Abstract

Women's representation in Indonesian politics is an important indicator of the quality of democracy and gender equality. Although an affirmative policy of 30% female participation in legislative candidate lists has been implemented, the level of women's electability remains low. This article examines the determinants of women's electability in the 2024–2029 Jambi Provincial Legislative Council (DPRD) elections using Casey's theory of political capital, which includes institutional, social, cultural, economic, and symbolic capital. This study uses a qualitative approach with a descriptive-analytical method to understand the factors that influence women's political success at the local level. The results show that of the 732 legislative candidates for the Jambi Provincial DPRD, 247 or 33.74% were women, but only seven (12.72%) were successfully elected. This phenomenon reveals a gap between symbolic representation and substantive representation. An analysis of political modalities shows that women who were successfully elected generally possessed a strong combination of capital—institutional support from parties (institutional capital), extensive social networks (social capital), credibility and education (cultural capital), financial capabilities s (economic capital), and moral legitimacy and public reputation (symbolic capital). These findings confirm that women's political success is not only determined by affirmative regulations, but also by the ability of female actors to strategically manage and convert various forms of political capital. This article provides empirical and theoretical contributions to strengthening a more gender-responsive inclusive democracy.

Abstract

Palembang sebagai kota tertua di Indonesia memiliki banyak peninggalan sejarah dan budaya. Salah satu tradisi yang dimiliki oleh Kota Palembang adalah ziarah yang merupakan tradisi yang dilakukan oleh masyarakat Palembang untuk memperingati ulama dan auliya'. Penelitian ini menggunakan penelitian kualitatif deskriptif. Hasil penelitian ini menunjukkan keberadaan jemaah haji tidak hanya didorong oleh motif sejarah, tetapi juga karena adanya tradisi mengunjungi kuburan keluarga atau tokoh yang dianggap memiliki peran penting dalam sejarah hidupnya dan sejarah bagi masyarakatnya. Hal inilah yang kemudian menjadi potensi besar untuk terciptanya wisata religi di Kota Palembang dengan menjadikan ziarah sebagai alternatif wisata spiritual. Potensi wisata religi juga dikembangkan oleh pemerintah daerah setempat dan dijadwalkan sebagai wisata resmi setiap tahun.

Abstract

Program pengabdian masyarakat ini bertujuan untuk mentransformasi produk UMKM berbasis hasil laut di Desa Kuala Simbur, khususnya kerupuk udang dan terasi, melalui peningkatan kualitas produksi dan penguatan strategi pemasaran. Kegiatan diawali dengan identifikasi dan pemetaan 60 UMKM yang bergerak dalam empat jenis olahan hasil laut, yaitu kerupuk udang, terasi, ikan asin, dan pempek/tekwan. Berdasarkan temuan lapangan, berbagai permasalahan utama teridentifikasi, seperti keterbatasan bahan baku udang, teknik produksi yang belum standar, kemasan sederhana, pemasaran yang masih konvensional, serta minimnya inovasi dan literasi digital. Untuk menjawab masalah tersebut, dilakukan pelatihan dan sosialisasi peningkatan kualitas produk, pendampingan manajemen usaha, pembuatan desain kemasan dan spanduk identitas UMKM, serta fasilitasi pemasaran melalui penyelenggaraan bazar desa. Kolaborasi dengan komunitas “Cakap Kreatif” dan keterlibatan mahasiswa memberikan dampak signifikan dalam menghasilkan luaran konkret seperti konten pemasaran, desain visual UMKM, serta peningkatan keterampilan pelaku usaha. Hasil program menunjukkan meningkatnya kapasitas pelaku UMKM dalam produksi, pengemasan, dan pemasaran, serta terbentuknya identitas visual UMKM desa yang lebih terorganisir. Program ini memberikan gambaran bahwa pendekatan kolaboratif dan pendampingan berkelanjutan berpotensi memperkuat daya saing UMKM hasil laut di desa pesisir. Kegiatan ini juga membuka peluang pengembangan lebih lanjut melalui legalitas produk, diversifikasi bahan baku, serta perluasan pemasaran digital.

