Abstract

This study aims to analyze the impact of Digital Literacy, Accessibility, and Service Quality on User Satisfaction of PANDAWA BPJS Kesehatan in Makassar City. The research involved 100 respondents, ranging from 19 to 58 years old, with a majority being from Tamalate and Rappocini. The validity of the questionnaire showed a significant correlation between the variables X1, X2, X3, and Y, with Pearson's correlation coefficient of 0.6. The reliability of the questionnaire was also high, with a Cronbach's Alpha of 0.980, indicating good internal consistency. The clausical assumption showed that the questionnaire was multicollinear and heteroscedasticity, but normality was not. The regression analysis showed that variables X2 and X3 significantly influenced the effectiveness of the questionnaire, with a p-value of 0.05. However, variable Xl did not significantly influence the questionnaire. The descriptive analysis revealed that 79.8% of the variance in the questionnaire was explained by digital literacy, accessibility, and service quality, with the model being effective in explaining the relationship between variables XI, X2, X3 and Y. The study concludes that digital literacy does not significantly influence the effectiveness of PANDAWA BPJS Kesehatan in Makassar.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan pemahaman masyarakat, khususnya pemangku kepentingan pendidikan di tingkat sekolah dan masyarakat umum, terhadap substansi Peraturan Daerah (Perda) Kota Makassar Nomor 1 Tahun 2019 tentang Penyelenggaraan Pendidikan. Melalui metode sosialisasi langsung dan diskusi partisipatif, kegiatan ini memberikan pemahaman menyeluruh tentang hak dan kewajiban warga negara dalam bidang pendidikan, serta peran pemerintah daerah dalam menjamin akses, mutu, dan pemerataan pendidikan. Hasil evaluasi menunjukkan peningkatan pemahaman peserta sebesar 85% pasca kegiatan, serta munculnya komitmen dari perwakilan sekolah dan orang tua untuk mendukung implementasi perda secara aktif.

Abstract

Pembuatan denah suatu dusun merupakan proses menggambarkan tata letak dan pendistribusian ruang dalam suatu wilayah dusun secara rinci. Denah adalah suatu gambarantentangtataletaktempatyangberfungsiuntukmembantumenemukanberbagai tempat tanpa bertanya pada orang lain. Namun, denah yang ada di dusun Dojong tidak terpasang dan sudah usang sehingga tidak dapat difungsikan dengan baik karena terbuat daribahanyangmudahrusak.Sebagaisolusiataspermasalahantersebut,mahasiswaKKN PPL Terpadu Angkatan XXIX Universitas Negeri Makassar merancang sebuah program pembuatan denah dusun yang lebih besar, tahan terhadapcuaca panas maupun hujan, dan diletakkanditempatyangmudahdijangkauolehmasyarakatsehinggadenahdusuntersebut tidak hanya sekedar sebagai kelengkapan profil dusun tetapi dapat dimanfaatkan oleh masyarakat dan orang lain yang berkunjung ke dusun Dojong. Adapun tahapan kegiatan yang dilakukan, yaitu, tahap koordinasi, tahap observasi langsung, tahap plotting lokasi, tahap desain, tahap cetak, tahap pemberian bingkai, dan tahap pemasangan / finishing. HasilnyadenahdusunDojongtelahterpasangdenganbaikdidepantugumasukdusundam memberikan gambaran yang jelas mengenai fasilitas umum dan lokasi penting di dusun Dojong. Program ini diharapkan dapat meningkatkan pemahaman masyarakat dan pengunjung mengenai kondisi geografis dusun dan mendukung pengambilan keputusan untuk pengembangan wilayah secara berkelanjutan.

Abstract

This study examines the impact of transformational leadership style and work motivation on employee performance within the General Bureau of South Sulawesi Province. Employing a quantitative research method, data was collected through a structured questionnaire distributed to 113 respondents. The analysis was conducted using Structural Equation Modeling (SEM) to evaluate the relationships between variables. The findings indicate that transformational leadership significantly influences employee performance by creating an environment that fosters innovation, collaboration, and goal alignment. Leaders who demonstrate a clear vision, inspire their teams, and attend to individual needs positively affect the productivity and efficiency of employees. Similarly, work motivation is shown to have a strong and positive effect on employee performance. Motivational factors, including recognition, opportunities for professional growth, and a supportive work environment, encourage employees to excel in their roles and achieve organizational goals. The results further suggest that when both transformational leadership and work motivation are combined, their impact on employee performance becomes even more significant, highlighting the importance of a balanced approach in leadership and motivation. This research highlights the critical role of leadership and motivation in public administration, especially in enhancing the overall performance of government institutions. The study suggests that investing in leadership development programs and motivational strategies can lead to improved employee outcomes and organizational effectiveness. Recommendations for policymakers and managers include providing regular training for leaders, fostering open communication channels, and implementing reward systems tailored to employees' needs. Furthermore, this study contributes to the existing literature by emphasizing the synergistic effects of transformational leadership and work motivation in a public sector context, particularly in Indonesia. By addressing these factors, organizations can adapt to the dynamic demands of public administration and deliver better services to the community. Future research could explore other variables, such as organizational culture or job satisfaction, to provide a more comprehensive understanding of the determinants of employee performance.

