Abstract

This study analyzes the E-Government development strategy in Tambak Kalisogo and Panggreh Villages, Sidoarjo Regency, with a focus on optimizing document administration. The background of this study is the importance of E-Government in improving the efficiency and transparency of public services at the village level. The purpose of this study is to identify elements of the E-Government development strategy and compare its implementation in both villages. The research method used is descriptive qualitative with data collection through literature study methods. The subjects of the study were village officials in Tambak Kalisogo and Panggreh, as well as documents related to village administration. Data analysis was carried out based on the ITPOSMO framework (Information, Technology, Process, Objectives and Values, Staff and Skills, Management, and Other Resources). The results of the study show that Panggreh Village is superior in developing E-Government compared to Tambak Kalisogo Village, especially in terms of implementing the E-Buddy application, technology infrastructure, and HR skills. The conclusion of this study is that optimizing document administration through E-Government requires investment in infrastructure, improving HR skills, and strong management support. This study contributes to the development of public administration science by identifying key factors for the success of E-Government implementation at the village level. The recommendation of this study is that Tambak Kalisogo Village can learn from the implementation strategy in Panggreh Village to improve the efficiency and transparency of document administration. This study identifies key factors for the success of E-Government at the village level.

Abstract

This study aims to analyze and describe the Management of Rosa Bungur Mandiri BUMDEs in Bungurasih Village, Waru District, Sidoarjo Regency. This study uses a qualitative approach with a descriptive method, aiming to collect and describe information, data, and questions in depth with observations in the field as well as those conveyed by respondents about the management of Rosa Bungur Mandiri BUMDes. The technique used in determining informants in this study is purposive sampling (purposeful sampling) in this writing, this method is used by taking subjects based on certain objectives to collect as much information as possible from various sources and obtain information that is the basis for the study. The results of this study indicate that in terms of planning, Rosa Bungur Mandiri BUMDes has carried out management planning, namely in the form of making AD/ART even though there are obstacles in the planning section of the UMKM business unit. In terms of organizing, Rosa Bungur Mandiri BUMDes has formed an organizational structure even though there are still obstacles, namely the lack of human resources. In addition, in terms of implementation, Rosa Bungur Mandiri BUMDes has carried out implementation, by carrying out implementation with the division of tasks for the BUMDEs organizational structure according to the designated fields. Then in terms of supervision, BUMdes Rosa Bungur Mandiri has conducted supervision of BUMDes by BRIN and Waru District per month. With the supervision of BUMDes Rosa Bungur Mandiri. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif untuk mengumpulkan dan mendeskripsikan informasi, data, serta berbagai persoalan-persoalan secara mendalam melalui observasi di lapangan dan apa saja yang disampaikan oleh responden mengenai Pengelolaan BUMDes Rosa bungur Mandiri. Teknik yang dilakukan dalam penentuan informan pada penelitian ini yakni purposive sampling (sampel bertujuan) yang dilakukan dengan cara mengambil subjek yang berpusat pada tujuan tertentu untuk menjaring informasi dari berbagai macam sumber sebanyak mungkin dan menggali informasi yang menjadi dasar dari penelitian. Hasil penelitian ini menunjukkan bahwa dari bidang perencanaan BUMDes Rosa bungur Mandiri telah melakukan perencanaan pengelolaan, yani berupa pembuatan AD/ART meskipun ada kendala di bagian perencanaan unit usaha UMKM. Dari segi pengorganisasian BUMDes Rosa Bungur Mandiri telah melakukan pembentukan struktural organisasi meskipun begitu masih ada kendala yaitu kekurangan SDM. Selain itu, dalam bidang pelaksanaan BUMDes Rosa Bungur Mandiri telah melakukan pelaksanaan, dengan melakukan pelaksanaan dengan pembagian tugas struktur organisasi BUMDEs sesuai dengan bidang yang ditetapkan. Kemudian dalam bidang pengawasan BUMdes Rosa Bungur Mandiri telah mengadakan pengawasan BUMDes oleh BRIN dan Kecamatan Waru per bulan. Abstract

