Abstract

The purpose of this study was to determine the evaluation of women's representation policies in the Gerindra Party with a case study of the North Jakarta Gerindra Party DPC. The concept of this research used in this research is to use the type of qualitative research with a descriptive approach. Then the data collection technique is done by interview, observation, and documentation. Miles and Hubermen qualitative data analysis technique. The results showed that the evaluation of the policy on women's representation of the North Jakarta Gerindra Party DPC in a managerial structure had fulfilled the 30% quota for women's representation. However, in terms of women's representation in parliament, it seems that the Gerindra Party must still pay attention to women's representation because at the DKI Jakarta DPRD level there is a decline in fulfilling the 30% quota. It can be concluded that the evaluation of the Gerindra Party's women's representation policy has not been maximized in terms of the role of female cadre members at the parliamentary level.

Abstract

This study aims to analyze the implementation of the Supervision Function in the Jakarta Smart Card Program which is carried out by the UPT P4OP Education Office in the Jakarta Smart Card program in DKI Jakarta. Researchers used a supervisory approach which consisted of two surveillance techniques: direct supervision and indirect supervision. Direct supervision has three aspects: direct inspection, direct reporting, and direct observation. Meanwhile, indirect supervision has two aspects: oral reports and written reports. This research use desciptive qualitative approach. The results showed that the supervision of the UPT P4OP DKI Jakarta Provincial Education Office in monitoring the implementation of the Jakarta Smart Card program, where direct supervision has three aspects, namely direct inspection, on-site observation and on-site reports in these three aspects the supervision carried out by P4OP has been carried out optimally in accordance with the applicable provisions, while indirect supervision consists of two aspects, namely oral reports and written reports that have been running well, however, in the use of KJP funds it is still used for purposes outside the student's school, so the task of the UPT and the school must maximize supervision in the use of KJP funds used by students or parents of these students as input for the UPT P4OP DKI Provincial Education Office. Jakarta and Education Units in DKI Jakarta or schools related to the implementation of the KJP program in DKI Jakarta Province.

Abstract

This study aims to determine how the Health Service Innovation Study of the Civil System of Doyan Jalan Koja General Hospital, North Jakarta. In this study using a qualitative research method or approach with descriptive research type. Researchers use method triangulation techniques so that the resulting data is more accurate and precise. Triangulation method, which is checking the use of the interview method is the same as the observation method, or whether the observation results match the information provided when the researcher conducts the interview. The results showed that the Health Service Innovation Study of Civil System Doyan Jalan General Hospital Koja, North Jakarta. This innovation has succeeded in cutting registration times, from 6 minutes to 20 seconds, and registration waiting time from 60 minutes to 5 minutes. This Doyan Jalan Civil Innovation uses information technology, for the flow of outpatient service processes in order to reduce patient queues. Then with the presence of this innovation, it has succeeded in cutting down several queuing counters which can now be done through an independent list booth machine where only one queue counter can be completed in the outpatient service list process. With this, it can be said that the innovation made by the Koja Regional General Hospital was successful and its effectiveness could be felt in the registration process for outpatient services in cutting down several counters so that it became more effective and faster in the process.

Abstract

The local government agreed Boyolali and the Right Way to do the transmigration program Swakarsa Mandiri in 2006 to communities around Mount Merapi. Transmigration of citizens who participated in independent spontaneous transmigration program came from the village Gedongan Boyolali District of Cempaka Boyolali, Central Java. Communities that participate in the program Transmigration Swakarsa Mandiri as much as 25 families. Transmigration people placed in Way Kanan Regency Tanjung Rejo. The method used in the writing of this article is a qualitative descriptive approach which explains in detail about the welfare of the community in the village of Tanjung Rejo transmigration. Data obtained in the form of primary data in the form of an interview to the citizens and the government transmigration village accompanied by direct observation and secondary data such as documents, and literature.This study explains two things: first, to explain the top of people's lives in the village of Tanjung Rejo migrants. Every citizen is given the house and yard area reached 1,250. Very simple house has a yard that can be planted with seasonal agricultural crops such as cassava or another. The Government also provides land area of one hectare to the Community transmigration. Transmigration community also suffered eviction when it first occupied the house as well as manage the land given by the government. Evictions were carried out by indigenous communities as a result of the land the transmigration community is indigenous community land. The second describes the welfare society in Tanjung Rejo Transmigration. Transmigration displaced people's lives through spontaneous transmigration program has not been fully standalone wellbeing intact. The Society migrants did not get the land certificate from the government or government Tanjung Rejo Way Kanan. Community migrants only awarded the Certificate of Land (SKT) by the government. This then resulted in the transmigration prosperous society.

Abstract

The foundation of the principle of Good Governance in the village government is the ideal that all parties want to achieve. In practice, realizing good governance at the village level still has many challenges, one of which is related to the participation of people whose levels are still low, so that serious efforts are needed to create good governance. This paper will explain the level of village community participation in every activity and program carried out by the village government that leads to good government. The research method used in the study was descriptive qualitative. The form of public participation is still limited to ceremonial participation, which means that new communities participate when there are activities in terms of competition, social service, or commemoration of holidays. Community participation has not touched substantive land such as decision making.

