Abstract

Objective: This study aims to explain the implementation of the Palapa One Data Portal as an e-government-based public service innovation in Mojokerto Regency and how the portal realizes public value. This portal was developed to make it easier for the public to access data sourced from various local government agencies in a transparent and integrated manner. Method:. The method used is qualitative descriptive with data collection techniques through interviews and document analysis. The research informants included village apparatus and the community using the portal, while the analysis was conducted using the Public Value Strategic Triangle framework by Mark Moore and the Public Value Scorecard by Gomez & Meynhardt. Novelty; This research presents a novelty because it analyzes the implementation of the Palapa One Data Portal in Mojokerto Regency with a Public Value perspective, using Mark Moore's theory and  Gomez & Meynhardt's Public Value Scorecard. This study differs from previous studies that have generally focused on large cities or the technical aspects of e-government, as it emphasizes on how regional data portals can create public value across aspects (economic, social, political, educational, and ecological) as well as operational challenges in data updates.

Abstract

Objective: The purpose of this study is to analyze the factors that contribute to or hinder efforts to improve the quality of public services, especially in the service of issuing heirs' letters through the Si Superlaris program at the Tulangan Village Office, Tulangan District, Sidoarjo Regency. Improving service quality is closely related to human resource development and the application of service quality dimensions. Methods: This study uses a qualitative descriptive approach, and the five main dimensions are physical evidence, reliability, responsiveness, assurance, and empathy. Data is collected through thorough interviews, observations, and documentation with key informants such as implementing devices. Results: The results of the study show that these five dimensions have a positive impact on service quality, although there are obstacles in the form of limited human resources, time constraints, and lack of public awareness in preparing required documents. These obstacles do not reduce the effectiveness of the Si Superlaris program which is able to increase service efficiency and public trust. Novelty: The novelty of this research lies in the analysis of the implementation of the Si Superlaris program at the village level as a website-based heir's letter administration service. The integration of the SERVQUAL dimension in the context of village government shows that the principle of service quality can be applied effectively to local administrative services and become a model for other community service innovations.

Abstract

Objective: This research aims to determine the extent to which the evaluation of the policy has successfully achieved national goals and provided tangible benefits for the community. The main focus of this research is to measure the extent to which Jokowi's second-term strategic policy has successfully achieved national goals and provided real benefits for the community. Method: This research uses a qualitative descriptive approach, which includes six main indicators: effectiveness, efficiency, adequacy, accuracy, respon-siveness, and equity. Data was obtained through documentation studies in the form of official government reports, regulations, documents, the National Medium-Term De-velopment Plan 2020-2024, as well as evaluations of national strategic pro-jects. Results: The research results show that the six indicators have been well im-plemented. Effectiveness can be seen from the success of the program, program effi-ciency is assessed based on the program's ability to utilize existing resources, adequa-cy can be evaluated from the outcomes of a program in addressing existing issues, accuracy is judged by the success of improvements in various involved sectors, re-sponsiveness is evaluated from the success in addressing public complaints, and equi-ty is assessed by programs that can reach all layers of society.  Novelty: The novelty of this research is evident from the effort to conduct a comprehensive evaluation of the strategic policies of Jokowi's second term government.

Abstract

Objective: This study aims to analyze the implementation of web-based work program submissions through the Regional Government Information System (SIPD) in Ngampelsari Village, Sidoarjo Regency, with a focus on the effectiveness of SIPD in supporting transparency, accountability, and smoothness of the village development planning process and evaluating the obstacles faced by village governments. Method: This study uses a descriptive qualitative approach with data collection techniques through interviews with village officials (Kaur Planning) and documentation of the 2025 APBDes, which is then analyzed using George C. Edward III's policy implementation theory with four main indicators, namely communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of SIPD in Ngampelsari Village is still not running optimally, as can be seen from communication constraints regarding authority between villages and districts which caused some proposals to be rejected, limited human resources who control SIPD (only two people out of seven village apparatus) and lack of training, the disposition of village officials which although committed is still limited to administrative and does not touch the aspect of public transparency.  as well as weak bureaucratic structures due to the absence of SOPs, irregular cross-level coordination, and dependence on district instructions. Novelty: This research makes a new contribution by presenting empirical data on the use of SIPD at the village level through the framework of Edward III's theory comprehensively, which shows the complex interaction between communication, resources, disposition, and bureaucratic structure in the implementation of digital policies in villages, and can be a reference for the development of village governance digitalization policies in other regions.

