan kapal yang dimiliki oleh Perusahaan Pelayaran Humolco Trans Inc.

Abstract

Direktorat Perkapalan dan Kelautan meluncurkan aplikasi bernama SIMKAPEL (Sistem informasi Perkapalan dan Kelautan) dalam rangka memperbaiki dan meningkatkan kinerja untuk menjamin keselamatan pelayaran di era keterbukaan informasi dan digitalisasi. Direktorat Jenderal Perhubungan Laut melalui Direktorat Perkapalan dan Kepelautan meluncurkan aplikasi Sistem Informasi Perkapalan dan Kepelautan (SIMKAPEL). Aplikasi ini diharapkan dapat menjadi solusi untuk mempercepat pelayanan di industri pelayaran. Dengan dasar ini penulis merumuskan tentang bagaimana pengaruh aplikasi simkapel terhadap pengurusan sertifikat keselamatan kapal. Metode yang digunakan dalam penelitian ini adalah kuantitatif yang menghasilkan data deskriptif statistik yang mengambil data dari kuisioner dan melalui data yang sudah ada. Penelitian dilakukan pada saat praktek darat dilakukan untuk mendapatkan data melalui riset lapangan, dalam hal ini penulis mengumpulkan data berupa pendekatan terhadap objek melalui observasi serta menggunakan dokumen dan data-data yang berhubungan dengan pengurusan sertikat keselamatan kapal.

Abstract

The purpose of this research is to determine the validity and reliability of the Maritime English proficiency test organized by PUKP (Seafarer Expertise Exam) 02 Banten and its surroundings. Research method was used is descriptive analysis because it aims to explain the level of difficulty, discriminatory power, as well as the validity and reliability of exam questions for 3rd grade students at the Maritime School. The results showed that there were 43 valid exam questions in the Nautical department or about 71.66% of the total questions, with a correlation value greater than Rtable 0.1071 with a significance level of 5%. As for the Engineering department, there are 41 valid exam questions or 68.33% of the total questions, with a correlation value greater than Rtable 0.2483 with a significance level of 5%. For the reliability of the test questions in the Nautical department of 0.5968 and the Engineering department 0.6789 with an interval between 0.40 to 0.70 with moderated interpretation. Therefore, it can be concluded that the Maritime English exam questions used are quite valid and reliable. Keywords: validity, reliability, proficiency test, maritime English.

Abstract

The decline in the amount of land and farmers' income can be resolved, one of the ways, is through an integration system between agriculture and fisheries. The integrated system between fish and plants has been proven to have many benefits both ecologically and economically. There has not been much research on the system of integration of fishery farming and cultivation of Tilapia and Mangrove fish on coastal land. Please note that tilapia cultivation is a fishery commodity that is resistant to changes in salinity and also has a relatively high selling price. Research is needed on the integration of fisheries and mangrove plants on coastal land in order to increase the use of land productivity. This research aims to obtain a system integration model between mangrove plants and Tilapia fishery commodities that can increase income for the community. This research was carried out using an experimental method by designing an integrated system for tilapia spawning and mangrove nurseries. The data was analyzed descriptively, studied through comparison of its success with similar fish and mangrove cultivation systems through literature studies. The research results of the designed integration model can be applied in the field. The growth in length and weight of fish is still within the SNI standard range, the survival rate of fish is still below SNI, the growth of mangrove plants and SR of plants is good, the water quality is in accordance with SNI. The advantage of this model is that it can combine fish farming activities and mangrove nursery systems in accordance with government programs in harmonizing economic, ecological and social balance for food security. This integration model is quite feasible to be applied in society

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan memahami dampak pencemaran laut akibat tumpahan minyak dari operasi kapal sebagai alat transportasi laut. Metode pengumpulan data meliputi studi pustaka, dokumentasi, dan data deskriptif dari berbagai sumber. Penelitian ini menyoroti pentingnya pola pencegahan pencemaran yang efektif untuk meminimalkan dampak negatif tumpahan minyak pada ekosistem laut dan lingkungan perairan. Masalah utama yang dikaji adalah upaya pencegahan tumpahan minyak sebelum meluas dan merusak ekosistem. Teori yang digunakan adalah teori pengelolaan sumber daya manusia yang berfokus pada keselamatan dan pencegahan pencemaran laut. Metode pengumpulan data mencakup observasi, wawancara, dan studi literatur. Analisis data dilakukan secara triangulasi dan berkelanjutan hingga data jenuh. Hasil penelitian menunjukkan bahwa pelatihan penanganan tumpahan minyak secara berkala bagi seluruh pekerja sangat penting. Selain itu, penggunaan alat pelindung diri seperti sepatu keselamatan, helm, dan pelampung khusus wajib dilakukan untuk mencegah dampak fatal dari kecelakaan kerja.