Abstract

This study aims to identify and describe the implementation process of port service levy policy and its internal and external factors. The type of research is descriptive qualitative. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data condensation, data presentation, and drawing conclusions. The results of the study related to policy implementation show that the standards and targets of the port service levy policy at Bandar Batauga Port are good, with a good understanding of employees regarding Regional Regulation Number 7 of 2019 and policy targets that are in accordance with field conditions. However, its implementation has been hampered by limited facilities, infrastructure, and human resources that are not yet optimal. Human resources are also still inadequate, limited training for field officers and inadequate infrastructure are the main obstacles in policy implementation. The characteristics of the implementing organization, such as clear delegation of tasks and effective internal coordination, are good, with routine supervision that ensures the levy collection process runs according to standards. Communication between related organizations has been running smoothly, and cooperation between the Transportation Agency, Regional Revenue Agency, and State-Owned Enterprises is well established. The attitude of the policy implementers, although many are still interns with low wages, shows high dedication to their duties. The social, economic, and political environment supports this policy, although the minimal economic impact due to the inactive port is a challenge. Internal factors in the implementation of this policy are good, with good understanding from the implementers, but limited human resources and infrastructure are obstacles. External factors also support effective socialization and good public acceptance, although it is necessary to improve socialization methods and strengthen infrastructure to support the success of the policy. Abstract

This study aims to identify and describe the dimensions in the SERVQUAL model that are most effective in improving the quality of service of the Fire Department in Bone Regency. The type of research is descriptive qualitative. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data condensation, data presentation, and drawing conclusions. The results showed that the five dimensions in the SERVQUAL model tangibles, reliability, responsiveness, assurance, and empathy play an important role in improving the service quality of the UPT Fire Department in Bone Regency. In the tangibles dimension, although equipment and vehicles are available, their modernity is still lacking, so they need to be improved to support service effectiveness. In the reliability dimension, the response speed is quite good, but the community still feels that the response time is not sufficient, indicating a difference in perception that needs to be harmonized. In the responsiveness dimension, officers are quite responsive to emergency reports, but consistency in handling various situations still needs to be improved. On the assurance dimension, training and certification of officers is good enough, but needs to be further improved so that officers are better prepared and the public has more confidence in their abilities. In the empathy dimension, the attitude of attention and concern of officers towards the community has not been evenly distributed, so that services have not fully provided the expected sense of comfort and support. Then the supporting factors are good, this can be seen from the competence and dedication of officers who are starting to improve even though routine training is needed, there is cooperation with the community that has the potential to be developed, as well as budget support and regional policies which, although limited, have supported operations. Abstract

This study aims to determine and describe the process of implementing the Direct Cash Assistance Program Policy in Salutambung Village, Ulumanda District, Majene Regency. The results of the study can be concluded that the Implementation of the Direct Cash Assistance Program in Salutambung Village, Ulumanda District, Majene Regency using the theory of Charles O. Jones, (1994) has been implemented well, which is from indicator (1). organization, seen from the BLT distribution process in Salutambung Village has been running well. Sub-district assistants work together with village officials, including hamlet heads and other village officials, to determine the BLT distribution schedule. Every time there is information related to the distribution of BLT, the village is immediately notified, and the hamlet head is tasked with conveying this information to the community. The direct involvement of village officials in this process ensures the smoothness and transparency of the distribution of assistance, so that entitled people can receive BLT according to the predetermined schedule, where the flow and data collection mechanism have been carried out in accordance with applicable provisions. (2) Interpretation, regarding the level of understanding of officers in carrying out the task of distributing BLT in Salutambung Village, it is good and is carried out according to the existing technical guidelines, however, even though the policy is implemented correctly, the problem of communication and socialization to the community still needs to be improved so that all parties understand the process better. (3) Implementation, the implementation of public policy regarding the distribution of Direct Cash Assistance (BLT) in Salutambung Village, shows that the implementation of the policy has been carried out well where village officials and sub-district assistants have worked together from the data verification process to the distribution of assistance has been carried out according to the existing technical guidelines, this is an important factor in determining the effectiveness of the program. Policy implementation involves adjustments to program objectives and resources, as well as the implementation of policies that are expected to get a positive response from the community. As for Supporting Factors, the existence of the BLT program shows the government's commitment to easing the burden on affected communities, especially those who have lost their jobs or experienced a decrease in income, thereby helping to meet daily needs and strengthen the economic resilience of low-income communities, while the inhibiting factors are the lack of socialization and limited quotas for aid recipients. Abstract

