Abstract

Penelitian ini bertujuan untuk mendeskripsikan, memaparkan dan menganalisis akar masalah, evaluasi dan rekomendasi Komisi IV DPR terhadap kebijakan tata kelola pupuk bersubsidi serta dampak pemberian pupuk bersubsidi terhadap peningkatan produktivitas pertanian. Penelitian ini menggunakan metode atau pendekatan penelitian kualitatif deskriptif dengan tipe penelitiannya eksploirasi (exploratory research) yang tujuannya tidak jauh berbeda dengan semua kegiatan ilmiah lainnya, yaitu menjelajah (to explorate), menggambarkan (to description), dan menjelaskan (to explain). Hasil penelitian ini menyarankan kepada pemerintah untuk segera melakukan perbaikan manajemen tata kelola pupuk bersubsidi dengan merevisi Permendag No. 15 Tahun 2013, peningkatan anggaran, update sistem dan valididasi data e-RDKK, penyederhanaan mekanisme penebusan pupuk bersubsidi, transparansi dan akuntabilitas dalam penunjukan distribustor, agen/pengecer resmi pupuk bersubsidi, penguatan sistem pengawasan dengan menambah anggaran untuk pengawasan serta perlibatan BUMDes dan koperasi dalam rantai distribusi/penyaluran pupuk bersubsidi. Selain itu, pemerintah juga harus mampu menciptakan alternatif kebijakan terhadap kelangkaan pupuk bersubsidi melalui 2 (dua) model yakni meningkatkan efisiensi penggunaan pupuk dengan pemupukan berimbang dan pemanfaatan pupuk organik dan pupuk hayati.

Abstract

Early researchers often struggle in writing scientific papers due to deficient writing skills and adapting to academic settings. In response, the Doctoral Program in Public Policy at the Faculty of Economics and Business at Universitas Trisakti organized a webinar with the intention of providing students with effective writing techniques. The webinar addressed important areas such as publishing in Scopus-indexed journals, composing successful manuscripts, maintaining writing consistency, and selecting appropriate venues for publication. The outcomes demonstrated that this webinar greatly enhanced the participants' confidence in scientific writing, with 85% strongly agreeing and 15% agreeing. Overall feedback from participants was positive, with 95% strongly agreeing and 5% agreeing that the activity was beneficial. Moreover, 90% expressed a strong wilingness to participate in future training, while 10% agreed. This paper's importance and benefits make it a valuable resource for widespread use, especially by new researchers aiming to enhance their scientific writing skills and strategies.

Abstract

Penelitian ini bertujuan untuk menguji dan menganalisis tentang pengaruh dari Pendapatan Asli Daerah, Transfer Ke Daerah, PDRB, Aset Pemerintah Daerah, dan Utang Pemerintah Daerah terhadap kemandirian keuangan daerah di Provinsi Sumatera Utara tahun 2016-2021. Data yang diolah merupakan data sekunder dari Laporan Keuangan 34 Pemerintah Daerah Kabupaten/Kota Provinsi Sumatera Utara tahun 2016-2021 serta data Indeks Kemandirian Keuangan Daerah yang dikeluarkan oleh BPK RI yang diambil menggunakan metode purposive sampling dan diperoleh sebanyak 204 data. Metode yang digunakan dalam penelitian ini adalah metode analisis regresi data panel dengan menggunakan aplikasi eviews 9. Hasil penelitian ini menunjukkan bahwa: Pendapatan Asli Daerah (PAD) dan Aset Pemerintah Daerah berpengaruh signifikan secara positif terhadap kemandirian keuangan daerah. Sedangkan Transfer Ke Daerah, PDRB, dan Utang Pemerintah Daerah tidak berpengaruh terhadap kemandirian keuangan pemerintah daerah.

