Abstract

Pesatnya perkembangan ilmu pengetahuan, teknologi serta transportasi telah memudahkan orang untuk melakukan perjalanan dari suatu negra ke negra lain. Keadaan tersebut mengakibatkan meningkatnya perjalanan antar negara yang dilakukan penduduk indonesia, sehingga masyrakat memerlukan paspor. Hal ini menyebabkan peningkatan jumlah pemohon paspor setiap tahunnya. Dengan peningkatan jumlah permohonan paspor tentu membutuhkan waktu antrian yang lama. Berkenaan dengan ini, Direktorat Jendral imigrasi melakukan inovasi pendaftaran antrian permohonan paspor secara online.Penelitian ini bertujuan untuk mengetahui bagaimana keberhasilan inovasi pelayanan publik dalam antrian permohonan paspor secara online dikantor imigrasi kelas I tanjungpinang. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan dokumentasi terkait dengan antrian permohonan paspor secara online. Data yang didapat kemudian dianalisis secara kualitatif dengan menelaah seluruh data yang telah dikumpulakan yang didukung oleh hasil wawancara dengan pendekatan teori keberhasilan Inovasi rogers (sumanjoyo dan hermawan ;2018:32) yang mengemukakan keberhaslan suatu inovasi dipengaruhi oleh karakteristik inovasi,saluran komunikasi, upaya perubahan dari agen, dan sistem sosial Dari hasil penelitian, dapat diketahui bahwa Berdasarkan hasil penelitian maka dapat ditarik kesimpulan, bahwa inovasi pelayanan melalui aplikasi pendaftaran antrian paspor online sudah cukup berhasil, namun dari empat faktor keberhasilan inovasi yang di gunakan adalah karakteristik inovasi, saluran komunikasi, upaya dari agen dan sistem sosial. Terdapat dua indikator yang belum maksimal yaitu saluran komunikasi dan upaya dari agen.

Abstract

Villages have the authority to regulate and manage government affairs, the interests of local communities based on community initiatives, rights of origin, and / or traditional rights recognized and respected within the system of government of the Unitary State of the Republic of Indonesia. One of the potentials in the village of Malang Rapat is tourism. The existing condition indicates that the village has not maximally managed the potential to improve the welfare of the village community. What is the function of local government that has direct oversight of the village to create policies that encourage villages to be able to manage their authority. The purpose of this study is to see what the local government does to the village, why the village government has not been able to maximize the authority of the village. The concept / theory that approaches is the authority of the village. While the method used is descriptive qualitative. The results of the analysis obtained by the local government in this case the Bintan regency government has not been maximal in conducting guidance to the village of Malang Rapat Keywords: Village Authority, Community Welfare, Tourism Desa memiliki kewenangan untuk mengatur dan mengurus urusan pemerintahan, kepentingan masyarakat setempat berdasarkan prakarsa masyarakat, hak asal usul, dan/atau hak tradisional yang diakui dan dihormati dalam sistem pemerintahan Negara Kesatuan Republik Indonesia. Salah satu potensi yang ada di desa Malang Rapat adalah bidang pariwisata. Kondisi yang ada menunjukkan belum maksimalnya desa mengelola potensi untuk meningkatkan kesejahteraan masyarakat desa. Bagaimana fungsi pemerintah daerah yang memiliki pengawasan langsung terhadap desa untuk membuat kebijakan yang mendorong desa untuk mampu mengelola kewenangannya. Tujuan penelitian ini untuk melihat apa yang dilakukan oleh pemerintah daerah terhadap desa, mengapa pemerintah desa belum mampu memaksimalkan kewenangan desa yang dimiliki. Konsep/teori yang menjadi pendekatan adalah kewenangan desa. Sedangkan metode yang digunakan adalah deskriptif kualitatif. Hasil yang analisa yang didapatkan pemerintah daerah dalam hal ini pemerintah kabupaten Bintan belum maksimal dalam melakukan pembinaan terhadap desa Malang Rapat. Kata kunci: Kewenangan Desa, Kesejahteraan Masyarakat, Pariwisata

