Abstract

This study explores the legal and policy dimensions influencing security, economic development, and education in the Indonesia-Malaysia border region, identifying key challenges and offering policy recommendations. Using a qualitative methodology and NVIVO 12+ software for data analysis, the research examines legislation documents, government reports, and policy frameworks to uncover significant gaps. The study reveals critical deficiencies, including underfunded educational institutions, inadequate healthcare facilities, and insufficient infrastructure, which hinder both human development and economic growth. For instance, many border villages face infrastructural deficits such as unpaved roads and unreliable electricity, limiting access to education and curbing local economic opportunities. The research also highlights the fragmentation of legal and policy frameworks, which often prioritize national security and macroeconomic goals over local needs, exacerbating socio-economic inequalities. Inadequate security measures further undermine regional stability, facilitating transnational crimes such as human trafficking and illegal trade. The study emphasizes the interconnectedness of education, infrastructure, security, and economic development, underscoring how deficiencies in one area adversely affect the others. This paper offers novel insights into border governance, proposing an integrated policy approach that aligns legal, economic, and educational objectives to foster sustainable development, enhance security, and promote regional cooperation. The findings provide valuable implications for policymakers seeking to improve governance in border regions facing similar socio-political challenges.

Abstract

Pemanfaatan perkembangan teknologi untuk penigkatan kualitas pelayanan publik perlu dilakukan sebagai upaya menciptakan tata kelola pemerintahan yang transparan, akuntabel, cepat, dan tepat. Kebijakan e-Procurement merupakan salah satu inovasi pemanfaatan teknologi dalam upaya memperbaiki pengadaan barang dan jasa pemerintahan yang selama ini rawan korupsi. Tulisan ini mencoba menganalisis upaya optimalisasi inovasi dalam penyelenggaran kebijakan pengadaan barang dan jasa pemerintahan melalui e-Procurement di Indonesia berjalan selama kurang lebih satu dekade. Berdasarkan kepada hasil penelitian, perlu adanya integrasi dan kolaborasi yang baik antara kebijakan pengadaan yang, stakeholder yang terlibat, dan peran Unit Layanan Pengadaan (ULP) untuk mencapai optimalisasi dalam pelaksanaan kebijakan pengadaan barang dan jasa pemerintahan melalui e-Procurement. Utilization of technological developments for improving the quality of public services needs to be done in an effort to create transparent, accountable, quick, and appropriate governance. e-Procurement policy is one of technology utilization innovations in the effort to improve the public procurement that have been prone to corruption. This paper tries to analyze the efforts to optimize innovation in the implementation of government procurement of goods and services through e-Procurement in Indonesia that has been running for about a decade. Based on the results of the research, there needs to be good integration and collaboration between procurement policies, stakeholders involved, and the role of the Procurement Services Unit (ULP) to achieve optimization in the implementation of government procurement policies through e-Procurement.

Abstract

Women empowerment is one of the most discussing issues in the present world, especially in the developing country. Bangladesh is one of the developing countries with almost 50% women of it’s total population. In labor force women participation is arround 57.30%, and facing many kinds of obstacles like they have family burden, social burden, religion burden mostly in rural area. Empowerment can be defined by giving power and authority to take decision in every part of life, including household, economic, social, political etc. Women empowerment can be considered as a weapon for alleviating poverty. Since achieving independence, poverty has been dominating in Bangladesh. For alleviating poverty, it is important to take apart by government and non-government organizations. In this regarding that women can play a vital role with those organization. The purpose of the research, to analyze the real effect of women empowerment on poverty reduction and make recommendation for developing the situation. Pemberdayaan perempuan adalah salah satu masalah yang paling banyak dibahas di dunia saat ini, terutama di negara berkembang. Bangladesh adalah salah satu negara berkembang dengan populasi wanita hamper sekitar 50%. Berdasarkan angkatan kerja, partisipasi perempuan sekitar 57,30%, serta menghadapi berbagai macam hambatan seperti memiliki beban keluarga, beban sosial, beban agama dan sebagian besarnya hidup di daerah pedesaan. Pemberdayaan dapat didefinisikan dengan memberikan kekuasaan dan otoritas untuk mengambil keputusan di setiap bagian kehidupan, termasuk rumah tangga, ekonomi, sosial, politik dll. Pemberdayaan perempuan dapat dianggap sebagai senjata untuk mengurangi kemiskinan. Sejak kemerdekaan, kemiskinan telah mendominasi di Bangladesh. Untuk mengurangi kemiskinan, penting untuk dibongkar oleh organisasi pemerintah dan non-pemerintah. Dalam hal ini perempuan dapat memainkan peran penting dengan organisasi tersebut. Tujuan dari penelitian ini, untuk menganalisis pengaruh nyata pemberdayaan perempuan terhadap pengurangan kemiskinan dan membuat rekomendasi untuk mengembangkan situasi.

Abstract

The pendulum of the development at the global level moves to the extent of collaborative work between government, society and third parties. Today, in Indonesia a collaboration model is also implemented with the aim of presenting long-standing welfare in coastal areas. The poverty that surrounds coastal communities is an anomaly in the midst of the abundance of wealth stored in the sea of Indonesia. The Regional Government of Tangerang Regency encourages to collaborate with external parties to resolve the troubles. This article tries to use the modified Triple-Helix model as an analytical framework, which is useful for knowing the role of actors involved in creating development innovation. This study uses qualitative methods to see and find out how political, social, and academic actors interact and integrate into overcoming public problems that arise from the perspective of collaborative governance. The findings of the study found, first, collaborative work is useful to improve governance, second, to provide opportunities for actors to find effective solutions, and thirdly, to increase trust between government and citizens. This article argues that the success of collaborative work depends on the synergy between actors and the extent to which each program can demonstrate its sustainability.Â
