Abstract

Implementation of the Prosperous Home Program (PRS) as an implementation of the welfare state concept in alleviating poverty and creating a livable area is the government's effort to realize the nation's prosperity. In this study, the researcher aims to comprehensively analyze and describe how the distribution of the Prosperous Home Program (PRS) grant assistance to poor communities in Hulu Sungai Selatan Regency is implemented. This research uses the method qualitative to comprehensively examine the results of the achievement of the Prosperous Home Program (PRS) without using statistics in the analysis procedure. The data collection process carried out was direct observation, structured interviews and documentation. The results of the research show that the target that the Regional Government wanted to achieve through the Hulu Sungai Selatan Regency Social Service in 2014 has been realized, by repairing around 6,077 units of uninhabitable houses by 2023. Apart from achieving the target, in its implementation there are several obstacles such as failure to provide craftsmen who have an impact on the home repair process and can influence the reporting process for the implementation of the Prosperous Home Program which results in delays in the home repair process.

Abstract

Many local goverment in Indonesia faces challenges in implementing the Smart City program due to limited technology, infrastructure and human resources. This research aims to analyze inhibiting factors and provide suggestions for increasing government technology readiness (e-readiness) towards a Smart City. The locus of research is Balangan Regency, South Kalimantan. The research method involves interviews and observations of relevant Stakeholders. Data was collected from interviews with high-ranking government and community officials, as well as observations of infrastructure and technology services in Balangan Regency. The research results show that limited internet services, inadequate hardware and software infrastructure, limited budget, and lack of competent human resources are the main obstacles. These factors are influenced by geographic constraints, budget priorities, and lack of public awareness of the importance of technology. To overcome this, it is recommended that the government collaborate with the private sector, increase budget allocations, provide training to human resources, and carry out regular monitoring and evaluation of community readiness. In conclusion, efforts to increase government technology readiness towards a Smart city in Balangan Regency require collaboration between the government, private sector and society, as well as increased investment in infrastructure and human resources.

Abstract

Land is a important factor in human life. In human life, most of his life is very dependent on land. On land, humnas can live and build livable buildings. The existence of official residence land and buildings whose property rights are under the Malang City Government and the Ministry of Finance is a problem because the  land and houses that will be built by a Government service office are still occupiet by several heirs of employees of the Malang City State Treasury Service Office who have retired. This study aims examine the dynamics of social conflict relate to Agrarian Affairs by the Community and the Government, the second is to find out how the community forms resistance to the government in defending land and building houses. This study uses a qualitative descriptive research method. The theory used is conflict theory. The results showed that the roots of land and house building conflicts were the lack of justice for the heirs of retired employees of the Malang City State treasury Service Office who had devoted themselves to the state for decades, as well as the absence of continue to occupy the land and building of the house, giving rise to a reaction from the Government to immediately vacate it.

Abstract

The marriage registration process is one of the important stages in validating a marriage legally. This process often requires complex efforts, takes time and costs significant money, especially for couples who come from areas far from population administration offices or religious courts. To overcome this challenge, the Pasuruan City Government has introduced an innovative Double Road service. This service allows couples to register their marriage as well as change their marital status on their Family Card and Electronic KTP documents. This second road innovation has the impact of improving population administration services regarding changes in marital status on Family Cards and Electronic KTPs. This research aims to describe the problems that arise in the Innovation program and the efforts made to overcome the problems that arise in the Dual Road Innovation program in Pasuruan City. This research uses a qualitative descriptive approach with primary and secondary data sources. Primary data was obtained through interviews, observation and documentation related to Jalan Berdua innovation. Secondary data is in the form of documents related to research. Data collection techniques involve observation, open interviews, and documentation. This research will provide an overview of the problems faced in implementing the Double Road Innovation in Pasuruan City and the efforts that have been made to overcome them. The results of this research are: Overall, the Jalan Berdua program in Pasuruan City is a successful example of how innovation in population administration services can improve efficiency, accessibility, community satisfaction, inter-agency cooperation, and effective use of data.

