Abstract

This research focuses on environmental sustainability which is an important aspect to maintain in sustainable development. The conversion of green land into coffee shops in Batu City has an impact on the local economy, while it hurts environmental sustainability. This research aims to analyze how the policy of the government in the Batu City area is more leaning towards the issue economy or sustainability environment life. This research used a qualitative with approach case studies. Data collection was obtained from two types of data, primary through observations and interviews as well as secondary data through documentation. The study found that there is no local government policy that specifically addresses the conversion of green land into coffee shops, which has a significant negative impact on the environment. Therefore, there needs to be government attention to the environment (environmental governance) through the formulation of environmental policies, mechanisms to support green land investment, and commitment and cooperation of stakeholders to oversee environmental sustainability. Therefore, sustainable development that integrates economic and environmental interests which is required. The conclusion is that no local government policy is in place to deal with the conversion of green land to the coffee shop industry and that the local government policy in Batu City tends to focus on economic issues rather than environmental sustainability.

Abstract

The short article aims to discuss the bureaucratic reform by Kang Yoto during his leadership in Bojonegoro Regency. In the governance structure, the local government is a street level bureaucracy that must be responsive to community development. Using library analysis and focus group discussions, Authors also discuss with Kang Yoto as directly, when the process of entoring at the University of Muhammadiyah Malang. Authors analyze the bureaucratic reform movement carried out by Kang Yoto able to change people's stigma better towards bureaucracy. Some of the things done by Kang Yoto such as the bloated Friday, transforming public services and bureaucratic innovation succeeded in bringing a positive impact on development in Bojonegoro Regency. Needing this shows the success of bureaucratic reform in the regions needs strong commitment and leadership in the regions. This paper is expected to be able to provoke potential regional leaders who will fight in the simultaneous Regional Election in 2020.

Abstract

Agricultural policy is a government effort in regulating, controlling aspects of development in the agricultural sector with the aim of maintaining and increasing food yields. The great results of the objectives of agricultural policies will be able to be realized if they can be translated into concrete steps and can be implemented consistently in the field. Agricultural policy directions try to see the concept of policies developed and practices to realize the goals of agricultural policies in Indonesia. This study focuses on institutions, regulations and issues of inadequate budget allocation, human resources that are less qualified in the management of land and agricultural products. The purpose of this study is to describe the direction of Indonesian agricultural policy in facing the Industrial Revolution Era 4.0. This research uses qualitative research with a literature review approach. The results showed that there was no synchronization of agricultural policies at various levels of government, low budgets for agricultural development, spatial production practices at the expense of agricultural land in boosting regional income and the low utilization of technology and diversification in the use of agricultural technology showed that agricultural conditions in Indonesia were at an alarming level. Therefore, it is necessary to immediately synchronize agricultural policies at various levels of government and the allocation policies for agricultural development funds.

Abstract

The development of tourism villages aimed at improving community welfare often faces challenges such as low resource capacity, poor stakeholder coordination, and inadequate facilities. Specifically in Sidomulyo Village, the existing partnerships have not had a significant impact, raising questions about their effectiveness in supporting the development of village tourism. This research aims to evaluate the partnership program in Sidomulyo Village in order to understand the root of the problems and determine the benefits and shortcomings of the partnership. This research uses a qualitative method with a descriptive approach to highlight the shortcomings and weaknesses in the phenomenon of partnerships. Using the CIPP evaluation model (context, input, process, product), the researcher evaluated the implementation of partnerships in the development of village tourism in Sidomulyo Village, Batu District, Batu City. The research results indicate that the lack of a shared vision in the development of tourism villages is a factor in partnership failure. Therefore, it is hoped that in the future, the parties involved in the development of tourism villages can build a shared commitment to the established vision. Therefore, future research needs to conduct similar studies in different locations to determine if partnership failures are faced with the same factors.

Abstract

Public service is something that can be accessed by the community, including for people with disabilities. Changes in the public needs of the community including people with disabilities are growing so that it requires an innovation that can equalize it. Public service innovation is a method for increasing change in order to encourage improvement in the quality of public services. Therefore, the City Government of Malang seeks to improve health services specifically for people with visual disabilities by forming innovations in the form of Braille. Braille innovations were made by the government in order to create equitable public services in the community. The government's goal to make this innovation is in order to create equitable public services in the community. In addition, this innovation is a form of commitment of Malang City to inclusive services and a form of commitment to alignments specifically for people with visual impairments. This study aims to determine the ability of Braille innovation in improving health services for people with visual impairments. The method used in this research is the study of literature. As in the application of innovation, there are driving and inhibiting factors. The driving factor is in the form of support from the Mayor of Malang through Malang City Regulation No. 2 of 2014 and officers receive training. Whereas the inhibiting factor of this innovation is only when building a guiding block that requires quite a lot of costs. However, the innovations provided are able to improve the quality of health services to the community. Even now, Puskesmas Janti Malang has become the first referral health service pilot site for people with visual impairments to receive treatment.