Abstract

Since the ocean unites all nations, the problem of coastal waste affects the livelihoods of many people around the globe. In addition, of course, it is related to the biological resources contained therein. The case in Tanjunginang City, for example, the problem of non-organic waste in several coastal areas of Tanjungpinang City, which reaches a thickness of approximately 3.5 meters, shows the importance of waste management, which is a field related to the arrangement of stockpiling, temporary stockpiling, transfer, processing, and the final disposal of waste. In a manner that follows the best principles of public health, economics, engineering, nature protection (conservation), beauty, and other environmental considerations taking into account public attitudes. Based on these facts, it is essential to place social policies whose determination requires a long and complicated process in the proper context, namely, understanding a political process in a balanced way. Therefore, existing policies need to be in context as a first step to see the problem of coastal waste and then strengthened by analyzing the performance of waste management policies carried out by the government. This study uses a qualitative approach by looking holistically at a problem and will be mapped based on social policies needed by the community. The aim is to provide an overview of the policy results of coastal waste management in Tanjungpinang City. The results of this study indicate that policy performance problems arise that do not accommodate the problem of coastal waste and other impacts on society.

Abstract

The market is a place where buying and selling transactions are carried out by more than one seller and buyer. Tanjungpinang City has the biggest market, namely Pasar Baru which is revitalized. The new market was revitalized to repair damaged stalls and as a better arrangement for the city of Tanjungpinang so that the new market would be more modern. The research method used in this research is descriptive qualitative method with 12 informants. Research Using data collection techniques in the form of observation, documentation and interviews. The research results show that the effectiveness of relocating a new market to the Puan Friendly market by the Pemko of Tanjungpinang through the Tanjungpinang City Regional Office and BUMD that the market relocation in Tanjungpinang has not been effective in achieving the program has not been successful in the market relocation objective. In the indicators of Program Objectives where the facilities and infrastructure provided by the government are still lacking, the Indicator of Response Speed ​​of Officers complaints of traders is not responded to by the Pemko, the Indicator of Monitoring Level there are still traders who lose goods, safety scales in the market are not guaranteed and Indicators of the level of income of traders in the market for friendly ladies has dropped dramatically and there have been losses.

Abstract

The Empowerment of Food Small and Medium Industries (IKM) aims to increase the competitiveness of food IKM actors in the Air Raja Village. However, until now there are still obstacles in carrying out marketing and promotion of IKM products in Tanjungpinang City, especially in Air Raja Village. This study aims to determine Empowerment of Small Food Industries in Air Raja Village. The empowerment process that looks at three things, namely development, empowerment and the creation of independence that occurs in Air Raja Village. The method in this study used a qualitative descriptive method with a total of 7 (seven) informants, and used data collection techniques in the form of interviews and documentation. The results of this study indicate that the empowerment of food IKM carried out in the Air Raja Village has not been successful. Furthermore, from the indicators of creating independence, the empowerment carried out by the Disdagin has had a positive impact on food IKM actors themselves who have become independent and have made it easier for actors to increase economic needs, seen from the small initial capital and after being independent, the income of IKM has increased. Because the quality is carried out in accordance with the standards required by the government.

Abstract

The Smart Indonesia Card Early Program ran precisely in 2016, there was a procedural error in obtaining the program, so many people were disappointed with this because the beneficiary program was not precise in obtaining KIP. The purpose of this research is to find out the implementation of procedures related to the Indonesia Smart Card Program in Batam City. In this study, the researcher used a descriptive research type using a qualitative approach with 7 informants and used techniques and data collection in the form of interviews and documentation, while the object of this research was the Indonesia Smart Card Program. The location of this research was conducted in Batam City, the actors involved in this research were the KIP Program Recipient Communities, School Parties from elementary, junior high, high school and the Batam City Education Office. Coordinating performance is the right thing in every policy implementation, it is very effective because it starts from the initial stage to maximum results. Giving assignments will make it easier to carry out, support from the leadership is the basic form in building the mentality of the implementer so that they can be confident in carrying out the program to be carried out. Based on the results of research and analysis conducted by researchers regarding the implementation of the smart Indonesian card program in Batam City, it can be concluded that the implementation of the program is correct in the procedure for obtaining the Indonesian smart card program. Everything is structured in the division of tasks and responsibilities, so as to provide results who is good in data collection, inputting to the final stage in determining the right or wrong beneficiary program.