Abstract

Peraturan desa menjadi pedoman krusial dalam mendukung sistem penyelenggaraan pemerintahan desa. Begitu krusialnya peraturan desa maka dalam proses pembentukannya pun memerlukan atensi banyak pihak. Tema Pelatihan Pembuatan Raperdes di Desa Bumiaji dipilih atas dasar realitas problematika desa mengenai penyusunan peraturan desa. Tujuan dari kegiatan ini yaitu transfer ilmu dan juga pengetahuan yang dapat menambah wawasan stakeholder Desa Bumiaji dalam membuat rancangan peraturan desa kedepannya. Metode yang dilakukan dalam pengabdian masyarakat ini yakni pelatihan melalui sosialisasi dan kajian materi. Mitra dari kegiatan ini yaitu perangkat Desa Bumiaji serta para stakeholder lainnya yang terkait dalam suatu proses pembuatan rancangan peraturan desa seperti Badan Permusyawaratan Desa (BPD), Kepala Dusun (Kasun), pihak BUMDes, tokoh masyarakat, dan lain sebagainya yang berjumlah sebanyak 30 orang. Hasil dari kegiatan pengabdian ini menunjukkan bahwa Tim Pengabdian Masyarakat berhasil memberikan ilmu dan pengetahuan melalui rangkaian materi yang telah disampaikan terkait pembentukan Raperdes. Dalam kegiatan ini stakeholder Desa Bumiaji yang hadir dapat menyampaikan segala keluhan dan juga pertanyaan dalam sesi diskusi dan tanya jawab sehingga diperoleh berbagai macam saran dan masukan dari tim pengabdian yang tentu saja berdasarkan pada pedoman hukum. Sesi diskusi dan tanya jawab yang telah dilakukan tentu saja dapat menjadi bekal sekaligus modal bagi para pihak-pihak terkait untuk meningkatkan kompetensi dalam peraturan desa di masa depan. Kompetensi penyusunan peraturan desa menjadi hal penting bagi seluruh stakeholder desa dalam proses penyelenggaran pemerintah yang transparan dan akuntabel.

Abstract

Perebutan kekuasaan di wilayah Laut Cina Selatan telah menjadi isu penting untuk didiksuikan oleh khalayak umum. Beberapa negara di ASEAN seperti Indonesia, serta pengaruh kekuatan Amerika dan China saling berebut di wilayah yang strategis bagi jalur perdagangan laut dan potensi sumber daya yang melimpah. Studi ini bertujuan untuk menganalisis fenomena geopolitik di wilayah Laut Cina Selatan dari perspektif masyarakat berdasarkan data dan analisis sosial media serta posisi Indonesia dalam konflik tersebut. Data dan analisis sosial media (twitter) diperoleh melalui Drone Emprit pada periode 7-25 juni 2020. Hasilnya adalah diskusi dan perbincangan tentang isu Laut China Selatan dengan Social Network Analysis India, Hongkong, Australia dan Taiwan merupakan Negara yang paling terlibat dalam isu ini. Sedangkan, posisi Indonesia pada isu Laut China Selatan tetap berpegang pada politik bebas aktif dan menjunjung tinggi asas hukum yang berlaku (UNCLOS 1982) dibuktikan dengan beberapa cuitan seperti menolak negoisasi dengan Beijing; menutup ruang negosiasi; dan menolak 9 garis putus-putus yang diklaim oleh China. Isu konflik Laut Cina Selatan ini lebih banyak dibicarakan dari kalangan Babyboomers dan hanya sedikit dari gen X-Y. Implikasi studi menjelaskan bahwa Indonesia sangat menekankan upaya diplomatis dalam isu geopolitik yang tengah memanas di Laut China Selatan.

