Abstract

The government of the Population and Civil Registration Service of the Mojokerto Regency in implementing E-KTP services through the online service without meeting systems (POS KETANMU) must have a predetermined goal or target. To support the realization of E-KTP services in accordance with standard operating procedures, it must have the right time factor so that this E-KTP services can be carried out quickly and precisely. This study aims to describe the condition of an object of research, namely the E-KTP service through POS KETANMU as it is and based on existing facts. This research method uses a qualitative method with a descriptive approach. The results of the study show that the time factor has provided services to the community and has not received a good response from the community. The public is enthusiastic to hear about the E-KTP service through this online system. However, the implementation process has not yet reached the predetermined time factor. This is due to the lack of orderly service providers in responding to request for public services.

Abstract

The purpose of this study is to determine, describe and analyze the relative advantages of Mobile Medical Care (MMC) services. Qualitative descriptive research method through interviews, observation and documentation. Determination of informants was carried out by purposive sampling method which involved the Head of Medical Records, IT officers, KAURBIN and users of Mobile Medical Care (MMC) application services. Data analysis techniques using Miles and Hubberman through data collection, data reduction, data presentation, drawing conclusions. The results of this study indicate that the service of this relative advantage is indicated by the speed of response to each incoming registration.

Abstract

The purpose of this study was to determine and analyze the Supporting Factors of the Quality of One Stop Services Study at the Bangil Religious Court Class 1B, Pasuruan Regency. Qualitative descriptive research methods and data collection techniques through interviews, observation and documentation. Determination of informants is done by purposive sampling method. Data analysis techniques through data collection, data reduction, data presentation, drawing conclusions. The results of this study indicate that the Supporting Factors for the Quality of One-Stop Integrated Service Study at the Bangil Religious Court Class 1B, Pasuruan Regency, have continuous employee direction to improve the competence of employees, one of which can be obtained through coaching. adequate facilities and infrastructure, and employee discipline in implementing SOP (Standard Operating Procedures) services, because discipline is education or training for employees who have focused on developing a good attitude towards work.

Abstract

This qualitative descriptive study aims to explore and describe the implementation of e-government through the use of the Pelayanan Via Online (PLAVON) system in Kajeksan Village, Tulangan Subdistrict, Sidoarjo Regency, Indonesia. The research employed a purposive sampling technique and utilized observations, interviews, and document analysis as data collection methods. Drawing on Indrajit's (2002) theory of e-government implementation, the study focused on three key indicators: legal infrastructure, human infrastructure, and technological infrastructure. The legal infrastructure was supported by the regulatory framework outlined in the Ministry of Home Affairs Regulation No. 7 of 2019 concerning online population administration services. Findings revealed that the implementation of the PLAVON system was effectively carried out in accordance with governmental regulations. However, challenges were identified in terms of public awareness and understanding of the PLAVON system, as well as difficulties in accessing the online services. The study highlights the importance of human infrastructure, emphasizing the need for enhanced knowledge and skills among government employees, as well as the provision of necessary technological facilities. The findings have implications for policymakers and stakeholders seeking to promote efficient and inclusive e-government services in rural communities. Highlights: Effective Implementation: The study showcases the successful implementation of the Pelayanan Via Online (PLAVON) system, emphasizing its compliance with legal regulations and governmental guidelines. Abstract

This study investigates the implementation of SIPRAJA as a manifestation of smart governance in the administration of Suko Village, Sidoarjo Sub-district, Sidoarjo Regency. Employing a descriptive research design with qualitative methodology, data were collected through interviews, documentation, and observation. Findings reveal key aspects for improvement, notably in communication among RT RW entities for more effective dissemination of information to the community. However, the human resource, infrastructure, and disposition factors within SIPRAJA in Sidoarjo Sub-district align effectively with the objectives set by the local government. The village officials in Suko demonstrate optimal performance in service delivery, exhibiting friendly attitudes and assisting residents unfamiliar with the SIPRAJA application. Additionally, the bureaucratic structure ensures clear task allocation and service responsibilities, exemplified by the Village Head's management and the SOP that ensures the issuance of documents without charge, obtainable directly at the village government office. This study underscores the need for enhanced communication strategies while highlighting the successful alignment of resources and bureaucratic structure toward efficient service provision, ultimately advancing the discourse on smart governance implementations in rural settings. Abstract

