Abstract

This study aims to determine the role of the government in tourism development in the Binuang sub-district, Polewali Mandar Regency, seen from the arrangement and development of tourist objects, the development and development of tourism supporting facilities and infrastructure and the promotion of tourism. The method used in this research is to use a qualitative descriptive research type which aims to describe the problem solving of the research object based on visible facts or data in the field. Data collecting technique is done by interviewing and observing and documentation which includes archives, literature review or literature related to research problems. The results showed: tourism development in Binuang Subdistrict, Polewali Mandar Regency, seen from the arrangement and development of tourist objects in accordance with the Regional Tourism Development Master Plan by identifying tourist objects that have the potential to focus on development. In addition, coaching activities for tourism managers are also carried out every few months in order to improve the quality and quality of tourism objects. Then, the development and development of tourism facilities and infrastructure carried out by the government can also be seen from the development and maintenance efforts of tourism supporting facilities and infrastructure. Tourism promotion by the Youth Sport and Tourism Agency which is considered quite effective is the Polewali Mandar Festival Fork & Art (PIFAF) which in addition to introducing culture also introduces tourism potentials in Polewali Mandar Regency.

Abstract

Abstract This paper aims to describe the results of community service collaboration with reseacrh institutions and comunity service and staffing agencies and the development of the human resources of the Wajo district goverment regarding the code of ethics of the state civil apparaturs. The code of ethics of the state civil apparaturs is a guideline of attitudes, behavior and deeds in carrying out their duties and in their daily life. The code of ethics can be seen from several dimensions namely professionalism ethics, enforcement of the code of ethics, violation of the code of ethics, and sanctions violating the code of ethics. Keywords: Code of ethics, state civil apparaturs, community service collaboration  Abstrak Tulisan ini bertujuan untuk menggambarkan hasil pengabdian masyarakat kerjasama lembaga penelitian dan pengabdian masyarakat dan badan kepegawaian dan pengembangan sumber daya manusia Pemerintah Daerah Kabupaten Wajo tentang kode etik Aparatur Sipil Negara. Kode etik Aparatur Sipil Negara adalah pedoman sikap, tingkah laku, dan perbuatan didalam melaksanakan tugasnya serta dalam pergaulan hidup sehari-hari. Abstract

This paper describes the structure forming voting behavior Central Mamuju community in providing support to Aras Tammauni. Structures that shape the behavior of the public choose the reciprocation, emotional, traditions, and economic capital. By using qualitative research methods, this study shows that people give support to Aras Tammauni as a form of payment for services Aras Tammauni, especially the migrants Mamuju Central, from the first set foot in Mamuju Middle society homesteader got a lot of help from Aras Tammauni form economic and security needs. Another aspect is the old ideas (conservatively) Central Mamuju original community of the status of nobility attached to Aras Tammauni, indigenous people believe in Aras Tammauni as heir to the heroism inherited from his father and grandfather Daen Tammauni na Maccerinnai. In addition to having the status of nobility, Aras Tammauni also known by the public as a person who is friendly and humorous, people never hesitate to communicate or ask for help against Aras Tammauni, with a friendly personality and humorous as it can change the emotional connection people with Aras Tammauni that should hesitate because nobility status to be close. Finally, the economic capital Aras Tammauni donated in social activities and to assist the needs of life, the economic capital transmission becomes eligibility for Aras Tammauni moral because society considers such actions are a reflection of the generous and morals.

Abstract

Manajemen komplain penting bagi rumah sakit karena melalui komplain pasien dapat dijadikan sebagai informasi untuk memperbaiki kualitas pelayanan kesehatan yang diberikan. Penelitian ini bertujuan untuk mengetahui dan menganalisa manajemen komplain dalam pelayanan kesehatan serta mengidentifikasi faktor-faktor yang mendukung dan menghambat di Rumah Sakit Umum Daerah Merauke. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data ditempuh melalui  pengamatan, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukan bahwa manajemen komplain di Rumah Sakit Umum Daerah Merauke belum menunjukan hasil yang baik. Hanya ada kotak saran sebagai alternativ menerima keluhan yang masuk secara tidak langsung, dan dalam penanganannya belum maksimal. Hal ini terbukti dari masih lambatnya pengelolaan serta tidak adanya penyampaian informasi dari rumah sakit kepada pasien bahwa keluhan yang masuk sudah ditangani.Yang menjadi faktor pendukung dalam manajemen komplain di RSUD Merauke adalah adanya SOP dan fasilitas komplain. Sedangkan yang menjadi faktor penghambat adalah sumber daya manusia yang masih lemah dan sosialisasi tentang komplain yang belum berjalan.