Abstract

Objective: This study aims to examine the contribution of the Regional Information System (SIPD) in Bangah Village, Gedangan District, Sidoarjo Regency. Method: The method applied is a descriptive qualitative research approach. Results: SIPD was implemented in Bangah Village, Gedangan District, Sidoarjo Regency in 2023. Various parties are involved in its implementation, including the sub-district head (camat), who holds the highest authority in management and administration, along with the implementation staff under him who possess expertise in information technology management. The government provides input in the form of system management by the sub-district head and implementing staff or employees. In addition, a Musrenbang system (development planning meeting) is also held. The Regional Information System (SIPD), which consists of a database divided into eight (8) data groups, is an effort by the regional government to enhance the role of data and information sourced from all Regional Work Units (SKPD) in Sidoarjo Regency for development planning processes. However, the database in Sidoarjo Regency has not yet been evenly distributed across various villages, including Bangah Village, where public access to data information in SIPD remains suboptimal. Novelty: The distinction between this study and previous research lies in its greater focus on how the contribution of the regional government’s information system is assessed using the CIPP evaluation model theory.

Abstract

Objective: This study aims to analyze the determining factors influencing the success of the Integrated Licensing Service Information System (SIPPADU) in Sidoarjo Regency as a digital-based public service innovation. Method: A descriptive qualitative approach was employed by analyzing official documents from the One-Stop Investment and Integrated Services Office (DPMPTSP) and conducting in-depth interviews with SIPPADU officers. The data were then interpreted to identify both internal and external factors contributing to program effectiveness. Results: The findings indicate that the success of the SIPPADU program is shaped by a synergy between technical and non-technical elements. Internally, the competence of officials, continuous training, robust technological infrastructure, and simplified service procedures form the foundation of efficiency. Externally, strong regulatory support, intensive social media dissemination, and proactive outreach initiatives enhance public engagement. Despite these achievements, challenges persist in the form of low digital literacy among older citizens and traditional MSME actors, which limits inclusivity. Novelty: This study provides a contextual framework for understanding how the integration of technological innovation, human resource development, and communication strategies can strengthen digital governance and promote broader public participation in e-government services.

Abstract

Objective: This study is to describe and analyze the implementation of the village information system (SID) in realizing public information disclosure in Semambung Village, Wonoayu District, Sidoarjo Regency. The analysis was carried out using the theoretical framework of George C. Edward III's policy implementation which included aspects of communication, resources, disposition, and bureaucratic structure. Methods: This study uses a qualitative method with a descriptive approach. Data was collected through interviews with village officials, field observations, and documentation review related to the management of village websites as a means of information disclosure. Data analysis is carried out through the process of data reduction, data presentation, and conclusion drawn. Results: The results of the study show that from the communication aspect, socialization related to SID is not even because it relies more on social media. In terms of resources, website management is still handled by one operator without special training support or adequate budget allocation. In terms of disposition, operators show a positive commitment even though they have not received adequate incentives and institutional support. Meanwhile, from the aspect of bureaucratic structure, there is no clear SOP or division of tasks so that implementation still depends on individual initiatives. With these various obstacles, SID has been proven to increase access to public information and encourage community participation, which is reflected in a significant increase in the number of visitors to the village website. Novelty: The novelty lies in the analysis of the implementation of SID at the village level that highlights technical and institutional constraints in more detail. These findings contribute to the development of literature on digital-based public information governance in villages as well as serve as a basis for evaluation to strengthen apparatus capacity, institutional support, and the formulation of more targeted SOPs to optimize the implementation of SID.

