Abstract

This study compares the role of advocacy coalitions in forming child protection policies in the United States and Indonesia, looking at the problems that arise from their different political and governance systems. The Family First Prevention Services Act (FFPSA) in the United States aims to reduce the number of children in foster care by encouraging family-centred interventions. However, its implementation has been uneven across states due to political opposition, a lack of resources, and the fact that the federal system is not highly centralized. Consequently, marginalized communities, especially in rural regions, encounter limited access to child protection services. In Indonesia, Child Protection Law No. 35 of 2014 faces analogous challenges in rural areas, where local governments lack the necessary resources, political commitment, and coordination with national entities to effectively implement child protection legislation. This study suggests that policies work better in cities than in rural areas. For example, Jakarta benefits from better policy implementation and resource allocation. The findings show how important it is to improve inter-agency collaboration, strengthen local governance, and get more political support to fix the problems with child protection services. To make sure that all children are equally protected, both countries need to focus on implementing policies at the local level, especially for vulnerable children in areas that don't get enough services.

Abstract

This research aims to examine how the YouTube platform is used as a digital public space in articulating social policy discourse, especially related to the welfare of lecturers. Using the Systematic Literature Review (SLR) approach, as many as 22 scientific articles from highly reputable journals were analyzed to identify discourse configurations, representation strategies, and affective, performative, and algorithmic dynamics that shape public opinion related to the issue. The results show that YouTube acts as an alternative deliberative arena that allows academic actors to voice criticism, strengthen the legitimacy of personal experiences, and form digital solidarity. However, not all interactions on these platforms reflect rational deliberation in the Habermasian sense; Many of them are driven by emotional logic and algorithmic selection mechanisms. These dynamics result in complex discourse configurations, where affection and performativity are important elements in building policy narratives. This research contributes to the development of social policy studies and digital public spaces by emphasizing the importance of reading the deliberation process in the context of platform mediation and digital culture. Suggestions for further research include exploration of direct netnography and comparative studies between digital platforms to understand the variations in policy discourse dynamics in more depth.

Abstract

The digital transformation of government and strengthening public information disclosure policies have encouraged local governments to develop legal information services that are transparent, participatory and responsive. However, nationally, the achievement of information openness still faces challenges, as reflected in the 2025 Public Information Openness Index (IKIP) value of 66.43, down 9.22 points compared to 2024 of 75.65. This condition shows that information disclosure, especially legal information services at the regional level, has not been effectively institutionalized. One of the instruments used is the Legal Documentation and Information Network (JDIH), although its management is still administrative and focuses on providing legal documents. This research aims to analyze the development of JDIH Nganjuk Regency based on co-creation within the New Public Governance (NPG) framework. A qualitative approach was used with a case study design through in-depth interviews, observations and documentation studies which were analyzed thematically and interpretively. The research results show that although JDIH Nganjuk Regency has run well administratively and received institutional recognition, management is still government centric and has not provided meaningful participation space for the community. The main principles of NPG, especially governance networks and co-creation, have not been systematically institutionalized due to institutional limitations, low public legal literacy, and the unavailability of clear participation mechanisms. The conclusion of this research confirms that the development of JDIH based on co-creation in the NPG paradigm is a strategic need in improving legal information services and strengthening the legitimacy of regional policies, which requires support by strengthening governance networks, increasing management capacity, and sustainable participatory development

Abstract

This research aims to examine trust building and share understanding in the development of Ijen Merapi Ungup-ungup Crater Nature Park. There are allegations of corporate interests behind the expansion of Ijen Merapi Crater Nature Park. This research method is qualitatively descriptive approach through interviews from government, public and private. The results showed in 2020, the Minister of Environment and Forestry changed the main functions of forest areas into nature parks, leading to the formation of trust for the development of this nature park. But not yet formed due to constructive conflicts between stakeholders, egocentric interests, and lack of collaboration.

Abstract

This study examines the Mak Cerdas Digital (MCD) Program initiated by the Nganjuk Regency Communication and Informatics Office as a form of social innovation in empowering women, particularly housewives, through the use of digital technology. The study used a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation studies, and was analyzed using the Miles and Huberman model. The results show that MCD not only improves participants' technical skills in using social media and marketplaces but also encourages changes in self-confidence, mindset, and awareness of their potential as economic actors within the family. This program triggers the emergence of digital-based home businesses, expands marketing networks, and forms a mutually supportive learning community. However, there are still disparities in achievement among participants influenced by factors such as family support, device and internet access, and social barriers that still limit women's roles. These findings emphasize that digital empowerment requires a more comprehensive approach, encompassing not only technical but also social and cultural aspects. The MCD program has proven to be an effective local innovation model and has the potential to be replicated as a digital-based community empowerment strategy.

Abstract

NIK Sehat is an innovation developed by the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs to support the transformation of health services administered by the Social Security Agency for Health (BPJS Kesehatan). Prior to the implementation of NIK Sehat, the integration of population data with National Health Insurance (JKN) participant data frequently posed challenges in identity verification processes. Discrepancies between electronic identity card (e-KTP) data and BPJS Kesehatan records were commonly found, and participant data validation was often difficult due to the lack of integration with Dukcapil’s population database. These issues resulted in service delays and, in some cases, denial of healthcare services. NIK Sehat is expected to improve service efficiency, reduce data inconsistencies, and ensure that JKN participants can access healthcare services using only their National Identification Number (NIK) or e-KTP. This study employs the Neo-Weberian State (NWS) perspective, which emphasizes the modernization of public administration through the strengthening of legal-rational authority, the incorporation of market-oriented values, result-oriented governance, and the utilization of technology without abandoning classical Weberian principles. The findings indicate that the NIK Sehat innovation not only enhances the administrative efficiency of healthcare services but also reinforces the role of the state as the primary provider of population data that serves as the foundation for healthcare service governance. The implications of this study highlight the need for standardized national-level implementation across local governments and healthcare facilities, the strengthening of performance-based monitoring and evaluation systems, and the development of scaling-up strategies for NIK Sehat integration as a foundation for data-driven public service development.
