Abstract

Village development plays a crucial role in enhancing community welfare in Indonesia, with the Village Fund serving as a key financial instrument under Law No. 6/2014. This study evaluates the effectiveness of Village Fund utilization in physical development projects in Akuni Village, South Konawe Regency, Southeast Sulawesi Province. Adopting a qualitative case study approach, data were collected through in-depth interviews with village officials and community representatives, as well as document analysis. The evaluation framework is based on six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The findings indicate that while physical infrastructure development in Akuni Village has shown significant progress, challenges persist in fund allocation flexibility, budget adequacy, and bureaucratic constraints, leading to delays in some projects. Additionally, limited community participation in decision-making has affected the alignment of development priorities with local needs. To enhance the impact of the Village Fund, this study recommends strengthening transparency, optimizing budget planning, and fostering greater community engagement. These insights provide valuable guidance for policymakers and village administrators in designing more efficient and sustainable rural development strategies.

Abstract

This study aims to analyze the role of citizens in the design and evaluation of digital public services in South Buton Regency as part of the implementation of e-government policy. A qualitative descriptive approach was applied using a case study method at the Department of Communication and Informatics of South Buton Regency. Data were collected through in-depth interviews, participatory observation, and document analysis, involving purposively selected informants such as government officials, digital service users, and community representatives. The findings reveal that public participation significantly contributes to the relevance, effectiveness, and legitimacy of digital public services. Citizens’ engagement is manifested through consultative, collaborative, and co-creation models that strengthen transparency and government accountability. The study concludes that the success of digital transformation depends on digital literacy, inclusive infrastructure, and sustainable participatory mechanisms, offering policy implications for strengthening citizen-centered digital governance at the local level.

Abstract

Pengembangan pariwisata di Kabupaten Sinjai menunjukkan potensi ekonomi yang signifikan melalui peningkatan PAD dan berkembangnya destinasi berbasis alam dan komunitas. Namun, efektivitas pengelolaannya masih menghadapi tantangan koordinasi antar-stakeholder, terutama antara pemerintah daerah, pelaku usaha, komunitas lokal, dan lembaga pendukung. Penelitian ini bertujuan menganalisis bentuk koordinasi, faktor yang memengaruhi efektivitasnya, serta merumuskan model koordinasi yang sesuai dalam pengembangan pariwisata daerah. Menggunakan pendekatan kualitatif dengan desain studi kasus, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan telaah dokumen kebijakan. Hasil penelitian menunjukkan bahwa koordinasi masih bersifat administratif dan sporadis, ditandai rapat tanpa tindak lanjut, komunikasi yang belum inklusif, serta sinergi program yang terbatas antar-OPD dan komunitas. Kapasitas kelembagaan, kepercayaan sosial, dan kepemimpinan kolaboratif menjadi faktor penentu keberhasilan koordinasi. Penelitian ini merekomendasikan pembentukan forum kolaboratif permanen lintas sektor dan penguatan kapasitas desa wisata untuk menciptakan tata kelola pariwisata yang berkelanjutan dan partisipatif di Kabupaten Sinjai.

Abstract

Penelitian ini menganalisis peran sumber daya dalam implementasi kebijakan K3 di kawasan PT Indonesia Morowali Industrial Park (IMIP), Kabupaten Morowali, Sulawesi Tengah, dengan menggunakan pendekatan kualitatif deskriptif-interpretatif. Data dikumpulkan melalui observasi langsung dan wawancara semi-terstruktur terhadap sepuluh informan yang dipilih secara purposif, meliputi perwakilan Dinas Tenaga Kerja, manajemen kawasan, petugas keselamatan, supervisor, dan operator lapangan. Hasil penelitian menunjukkan bahwa defisiensi sumber daya terjadi secara simultan pada tiga dimensi yang saling memperkuat. Pada dimensi sumber daya manusia, ketimpangan rasio pengawas terhadap jumlah pekerja yang melampaui 85.000 orang, disparitas kapasitas personel K3 antara perusahaan inti dan subkontraktor, serta dominasi tenaga kerja berlatar belakang non-teknis menciptakan kesenjangan kompetensi struktural. Pada dimensi anggaran, ketiadaan standar minimum alokasi wajib mengakibatkan investasi keselamatan yang sangat minim pada subkontraktor dengan rasio sertifikasi K3 hanya sekitar 10,7% dari total tenaga kerja. Pada dimensi fasilitas, ketimpangan distribusi sarana keselamatan, keterbatasan kapasitas medis, dan belum terintegrasinya sistem pelaporan digital menghambat operasionalisasi kebijakan.