Abstract

This research aims to analyze in depth the process of digital government transformation through the implementation of Regional Government Transaction Electrification (ETPD) based on the Quick Response Code Indonesian Standard (QRIS) to optimize Land and Building Tax revenue in Jambi City. This research uses a qualitative case study approach. The data collection techniques for this research are interviews and documentation. The findings of this study explain that the digital transformation of Land and Building Tax (PBB) payments through the implementation of QRIS at the BPPRD of Jambi City is part of the implementation of the Regional Government Transaction Electrification Policy (ETPD), driven by national regulations and the local government's commitment to supporting cashless transactions. The digital transformation of land and building tax (PBB) payments in Jambi City is still at the stage of digitalization, which means the utilization of technology to support existing processes, and has not yet reached the stage of digital transformation characterized by comprehensive structural, cultural, and behavioral changes. Therefore, the digital transformation underway can be characterized as a partial, gradual transformation, which requires strengthening socialization strategies, improving the community's digital literacy, and optimizing incentive policies to achieve digitization goals more effectively.

Abstract

Dalam era demokrasi modern, perilaku memilih merupakan indikator penting kesadaran politik masyarakat sekaligus faktor yang memengaruhi hasil pemilihan umum. Penelitian ini bertujuan mengidentifikasi perilaku politik masyarakat Kota Jambi berdasarkan tipologi generasi, yaitu Generasi X, Generasi Y, dan Generasi Z, serta pengaruhnya terhadap perilaku memilih dalam Pemilihan Presiden 2024. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara terhadap informan dari Generasi X (1965–1980), Generasi Y (1981–1996), dan Generasi Z (1997–2012) di Kota Jambi. Data dianalisis secara kualitatif menggunakan teori perilaku memilih. Hasil penelitian menunjukkan bahwa perilaku memilih masyarakat Jambi dibentuk oleh determinan sosiologis, psikologis, dan rasional. Perbedaan karakteristik antargenerasi turut memengaruhi pola perilaku memilih. Generasi X yang cenderung konservatif dan berorientasi pada nilai-nilai tradisional lebih menekankan aspek ekonomi dan kesejahteraan sosial dalam menentukan pilihan politik. Generasi Y yang lebih terbuka terhadap perubahan cenderung mempertimbangkan nilai-nilai keadilan sosial dan kesetaraan. Sementara itu, Generasi Z yang dekat dengan teknologi dan inovasi lebih dipengaruhi oleh isu-isu global serta perkembangan teknologi. Meskipun demikian, perilaku memilih tidak sepenuhnya ditentukan oleh karakteristik generasi karena dipengaruhi pula oleh faktor sosiologis, psikologis, dan rasional lainnya. Penelitian ini tidak hanya mendeskripsikan perilaku memilih masyarakat Jambi, tetapi juga memberikan analisis reflektif mengenai dinamika perilaku politik masyarakat dalam Pilpres 2024.   In the era of modern democracy, voting behavior serves as an important indicator of citizens’ political awareness and a key factor influencing electoral outcomes. This study aims to identify the political behavior of the people of Jambi City based on generational typologies, namely Generation X, Generation Y, and Generation Z, and to examine their influence on voting behavior in the 2024 Presidential Election. Employing a qualitative research method, data were collected through interviews with informants from Generation X (1965–1980), Generation Y (1981–1996), and Generation Z (1997–2012) in Jambi City. The data were analyzed qualitatively using voting behavior theory. The findings reveal that voting behavior among the people of Jambi is shaped by sociological, psychological, and rational determinants. Differences in generational characteristics also contribute to variations in voting patterns. Generation X, which tends to be more conservative and oriented toward traditional values, places greater emphasis on economic issues and social welfare in making political choices. Generation Y, characterized by a greater openness to change, tends to consider values such as social justice and equality. Meanwhile, Generation Z, which is closely connected to technology and innovation, is more influenced by global issues and technological developments. Nevertheless, voting behavior is not solely determined by generational characteristics, as it is also shaped by various sociological, psychological, and rational factors. This study not only describes the voting behavior of the people of Jambi but also provides a reflective analysis of the dynamics of political behavior in the 2024 Presidential Election.

