Abstract

The emergence of a large event known as the Jember Fashion Carnival has become an interesting phenomenon. The city of Jember, which initially had no history of carnivals and fashion, has now become the center of influential fashion carnivals in Indonesia and even on the world stage. This research uses a literature review approach to analyze the factors that have supported the sustainability of the Jember Fashion Carnival to date. The data source used in this research is secondary data, obtained through Google Scholar and Scopus to search for relevant journals. Journals that were found were then selected based on titles that matched the research focus. From the search results, the author succeeded in identifying 15 journals which were then summarized into 5 journals that represent a uniform view from all journals that have the same point of view. The results of this research show that in the context of cultural resource management, economic impact, community empowerment, and tourism promotion, the Jember Fashion Carnival (JFC) phenomenon and the fashion carnival phenomenon in Indonesia as a whole produce significant findings. Efficient management of local cultural resources has enabled JFC to become a driving force in local economic growth, with visible impacts in the tourism sector and related industries. The event also empowers communities by creating opportunities in the performing arts and creative industries. Apart from that, the carnival fashion phenomenon in Indonesia acts as a tourism promotion tool, introducing the richness of Indonesian culture to the world. The overall results of this research underscore the importance of wise management of cultural resources, community empowerment, and promotion of tourism through cultural events in achieving positive and sustainable economic impact

Abstract

The judge carries out the authority to try based on independent judicial power. Judges in examining cases are guided by, among other things, two things: making decisions based on applicable laws and regulations and being obliged to explore the values that live in society. The procedural law of the religious courts also originates from the civil procedural law, which applies to general courts. One of the distinctive characteristics of civil cases is the judge's restriction not to grant the petitum of a lawsuit that was not requested by the plaintiff (ultra petitum partium). The threat to the ban on the use of the ultra petitum partium principle is that the decision is declared null and void. On the other hand, in practice, judges at religious courts often use ex officio rights to decide something that was not requested by the plaintiff, not even limited to that; instead, the judge adds a ruling that benefits the defendant. This often occurs in examinations of cases of marital dissolution filed by the husband (cerai talak) or by the wife (cerai gugat), and in some cases, it also occurs in claims for the division of joint assets in a marriage. The judge's consideration of using ex officio rights and going beyond ultra petitum partium is to provide balance in court decisions. In addition, it is also based on the concepts of justice and benefit. The application of ex officio rights by judges needs to be explained in laws and regulations. This is to guarantee legal certainty and the understanding of judges and justice seekers so that limiting the use of rights officio, does not conflict with the principle of ultra petitum partium.

Abstract

This study aims to determine whether there is an influence of work culture on the performance of lecturers at Poltekes Kemenkes III Jakarta. This study uses a quantitative approach through survey methods. The population sample is lecturers in four Departments of Health Polytechnic III Jakarta. This study indicates that work culture has a positive and significant influence on the performance of lecturers at Poltekkes Kemenkes III Jakarta. This is concluded because, from the hypothesis, the regression equation is obtained: Y = 50,135 + 0,753 X 1, which means the constant value is 50,135. From these equations, lecturer assignments can be predicted if the work culture values. The value of b = 0.753 means that the lecturer's task performance variable will increase by 75.3% if the work culture value increases by 1%. From the results of statistical tests, there is a significant relationship between workplace culture and the lecturer's task performance (p = 0.000). Moreover, the results of hypothesis testing show that the results of t arithmetic 4.651 are greater than t table 1.99 with a path coefficient of 0.365, stating that Ho is rejected and H1 is accepted.

Abstract

The integration of Islamic values into the Independent Curriculum (Kurikulum Merdeka) represents a strategic effort to cultivate students' character development spiritually, intellectually, and socially within the context of an increasingly complex digital era. This study explores the conceptual foundation, urgency, challenges, and opportunities associated with embedding Islamic values as part of character education in the Independent Curriculum. Employing a literature study with a descriptive qualitative approach, the research highlights that the curriculum’s flexible structure enables the contextual incorporation of values such as honesty, tolerance, and responsibility across diverse subjects. The study identifies key challenges, including limited digital literacy among educators and unequal access to technological resources. Nonetheless, the digital era also presents significant opportunities through the utilization of social media and online learning platforms to deliver Islamic values in more innovative and engaging ways. The findings suggest that, with appropriate strategies and supportive educational policies, the Independent Curriculum can serve as an effective and sustainable vehicle for internalizing Islamic values in a manner that remains relevant to contemporary educational needs.

Abstract

INTEGRATION INFORMATION TECHNOLOGY IN DIGITAL-BASED MID-SEMESTER SUMMATIVE ASSESMENT: IMPLEMENTATION, EFFECTIVENESS AND OPERATIONAL CHALLENGESThis study aims to describe the form of information technology integration in the implementation of digital-based Mid-Semester Summative Assessment (PSTS) at SMK Negeri 1 Kandanghaur, Indramayu Regency, and evaluate its effectiveness in measuring student competencies and identifying implementation challenges. A qualitative approach with a case study was used, with data collection through in-depth interviews, direct observation, and document analysis of the PSTS Odd Semester of the 2025/2026 Academic Year. The results indicate that the school has adopted the Google Form platform for multiple-choice questions and the Exambro Android application as a test-taking medium. This system has proven effective in improving administrative efficiency, accelerating feedback, and maintaining exam integrity through an application lock feature that prevents access outside the platform. However, there are still findings that indicate that despite the adoption of technology, the assessment transformation has not yet touched the pedagogical essence, namely holistic, valid, and competency-based assessment. Research recommendations include the development of competency-based technical guidelines, ongoing training for teachers, and the provision of free internet access in schools to ensure the fairness and quality of assessments.