Penelitian ini bertujuan untuk menganalisis, mendeskripsikan, dan mengetahui efektivitas sistem informasi kesejahteraan sosial next generation dalam pemutakhiran data terpadu di desa kebonagung. Penelitian ini menggunakan metode pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian ini ditentukan oleh teknik purposive sampling yakni kepala desa kebonagung, dan operator desa. Hasil penelitian disesuaikan dengan teori Richard M. Steers menunjukkan bahwa pada indikator pencapaian tujuan menunjukkan kesesuaian dengan tujuan awal penerapan aplikasi dengan memastikan bantuan sosial dapat tepat sasaran dengan kondisi yang terjadi di lapangan. Selanjutnya, pada indikator integrasi terdapat beberapa penilaian yaitu komunikasi menunjukkan hasil yang efektif dikarenakan pihak dinsos sering melakukan pemantauan terhadap operator dalam proses pemutakhiran data. Selanjutnya, sosialisasi memperoleh hasil terintegrasi dengan menghadirkan pemangku kepentingan yang saling berhubungan. kemudian pada indikator adaptasi menunjukkan penerapan aplikasi dalam pengusulan data kesejahteraan sosial di desa Kebonagung kedalam aplikasi tergolong efektif. Hal ini juga didukung dengan sarana dan prasarana yang diberikan pemerintah desa memadai sehingga sesuai dengan kondisi di lapangan

Abstract

Objective: The e-Human Development Worker (e-HDW) application is an innovation from the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration designed to assist data collection and mapping of stunting targets at the village level. This study aims to evaluate the effectiveness of the e-HDW application in supporting efforts to accelerate stunting reduction in Ngampelsari Village. Method: The research method used is qualitative with a descriptive analysis approach. Data were collected through interviews, observation, and documentation, then analyzed using William N. Dunn's policy evaluation model, which includes indicators of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Result: The results showed that the e-HDW application has contributed to accelerating the process of data collection and monitoring of stunting, with a more structured recording system than the manual method. However, its implementation is still constrained such as slow application access during working hours and imperfections in the automatic data update feature. In addition, the distribution of application socialization is still not optimal, causing delays in data entry in some areas. Novelty: Therefore, it is necessary to improve system infrastructure, server optimization, and wider socialization so that this application can be maximally utilized in supporting the acceleration of stunting reduction programs.

Abstract

Objective: This study aims to evaluate the effectiveness of the Village Financial System application (SISKEUDES) in supporting financial management within Dukuh Tengah Village, Buduran District, focusing on system quality, information quality, service quality, and user satisfaction. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation to capture the practical implementation of SISKEUDES. Results: The findings reveal that SISKEUDES has improved the efficiency of financial reporting, enhanced accessibility to financial information, and strengthened transparency in budget management. Despite these advantages, challenges remain in the form of limited training for operators, technical constraints, and low public understanding of the financial information produced by the system. Novelty: This study contributes to the discourse on village governance by providing an in-depth evaluation of SISKEUDES through multiple quality dimensions, offering insights into both its benefits and limitations, and highlighting the importance of capacity building and infrastructure development to maximize the system’s role in ensuring accountable and transparent village financial management.

Abstract

Objective: This study aims to analyze the implementation of the Sustainable Development Goals (SDGs) in realizing a Poverty-Free Village in Sugihwaras Village, Candi District, Sidoarjo Regency, with a specific focus on the Village Fund BLT program as part of the SDGs for Villages Without Poverty. Method: A qualitative descriptive approach was employed, examining four key dimensions of implementation—communication, resources, disposition, and bureaucratic structure—through in-depth interviews, observations, and documentation with key informants including the Village Head and implementing officials. Results: The findings indicate that the implementation of the program has been carried out effectively across all four dimensions. Communication is transparent through village deliberations, human resources and facilities are adequate, implementers demonstrate strong commitment, and the bureaucratic structure functions well through clear task division and structured SOPs. Novelty: The research provides a contextual contribution by highlighting how poverty alleviation policies at the village level can be successfully executed through integrated governance, offering a replicable model for other villages in achieving SDGs, and strengthening local governance as a foundation for sustainable development.

