Website is a media technology that can deliver all kinds of information quickly. One of the institutions that use the website media is Unit Pengembangan Karir dan Kewirausahaan Universitas Brawijaya or commonly called UPKK UB. UPKK UB uses website to convey or disseminate information about job vacancy, training and socialization to enter the field of job. UPKK UB said that They never made a measurement of website quality although there are some complaints from the users, so that UPKK UB felt that they need to make a measurement of website qulity.From the description of the problem, the measurement of website quality UPKK UB by using webqual 4.0 method which aim to know webqual variable that influence user satisfaction, from indicator of webqual 4.0 need improvement for website UPKK UB, and give recommendation improvement. Data analysis techniques were performed using SEM (Structural Equation Model). The tool used in this research is SmartPLS 3.0 as a tool (Partial Least Square) PLS. Based on the result of the survey of 99 respondents, the value of R square for the user satisfaction variable is 0.546, which means that the value indicates variable satisfaction can be explained by variable usability, information quality, and service interaction quality of 54.6%, while the rest is 45.4% is influenced by other variables not found in this study. The result of the data analysis there are 7 indicators of webqual 4.0 that need improvement.

Oral ulcer is a condition that occurs around the oral cavity that can be caused by several factors such as fungi, bacteria, viruses, anti immune, and allergies. The problems are symptoms of oral ulcer between diseases in the same category have a high similarity that required knowledge and expert experience to diagnose the disease. Based on these problems, researchers designed a system of oral ulcer experts who have expert knowledge to obtain a diagnosis of oral ulcer along with medical treatment required by the patients. The method used in the knowledge base of this expert system is bayessian network with PHP programming language and using mySQL database. Based on the results of functional testing using blackbox test method obtained all functions can run well and in accordance with the design. While the accuracy test obtained the best accuracy of 86.13% through 3 experiments with different variations using 23 test data. With a fairly high accuracy results then the oral disease expert system using Bayessian network method is concluded to have good performance.

E-learning is an internet application that can connect between educators and learners in a online studi room. E-learning Blitar city to facilitate interaction between school tuition in learning process with the teacher especially in Blitar City. Teacher or an instructor can put learning materials and tasks that must be done by school tuition in a particular place in a web for accessed by the school tuition. Based on the results of interviews from one of the development team, since enactment of e-learning Blitar City users namely students and teachers not have been able to accept any information technology of the new. This can be seen in high school Blitar 1, high school Blitar 2, high school Blitar 3, high school Blitar 4 not all the teachers and students use the e-learning. Unknown factor-factor whatever causing a user not accept any e-learning blitar city. This research be useful to know factor-facktor acceptance users state high school e-learning especially in the Blitar City have applied e-learning. To research it will use the model unified theory of acceptance and use of technology (UTAUT) to know factor-factor anything that affects revenue. The model was obtained from previous studies and adapted in accordance with research. The results of the study based on analysis and discussion is the variable performance expectancy (PE), social influence (SI), facilitating condition (FC). Perceive credibility (PC), and anxiety significant to intention to use.

Preventation of diabetes mellitus bale to do if the patient knows the signs of diabetes mellitus. But people has difficulties to find it's signs. Because the expert in this subject is very less and the cost so expensive. That's why people need to help to prevent this deases by knowing it's signs by using expert system. One of method can use to know diabetes mellitus is Naive Bayes. Naive Bayes a statistic approach to do induction inferency in classification matter. This methode use probability. The basic of Naive Bayes is Training Data. Training Data is Diabetes Mellitus and it's signs that get from research object. The result comes from the biggest probability. Functional test gets 100%. It's means that the system works well. Bigger training data will get higher system accuration. The best accuration is 100% comes from 140 data training.

Malang is a big city that develops in East Java, so it is not surprising that there are many freight forwarding partners that offer freight services to the public. Where most of the average of the goods delivery partner is its reach not only in Malang alone but nationally and even internationally. Thus, many people are still confused to choose which shipping service partners are best seen from the characteristics of the goods such as easily broken, fragile, large dimensions and so on. So it raises the risk when the process of delivery of goods. So, it is necessary to build a system that can help the community in taking a decision. The model used to build this Decision Support System uses Fuzzy Multiple Atribute Decision Making (FMADM) with Simple Additive Weighting (SAW) method- Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). It is hoped that the decision will be more objective, so that the selected partners will meet the needs of the community and minimize the mistakes. Accuracy calculation results from 7 data comparison of actual results data with target data results of 28.57% and comparison of actual results data with target results of 71.42%. And the value of Usability Testing from 20 respondents obtained the result of 71.66% of questions able to answer, the percentage of 28.33% of questions can not be answered by the respondents, from these results can be concluded that the android application is declared good.