This qualitative descriptive study investigates waste management in Kejapanan Village, Gempol District, Pasuruan Regency, focusing on the government's role and influencing factors. Employing interviews, observation, and documentation, the research reveals the government's dual role as motivator and facilitator through community empowerment, training, and providing essential facilities. Collaborations with environmental services address staffing shortages. Supporting factors include community appreciation and cooperation, while hindrances involve damaged garbage trucks and insufficient waste management machinery. The implications underscore the need for repairs, additions, and improved collaboration to enhance waste management in Kejapanan Village, offering insights applicable to global waste management challenges Highlight : The study explores the multifaceted role of the government in waste management, emphasizing its function as a motivator and facilitator through community empowerment initiatives. Abstract

This study investigates the implementation of the Smart Indonesia Program (PIP) at Buduran 1 State Vocational School in Sidoarjo Regency using a qualitative descriptive research method. Through interviews, observation, and documentation, data was collected from key informants, including the school principal, administrative staff, and program beneficiaries. The study reveals that PIP is effectively communicated through special events and verbal interactions with students. The school has provided sufficient facilities, such as computers and wifi, and benefits from supportive factors like parental involvement and collaboration between Guidance and Counseling teachers. However, challenges arise from communication gaps between funding agencies and schools, impacting data accuracy. The findings underscore the need for streamlined communication channels to optimize PIP implementation. Highlight : Effective Communication: The study emphasizes the importance of special events and verbal communication in disseminating information about the Smart Indonesia Program, ensuring awareness among students and stakeholders. Facility Provision: Buduran 1 State Vocational School's proactive approach in providing adequate facilities, including computers and wifi, contributes to the successful implementation of the Smart Indonesia Program. Abstract

This research employs a qualitative descriptive method to assess the effectiveness of e-Government through the Village Apparatures Information System (SIPEDE) in Sidoarjo Regency. Utilizing observation, interviews, and documentation, both primary and secondary data reveal that the SIPEDE web application is maximally utilized by village officials. While the accuracy of program objectives and program socialization demonstrate success, challenges persist, including imperfect program utilization due to operational limitations. However, effective alignment with goals and regular online monitoring through a WhatsApp group indicate overall positive outcomes. The study underscores the significance of SIPEDE in enhancing information accessibility for the Department of Community and Village Empowerment. Highlight : Maximized Utilization: The research highlights the successful and maximized use of the SIPEDE web application by village officials in Sidoarjo Regency, emphasizing the positive impact on e-Government implementation. Challenges and Constraints: Despite overall effectiveness, the study identifies challenges such as imperfect program utilization due to operational limitations, emphasizing the need for continuous improvement and support for village officials. Abstract

This study examined the implementation of E-Buddy, an electronic official letter system, in a rural Indonesian village. Using observation, interviews, and document analysis, we found that while legal and technological frameworks were in place, human infrastructure posed significant challenges. Officials lacked training and understanding of E-Buddy, hindering its effectiveness. This highlights the crucial role of user-centric design and capacity building in successful e-government initiatives, particularly in resource-constrained settings. Abstract

This study employs qualitative descriptive methods, utilizing observation, interviews, and documentation to investigate the management of Kinara BUMDes in Kemiri Village, Sidoarjo Regency, through the lens of management theory by George R. Terry. Despite facing challenges induced by the COVID-19 pandemic, the village government demonstrated resilience in planning, reinvigorating Kinara BUMDes through new management units. The organizational structure was efficiently organized, ensuring a well-defined division of labor and effective communication. Results indicate successful actuation in achieving organizational goals and meticulous supervision, promoting transparency at all levels of society. The study emphasizes the adaptability and strategic planning of rural economic units, offering insights for global scholars interested in sustainable rural development practices. Highlight : Strategic Planning: Despite the challenges posed by COVID-19, the study highlights the ability of Kinara BUMDes to adapt and revitalize through strategic planning, showcasing resilience in the face of unforeseen circumstances.
