Abstract

Penelitian ini bertujuan untuk menggambarkan pengembangan kapasitas sumber daya manusia aparatur di Pemerintahan Desa Balongdowo, Kecamatan Candi. Pengembangan kapasitas aparatur desa dikaji melalui indikator pendidikan, pelatihan, dan pengalaman kerja, serta dilihat dari dimensi kepemimpinan dan dukungan organisasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan yang meliputi kepala desa, sekretaris desa, bendahara, dan perangkat desa. Hasil penelitian menunjukkan bahwa aparatur desa memiliki latar belakang pendidikan yang beragam. Pelatihan bagi perangkat desa dilaksanakan melalui bimbingan teknis yang diselenggarakan oleh pihak kecamatan, terutama yang berkaitan dengan penggunaan teknologi administrasi pemerintahan dan pelayanan publik, sementara pelatihan yang bersumber dari desa lebih banyak diarahkan pada kegiatan pemberdayaan masyarakat. Pengalaman kerja aparatur desa terbentuk dari perbedaan masa kerja dan rentang usia, yang tercermin dalam pelaksanaan tugas administrasi dan penggunaan sistem kerja berbasis teknologi. Pengembangan kapasitas aparatur desa juga didukung oleh peran kepemimpinan dan koordinasi antartingkat pemerintahan.   Kata kunci: Aparatur Desa, Pengembangan Kapasitas, Sumber Daya Manusia.

Abstract

This qualitative descriptive research aims to examine the implementation of the use of Village Funds in infrastructure development in Ngaban Village, Sidoarjo. Data from observations, interviews, and documentation were then analyzed with reference to George C. Edward III's policy implementation theory. Regarding communication, the development planning process was carried out through the Village Development Planning Meeting (Musrenbangdes) involving the community, although information dissemination was not yet equitable. Regarding resources, human resources are sufficient, but budget constraints necessitate phased development. In terms of disposition, implementers demonstrate strong commitment and a sense of responsibility. Regarding bureaucratic structure, task distribution is clearly defined, although it is not yet supported by uniform Standard Operating Procedures (SOPs).

Abstract

This study aims to find out and describe the Strategy of Micro, Small and Medium Enterprises (MSMEs) in Community Empowerment (Study on the Cracker Center in Jambangan Village). This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation. The determination of the informants of this research was through purposive sampling consisting of the Head of Hamlet who is responsible for community empowerment in the field of MSMEs and several Cracker MSME actors. Data analysis techniques include data collection, data reduction, data presentation, and conclusion drawn. The results of the study show that the strategy of Cracker MSMEs in Jambangan Village is still not running as expected, because the marketing aspect is still manual. This is due to the lack of use of digital platforms as a promotional medium which limits market reach. In addition, less attractive product packaging negatively impacts sales, as prominent packaging can attract consumer interest. This is the main factor in hindering the success of the Cracker MSME strategy in Jambangan Village.

Abstract

This study aims to describe and analyze the implementation of e-government through the village financial system (SISKEUDES) using the government-to-government (G2G) model in Kejapanan Village in the Gempol District of Pasuruan Regency. The study uses a qualitative descriptive method with data collection techniques such as interviews, observations, and documentation. Data analysis uses policy implementation theory consisting of four main variables: environmental conditions, inter-organizational relationships, organizational resources, and the characteristics and capabilities of the agents responsible for implementation. The results indicate that although Kejapanan Village has the infrastructure and human resources to implement SISKEUDES, it still faces obstacles such as system errors, power outages, technical differences between supervising agencies (DPMD and the Inspectorate), and a double workload for operators who are understaffed. Nevertheless, strong internal village collaboration, adaptive leadership, and self-initiative in training village officials are the main strengths that support the system's sustainability. These findings underscore the importance of cross-sectoral synergy, sustained technical support, and regulatory simplification for the successful digitalization of village finances

Abstract

This study aims to analyze and describe the role of the Sidoarjo Regency Communication and Informatics Office in public information disclosure using a descriptive qualitative approach and data collection is done by observation, interviews, and documentation. Research informants were determined by purposive sampling technique with informants as the head of the field of information management and public communication and public relations officers. The research aims to find out how the role of the Communication and Information Technology Office can carry out information disclosure for public needs in Sidoarjo Regency, because information disclosure is a crucial principle and one of the characteristics of good governance principles. Sidoarjo and Diskominfo were chosen because they showed seriousness in encouraging public information disclosure to the public, this can be seen from the results found that Diskominfo carried out desk review activities on the list of public information and facilitated the village.id domain to encourage information disclosure, but in several other indicators found internal challenges such as employee loyalty that can affect the totality of performance and still lack of community participation response is one of the challenges in information disclosure.

