Abstract

As one of the largest Muslim democracies, Indonesia is facing a significant challenge, one of which is vote-buying among its Muslim voters. It is believed that vote buying is a popular type of bribery practice or so-called risywah. This raises basic questions for this study, namely how the vote buying practice takes place, How the intermediaries or political brokers play their role, and how the practice has been perceived by Islamic scholars. Choosing Madura as the research locus and the 2024 legislative member election event, this study used direct observation and in-depth interviews with various stakeholders consisting of voters, the election committee, the supervisory committee, prospective legislative members, and the winning team. Apart from that, it also used document tracing, including documents from the General Election Commission and online media sources. The study's findings indicate that vote buying was orchestrated by a network of political brokers who shape the behavior of political actors and Muslim voters. It is reinforced by the increasing pragmatism and economic orientation of Muslim voters when choosing representative candidates and political parties. The most popular ones are through the wholesale and retail schemes. Meanwhile, from an Islamic law standpoint, ranging from hadith, and Islamic mass organizations to Islamic scholars, vote buying is undoubtedly agreed its unlawful status despite the belief that it is almost impossible to win an election without committing to vote buying.

Abstract

The political history of Madurese society reflects dynamic changes across different periods. This study examines the political behavior of the Madurese people from the kingdom era in Sumenep, Bangkalan, and Pamekasan, through the Dutch colonial and post-independence periods, to the New Order and the digital democracy era of 2019. Using a descriptive qualitative approach, data were collected through document analysis and in-depth interviews with historians, cultural experts, and political experts. The findings reveal that Madurese political behavior has evolved significantly over time. During the kingdom era, it was marked by respect and obedience to kings. In the Dutch colonial period, political behavior shifted toward armed resistance against oppression. In the post-independence era, the focus was on resisting colonial influence, while in the New Order era, resistance targeted political manipulation. In the digital democracy era, political behavior became shaped more by psychological factors, emphasizing individual preferences and pragmatism. These transformations are driven by sociological factors, particularly religion, and later by psychological influences. The study highlights that voter behavior is dynamic, shaped by evolving social, economic, and technological contexts, providing insights into the fluid nature of political engagement.

Abstract

This research was conducted to find out and analyze the role of Islamic financial services, Bank BPRS Bhakti Sumekar and Baitul Maal wat Tamwil (BMT) NU Jawa Timur in sustainable development in region with a majority Muslim population, Sumenep Regency, Madura, East Java. The research model is comparative-qualitative, comparing the two Islamic financial services of Bank BPRS Bhakti Sumekar and BMT NU Jawa Timur in developing structural and cultural-based Islamic financial services. Bank BPRS Bhakti Sumekar is structurally based as a Regional Owned Enterprise (BUMD) for the Sumenep Regency Government. BMT NU Jawa Timur is culturally based, founded, and run by the community. The data collection technique for this research was in-depth interviews, observing activities in the offices and branches of the two financial services. In addition, a search was carried out for relevant documents owned by the two financial institutions and online media and official websites related to the research topic. Focus group discussions were also conducted with Islamic finance experts. The research succeeded in uncovering the role of the two Islamic financial services in sustainable development in Sumenep Regency. Culturally-based Islamic financial services grow faster and are more resilient to economic crises.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan pendampingan bagi pengelolaan BUMDes budidaya lele Al-Barokah di desa Patean Kecamatan Batuan kabupaten Sumenep. Target khusus yang diharapkan dari kegiatan ini adalah memberikan pemahaman dan keterampilan mengelola BUMDes bagi para pengelola BUMDes Al-Barokah, pemuda karang taruna, dan ibu-ibu PKK. Kegiatan ini dilakukan selama dua bulan, yang terdiri atas kegiatan sosialisasi, FGD, dan pendampingan dalam menyusun laporan keuangan melalui Microsoft Excel. Hasil kegiatan pengabdian ini adalah terbentuknya peluang bisnis aneka kuliner olahan lele pada kelompok PKK, terwujudnya laporan keuangan BUMDES budi daya lele secara digital (computerized), dan inovasi pengelolaan BUMDes budidaya lele yang meningkat secara perlahan namun signifikan, sehinggamembantu akses ekonomi masyakarat.

Abstract

Abstract The People's Representative Council of the Republic of Indonesia (DPR RI) plays an important role in a democratic country, functioning as a means of control for the government in office. With its authority to make laws, set budgets, and supervise government administration, the People's Representative Council of the Republic of Indonesia has a strong position. This research was conducted to understand and analyse the public's perception of the DPR RI in its role. This research uses quantitative descriptive methods. Data was collected using questionnaires from respondents in 26 provinces, consisting of 71 cities and regencies in Indonesia from 2019 to 2022. This study discovered that most Indonesian people see a role for the People's Representative Council of the Republic of Indonesia and that they hope that the DPR will continue to work to create legislation and oversee the government. The existence of the People's Representative Council of the Republic of Indonesia is still of interest to the citizens of the Republic of Indonesia. So far, the ministry has only used mass media as a means of communication and political information. In the future, the parliament needs to use social media, as well as institutional websites, including video conferences and live streaming as a means of political communication in the era of digital democracy. To establish the groundwork, communication will not only be one-way but also two-way between parliament and the public, as well as between the public and parliament.