Abstract

Objective: This study aims to analyze how the Next Generation Social Welfare Information System (SIKS-NG) is implemented in Semambung Village, Wonoayu District. This research applies the Edward III policy implementation model which includes four aspects, namely communication, resources, disposition, and bureaucratic structure. Methods: The research method used is qualitative descriptive, by collecting data through direct observation, in-depth interviews with village officials and SIKS-NG operators, as well as relevant supporting documentation. Data analysis was carried out using the Miles and Huberman interactive model which consisted of four stages, namely data collection, data reduction, data presentation, and conclusion drawn. Results: The results of the study showed that internal communication between the operator and the Head of the Welfare Section had gone quite well, but external communication with the community was still limited due to the absence of formal socialization. In terms of resources, facilities such as computers and printers are adequate, but unstable internet connections, lack of dedicated budgets, and reliance on a single operator hinder optimal application performance. Despite not obtaining special incentives, operators show high commitment and responsibility, reflecting a positive executor disposition. In terms of bureaucratic structure, the village government does not yet have a written Standard Operating Procedure (SOP) specifically for SIKS-NG, so the technical implementation still relies on verbal direction and work experience. Novelty: This study highlights the implementation of SIKS-NG in Semambung Village using an analysis of Edward III indicators. It reveals the absence of specific standard operating procedures (SOPs), limited public access to information, and limited resources, including a single operator and unstable internet connections. These findings serve as an important assessment for the development of social welfare e-government policies and the challenges of digital services in the village.

Abstract

Objective: This study aims to analyze the implementation of digital-based employment services through the Industrial Relations Information System (SIHUBIN) application at the Sidoarjo Regency Manpower Office. Digital transformation in the public service sector requires effectiveness, efficiency, and transparency, so it is important to examine how this application is run to support the improvement of service quality. Method: The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation studies. The analysis was carried out with reference to Charles O. Jones' theory of policy implementation which includes three aspects: organization, interpretation, and application. Results: The results of the study show that the implementation of SIHUBIN has not been optimal. From the organizational side, institutional support is available, but it is constrained by limited human resources, lack of technical training, and the lack of a regular maintenance budget. In terms of interpretation, the understanding of apparatus and users is still low due to less directed socialization. Meanwhile, in the application aspect, some services still rely on manual procedures, such as the absence of electronic receipts and limited access to online documents. Novelty: This study contributes by integrating the analysis of the implementation of SIHUBIN using the theoretical framework of Charles O. Jones, so that it can highlight the inhibiting and supporting factors more comprehensively. The research recommendations emphasize the importance of strengthening apparatus capacity, sustainable budgeting, and public communication strategies so that SIHUBIN can become an effective, efficient, and accountable digital service instrument.

Abstract

Objective: This study aims to analyze the effectiveness of the Regional Public Service Agency Information System (SIBLUD) in financial management at the Buduran Health Center, Sidoarjo Regency. Effectiveness is measured based on the theory of Richard M. Steers through three main indicators, namely goal achievement, integration, and adaptation. Method: The research uses a descriptive qualitative approach with purposive sampling techniques to determine informants, including the treasurer of the Buduran Health Center as the admin and financial staff of the BOK. Data was obtained through interviews, observations, and documentation, then analyzed through the stages of data reduction, data presentation, and conclusion drawn. Results: The results of the study show that the implementation of SIBLUD is quite effective in accelerating the preparation of financial statements, SPJ, and budget management. In the indicator of achieving goals, the system has been proven to be able to increase efficiency even though it is still constrained by technical errors and manual inputs. In the integration indicators, SIBLUD has succeeded in uniting the financial process digitally centralized with routine socialization support. Meanwhile, in the adaptation indicators, some senior staff have difficulty switching from manual to digital systems, so the dependence on admins is still high. Novelty: This research contributes by examining the effectiveness of SIBLUD at the health center level using the theory of organizational effectiveness of Richard M. Steers (1985). These findings highlight the importance of system stability, continuous socialization, and increasing the digital literacy of senior health workers as the key to optimizing the implementation of SIBLUD.