Malino has the potential for tourism areas in Gowa Regency, but tourism development in this area still needs further action. Therefore, to realize this potential, various strategies and developments are needed, as well as sustainable management from the government in collaboration with the community. The existence of this strategy and development will not only increase tourist attraction, but will also make a major contribution to increasing the Regional Original Income (PAD) of Gowa Regency. This study aims to produce an accurate picture of how the Malino tourism development strategy is in increasing the regional original income at the Gowa Regency Tourism and Culture Office and the factors that support and inhibit the Malino tourism development strategy in increasing the regional original income of Gowa Regency. The type of research is descriptive qualitative research with data collection techniques, namely interviews, observations, and documentation. The checking of data validity is carried out through source triangulation. Data analysis techniques use data condensation, data presentation, and drawing conclusions. The results of the study indicate that effective planning for tourism development in Malino in increasing the Regional Original Income (PAD) in Gowa Regency involves infrastructure development, improving service quality, and nature-based and cultural tourist attractions. Integration of digital media promotion and collaboration with the private sector strengthens Malino's attractiveness as a tourist destination. Development of local resource capacity supports sustainable tourism and increases visitor arrivals. Factors influencing the effectiveness of tourism strategies in Malino include rich natural potential, government commitment, and local community involvement. Challenges such as budget constraints, inadequate infrastructure, and environmental awareness exist but do not hinder the overall success in increasing the Local Revenue (PAD) of Gowa Regency. Based on the components of Burhalis' theory (2000), namely, Attractions, Accessibility, Amenities, Accommodation, Activities, Ancillary Suervices, have been implemented well. However, the components of the Accessibility and Amenities theory still require some improvements in order to create an efficient and effective tourism strategy and development so as to increase the Local Revenue (PAD) of Gowa Regency. Abstract

This study aims to explore the implementation of Civil Servant Discipline Policy at the Regional Civil Service Agency (Badan Kepegawaian Daerah) of South Sulawesi Province and identify the factors influencing its implementation. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data validity was ensured using source triangulation, while data analysis was conducted through data condensation, data presentation, and conclusion drawing.The findings reveal that the implementation of the Civil Servant Discipline Policy in the Regional Civil Service Agency of South Sulawesi Province has been effective in several aspects. (1) Standards and Policy Targets have been well applied, as indicated by employees' understanding of Government Regulation No. 94 of 2021 and the alignment of policy targets with field conditions. (2) Resources, including employee qualifications and infrastructure, support the effective implementation of the discipline policy, with tools such as digital attendance systems being utilized. (3) Organizational Characteristics of the implementing agency facilitate policy enforcement through structured internal coordination and supervision. (4) Inter-organizational Communication runs smoothly, although occasional challenges in inter-agency coordination exist. (5) Policy Implementers' Attitudes reflect high dedication, supported by a culture of discipline and transparency. (6) The Social, Economic, and Political Environment generally supports the policy’s execution, though political dynamics sometimes affect consistency.Supporting factors include strong leadership, a disciplined work culture, and the availability of necessary facilities and infrastructure. However, obstacles such as employees’ lack of awareness of existing regulations, inconsistent enforcement of sanctions, and differing interpretations of policies impede efficient information flow and policy implementation. Overall, the implementation of the Civil Servant Discipline Policy at the Regional Civil Service Agency of South Sulawesi Province has been effective, but several challenges require improvement to enhance its sustainability and impact.

Abstract

This research aims to identify and describe the process of implementing motor vehicle tax incentive policies in increasing local revenue in Makassar city along with supporting and inhibiting factors. Descriptive qualitative research type. Data collection techniques through observation, interviews and documentation. The data analysis technique includes data condensation, data presentation and conclusion drawing. The results showed that the implementation of the policy of providing motor vehicle tax incentives in increasing local revenue in the city of Makassar has not been carried out properly and has not gone according to theory. This can be seen from Edward III's theory which is used to see the successful implementation of tax incentive policies, showing that the indicator (1) communication has not run optimally. This can be seen from the distribution of communication related to the policy of providing motor vehicle tax incentives is still lacking, (2) resources, running optimally. This can be seen from the quality of the ability of staff who know their authority and good facilities so that they are very helpful in implementing the policy. (3) disposition, running optimally. This can be seen from the appointment of bureaucracy and incentives running according to the rules in force. (4) bureaucratic structure, running optimally. This can be seen from the clear fragmentation of the SOP in implementing the policy, as well as explaining the impact of the implementation of the tax incentive policy on local revenue.