The development of technology today is directly proportional to the rapid growth of online information media. The growth of online media is getting attention from internet users in Indonesia whose numbers also increased sharply. Media companies are starting to glance at this market. Media companies are beginning to provide online media such as creating websites. Tribunnews, Detik, Liputan6, Kompas are a handful of examples of online media most frequently accessed by internet users. Tribunnews became the most frequently accessed online medium based on data from Alexa. Therefore, the purpose of this study would like to discuss the extent to which the quality of tribunnews.com website based on user perceptions. Therefore, this research uses webqual method that focuses on usability, information quality, and service interaction quality based on voice of customer (user perception). The IPA method is useful in analyzing the degree of conformity based on user perceptions with user expectations. This IPA method will also be able to show the level of gap between user perceptions and user expectations which are further illustrated in the IPA quadrant. This research instrument uses questionnaires. The population of this study is the general public who have accessed the website tribunnews.com with random sampling technique. The results of this study can be a reference for the development of the website tribunnews.com and can add a library of webqual and IPA methods.

Scheduling in the world of education is important due to the presence of a schedule so lessons can be run well. One example is the scheduling moving class, where it is a scheduling system for teaching and learning is characterized by students who came to guru processed. Process for preparing the schedule moving class is applied in SMA Negeri 1 Turatea that are still in the process of scheduling with the manual way which causes a lot of obstacles because of the scheduling process takes a long time and the results have not been definitely accurate. One of the optimization method that is suitable for this problem is through genetic algorithm approach. With the application of genetic algorithm to be performed the best solutions by using search operators (crossover (one-cut-point), mutations (reciprocal exchange mutation), selection (elitism) and evaluation). The best solution will be measured from the value of fitnessnya. In this study, there are 35 teachers who taught in 18 subjects in 12 classrooms. From these data will be made of chromosomes based on code teacher. From the test results that obtained the best results with the highest fitness value on the amount of population 100, crossover rate 0.4, mutation rate of 0.4, and the number of generations of 80. The end result of that is the best chromosome that produces the highest fitness value of scheduling. By applying genetic algorithms are expected to generate an optimized scheduling solution. West Nusa Tenggara Province has implementing e-Government by creating a website as a part of public service. Public gave a 40.2% rating for poor assessment to the current website service. Public services should be periodically evaluated for service optimization. The study aims to determine the quality of West Nusa Tenggara Province website services using the dimensions of e-Govqual and IPA, determine the priority attributes of service quality improvement based on the results of IPA analysis and give the recommendations from the e-Govqual dimension attribute analysis. The study was conducted on the West Nusa Tenggara Province website at www.ntbprov.go.id during March 2017 to June 2017. To assess the quality of the website service used 5 dimensions and 28 e-Govqual attributes. With the 100 respondents used as research samples, the results of IPA analysis on the level of conformity has an average value of 85.22% and value of the gap has a value of GAP 0 is -0.61, meaning the performance of the website service has not been able to meet user expectations. Furthermore, from the quadrant analysis, 4 attributes with main priority and 8 attributes with low priority for service improvement. Recommendations are given based on literature or theory for attributes that need to be improved in order to improve the quality of website services.

The purpose of this study is to help motorcycle riders and mechanics to identify the breakdowns of motorcycle based on symptoms. Limited number of experts to repair the motorcycles will spend long time to identify and repair the motorcycles. Hence, this study is done to make an application system to identify the breakdowns of motorcycle with Certainty Factor methods. The evaluation of this study use the testing scenario that compare the value of accuracy from the result of the expert questionnaires with application system. On the test, obtained the value of accuracy that is pretty good with 73,3%. This value proves that this study still have opportunities to be developed even further.

Because of CVPD virus attack in 2012, about 500 farmers in the south and west of Jember regency, East Java were forced to enlarge thousands of their citrus trees. While in other areas the citrus farmers were forced to cut down their citrus crops due to stricken fungus stems and citrus fruit can not be harvested. It takes a method that can be used to classify the types of symptoms of citrus plant disease. Naive bayes classifier is one of the suitable methods to be applied in the classification of the types of symptoms of citrus plant diseases. The reason for using the Naive Bayes Classifier method is because the Naive Bayes Classifier method is a simplification of the Bayes theorem. The variables needed in this study are the symptoms of the disease on the leaves, berries, stems and roots of citrus plants. This research resulted in a decision support system with 90% system accuracy.
