Penelitian ini dilakukan untuk mengetahui strategi yang dapat dilakukan BPSDM Aceh dalam mengembangkan kompetensi SDM. Tujuan dari penelitian ini adalah menelusuri bagaimana strategi pengembangan kompetensi SDM dalam rangka penerapan Sistem Pemeintahan Berbasis Elektronik (SPBE) di BPSDM Aceh. Pendekatan yang diterapkan pada penelitian yakni Infrastructure and E-Government Tools, Human Capital, Knowledge Management, dan Change Management untuk menelusuri pemahaman SDM BPSDM Aceh terhadap implementasi layanan SPBE di BPSDM Aceh dan menganalisis strategi pengembangan komeptensi SDM dalam rangka peningkatan layanan SPBE di lingkungan BPSDM Aceh. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan menggunakan teknik pengumpulan data melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa parameter Infrastructure and E-Government Tools diakui penting dalam efisiensi layanan pemerintahan, membutuhkan peningkatan interoperabilitas. Pengembangan kompetensi SDM fokus pada integrasi aplikasi SPBE sesuai tugas BPSDM Aceh, kunci sukses pemanfaatan positif Aplikasi Layanan SPBE. Human Capital di BPSDM Aceh krusial, melibatkan ASN dalam Bimtek, Diklat, dan pendampingan, dengan fokus pada keterampilan umum untuk mendukung SPBE. Knowledge Management terlihat dari implementasi pengetahuan TIK melalui handbook, dengan metode hybrid dan blended learning dalam kebijakan diklat. Change Management memicu strategi komunikasi efektif dan pelayanan prima melalui TIK, membutuhkan kepemimpinan kuat dengan kompetensi dan manajemen TIK. Proses pengembangan melibatkan monitoring dan evaluasi rutin. This research was conducted to identify strategies that BPSDM Aceh is able to employ in developing human resource competencies. The objective of this study is to explore the strategies for developing human resource competencies in the implementation of the Electronic Government System (SPBE) at BPSDM Aceh. The approach applied in this research includes Infrastructure and E-Government Tools, Human Capital, Knowledge Management, and Change Management to examine the understanding of BPSDM Aceh's human resources regarding the implementation of SPBE services and analyze strategies for developing human resource competencies to enhance SPBE services within the BPSDM Aceh environment. The research method employed is descriptive qualitative research using data collection techniques through interviews and documentary studies. The results indicate that the Infrastructure and E- Government Tools parameters are crucial for the efficiency of government services, requiring increased interoperability. The development of human resource competencies focuses on integrating SPBE applications according to the tasks of BPSDM Aceh, a key success factor for utilizing the positive aspects of SPBE services. Human Capital in BPSDM Aceh is critical, involving civil servants in Bimtek, training, and mentoring, with a focus on general skills to support SPBE. Knowledge Management is evident through the implementation of ICT knowledge via handbooks, utilizing hybrid and blended learning methods in training policies. Change Management triggers effective communication strategies and excellent services through ICT, requiring strong leadership with competence and ICT management. The development process involves regular monitoring and evaluation.