Abstract

STRENGTHENING TEACHER COMPETENCE THROUGH EDUCATIONAL HUMAN RESOURCES MANAGEMENT: CONCEPTUAL ANALYSIS AND IMPLEMENTATION STRATEGYImproving teacher competence is a key factor in enhancing the overall quality of education. This article aims to analyze the integration of educational administration and human resource management (HRM) as a comprehensive approach to strengthening teacher competence. Using a literature review method, this study examines concepts, principles, and empirical findings related to the role of educational administration in policy formulation, program planning, supervision, and evaluation of teacher development, alongside HRM functions such as human resource planning, recruitment, selection, training, performance appraisal, and work motivation. The findings indicate that integrating these two disciplines creates a more effective and sustainable framework for teachers’ professional development. Educational administration provides structural and strategic direction, while HRM ensures that teachers are managed as human capital through systematic development processes. Implementation challenges identified include budget limitations, managerial capacity gaps, weak collaborative culture, and suboptimal use of data for decision-making. This article concludes that the synergy between educational administration and HRM is a relevant and strategic approach to strengthening teacher competence in schools.

Abstract

LITERATURE STUDY ON THE ROLE OF TEACHERS IN STUDENT DEVELOPMENT One of the current educational challenges is the suboptimal role of teachers in developing the potential of all students, particularly in the digital era, which demands higher pedagogical skills and technological literacy. This study aims to review and analyze the strategic role of teachers by examining previous research related to students' cognitive, social-emotional, character, and learning motivation development. Through a literature review, this study identifies how teachers contribute to creating an effective, adaptive, and student-centered learning process. The analysis shows that teachers play a crucial role as facilitators who provide a supportive learning environment, as motivators who foster learning interest, as mentors who guide social-emotional development, and as role models in character development. However, teachers also face challenges, such as low digital literacy, lack of student motivation, and difficulties in balancing academic learning and character development. This study confirms that improving teacher professionalism, including digital skills and a student-centered learning approach, significantly impacts the success of student development. Furthermore, collaboration between teachers, parents, and the school environment is a crucial factor in supporting student development holistically.

Abstract

TEACHER WORK MOTIVATION FROM AN ISLAMIC PERSPECTIVE: A THEORETICAL ANALYSIS OF MODERN MOTIVATION THEORY Teacher work motivation is an essential factor in improving performance and the effectiveness of the educational process. This study aims to analyze the concept of work motivation from an Islamic perspective and compare it with modern motivation theories such as Maslow’s hierarchy of needs, Herzberg’s two-factor theory, and McClelland’s needs theory. This research employs a library research method by examining various relevant literature, both from classical Islamic sources and modern management theories. The findings show that motivation in Islam is rooted in spiritual values such as intention, sincerity, trustworthiness, and an orientation toward the Hereafter, which provide a transcendental dimension to teachers’ work behavior. Meanwhile, modern motivation theories tend to focus on the fulfillment of worldly needs such as salary, recognition, and achievement. Integrating both approaches results in a comprehensive Islamic work motivation model-one that encourages teachers to work professionally while maintaining an orientation toward worship. Thus, managing teacher work motivation based on Islamic values becomes an important strategy for improving the quality and work ethic of educators in Islamic educational institutions

Abstract

HUMAN RESOURCE MANAGEMENT STRATEGY IN ISLAMIC EDUCATION: AN APPROACH BASED ON THE VALUES OF THE QUR'AN AND SUNNAH This study discusses human resource management (HR) strategies in Islamic educational institutions with an approach based on the values of the Quran and Sunnah. The focus of the research is on human resource management that is able to improve institutional performance in a sustainable manner, by considering spiritual, moral, and professional aspects. The qualitative field research method was conducted at Mts Nurul Imaniyah, with data collection through observation and in- depth interviews. The research results show the importance of integrating the values of honesty, trustworthiness, justice, and Islamic work ethics in every stage of HR management, from planning, recruitment, training, to performance evaluation. This approach not only improves the professional competence of educators, but also shapes characters with noble morals and responsibility as caliphs on earth.

Abstract

THE ROLE OF HUMAN RESOURCE MANAGEMENT IN BUILDING A CULTURE OF INNOVATION IN EDUCATIONAL INSTITUTIONS Improving the quality of teaching staff in madrasah is crucial for enhancing the quality of education, both academically and religiously. The purpose of this article is to explain the importance of effective teaching staff planning, analyze appropriate development strategies, and provide a method that focuses on teacher well-being and morale. This study employed a qualitative descriptive method. Data collection utilized a literature review, analyzing various sources such as accredited journals, books, and educational policy documents. The results indicate that effective teaching staff development involves a combination of teacher well-being, morale, and work culture. Implementing a sustainable and planned strategy can enhance teacher professionalism, improve the quality of the teaching and learning process, and strengthen educational management in madrasas.