Abstract

This study examines the dynamics of electoral contestation in the 2024 Gubernatorial Election of Jambi Province, focusing on the interaction between formal and informal political forces. The main issue addressed is the lack of a comprehensive understanding regarding the strategic role of the Jambi Malay Customary Institution and the contribution of local elite actors both formal and informal in influencing the election outcome. The objective of this research is to identify and analyze the contribution of local power in determining the direction of electoral political contestation. Employing a qualitative approach with a case study design and elements of narrative research, data were collected through in-depth interviews, document analysis, and field observations. The findings reveal that informal elites such as traditional leaders, religious figures, businesspeople, and former officials possess moral authority and strong patronage networks. Meanwhile, the Malay Customary Institution and ethnic associations function as channels for mobilization based on primordial ties. On the other hand, political parties, local media, and social media play a role in disseminating information and shaping public opinion. The Jambi election reflects a hybrid political landscape in which informal power and formal structures are deeply intertwined. Theoretically, this study enriches local political discourse by highlighting the importance of informal power in electoral democratic practices. Practically, the findings offer strategic insights for candidates, political parties, and election organizers in designing campaign strategies and regulatory approaches that are more adaptive to local power configurations.

Abstract

This article analyzes how village governance articulates and aggregates community aspirations in the preparation of the Village Revenue and Expenditure Budget (APBDes) in Teluk Village, Batanghari Regency. Building on common challenges in village budgeting, the study highlights weak traceability from proposals to budget decisions and limited feedback to citizens, despite the routine implementation of deliberative forums. The research employs a descriptive qualitative approach; data were collected through in-depth interviews, limited observation, and a review of village planning and budgeting documents. The findings show that aspiration articulation operates through multiple channels (social arenas, direct access/WhatsApp, monthly BPD meetings, and proposal-based deliberations). Aspiration aggregation proceeds in stages, beginning with the Village Deliberation (Musyawarah Desa) as an initial consolidation forum, followed by the BPD-led Village Development Planning Meeting (Musrenbangdes) as the arena for reviewing and revising the draft Village Government Work Plan (RKPDes) before it is translated into the APBDes. The aggregation process is shaped by budget ceilings, program feasibility, the readiness of facilities and infrastructure, and alignment with the Village Medium-Term Development Plan (RPJMDes). The article proposes operational instruments in the form of a cross-channel aspiration register and a 4K aggregation metric (RPJMDes alignment, feasibility, readiness, and budget availability) to strengthen decision trails and accountability in village budgeting.

Abstract

Women’s participation in Indonesian electoral politics has increased following affirmative quota policies, yet this numerical inclusion has not been fully reflected in women’s electoral success. This article examines the role of political capital in shaping women’s representation and electability in the 2024-2029 Jambi Provincial Legislative Council election. The study addresses the gap between formal candidacy and actual electability by analyzing how female candidates accumulate and convert political capital in a local electoral context. Using a qualitative descriptive-analytical approach, this research applies Casey’s political capital framework, consisting of institutional, social, cultural, economic, and symbolic capital. The findings show that women accounted for 247 of 732 legislative candidates, or 33.74%, but only seven of 55 elected legislators, or 12.72%, were women. This indicates a significant gap between affirmative representation and electoral outcomes. The elected female candidates generally possessed strong party support, extensive social networks, credible educational and professional backgrounds, sufficient economic resources, and symbolic legitimacy rooted in public reputation, family networks, or local social recognition. The study argues that women’s electability depends not only on affirmative policies but also on their capacity to strategically manage and convert different forms of political capital. This article contributes to gender and politics studies by showing that women’s political representation at the local level is shaped by the interaction between institutional rules, social structures, and candidates’ political resources.
