Abstract

Indonesia’s maritime identity as the world’s largest archipelagic state places it at the center of global maritime trade and security dynamics. However, fragmented coordination among its maritime enforcement agencies—namely BAKAMLA, KPLP, and POLAIRUD—continues to limit effective governance, particularly in strategic regions such as Karimun Besar Island within the Malacca Strait. This study examines the problem of institutional synergy and Maritime Domain Awareness (MDA) through a learning-based governance perspective, employing a qualitative document analysis and triangulation approach. The research integrates three learning theories—Connectivism, Constructivism, and Social Learning Theory—to explore how inter-agency cooperation can evolve through digital connectivity, shared meaning, and behavioral adaptation. The findings reveal that Indonesia’s maritime security governance remains hindered by overlapping mandates, unintegrated information systems, and limited interoperability. Applying learning-based principles, the study argues that improving maritime synergy requires not only legal harmonization but also institutional learning through continuous data exchange, joint training, and shared operational frameworks. The paper proposes a National Maritime Security Coordination Framework that emphasizes data integration, collaborative learning, and adaptive policy reform. Strengthening institutional synergy and MDA through a learning-oriented approach is essential for realizing Indonesia’s vision as a Global Maritime Fulcrum, ensuring that its maritime governance becomes more coordinated, sustainable, and intelligence-driven.

Abstract

The digital era has transformed the maritime sector, integrating the oceans into the global internet network and creating new opportunities in trade and communications. However, this connectivity has also created significant cyber threats, leading to the emergence of cyber maritime geopolitics—the struggle for power at sea through information and communications technology (ICT). These threats include cyberattacks on maritime navigation systems, critical infrastructure, and data theft, all of which can disrupt global trade and trigger conflict. As maritime security becomes increasingly important, countries need to increase international cooperation, strengthen cyber defenses, and develop effective strategies to combat these threats. This paper aims to understand the challenges of cyber maritime geopolitics and proposes a multisectoral approach involving various stakeholders. Through comprehensive qualitative research, including a literature review and document analysis, this research identifies patterns and offers insights into strengthening maritime security policies. This research underscores the need for international collaboration, technological advances and investment in cybersecurity to ensure sustainable maritime security in the digital era. For Indonesia, a country with extensive maritime interests, implementing this strategy is very important to protect maritime infrastructure and maintain regional stability.

Abstract

Tata kelola keamanan maritim Indonesia menghadapi tantangan serius akibat tumpang tindih kewenangan dan lemahnya koordinasi antar lembaga utama penegak hukum laut seperti BAKAMLA, KPLP, dan POLAIRUD. Penelitian ini bertujuan menganalisis sinergitas kelembagaan ketiga instansi tersebut dalam pencegahan eksploitasi sumber daya alam di perairan strategis Pulau Karimun Besar. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui analisis dan triangulasi dokumen yang mencakup regulasi hukum, laporan kelembagaan, serta literatur akademik. Hasil menunjukkan bahwa sinergi antar lembaga belum optimal karena inkonsistensi mandat hukum, duplikasi kewenangan, dan lemahnya integrasi teknologi informasi untuk pertukaran data. Penelitian ini merekomendasikan pembentukan kerangka koordinasi keamanan maritim nasional berbasis sistem Maritime Domain Awareness (MDA) terpadu guna memperkuat deteksi dan koordinasi operasi maritim.