Abstract

Political awareness among youth is often low, which impacts their participation in the democratic process. Youth have great potential to contribute to political development, but a lack of knowledge and skills often hinders their participation. Taking the object of the Muhammadiyah generation represented by the Muhammadiyah Student Association in Batu City, this service aims to improve youth understanding of the political and democratic process which has an impact on active participation in “adiluhung politics”. Through this education there is a process of transfer of knowledge and active political participation, especially for groups of young voters in the 2024 elections and politics universally. We have done this service and received a positive impression from the participants. Participants discussed the dynamics of current national politics and the unrest of youth groups to participate in practical politics with just noble values. Abstract

Pengabdian kepada masyarakat ini merupakan pengabdian lanjutan yang dilaksanakan untuk mengoptimalkan sumber daya manusia Gapoktan Mitra Arjuna dalam rangka mewujudkan keramahtamahan yang unggul di Desa wisata Tulungrejo. Desa Tulungrejo yang sudah memiliki potensi alam yang luar biasa harus dioptimalkan agar dapat menjadi desa wisata yang berkelanjutan. Hal tersebut tidak akan terwujud apabila sumber daya manusia Gapoktan tidak memiliki pengetahuan tentang kepariwisataan dan pelayanan yang baik. Oleh karena itu, tim pengabdian memberikan pendampingan untuk meningkatkan kompetensi sumber daya manusia Gapoktan Mitra Arjuna Desa Tulungrejo. Program yang laksanakan adalah pendampingan dalam peningkatan kualitas sumber daya manusia khususnya dalam hal keramahtamahan. Indikator keberhasilan pada pengabdian adalah meningkatnya pengetahuan pelaku wisata dalam memberikan layanan yang baik pada pengunjung wisata sehingga berdampak pada peningkatan jumlah penggunjung wisata.

Abstract

The development of information technology and globalization has impacted the learning process of higher education in Indonesia. This study aims to describe the level of technological literacy of students at the University of Muhammadiyah Malang in supporting the Independent Learning Campus (MBKM) policy of universities in Indonesia. This article uses a survey approach through a google form distributed purposively to students using a quantitative method. The survey uses a Likert scale adopted by the PISA standard, UNESCO. The results of this study indicate that the level of technological literacy for students who have participated in the Merdeka Learn Campus Merdeka (MBKM) is high. Furthermore, the survey shows that information literacy and digital literacy have good scores from the four elements of technological literacy: information literacy, digital literacy, and internet literacy. Two faculties have high technological literacy, namely the Faculty of Health Sciences and Teacher Training and Education. The implication of this research is to provide input information for higher education managers to make decisions on the development of the Independent Learning Campus Merdeka (MBKM) in higher education

Abstract

Recently, Batik Tulis Lasem had several problems with a product, starting from input until the market process. Also, there is the problem of capital and technological capabilities from Batik Tulis Lasem industry, poverty, and social inequality of the craftsman. This article aims to examine the role of local government in improving creative industries, especially Batik Tulis Lasem. Further, this article was conducted by qualitative descriptive approach, particularly using the case study. In addition, the researchers collected data from semi-structured interviews with official local government and Batik Tulis Lasem entrepreneurs in the period covered 2018-2019. The results showed that local government has an important role in improving creative industries, firstly as a regulator, secondly as a facilitator, and thirdly to ensure the existence of Batik Tulis Lasem through empowerment. The problems in Batik Tulis Lasem are the regeneration of entrepreneurs, including batik craftsman, the lack of empowerment by local government, and the lack of information technology knowledge among the majority of Batik entrepreneurs. As an implication, the government should increase empowerment for the Batik Tulis Lasem industry through the regeneration program of batik craftsman and increase capacity for digital marketing.

Abstract

Human trafficking is a pressing global issue, especially in the Southeast Asian region, where Indonesia plays a role as a country of origin, transit and destination. This study aims to identify the cooperation between the Indonesian Police and ASEANAPOL using descriptive qualitative research methods. This research also highlights the role of ASEANAPOL through 4 strategies of handling Indonesian Police in collaboration with ASEANAPOL which include capacity building through training (ATCM), international meetings (AMMTC and SOMTC), electronic-based real-time information exchange (System e-ADS), and strengthening cross-border investigation mechanisms through the Joint Coordination System (JCS) with border guarding and dispatching personnel such as Attache POLRI (ATPOL) and POLRI Technical Staff (STAFNISPOL). While this research focuses on preventive responses to human trafficking, there are limitations that need to be considered, including aspects of prevention and prosecution involving victim identification and protection. Future research is recommended to explore all aspects, including prevention and prosecution measures, to develop ASEANAPOL’s organisational framework in addressing transnational crimes.