Abstract

Kepuasan pelanggan adalah faktor kunci dalam memastikan kualitas layanan. Penelitian ini bertujuan mengevaluasi pelayanan buku pelaut online di Kantor Kesyahbandaran Utama Tanjung Priok selama 10 bulan menggunakan metode kualitatif melalui observasi, wawancara, dan survei Indeks Kepuasan Masyarakat (IKM). Hasil penelitian menunjukkan nilai IKM tertinggi pada prosedur pelayanan dan kepastian biaya, masing-masing sebesar 3,66 (sangat baik). Sebaliknya, nilai IKM terendah terdapat pada tanggung jawab petugas dalam pembatasan kuota berkas, yaitu 2,94 (baik). Rata-rata nilai IKM adalah 3,44 dengan konversi 86,03 (sangat baik). Temuan ini menunjukkan prosedur pelayanan sudah jelas dan memadai, namun peningkatan masih diperlukan pada aspek tanggung jawab petugas.

Abstract

Penelitian ini bertujuan untuk mengevaluasi dampak implementasi kebijakan Indonesia National Single Window (INSW) terhadap efisiensi dan transparansi proses kepabeanan ekspor di Indonesia. Menggunakan pendekatan campuran (mixed-method), studi ini mengombinasikan analisis kuantitatif terhadap data waktu clearance dan biaya administrasi, serta pendekatan kualitatif melalui wawancara mendalam dengan pelaku usaha dan otoritas terkait. Hasil penelitian menunjukkan bahwa implementasi INSW mampu menurunkan rata-rata waktu penyelesaian kepabeanan dari 48 jam menjadi 36 jam, serta mengurangi biaya administrasi hingga 28%. Selain itu, peningkatan transparansi tercermin dari skor kepuasan pengguna terhadap akses informasi yang mencapai rata-rata 4,2 dari 5, meskipun masih terdapat kendala dalam kejelasan prosedur. Tantangan utama yang diidentifikasi meliputi kesiapan infrastruktur digital dan rendahnya tingkat pemahaman pelaku usaha terhadap sistem. Oleh karena itu, penelitian ini merekomendasikan peningkatan infrastruktur teknologi, penguatan literasi digital, dan penyederhanaan prosedur sebagai langkah strategis untuk mengoptimalkan penerapan INSW secara berkelanjutan.   This study aims to evaluate the impact of the implementation of the Indonesia National Single Window (INSW) policy on the efficiency and transparency of export customs processes in Indonesia. Utilizing a mixed-method approach, the research combines quantitative analysis of clearance time and administrative costs with qualitative insights gathered through interviews with business actors and relevant authorities. The findings reveal that the implementation of INSW successfully reduced the average customs clearance time from 48 hours to 36 hours and lowered administrative costs by up to 28%. Additionally, the system enhanced information accessibility, reflected in an average user satisfaction score of 4.2 out of 5, although some issues remain regarding procedural clarity. The main challenges identified include limited digital infrastructure readiness and low user understanding of the system. Accordingly, this study recommends strengthening technological infrastructure, improving digital literacy, and simplifying procedures to optimize the long-term implementation of the INSW policy.

Abstract

The maritime industry is undergoing a rapid digital transformation that is reshaping traditional operations and human resource management. PT MCS Internasional, a large-scale maritime service provider managing crew operations for multiple types of vessels and companies, faces challenges in data management, efficiency, and compliance monitoring. The complexity of handling numerous crew members and diverse client requirements demands a structured digital solution. This research aims to examine the necessity and urgency of developing a Crewing Management System (CMS) tailored to PT MCS Internasional’s operational framework. Using a qualitative descriptive method through interviews, observation, and document analysis, the study finds that the manual and semi-digital processes currently in use result in data duplication, low accuracy, and slow decision-making. Customized CMS is essential to streamline operations, integrate multiple data sources, ensure regulatory compliance, and improve competitiveness. The paper concludes that implementing a comprehensive CMS will serve as a strategic move to enhance efficiency, reliability, and scalability in managing maritime human resources.