Abstract

Illegal fishing is a crime of unauthorized fishing that violates marine regulations and violates a country's borders. Illegal fishing cases that occur in Natuna have a negative impact on reduced catches and are very detrimental to the Natuna community in particular. This study aims to determine the strategy of the Batam Marine Resources and Fisheries Monitoring Base in handling illegal fishing in Natuna Regency. This research uses descriptive qualitative research methods, with data collection techniques using analysis, observation and documentation. The results of this research can be seen in the policy direction that policies related to illegal fishing currently prioritize administrative fines, but criminal sanctions can also occur if the violation is fatal. In addition, the strategy of each agency is to strengthen cooperation with each agency authorized to deal with illegal fishing, so that it becomes more effective in handling it. Then related to facilities, currently only rely on surveillance vessels either from the Ministry of Maritime Affairs and Fisheries itself or from other surveillance vessels and the use of detection devices or radar.

Abstract

Based on Law No. 43 of 2008 concerning State Territories, border management authority is divided at the central, provincial and district/city levels. This study discusses the implementation of border management authority in Karimun Regency. Institutional, financial and human resource issues are still issues that greatly influence implementing border management authority in Karimun Regency. The aim of this research is to find out how the Border Management Authority is implemented by the Karimun district government. This type of research is a type of empirical legal research. The approaches used in this research are the statutory approach, the sociological approach and the library approach. The data collection technique used in this study was interview and observation techniques. The data analysis carried out will use qualitative descriptive analysis. There are still several obstacles in implementing the border management authority carried out by the Karimun Regency Regional Government, such as the problem of border management institutions which do not stand alone, thus having an influence on the implementation of coordination and budgeting. The implementation of other authorities is carried out through strategic collaboration with other stakeholders related to border issues.

Abstract

Village-Owned Enterprises (BUMDes) are one of the programs of the government of the Republic of Indonesia to improve the welfare of village communities. BUMDes is expected to be able to change the economic conditions of village communities, the majority of which are poor, towards economic stability. According to data from BPS in 2020, the majority of poor people in Indonesia are at 60%. BUMDes that are successful in their management are proven to be able to provide economic benefits to village communities and village governments by providing income in the form of PADes. BUMDes that have innovation in their management provide benefits for Indonesia's development, which builds society starting from the village. One of the innovations in developing BUMDes is through government cooperation or Collaborative Governance. BUMDes in Bintan Regency, Riau Islands Province which implements Collaborative Governance and is proven to be able to increase BUMDes income. This research wants to find out and explain how the implementation of BUMDes Collaborative Governance in Bintan Regency towards independent BUMDes improves the economy of village communities.

Abstract

Kekerasan terhadap perempuan masih menjadi permasalahan yang signifikan di Kota Tanjungpinang meskipun berbagai kebijakan telah diterapkan untuk mencegahnya. Kurangnya kesadaran masyarakat, lemahnya koordinasi antarinstansi, serta keterbatasan sumber daya menjadi hambatan utama dalam implementasi kebijakan ini. Oleh karena itu, penelitian ini bertujuan untuk menganalisis strategi Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Pemberdayaan Masyarakat (DP3APM) dalam mengurangi tindak kekerasan terhadap   perempuan di Kota Tanjungpinang. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui wawancara dengan pihak DP3APM, serta studi dokumentasi kebijakan yang berlaku. Teknik analisis data dilakukan melalui penyajian data, serta penarikan kesimpulan untuk memahami efektivitas strategi yang diterapkan. Hasil penelitian menunjukkan bahwa DP3APM telah menerapkan berbagai strategi, seperti peningkatan kesadaran masyarakat melalui sosialisasi, penguatan layanan perlindungan bagi korban, serta kerja sama dengan berbagai pihak terkait. Namun, masih terdapat kendala dalam pelaksanaannya, seperti keterbatasan anggaran dan sumber daya manusia, serta rendahnya partisipasi masyarakat dalam program yang dijalankan. Kesimpulannya, meskipun DP3APM telah memiliki strategi yang cukup baik dalam mencegah tindak kekerasan terhadap perempuan, implementasinya masih menghadapi berbagai tantangan. Diperlukan peningkatan koordinasi antara instansi pemerintah, penguatan peran masyarakat, serta alokasi anggaran yang lebih memadai agar strategi yang telah dirancang dapat berjalan lebih efektif.