Abstract

Waste is something that cannot be avoided in a problem in an area. The increase in population in a city causes waste to increase according to people's consumption. The waste that often arises is household waste, where according to data from the National Waste Management Information System, 60% of waste is generated from households. This research aims to find out to what extent a policy on Household Waste Management in North Jakarta produces results in terms of institutional role, interpretation of a policy, implementation of the policy, and impact of the policy. The policies created can analyze and examine the role of the institution, the interpretation of the policy, its implementation, and its impact on society. This policy only exists in DKI Jakarta to regulate the amount of waste generated when it is known that the Bantar Gebang TPST is already at overload capacity. Therefore, the author conducted research using qualitative methods with several informants in North Jakarta. The informants used by the authors are residents in the North Jakarta area, 22 Operators and Regulators or policymakers, with 3 people working in the Government who are responsible for waste management. This qualitative method of research uses Nvivo software in data processing to obtain results that follow the purpose of writing. Based on Nvivo's results on data processing, it was found that institutional factors and policy interpretation would have an impact on the performance of implementing programs related to regulatory socialization. In the socialization of regulations, it was found that there were inconsistencies in the socialization and a lack of clarity regarding policy implementation.

Abstract

Unemployment protection has become a key element of social policy reform in developing economies, especially amid labor market volatility and global crises. This study conducts a bibliometric and systematic literature review (SLR) of 141 peer-reviewed articles on unemployment insurance and job loss protection from Scopus and Web of Science. Through performance analysis, co-occurrence mapping, and thematic synthesis, it identifies trends in publication growth, key journals, institutional contributors, and conceptual clusters. Research is largely concentrated in high-income countries and driven by multilateral organizations. Key themes include policy instruments, labor market integration, and geographic gaps. Indonesia’s Job Loss Security (JKP) is assessed against global trends, highlighting innovation and implementation challenges. Citation patterns reveal the value of collaboration and open-access publishing. The study informs both research and policy by offering insights into current developments and recommending strategies to improve design, coverage, and institutional coordination for more inclusive unemployment protection in the Global South.

Abstract

This study analyses global research trends on unemployment insurance (UI) alongside Indonesia’s Job Loss Guarantee programme (Jaminan Kehilangan Pekerjaan/JKP) by integrating bibliometric analysis and a systematic literature review. Drawing on 16,181 Scopus-indexed publications from 2010 to 2025, the bibliometric findings indicate a clear transition from early conceptual debates to rapid scholarly expansion after 2018, largely triggered by the COVID-19 pandemic and subsequent labour market reforms. Recent research increasingly focuses on adaptive UI systems that emphasise activation policies, digital governance, and reemployment support. A PRISMA-guided review identifies seven empirical studies relevant to Indonesia, examining ALMPs, JKP implementation, labour mobility, behavioural responses to job loss, unemployment forecasting, and skilled-worker vulnerability. Overall, Indonesia’s contribution to UI scholarship remains modest and predominantly descriptive, with limited methodological depth. Persistent challenges include weak institutional coordination, low public awareness of JKP, mismatched training provision, and restricted access for informal workers. The study highlights critical research gaps in impact evaluation, policy integration, and regional variation. Policy recommendations stress stronger governance coordination, data-driven activation mechanisms, and targeted skills development to enhance labour market protection in Indonesia.

Abstract

Penelitian ini bertujuan untuk mengevaluasi penerapan kepemimpinan berkelanjutan (sustainability leadership) pada komunitas di bawah ekosistem Parakawan yang berlokasi di Jakarta dan Bandung, Indonesia, dengan fokus pada upaya peningkatan kapasitas dan keberlanjutan dalam konteks pendidikan. Berdasarkan teori Sustainability Leadership Pyramid, penelitian ini mengidentifikasi empat dimensi utama: praktik dasar, praktik tingkat tinggi, pendorong kinerja utama, dan hasil kinerja, yang semuanya memainkan peran penting dalam keberlanjutan organisasi. Metode penelitian menggunakan pendekatan kualitatif dengan teknik in-depth interview terhadap tiga komunitas (Rumah Amal Salman, Pondok Inspirasi, dan Indorelawan) yang dipilih melalui purposive sampling. Data dikumpulkan melalui wawancara mendalam dengan pemimpin komunitas, CEO NSEI ParagonCorp, dan Kepala CSR, kemudian dianalisis menggunakan Qualitative Content Analysis (QCA) dengan bantuan software NVivo. Hasil penelitian menunjukkan bahwa kepemimpinan berkelanjutan dapat memperkuat praktik dan kebijakan yang mendukung kesejahteraan anggota komunitas, pelestarian lingkungan, serta penciptaan nilai ekonomi jangka panjang. Penelitian ini diharapkan memberikan wawasan bagi organisasi lain yang ingin menerapkan prinsip-prinsip kepemimpinan berkelanjutan dalam program-program mereka.

