Abstract

With so many agencies patrolling separately, the patrol becomes ineffective and inefficient. Each agency needs a budget and conducts repeated ship inspections. The expected condition is when all agencies can collaborate in carrying out patrols. Researchers used qualitative methods with exploratory designs. Interviews were conducted with informants from Bakamla, TNI AL, Polair, Bea Cukai, PSDKP, and KPLP. The results of the research show that collaboration is needed to combine various elements of patrols from various authorities in the sea. Researchers suggest collaboration between agencies with joint base assets and create a ship inspection information system in real-time.

Abstract

The Indonesian Coast Guard's use of firearms in the North Natuna Sea, an area designated as a high-priority zone by the Indonesian government due to high levels of traffic and maritime threats. In August 2020, the Indonesian Defense Minister authorized the Coast Guard to use 5.56 mm, 12.7 mm, and 30 mm caliber guns to secure the sea, which has raised questions about its potential impact on maritime security. The study examines the effectiveness of these weapons on Bakamla ships and whether they can incapacitate rather than kill the threat. Using qualitative research methods, including interviews and literature reviews, the study found that the Coast Guard is capable of using these weapons with adequate ammunition, but the 12.7 mm caliber firearm requires careful use due to its destructive power. The study suggests that the use of these firearms can improve maritime security in the North Natuna Sea, but only when used responsibly and with proper training

Abstract

Maritime patrols are necessary because Indonesia is vulnerable to maritime threats and disturbances. Patrols are not optimally covered the sea and the regulations are not comprehensive to be synergy guidelines. This article discusses how to synergize effective and efficient patrols at the six maritime security institutions, and finally reduce the level of threats and disturbances to maritime security. This article uses qualitative methods and synergy models, interviews were conducted with informants from six maritime security institutions. Various elements of the patrol require collaboration consisting of personnel, assets, and ideas from various institutions. The advantages of an institution that should be utilized together include the size of the budget or assets, personnel militancy, social patrols, targeting patrols, aerial monitoring, and shipping court mechanisms. Trust exists from long-standing interactions to see competence and integrity, not by coercion of regulations. Leaders must meet all the criteria for leaders, both those who want strong criteria and those who want accountability or integrity or can accept criticism. Maritime patrol synergy is formed by the interaction of collaboration, engagement, trust components, and leadership support to ensure the synergy runs.

Abstract

Pembelajaran sejarah dapat menumbuhkan pemahaman dan kesadaran masyarakat dan siswa selaku generasi penerus bangsa terhadap nilai dan budaya bahari Indonesia. Namun fenomena saat ini menunjukkan bahwa pembelajaran sejarah maritim di sekolah masih minim dan terkesan membosankan. Permasalahan yang akan diangkat dalam penulisan adalah urgensi dan relevansi serta peran pembelajaran sejarah maritim dalam membangun paradigma maritim sebagai paradigma pembangunan Indonesia; Metode dalam tulisan ini adalah kualitatif deskriptif dengan pendekatan studi kepustakaan; Dalam penerapannya, pembelajaran sejarah maritim mengalami beberapa hambatan dari aspek historiografis, pedagogis dan geografis. Pembelajaran sejarah maritim di sekolah memberikan manfaat kepada peserta didik untuk memahami arti penting laut terhadap perkembangan bangsa Indonesia, dan membentuk karakter peserta didik melalui nilai-nilai budaya maritim.

Abstract

Abstrak Marine Protected Area (MPA) memiliki peran yang sangat penting dalam mengamankan masa depan laut Indonesia di tengah tantangan perubahan iklim. MPA berfungsi sebagai benteng pertahanan bagi keanekaragaman hayati laut dan habitatnya yang rentan terhadap perubahan suhu, peningkatan keasaman, dan perubahan pola arus. Dengan melindungi spesies dan habitat tersebut, MPA membantu menjaga keseimbangan ekosistem laut dan memfasilitasi adaptasi terhadap lingkungan yang terus berubah. Penelitian ini menggunakan pendekatan kualitatif, berjenis deskriptif dengan metode studi literature yang dianalisis dan ditarik kesimpulan. Hasil penelitian menunjukkan bahwa MPA juga memainkan peran penting dalam menjaga ketahanan ekosistem dan mengurangi kerentanan terhadap bencana alam yang disebabkan oleh perubahan iklim. Terumbu karang, padang lamun, dan hutan mangrove yang terlindungi di dalam MPA dapat menjadi benteng alami yang melindungi pantai dari gelombang pasang, badai, dan banjir. Dengan mengelola MPA secara efektif, Indonesia dapat memastikan masa depan laut yang berkelanjutan, menyediakan sumber daya hayati yang berkelanjutan, serta memberikan manfaat ekonomi jangka panjang bagi masyarakat dan negara. Kata Kunci: Marine Protect Area, Perubahan Iklim, Abstract Marine Protected Areas (MPAs) play a crucial role in securing the future of Indonesia's oceans amidst the challenges of climate change. MPAs serve as a defense barrier for vulnerable marine biodiversity and habitats against temperature changes, ocean acidification, and altered currents. By safeguarding these species and habitats, MPAs help maintain the balance of marine ecosystems and facilitate adaptation to the ever-changing environment. This research adopts a qualitative approach, specifically a descriptive study using literature review as the methodology, which is analyzed to draw conclusions. The findings reveal that MPAs also have a significant role in preserving ecosystem resilience and reducing vulnerability to climate-induced natural disasters. Protected coral reefs, seagrass beds, and mangrove forests within MPAs act as natural barriers that shield coastlines from tidal waves, storms, and floods. By effectively managing MPAs, Indonesia can ensure a sustainable future for its oceans, provide sustainable living resources, and deliver long-term economic benefits to its communities and the nation. Abstract