Abstract

Indonesia's coal exports play an important role in driving the country's economy and are one of its main export commodities. As one of the world's largest coal producers, Indonesia consistently contributes significantly to the global market. This research aims to provide an in-depth analysis of the export policy of coal commodities in Indonesia. The research method is qualitative, using a descriptive analysis approach. The study examines policies related to coal exports, including government regulations, trade rules, environmental regulations, and other policies that influence the Indonesian coal export process or policy changes that affect Indonesian coal exports. At the same time, it analyses the effects and implications of these policies on the export of coal commodities in Indonesia. The research uses the theory of trade liberalism as a framework to address the research objectives. The findings indicate that Indonesia's coal export policy significantly impacts the coal industry, the national economy and international market dynamics. Although mercantilism may persist for a certain period, the dominance of liberalism, which adheres to the principles of market mechanism, has successfully surpassed the influence of mercantilism. Thus, this research contributes to a better understanding of the role of coal in Indonesia's export context and provides a basis for future policy improvements.

Abstract

As an urban area, Malang City has waste management problems, with causes ranging from governance to the lack of supporting facilities. Therefore, this article aims to discuss waste management using a dynamic governance approach. A qualitative approach was employed and aimed at providing a more nuanced narrative of how and why urban waste management is performed, alongside the involved social phenomena. The result was a dynamic governance framework in waste management practices in Malang City, including waste facilities, the development of sanitary landfill methods, and partnerships with international organizations. Although facilities, such as waste banks and Final Disposal Place (FDS), are still needed, efforts to apply agile principles with a citizen-centric approach in the development have not received great attention from the municipality. Meanwhile, household groups produce more waste due to the current condition of the city

Abstract

Salah satu inovasi pelayanan publik di Kota Tarakan yaitu SIMPELKAN pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP).  Analisis dilakukan terhadap dampak SIMPELKAN terhadap efisiensi, transparansi, dan aksesibilitas layanan bagi masyarakat serta perubahan dalam penilaian kepatuhan terhadap standar pelayanan publik. Penelitian ini bertujuan untuk mengevaluasi implementasi inovasi pelayanan publik melalui SIMPELKAN di DPMPTSP Kota Tarakan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif melalui wawancara dengan petugas front office serta analisis data terkait kinerja layanan SIMPELKAN. Hasil penelitian menunjukkan konteks Kota Tarakan yang mengarah menjadi Smart City, Smart Governance menjadi tujuan penting yang mengharuskan DPMPTSP, untuk menyediakan layanan publik yang efektif dan efisien, khususnya dalam proses perizinan. SIMPELKAN adalah inovasi teknologi yang memenuhi tuntutan akan pelayanan yang cepat, aman, dan nyaman bagi masyarakat. Namun, implementasi SIMPELKAN menghadapi beberapa hambatan seperti ketergantungan pada koneksi internet yang stabil, kurangnya pemahaman masyarakat, dan kecenderungan untuk tetap menggunakan metode manual dalam mengurus perizinan. Peningkatan kualitas SDM, komitmen pimpinan, infrastruktur teknologi yang memadai, serta sosialisasi yang intens terhadap fitur dan manfaat SIMPELKAN menjadi krusial dalam mengatasi hambatan-hambatan tersebut. Dengan mengoptimalkan SIMPELKAN, diharapkan Kota Tarakan dapat meningkatkan efisiensi operasional, transparansi, dan akuntabilitas dalam pelayanan publik, serta meningkatkan kepuasan masyarakat secara keseluruhan.

Abstract

Human trafficking is a pressing global issue, especially in the Southeast Asian region, where Indonesia plays a role as a country of origin, transit and destination. This study aims to identify the cooperation between the Indonesian Police and ASEANAPOL using descriptive qualitative research methods. This research also highlights the role of ASEANAPOL through 4 strategies of handling Indonesian Police in collaboration with ASEANAPOL which include capacity building through training (ATCM), international meetings (AMMTC and SOMTC), electronic-based real-time information exchange (System e-ADS), and strengthening cross-border investigation mechanisms through the Joint Coordination System (JCS) with border guarding and dispatching personnel such as Attache POLRI (ATPOL) and POLRI Technical Staff (STAFNISPOL). While this research focuses on preventive responses to human trafficking, there are limitations that need to be considered, including aspects of prevention and prosecution involving victim identification and protection. Future research is recommended to explore all aspects, including prevention and prosecution measures, to develop ASEANAPOL’s organisational framework in addressing transnational crimes.