Abstract

The purpose of this study is to review and analyze several previous studies theoretically related to 1) The impact of Logistics Transportation Policy and spillover effects on National Economic Growth, 2) Some problems from the implementation of the Logistics Transportation Policy in a region, 3) Logistics Transportation Policy Model that can support National Economic Growth. The method used uses qualitative research, exploratory or interpretative systems with a systematic deductive process (Top-Down), guided by some empirical evidence obtained from the author's experience in the field of transportation and logistics, as well as qualitative interactions with several stakeholders and previous research. The results found are 1) in some countries, logistics policies have succeeded in having a positive impact on regional and national economic growth, 2) the ineffectiveness of a logistics policy is caused by high logistics costs, dysfunctional systems, unsupportive regulations, unsupportive human resources and infrastructure and weak coordination between stakeholders, and 3) a transportation logistics policy model that supports national economic growth must be able to involve stakeholders so that it can have a multiplier effect on the economic sector and national economic growth.

Abstract

The increasing number of road traffic accidents and the high fatality rate in Indonesia, encourage the Government to develop strategies and preventive measures to reduce accidents in the short, medium and long term, although until now the fatality rate is still high. The purpose of this study is to analyze the influence of regulatory factors, humans, traffic signs, supervision and enforcement, and vehicles with technological variables as intervening factors on road safety in an effort to reduce the level of traffic accidents in Indonesia. The location of the study was conducted in 34 provinces in Indonesia, using quantitative data analysis through questionnaires on 500 respondents, with the SEM method (Smart Pls 4.0). The results of the study explain that regulatory factors, humans, traffic signs, supervision and enforcement, and vehicles with technological variables have a positive and significant influence on traffic safety, which means that an increase in the performance of the independent variables has a positive impact on traffic safety. The recommendations from this study are the priority of traffic safety improvement policies, namely: increasing active and passive safety in vehicles, using safety technology in vehicles, utilizing CCTV and e-ticketing for supervision and enforcement, fulfilling ffective and efficient traffic signs and safety campaigns for road users and improving regulations.

Abstract

Cooperatives represent a vital institutional mechanism for advancing inclusive and sustainable economic development, particularly in rural contexts where financial access and managerial capacity remain limited, yet weak governance systems, inadequate human resources, and the absence of standardized operational frameworks continue to constrain their performance in Indonesia. This study evaluates the effectiveness of a community-based governance capacity-building program implemented at Koperasi Merah Putih, Ciambar Village, Sukabumi, which was designed to strengthen good cooperative governance while supporting the achievement of Sustainable Development Goal 8 on decent work and economic growth. Using a mixed-methods approach, the study combined pre-test and post-test assessments with structured perception surveys administered to cooperative managers, supervisors, and members, and the data were analyzed through descriptive statistics and paired sample t-tests. The findings demonstrate a statistically significant improvement in governance knowledge, with mean scores increasing from 1.69 to 4.23 (p < 0.001), alongside a very high level of participant satisfaction (mean score = 4.62), particularly in terms of training relevance, facilitator competence, and practical applicability. These results indicate that targeted governance interventions can enhance institutional transparency, accountability, and participation, thereby strengthen cooperative sustainability and reinforcing their role as engines of community-based economic growth