Abstract

Pengabdian ini dilakukan untuk memberi solusi alternatif dari persoalan yang dihadapi oleh warga Kepulauan Madura, yaitu minimnya kesadaran terhadap hak-hak politik dan pembangunan. Pengabdian ini dilakukan dengan metode dialog, yaitu pengabdi melakukan kegiatan bersama sasaran, yang dilakukan secara berkala selama tahun 2022, baik secara daring maupun secara luring. Daring dilakukan, untuk mengefektifkan jarak lokasi sasaran yang berada di wilayah kepulauan, sementara pengabdi tinggal di daratan. Namun untuk memantapkan kegiatan, pertemuan secara luring juga tetap dilakukan. Sasaran merasa sangat terbantu dengan kegiatan yang dilakukan, terutama dengan kehadiran pengabdi ke lokasi tempat sasaran berada. Pengabdi menemukan, selama ini warga kepulauan tidak memiliki akses untuk berpartisiasi dalam mengawal kebijakan politik yang dibuat oleh pejabat publik. Setelah dijelaskan bahwah era teknologi informasi memudahkan bagi warga untuk terlibat di dalam mengawal kebijakan, baik melalui call center, akun resmi yang dimiliki oleh Lembaga pemerintah, dan pejabat publik. Termasuk berkirim surat secara resmi ke lembaga dan pejabat publik. Diperlukan Pendidikan politik yang lebih intensif oleh pemerintah, partai politik, dan kelompok civil society kepada warga Kepulaun Madura.  The Role of Political Education in Increasing Political Participation for the Residents of the Madura Islands This devotion is carried out to provide alternative solutions to the problems faced by the residents of the Madura Islands, that is the lack of awareness of political rights and development. This devotion is carried out using the dialogue method, in which the servant carries out activities with the target, which is carried out periodically during 2022, both online and offline. Online is carried out, to make the distance of the target location effective in the archipelago, while the servant lives on the mainland. However, to strengthen activities, offline meetings are still being held. The target feels very helpful with the activities carried out, especially with the presence of a servant at the location where the target is located. I have found that all this time the islanders do not have access to participate in overseeing the political policies made by public officials. After being explained, the era of information technology makes it easier for citizens to be involved in overseeing policies, either through the call centers, official accounts owned by government agencies, and public officials. This includes sending official letters to public institutions and officials. More intensive political education is needed by the government, political parties, and civil society groups for the residents of Madura Island.

Abstract

This study aims to analyze the collective corruption networks involving regional heads in Indonesia. Employing a descriptive qualitative approach, data were gathered from secondary sources, including major national online media outlets such as Kompas, Tempo, CNN Indonesia, Antara, Detik, Liputan6, Tribun, and Jawapos. The data were analyzed through content analysis, focusing on news reports concerning regional head corruption cases from 2005 to 2023—a period marked by the implementation of direct regional elections. The findings reveal a growing phenomenon of collective corruption in which regional heads and business actors engage in collusion, forming new oligarchic power structures at the local level. This model of collective corruption encompasses both internal and external networks. Internal networks include the regional head’s family members and close staff, while external networks involve entrepreneurs and legislative representatives such as members of local parliaments. Empirically, the study identifies a pattern of systemic corruption facilitated by political actors who collaborate across government and business sectors. Theoretically, the research contributes to the evolving discourse on collective corruption by illustrating how corruption becomes institutionalized and deeply embedded in local governance structures. Regional heads emerge as central actors, establishing corruption networks that divert public funds—particularly from the Regional Budget and Revenue and Expenditure allocations—to serve private interests and consolidate political power. The novelty of this research lies in its identification of the dual role played by both private entrepreneurs and bureaucratic elements in financing corrupt practices. Moreover, it highlights how family members and staff serve as intermediaries in the process of fund misappropriation, enabling the entrenchment of corruption at the local level.

Abstract

This study aims to uncover the models and forms of Islamophobia practised by the political regime in power in Indonesia. This study also analyses why the government in power in Indonesia makes policies and takes actions that lead to Islamophobia. This article uses qualitative explanatory methods. The data sources come from in-depth interviews with various informants and data is also collected through a literature study by exploring relevant data from various sources that can be accessed online, including books, journals, websites, and news portals. This study found that the political motives and strategies of the ruling regime in making policies and taking actions were based on Islamophobia, namely by diminishing the political power of Islam in Indonesia and eliminating its influence, which could disrupt the continuity of the ruling regime, which is controlled by nationalist groups. That way, the government can maintain power and carry out its agendas.

Abstract

Covid-19 outbreak has become a world pandemic, hundreds of countries in the world are stricken with the deadly virus. The average country in the world has the power to eradicate an outbreak that was first reported to appear in Wuhan, China. Countries in the world make efforts to handle it. This study aimed to (a) analyze the forms of government response in facing and dealing with the impacts caused by Covid-19, and (b) and analyzing the forms of community participation in the world to deal with effects of Covid-19. This research, which uses descriptive qualitative methods, collects data by searching online for various data sources (online media, journals, and scientific reports). From the research conducted, it was found that responsive governments tend to be able to control Covid-19. In addition, the great support of citizens to participate, became the second secret of faster handling of Covid-19.