Abstract

Objective: This study aims to describe and analyze various problems in depth through field observations regarding the Effectiveness of the Implementation of the Social Welfare Information System–Next Generation (SIKS-NG) in Singopadu Village, Tulangan District, Sidoarjo Regency. Method: This study uses a qualitative method with a descriptive approach. The technique carried out by the author uses the purposive sampling method which is carried out by collecting data through observation, interviews, and documentation. Data analysis uses the Miles and Huberman model with stages of data reduction, data presentation, and conclusion drawn. Result: The results of this study using the concept of Budiani's theory, namely: first, the accuracy of the target program can be concluded that it is still not in accordance with this because there are still shortcomings, there is a discrepancy between the data in the application and the manual data owned by the Singopadu Village government. Second, the Socialization Program can be said to be inappropriate because the socialization program was not carried out due to concerns that the community would apply for assistance independently. Third, the Program Objectives in this indicator are not appropriate because the distribution of social assistance is not on target and the program is running less effectively. Fourth, Program Monitoring, that there are still shortcomings, namely the lack of supervision of the performance of SIKS-NG Operators in carrying out data updates at the village level. Novelty: This research presents a novelty in the study of the effectiveness of the implementation of SIKS-NG with a focus on specific local contexts and related socialization strategies that are counter-productive, where the village deliberately does not conduct open socialization to the community.

Abstract

Objective: This study aims to describe and analyze the effectiveness of Electronic Human Development Worker (E-HDW) in managing stunting rates in Rangkah Kidul Village, Sidoarjo District through three main indicators, including E-leadership, Information Network Infrastructure, and Information Management. This e-HDW was developed to assist human development cadres (KPM) in recording, monitoring, and reporting stunting target data. Method: This study uses a qualitative method with a descriptive type. Data collection techniques are carried out through observation activities in the field, interviews with related parties, and collection of documents as information support materials. Result: As a result of the research on the E-leadership indicator, the village government has provided active support through training and provision of facilities for the use of E-HDW. The information network infrastructure is considered quite adequate, although there are still technical glitches such as server problems and system maintenance. In the information management indicators, the data in the E-HDW is stored and managed quite well, but information related to children's growth and development has not been presented completely and is not as accurate as data from the health center. Novelty: The novelty in this study focuses on the direct application at the village level as well as findings regarding the difference between child growth and development data displayed by E-HDW and manual health data from health centers, which can be used as evaluation material for future development, as well as providing a real picture of the challenges of applying digital technology in handling stunting in villages.

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of the Sidoarjo Financial Information System (SIKSDA) in improving the performance of regional financial management at the Regional Financial and Asset Management Agency (BPKAD) of Sidoarjo Regency. Method: The research employed a qualitative descriptive approach, with data collected through in-depth interviews, observations, and documentation studies, and the analysis was guided by Richard M. Steers' theory of organizational effectiveness, which emphasizes goal achievement, integration, and adaptation. Results: The findings indicate that SIKSDA has enhanced the financial reporting process by improving speed and accuracy, ensuring timely achievement of budget targets, facilitating integration with tax, procurement, and asset systems, and demonstrating strong adaptability to regulatory changes through regular training, system maintenance, and risk mitigation. Novelty: This study highlights the role of SIKSDA as a model for effective digital-based financial governance at the local government level, showing how integrated financial information systems not only increase efficiency and accountability but also provide strategic adaptability, offering insights and practical implications for other regions seeking to strengthen their financial management practices.

Abstract

Objective: This study aims to evaluate the implementation of the e-retribution program in market services in Sidoarjo Regency, focusing specifically on Larangan Market. The objective is to assess the effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy of the digital-based retribution system in improving service delivery to traders. Method: A qualitative descriptive research method was employed. Data collection techniques included interviews, observations, field notes, and the use of both primary and secondary sources. The study used purposive sampling, selecting key informants such as Mr. Herlambang (Head of the UPTD for Regional Markets) and Mr. Joko (Trade Analyst Expert at the Sidoarjo Regency Department of Industry and Trade). Data analysis was conducted using the Miles and Huberman model: data collection, data reduction, data presentation, and conclusion drawing.  Results:  Findings show that the e-retribution application significantly facilitates market service processes. The system is effective in operation, efficient in saving time, adequate in meeting trader needs, equitable in reaching all traders, responsive to user feedback, and accurate due to digital record-keeping. Novelty: This study contributes to the growing body of literature on digital governance in local public services by providing empirical evidence on the successful implementation of e-retribution systems at the market level. It highlights the practical benefits of digital transformation for public service efficiency, especially in traditional market settings.