Coastal communities in most parts of Indonesia are one of the poorest community groups.Coastal villages where the majority of the population earn a living as fishermen, fish farmers, or water cultivators, fishing culture has a major influence on the formation of the cultural identity of coastal communities as a whole. Efforts to reduce poverty in Indonesian society, especially in coastal areas, are carried out with a community empowerment education and training approach through government programs that provide skills training which will later be useful for a new job outside of being a fisherman. This type of research is descriptive qualitative. This study aims to address poverty alleviation in coastal communities according to the characteristics and needs of the community. It is hoped that the community can be creative and innovative in finding jobs outside of their work as fishermen and the like.

Abstract

This article discusses the reformulation of regulations in the context of structuring the Indonesian maritime security regime. The research employs a qualitative method using secondary data sources obtained through a literature review. The specific background of problems addressed in this research includes issues related to IUU fishing and other maritime security threats faced by Indonesia. The main problem addressed is the lack of cross-sectoral coordination and frequent differences in perception of authority among law enforcement agencies at sea. The research objective is to examine how restructuring Indonesia's maritime security regime can be achieved through reformulation of overlapping regulations and harmonization of authority among maritime security agencies. The article concludes that the restructuring of Indonesia's maritime security regime can be achieved through these measures.

Abstract

Pembukaan konstitusi UUD NRI tahun 1945, mencakup berbagai cita-cita nasional seperti melindungi seluruh rakyat Indonesia dan seluruh wilayah Indonesia, serta untuk meningkatkan kesejahteraan umum. Namun, tujuan tersebut belum seutuhnya tercapai karena daerah kepulauan masih menghadapi ketidakadilan dan perlakuan yang tidak setara dibandingkan dengan daerah lainnya. Dalam menganalisis isu ini, penulis menggunakan pendekatan kualitatif dengan mempelajari literatur yang ada. Dalam pembahasannya, Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah belum memberikan kepastian yuridis yang jelas mengenai tata kelola wilayah laut dan pemerintahan di wilayah kepulauan. Diperlukan perlakuan khusus yang memperkuat kapasitas masyarakat serta pemerintah daerah kepulauan dalam mengelola sumber dayanya. Langkah ini dapat diambil melalui pengesahan Rancangan Undang-Undang (RUU) tentang Daerah Kepulauan, yang sekarang telah terdaftar dalam Prolegnas Prioritas 2020-2024 dan sudah berada pada tahap pembahasan pembicaraan tingkat II di DPR, menjadi Undang-Undang. Sebagai kesimpulan, Pengesahan RUU tentang Daerah Kepulauan menjadi Undang-Undang bertujuan untuk memperjelas kewenangan dalam menguasai dan mengelola potensi di wilayah daratan dan perairan di daerah kepulauan. Dalam menyusun RUU tentang Daerah Kepulauan, negara telah berupaya mengarahkan kebijakannya agar sejalan dengan nilai-nilai Pancasila.

Abstract

Marine debris is a serious global environmental problem that affects the sustainability of marine ecosystems and human health. This research aims to analyze the threats posed by marine debris, such as its impact on marine life, ecosystems, and economies, as well as discuss Indonesia's policies in addressing the issue. The study aims to analyze the threats of marine debris to marine life, ecosystems, and economies, and identify the main sources of plastic waste in the ocean. This research utilizes secondary data analysis and literature review as research methods. The results show that marine debris has significant impacts on marine organisms and economic sectors. Indonesia's policies include improved waste management and increased public awareness. This research provides insights and recommendations for maintaining the sustainability of Indonesia's marine environment. In conclusion, this research highlights the importance of comprehensive policies and coordinated actions in addressing the issue of marine debris. Prevention efforts, proper waste management, and public awareness of the importance of maintaining the cleanliness of the ocean are key factors in reducing the negative impacts of marine debris. This research is expected to provide insights and recommendations for the government and other stakeholders in their efforts to preserve the sustainability of Indonesia's marine environment.

Abstract

Indonesia’s maritime governance faces persistent challenges due to overlapping authorities and fragmented coordination among its main maritime enforcement agencies: BAKAMLA, KPLP, and POLAIRUD. This study aims to analyze the institutional synergy among these agencies in preventing the exploitation of natural resources in the strategic waters of Karimun Besar. Using a qualitative descriptive method with document analysis and triangulation, this research examines legal documents (Law No. 32/2014, Presidential Regulation No. 178/2014, Government Regulation No. 5/2020), institutional reports, and academic literature. The results show that interagency synergy remains suboptimal due to inconsistencies in legal mandates, overlapping jurisdiction, and weak technological integration for data sharing. The study proposes the establishment of a National Maritime Security Coordination Framework supported by an integrated Maritime Domain Awareness (MDA) system to strengthen surveillance and coordination. Policy recommendations include the standardization of joint patrol SOPs, the development of an interagency data-sharing platform, and the creation of a Joint Maritime Operation Center (JMOC) in strategic areas such as Karimun Besar. Strengthening institutional collaboration and data integration is essential for achieving effective maritime domain awareness and realizing Indonesia’s vision as a Global Maritime Fulcrum.