Abstract

This research aims to analyse the management of the Sumber Abadi Village-Owned Enterprise (BUMDes) in Ngaban Village, Tanggulangin District, Sidoarjo Regency. This study is based on the gap between the role of BUMDes as a driver of the village economy with various implementation obstacles that still often appear in the field. This research uses a qualitative approach with data collection techniques through interviews, observations, and documentation. The research results show that the management of BUMDes Sumber Abadi is still facing several major problems, including limited human resources, lack of innovation in the development of business units, and high dependence on village funds. This condition has an impact on low financial independence and less than optimal institutional performance of BUMDes. This research gives theoretical implications about the importance of strengthening the capacity of managers in the governance of BUMDes. Practically, the research emphasises the need for business unit diversification, improvement of HR competence, and optimisation of cooperation with third parties to increase business sustainability.

Abstract

Purpose : This study aims to analyze waste management as a public service based on the management function of Planning, Organizing, Actuating, and Controlling (POAC) in Ngaban Village, Tanggulangin District, Sidoarjo Regency.     Design/methodology/approach : The research was conducted through a qualitative method with a descriptive approach through observation, interviews, and documentation studies using purposive sampling techniques. The data analysis applied the Miles and Huberman model with the stages of reduction, presentation, and drawing conclusions. Findings : The results of the study show that waste management is not fully optimal. This is reflected in the implementation of POAC functions that have not been carried out in a balanced manner, including planning that is not completely based on real conditions, organization that still requires strengthening SOPs, implementation that requires increased socialization to encourage community compliance, and supervision that still needs to be improved in terms of follow-up and transparency. Practical Implication : The findings indicate the need for policy improvements in village waste management through data-based planning to ensure realistic retribution targets, the development and implementation of clear Standard Operating Procedures (SOPs), strengthening institutional coordination, enhancing community participation through continuous socialization, and implementing digital-based monitoring and retribution systems to improve transparency and accountability. Originality/value : This study offers empirical contribution on the application of POAC management functions in village waste mangement and enriches managerial-based public service governance studies.

Abstract

General Background: Women’s economic empowerment is a strategic pathway to strengthening household welfare and community resilience in rural areas. Specific Background: In Kendalpecabean Village, limited income opportunities for women encouraged the village government to initiate bouquet craft training as a community-based economic activity. Knowledge Gap: Previous studies rarely explain how empowerment processes operate through concrete dimensions at the village level. Aims: This study analyzes women’s empowerment in improving the local economy through bouquet craft training. Results: Using a qualitative descriptive approach, the findings show that empowerment was realized through four dimensions: enabling, facilitating, consulting, and collaborating, involving village officials, PKK members, and external partners. The program increased skills, confidence, and income opportunities, although limited training frequency constrained broader participation. Novelty: This study offers an integrated analysis of empowerment dimensions applied to a creative craft-based village program. Implications: The findings suggest that sustainable empowerment requires continuous training, mentoring, and stronger market access to bridge gaps between skills acquisition and economic practice.

Abstract

General Background: Stunting remains a critical public health concern in Indonesia, requiring community-based prevention at the village level. Specific Background: Posyandu cadres serve as frontline community actors who assist health workers in monitoring child growth and educating mothers. Knowledge Gap: Limited studies describe how cadres’ roles operate through behavioral, facility, and social support factors in village stunting prevention. Aims: This study examines the roles of toddler Posyandu cadres in Balongdowo Village using Lawrence Green’s predisposing, enabling, and reinforcing factors. Results: Findings show that cadres actively provide education through pregnant-mother classes and WhatsApp communication (predisposing), face limitations in facilities and infrastructure that require borrowing equipment and personal initiative (enabling), and receive strong support through training and collaboration with health professionals and nutritionists (reinforcing). However, participation barriers and limited cadre capacity due to age remain challenges. Novelty: The study integrates behavioral theory with real community health practices to explain how cadre roles function within village stunting prevention. Implications: Strengthening facilities, cadre regeneration, and sustained training are essential to support community-driven stunting prevention and village health services.

Abstract

This study aims to analyze the implementation of the Village Index Application in Keper Village, Krembung District, Sidoarjo Regency, as a new instrument for data collection and monitoring of village development following the enactment of Ministerial Regulation of Villages, Development of Disadvantaged Regions, and Transmigration (Permendesa PDTT) Number 9 of 2024. This research is important because there remains a gap between the adoption of digital systems and the capacity of village officials to manage them. The study employed a descriptive qualitative method using Charles O. Jones’ implementation theory, which includes the dimensions of organization, interpretation, and application. Data were collected through interviews, observations, and documentation. The results show that the application was implemented effectively despite limitations in human resources and technical constraints. In terms of organization, vacant positions caused overlapping duties; however, coordination among village officials remained functional. In terms of interpretation, socialization and technical guidance improved policy comprehension, although the interpretation was still administrative in nature. In terms of application, implementation followed the 2025 Village Index Data Collection SOP and achieved a score of 83.17, classifying Keper Village as an Independent Village. These findings confirm that the Village Index Application is effective as a tool for monitoring village development, providing practical contributions to strengthening human resource capacity, optimizing digital infrastructure, and ensuring continuous technical assistance, while also enriching theoretical studies on technology-based public policy implementation at the Village level.
