Abstract

This article or writing aims to describe the management of sub-district budget allocations (AAK) for community empowerment as well as community involvement in managing sub-district budget allocations (AAK) for community empowerment in Makarti Jaya Village, Makarti Jaya District, Banyuasin Regency. Data was collected through in-depth interviews and analysis of documents such as work plans, musrembang reports, and budget records and analyzed qualitatively. From the research results, the management of budget allocations in Makarti Jaya Subdistrict for community empowerment is still not optimal. Despite progress in planning, organizing, implementing, and monitoring, there are challenges such as budget constraints, implementation of training, and lack of systematic evaluation. Community engagement is critical to program success, but budget constraints and post-training support hamper results. Minimal oversight also reduces transparency. To increase effectiveness, there needs to be improvements in planning, implementation and supervision, as well as increased community support and participation.

Abstract

Villages play an important role in National Development. The Village Government is obliged to convey public information to the community. This study examines Village Funds in Mekar Sari Village, Kecematan Rawas Ilir, and North Musi Rawas Regency, which have received Village Funds. The research method used is qualitative descriptive to explain the effectiveness of the use of Village Funds in Mekar Sari Village. The results of the study show that the village head has improved the standard of living of the community by opening jobs, such as taking stones and sand, and increasing the original income of the village. Village income has increased since the existence of the Village Fund. However, there were shortcomings in the village head's understanding of the effectiveness of the use of Village Funds following the Work Plan Program in the North Musi Rawas Regent Regulation No. 4 of 2017 and the lack of openness between the village government and the community to improve the standard of living and quality of life of the community.

Abstract

This research aims to analyze the effectiveness of the Post-Disaster Rehabilitation and Reconstruction Program and Efforts to Inventory and Identify Post-Disaster Damage/Losses by the Regional Disaster Management Agency of Pali Regency. Data was collected through semi-structured interviews, participant observation, and documents and analyzed qualitatively. The research results show that the effectiveness of the post-disaster rehabilitation and reconstruction program at BPBD Pali Regency faces major challenges such as less-than-optimal program integration and inadequate coordination between the government and the community. Existing facilities, such as Pusdalops PB, are not yet fully effective, so the early warning system and data integration need to be improved. Community involvement in risk planning and mitigation is very important. Regular evaluation of guidelines and policies is necessary to ensure implementation under standards. BPBD also needs to improve the way it inventory damages, including by carrying out regular FGDs and periodic data collection, to increase the effectiveness of rehabilitation and reconstruction programs.
