Abstract

This study investigates community participation in planning physical development in Suko Village, Sidoarjo District, Indonesia. Employing descriptive qualitative research, the study utilizes interviews, observation, and documentation, with purposive sampling techniques. The results reveal a five-stage model of community involvement: (1) establishment of the Suko Village RPJM drafting team, (2) hamlet meetings, (3) community participation in village development planning, (4) preparation of plans and development plans for community involvement (BPD), and (5) establishment of the Village RPJM, represented by the BPD. This study contributes to the understanding of community participation in development planning and offers insights for enhancing community involvement in urban and rural settings. Highlight : Five-stage model: Identifies key stages for community involvement in physical development planning. Purposive sampling: Ensures diverse stakeholder voices are heard during planning process. BPD representation: Empowers village representatives to champion community needs in development plans. Abstract

This study examines the implementation of food consumption diversification policies in Sidoarjo district, using George C. Edwards III's theory on communication and bureaucratic structure. Employing a descriptive qualitative approach, the research utilizes primary data from field surveys and interviews, and secondary data from official sources. The findings show that 14 out of 18 sub-districts successfully implemented these policies, leading to improved and diverse food consumption patterns as measured by the Food Hope Pattern (PPH) score. Effective communication, adequate resources, strong commitment, and structured bureaucracy were key to this success. The study highlights the importance of these factors in enhancing food security and nutritional outcomes at the local level. Abstract

Background: The effectiveness of social welfare information systems, especially the Next Generation Social Welfare Information System (SIKS-NG), is vital for local e-government initiatives. Specific Background: This study examines SIKS-NG's implementation in Banjarbendo Village, Sidoarjo, East Java, to evaluate its impact on service delivery. Knowledge Gap: Prior research highlights inconsistent effectiveness and issues related to resource adequacy and data accuracy in rural contexts. Aims: This research aims to assess SIKS-NG's effectiveness through qualitative analysis, focusing on indicators of goal achievement, integration, and adaptation. Results: The study finds that SIKS-NG operates effectively due to competent operators and sufficient infrastructure, though data inconsistencies pose challenges. Novelty: This research offers new insights into the successes and challenges of implementing SIKS-NG in a rural Indonesian setting. Implications: The findings emphasize the importance of ongoing training and infrastructure improvements to resolve data discrepancies, thereby enhancing the effectiveness of e-government in social welfare management. Abstract

Effective management of official letters is crucial for village governance, yet many villages face challenges in this area. Specific Background: Tambak Kalisogo Village in Jabon District, Sidoarjo Regency, implemented the E-Buddy application to address these challenges. Knowledge Gap: While digital solutions like E-Buddy promise efficiency, their practical implementation in village administration is not well-documented. Aims: This study aims to describe and assess the implementation of the E-Buddy application in managing official letters within the Tambak Kalisogo Village Government using a descriptive qualitative method. Results: The study utilized purposive sampling, involving key informants such as the village head, village secretary, and the head of the service section responsible for E-Buddy. Findings indicate that communication within the application was generally effective; however, the transmission was one-directional, focusing solely on communication from the village head to the E-Buddy operator instead of all users. Resource availability, including facilities and infrastructure, was deemed sufficient to support E-Buddy's optimal implementation. However, issues such as margin-setting difficulties and application errors posed challenges. The disposition indicator was aligned with the management of incoming letters, while the bureaucratic structure demonstrated adequate standard operating procedures. Novelty: This study highlights specific implementation challenges, such as margin-setting difficulties and delayed notifications, that need attention from service providers. Implications: The findings suggest the need for improved communication channels and technical support within E-Buddy to enhance official letter management at the village level, with the Sidoarjo Regency Government's support in addressing these obstacles. Abstract

The Specific background shows that although many E-Government applications have been implemented, the effectiveness of the next generation social welfare information system (SIKS-NG) in processing poverty data at the village level is still poorly understood. Knowledge gap raises questions about how SIKS-NG can be optimized to meet social welfare objectives. The aim of this study is to evaluate the performance of SIKS-NG as a poverty data processing application and identify the challenges faced in its implementation. Results of the study show that accuracy in determining program targets, lack of effective socialization, and inadequate monitoring are obstacles to the optimization of SIKS-NG. The novelty of this study lies in the descriptive qualitative approach that reveals the direct experiences of stakeholders in using the application. Implications of these findings suggest the need for improvements in program socialization and monitoring so that SIKS-NG can function optimally and provide maximum benefits to the community in managing poverty data and improving public services in the field of social welfare. Abstract

General Background: The adoption of E-Government systems is increasingly important in improving public services, particularly at the local government level, to enhance transparency and accessibility. Specific Background: In Indonesia, Village Information Systems (SID) have been introduced to streamline communication, resource management, and service delivery in rural areas. Sugihwaras Village in Sidoarjo Regency is one such location where SID has been implemented. Knowledge Gap: Despite its potential, the effectiveness of SID implementation remains underexplored, particularly in terms of communication, resources, and its impact on rural governance. Aims: This study aims to analyze and describe the implementation of E-Government through SID in Sugihwaras Village, focusing on the four indicators: communication, resources, disposition, and bureaucratic structure, using Edward III's policy implementation model. Results: The findings indicate that communication and resource allocation are the primary issues hindering SID effectiveness. Inadequate operator training and a lack of budget for operator fees have led to outdated information and diminished motivation. However, strong commitment from local government and adherence to standard operating procedures (SOPs) have ensured that the system continues to function. Novelty: This study highlights the crucial role of consistent training and budgetary support in enhancing E-Government systems at the village level, particularly in rural Indonesia. Implications: Strengthening operator skills and ensuring adequate financial support are essential for optimizing SID as a tool for public information transparency and service delivery, contributing to improved rural governance and E-Government effectiveness. Abstract

Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor yang mendukung dan menghambat implementasi manajemen elektronik Balai Pelatihan Kejuruan dan Produktif (BPVP) Sidoarjo dan implementasi program kompetensi pada pelatihan dan pengembangan karir. Metode yang digunakan adalah pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa indikator komunikasi masih menunjukkan kendala yaitu tujuan politik masih belum berjalan dengan baik, sehingga komunikasinya tidak dapat tersampaikan dengan baik, dan kurangnya sumberdaya manusia juga menjadi penghambat dalam implementasi kebijakannya. Selain itu, kurang optimalnya jumlah akun yang mendaftar pada platform SiapKerja dibandingkan dengan jumlah angkatan kerja yang ada saat ini. Dikarenakan masih belum adanya ketentuan/SOP yang mengharuskan para pencaker wajib mengikuti pelatihan dan pengembangan karir terlebih dahulu sehingga menjadikan kompetensi pencari kerja dengan tuntutan pasar tenaga kerja tidak sejalan.

Abstract

Penanggulangan bencana adalah keharusan pemerintah daerah yang merupakan pemiimpin di daerahnya. Demi melakukan antisipasi supaya tidak menyebabkan terjadinya kerugian materiil diperlukan adanya kegiatan pencegahan sejak dini dari pemerintah daerah dan masyarakat sekitar. Hal ini dikarenakan pemerintah dan masyarakat memiliki andil penting dalam menghadapai bencana yang terjadi yang mana memerlukan antisipasi dari permerintah dan warga desa setempat supaya tidak mengakibatkan kerugian materiil. Penelitian ini bertujuan untuk mengetahui Implementasi Strategi Penanggulangan Bencana Banjir di Desa Kedungbanteng Kecamatan Tanggulangin Kabupaten Sidoarjo.Penelitian ini berjenis kualitatif deskriptif menggunakan teknik pengumpulan datanya ialah wawancara, observasi, dan dokumentasi. Untuk penentuan informannya, penulis purposive sampling. Strategi yang dilakukan oleh Pemerintah Desa Kedungbanteng ada 4 (empat) yakni, Strategi bantuan BPBD, Strategi pemasangan pompa,Strategi pengajuan rumah pompa ke Dinas Pemerintah Kabupaten Sidoarjo, dan Strategi kerja bakti. Penelitian ini memiliki hasil bahwa implementasi Strategi Penanggulangan Bencana Banjir Di Desa Kedungbanteng Kecamatan Tanggulangin Kabupaten Sidoarjo adalah belum maksimal karena di Desa Kedungbanteng masih mengalami kebanjiran,Keterbatasan anggaran, kurangnya kesadaran masyarakat dalam menjaga lingkungan.

Abstract

Penelitian ini mengeksplorasi peran Pemerintah Desa Balongdowo dalam memperkuat pengelolaan Usaha Mikro, Kecil, dan Menengah (UMKM) melalui transformasi digital. Penelitian ini mengacu pada kerangka kerja Maulida, Mustofa, dan Haryati (2023) dalam Peran Pemerintah Daerah pada UMKM Reog Ponorogo, yang mengidentifikasi tiga peran penting pemerintah: sebagai pengatur, fasilitator, dan penggerak. Dengan menggunakan metode deskriptif kualitatif, data diperoleh melalui wawancara mendalam, pengamatan, dan dokumentasi yang melibatkan pejabat desa serta pelaku UMKM di Desa Balongdowo, Kecamatan Candi, Kabupaten Sidoarjo. Temuan menunjukkan bahwa sebagai pengatur, pemerintah menetapkan kebijakan ekonomi melalui RPJMDes untuk meningkatkan potensi lokal; sebagai fasilitator, pemerintah memberikan pelatihan, sarana, dan situs web promosi (https://balongdowo-sda. id/); dan sebagai penggerak, pemerintah bekerja sama dengan mahasiswa Poltekkes Surabaya untuk mengembangkan inisiatif pemasaran digital. Penelitian ini menyimpulkan bahwa meskipun kesadaran digital di kalangan UMKM semakin meningkat, dukungan institusi yang lebih kuat dan kolaborasi yang berkelanjutan diperlukan untuk mempertahankan transformasi digital

Abstract

Purpose : The purpose of this study is to examine the management of Ngaban Village Market in enhancing the Village Original Revenue (PADes), using George R. Terry’s management theory as the analytical framework. Design/methodology/approach : This study employed a qualitative method with a descriptive approach, utilizing observation, interviews, and documentation study through purposive sampling. The data analysis followed the Miles and Huberman model, encompassing the stages of data reduction, data display, and conclusion drawing. Findings : The study reveals that the implementation of Terry’s four management functions—planning, organizing, actuating, and controlling—operates synergistically in the management of the market. Planning is based on market potential and community needs; organizing encompasses task division and resource management; actuating focuses on market operations and public service delivery; and controlling is conducted regularly to ensure target attainment. Practical Implication : The research findings affirm that the integration of the four management functions in a synergistic manner can drive the success of village market management and contribute to the sustainable improvement of community welfare. Originality/value : The findings strengthen Terry’s proposition that management is a coordinated and dynamic process, while also contributing to the advancement of the theory itself.