Abstract

Penelitian ini bertujuan untuk menggambarkan dan menganalisis implementasi kebijakan transparansi bidang pendidikan di Kota Makassar. Metode penelitian yang digunakan adalah metode kualitatif dengan teknik analisis deskriptif. Teknik pengumpulan data yang digunakan adalah studi kepustakaan dan penelitian lapangan. Dalam penelitian lapangan data diperoleh dengan melakukan observasi dan wawancara dari sejumlah informan yang dipilih secara proporsional sampling. Hasil penelitian menunjukkan bahwa implementasi kebijakan transparansi bidang pendidikan di Kota Makassar belum dilaksanakan secara efektif, hal ini dapat dilihat dari: (1) Kurangnya dukungan dari lingkungan implementasi, yaitu kekuasaan, kepentingan dan strategi aktor yang terlibat kurang menunjang dan rendahnya kepatuhan serta daya tanggap dari petugas terhadap fungsi dan wewenangnya sebagai implementor. (2) Dari segi pelaksanaan program belum dilaksanakan sesuai designnya. (3) Dari hasil kebijakan yakni kurangnya keberterimaan kelompok sasaran terhadap pengimplementasian kebijakan ini. Untuk itu hendaknya Dinas Pendidikan mengusulkan kepada Walikota agar segera dibuatkan SK PPID Pembantu pada Dinas Pendidikan dan Standar Biaya Umum (SBU) mengenai anggaran terkait pelaksanaan PPID, serta Dinas Pendidikan Kota Makassar aktif melakukan sosialisasi terkait kebijakan transparansi ini baik kepada intern organisasinya maupun kepada masyarakat sebagai stake holders bidang pendidikan di Kota Makassar.

Abstract

Poverty is a problem that is currently still a problem in the lives of fishing communities . This article aims to analyze the role of the government in empowering fishing communities in Majene Regency as well as the obstacles of the local government in empowering fishing communities. This writing uses the descriptive method. Data collection techniques using interviews, observation, and documentation then the data obtained will be analyzed using qualitative techniques. The results showed that the role of the local government in empowering fishing communities was not optimal, while several empowerment programs carried out by the local government included training and fostering fisherman and fishermen's wives, mentoring field extension workers, and assistance with facilities and infrastructure. Abstract

The Family Hope Program is a program initiated by the government of the Ministry of Social Affairs, where this program provides conditional non-cash assistance to Beneficiary Families. This study aims to determine the effectiveness of the implementation of the Family Hope Program (PKH) in North Sinjai District, Sinjai Regency. Collecting data in this study interviews and documentation. data were analyzed using qualitative analysis. The results showed that the effectiveness of the Family Hope Program in North Sinjai District, Sinjai Regency using 3 indicators of the effectiveness approach proposed by Martani and Lubis, namely the source approach, process approach and target approach. From some of these approaches, the results of the study show that it is less effective because the Integrated Data on Social Welfare (DTKS) of social assistance programs for the family of hope still uses old data, socialization and coordination of village officials and related parties are still lacking and in verifying commitment criteria Social welfare components are vulnerable. quite a long time, namely once a year. It is hoped that there will be an update of the Integrated Social Welfare Data a maximum of once every six months, there needs to be socialization and coordination between the Kelurahan apparatus and related parties as well as in verifying the commitment to the criteria for the PKH social welfare component, which is vulnerable every three months in order to find out the latest condition of the Beneficiary Family). Abstract

Penelitian ini bertujuan untuk mengevaluasi Program Keluarga Harapan (PKH) dalam peningkatan kualitas hidup keluarga penerima manfaat di Kecamatan Sopai Kabupaten Toraja Utara.  Jenis penelitian ini merupakan penelitian kualitatif. Adapun Fokus pada penelitian ini adalah model evaluasi dalam analisis kebijakan publik yang dikaitkan dengan pelaksanaan kebijakan Program Keluarga Harapan di Kecamatan Sopai Kabupaten Toraja Utara.  Ada pun kriteria yang dikembangkan oleh William N. Dunn, mencakup evaluasi, yaitu: efektifitas, efisiensi, kecukupan, pemerataan, responsivitas dan ketepatan. Hasil penelitian menunjukkan bahwa  pelaksanaan PKH sudah berjalan dengan baik sesuai dengan tujuan diluncurkannya PKH yaitu dengan harapan mampu meningkatkan kualitas hidup peserta PKH lewat partisipasi dalam kesehatan dan pendidikan.

Hanya ada kotak saran sebagai alternativ menerima keluhan yang masuk secara tidak langsung, dan dalam penanganannya belum maksimal. Hal ini terbukti dari masih lambatnya pengelolaan serta tidak adanya penyampaian informasi dari rumah sakit kepada pasien bahwa keluhan yang masuk sudah ditangani.Yang menjadi faktor pendukung dalam manajemen komplain di RSUD Merauke adalah adanya SOP dan fasilitas komplain. Sedangkan yang menjadi faktor penghambat adalah sumber daya manusia yang masih lemah dan sosialisasi tentang komplain yang belum berjalan.

Abstract

This study aims to examine and analyze smart governance in Makassar City and the factors that affect it. This research was a qualitative research method using descriptive data. Data collection techniques used were observation, interview and documentation, and the data were analyzed using qualitative descriptive analysis. The results of the study show that smart governance in Makassar City has not been maximized so far. The dimensions of smart governance include smart use of ICT, smart collaboration and participation, smart decision-making, and smart administration. Meanwhile, the factors affecting it include supporting factors and inhibiting factors. Supporting factors involve the support of technology and human resources as well as the support of stakeholders and social conditions of the community, while the inhibiting factors include less supportive service facilities and service systems as well as the changes of regulation.