Abstract

Good governance is a conception of a clean, democratic, and effectivegovernment administration, and in it governs a synergistic and constructiverelationship between government, private business and the public. The use ofinformation technology that can improve the relationship between government andother parties. E-Government is an effort to develop electronic (electronic)governance in order to improve the quality of public services effectively and efficiently, new services, increased citizen participation and an enhancement to the global information infrastructure. Local Government is a forum for implementing EGovernment. Bogor City Government is one area that is considered successful implement e- government. Bogor City has initiated eGovernment initiatives since 2008-2009 long before the Inpres was issued and has successfully won numerous awards for its success in egovernment implementation. The results show that the overall implementation of E-Government has run well but has not been optimally accessing public involvement. Ease of e-government is only enjoyed by a small number of people who are familiar with information technology. The main challenge of e-government development is the ability and readiness of management and the culprits so it is not a mere technological sophistication. Key Word: E-Government, Local Government, Good Goverment

Abstract

Development in the region can be seen with the development in the field of tourism because tourism is a mainstay sector that can be a source of revenue for the region, resulting from the existence of regional autonomy makes some regions in Indonesia are now beginning to optimize the government's performance in exploring the potential of tourism and one of them is Kabupaten Banyuwangi who managed to do development in tourism sector by exploiting local potency in banyuwangi city and tourism has changed the face of Banyuwangi as area which now become references of various government agencies in the country and other countries. It can be seen from the total number of tourists visiting the archipelago reached 3,831,703 people and foreign tourists as much as 78,865 people in 2016.The performance of banyuwangi government in the development of tourism in banyuwangi city can also be seen from the many awards that one of them received is 'The Best Festival City' by the tourism minister of RI for successfully promoting the city of banyuwangi and banyuwangi also became one of the cities that succeeded in developing the concept of tourism that is environmentally oriented tourism activities by prioritizing aspects of nature conservation, socio-cultural empowerment aspects, and local community economy as well as aspects of learning and education.

Abstract

This research aims to analyze how bureaucratic pathology serves as a fundamental impediment to the realization of regional financial independence in Indonesia. Employing a qualitative approach with a comparative case study method across six regions, enriched by international comparative analysis, this study identifies the institutional factors that systematically influence regional fiscal performance. The findings reveal five critical dimensions of dominant bureaucratic pathologies: excessive centralized control, slow budget planning processes, corruption and abuse of power, bureaucratic incompetence, and resistance to innovation. The study found that the manifestation of these pathologies varies among regions, contingent upon their level of development and governance capacity, thereby indicating the need for differentiated, rather than uniform, policy responses. International experiences from Brazil to Germany demonstrate the universality of these challenges. It is concluded that achieving genuine financial independence requires more than the mere transfer of formal authority; it necessitates the construction of a robust institutional foundation. The study recommends implementing support systems tailored to regional capacities, enhancing trans parency, promoting bureaucratic professionalism, and establishing citizen engagement mechanisms to build effective and accountable subnational governance, drawing lessons from successful reforms in countries such as Estonia and Rwanda.

Abstract

Tujuan artikel ini untuk mengetahui dan mendeskripsikan upaya Kesbangpol Jakarta Utara dalam sosialisasi pembinaan Ideologi dan wawasan kebangsaan serta penerapan Good Governance dalam pelaksanaannya. Metode dalam penelitian menggunakan metode sosialisasi berupa wawancara dan penelusuran dokumen. Berdasarkan hasil penelitian dapat di simpulkan bahwa dalam melakukan pembinaan ideologi pancasila dan wawasan kebangsaan cenderung baik dan sudah menerapkan Good Governance. Dari program kerja yang dilaksanakan Kesabangpol, sudah menerapkan indikator kesuksesan Good Governance, yaitu partisipasi masyarakat, trasnparansi, efektif dan efisien, akuntabilitas dan visi yang strategis. Namun masih ada beberapa kekurangan dalam hal transparansi, yakni kurangnya sosialisasi mengenai anggaran kegiatan dan laporan pertanggung jawaban dan dikarenakan adanya pandemi covid-19, sosialisasi mengenai program bela negara dan seminar kebangsaan terpaksa harus di laksanakan secara daring.

Abstract

Pelayanan berbasis digitalisasi sangat membantu pelaksanaan kinerja birokrasi dan meningkatkan SDM dalam memahami pengelolaan digitaisasi di pemerintahan. Sejalan dengan itu , otoritas pemerintah harus dapat memperluas dominasi informasi teknologi dan SDM yang berimajinatif serta mengharapkan berbagai masalah formal dan kasual dengan menggunakan inovasi cerdas yang umumnya digunakan di ruang publik, untuk memperkuat efisiensi kerja. Untuk memahami birokrasi yang cepat dan sigap dalam menawarkan jenis bantuan publik, diperlukan perubahan mendasar. Selain itu, keselarasan perubahan peraturan harus dipertahankan untuk bekerja pada sifat administrasi publik dan memberikan kepercayaan publik pada otoritas pemerintah, sehingga bagian dari bantuan publik terkait SDM dengan perubahan peraturan. inovasi, serta peningkatan administrasi dan otoritas. Proses administrasi elektif yang layak, mengenai ilmu birokrasi teknologi efektif dan lugas adalah kerangka pemerintahan elektronik dengan perspektif granular. Merencanakan perbaikan dengan menitik beratkan pada pelatihan dan persiapan, perubahan dan kemajuan, serta mengisi lowongan yang membutuhkan tenaga ahli berpengalaman dengan menggunakan inovasi merupakan suatu siklus yang merupakan bagian penting dari perencanaan SDM dan sikap mental yang tidak tertandingi dalam perangkat SDM pemerintahan daerah itu sendiri.
