Abstract

Penelitian ini bertujuan untuk menganalisis strategi pengembangan ekowisata alam di Nagari Sungai Buluh Timur, Kabupaten Padang Pariaman, Sumatera Barat. Meskipun wilayah ini memiliki potensi alam dan sosial yang besar, pemanfaatannya sebagai destinasi ekowisata berkelanjutan masih belum optimal. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik wawancara mendalam, observasi lapangan, dan studi dokumentasi. Analisis data dilakukan melalui metode SWOT untuk mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman yang memengaruhi pengembangan ekowisata. Temuan penelitian menunjukkan bahwa kekuatan utama Nagari Sungai Buluh Timur terletak pada potensi alam dan dukungan sosial budaya masyarakat, sedangkan kelemahannya meliputi infrastruktur yang terbatas serta kelembagaan pengelolaan yang belum berjalan maksimal. Strategi yang direkomendasikan mencakup peningkatan aksesibilitas, penguatan kapasitas masyarakat, optimalisasi peran BUMNag, serta promosi digital berbasis kearifan lokal. Melalui strategi yang tepat, pengembangan ekowisata diharapkan dapat meningkatkan kesejahteraan masyarakat sekaligus mempertahankan kelestarian lingkungan.

Abstract

Penelitian mengenai tata kelola pemerintahan nagari telah banyak dilakukan, namun kajian yang secara khusus menelaah peran Wali Nagari dalam pengelolaan administrasi pada konteks lokal tertentu, seperti Nagari Kayu Tanam, masih terbatas. Penelitian ini bertujuan untuk menggambarkan dan menganalisis peran Wali Nagari dalam pengelolaan administrasi pemerintahan, sekaligus mengidentifikasi upaya strategis yang dilakukan untuk meningkatkan efektivitas tata kelola administrasi nagari. Studi ini menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus, melibatkan Wali Nagari, Sekretaris Nagari, Kepala Urusan, dan staf administrasi yang dipilih melalui teknik purposive sampling. Data diperoleh melalui wawancara mendalam, observasi langsung, serta studi dokumentasi, kemudian dianalisis dengan model interaktif Miles dan Huberman melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Wali Nagari menjalankan empat fungsi utama dalam pengelolaan administrasi, yaitu pengaturan, koordinasi, pengawasan, dan pembinaan, yang secara keseluruhan berkontribusi pada meningkatnya ketertiban dan akuntabilitas administrasi nagari. Temuan juga mengungkap bahwa upaya strategis berupa evaluasi rutin, penerapan regulasi, penguatan SDM, dan pengawasan berlapis menjadi faktor penting dalam menciptakan tata kelola administrasi yang efektif. Penelitian ini memberikan kontribusi teoretis terhadap kajian kepemimpinan pemerintahan lokal serta implikasi praktis bagi penguatan administrasi nagari di tingkat daerah.

Abstract

 This study aims to analyze the role of the government in the process of appointing honorary and contract workers in Pasaman Regency and the factors that influence the role of the government in the process of appointing honorary and contract workers in Pasaman Regency. The appointment of contract workers to PPPK is the process of changing the status of contract employees to that of Government Employees with Work Agreements, who are appointed based on work agreements for a certain period to carry out government duties. This process is an effort by the government to provide a more certain status and equal rights to contract employees who have not had a clear status as PPPK or ASN. This study used a qualitative method with a descriptive approach and data collection techniques in the form of interviews and documentation. This study uses Rasyid's theory (1997) which states that there are 4 roles of government consisting of (1) Role as Regulator, (2) Role as Dynamicator, (3) Role as Facilitator and (4) Role as Catalyst. The results of the study show that the Pasaman Regency Government has carried out these four roles, but has not been running optimally. As a regulator, the regional government acts only plays a role as an implementer of central policies without the authority to establish new regulations. As a dynamicator, the government is trying to mobilize regional apparatuses and honorary workers to actively participate in PPPK selection, although coordination is not yet optimal. As a facilitator, BKPSDM provides consultation services, administrative assistance, and digital-based information access but is still hampered by human resources. Meanwhile, as a catalyst, the government plays a role in accelerating the administrative process and encouraging the resolution of obstacles between the agencies. Bureaucratic structure, communication, resources, and disposition are factors that affect the implementation of policies.  The primary challenges are inadequate discipline, heavy workload, shortage of digital system expertise, and small workforce.  To make the process of selecting contract and honorary employees more efficient and transparent, this study suggests enhancing agency collaboration, bolstering human resource capabilities, and streamlining bureaucratic structures.

Abstract

This study is motivated by the suboptimal customer satisfaction in using the Access by KAI application for the Pariaman Express train service, which is presumed to be influenced by ease of use. The research aims to determine the effect of ease of use on customer satisfaction. A quantitative associative research design was employed, involving 98 respondents determined using the Slovin formula. Data were collected through a four-point Likert scale questionnaire, which was tested for validity and reliability using SPSS 26.0. The ease-of-use variable was measured based on five indicators from Quesenbery (2004), while customer satisfaction was measured based on three indicators from Indrasari (2019). Simple linear regression analysis shows that ease of use has a positive and significant effect on customer satisfaction, with the regression model Y = 9.444 + 0.485X. The coefficient of determination (R²) of 0.641 indicates that 64.1% of the variation in customer satisfaction is explained by the ease of use of the application, while the remainder is influenced by other factors. In conclusion, the higher the ease of use of the Access by KAI application, the higher the customer satisfaction with the Pariaman Express train service.

Abstract

The enforcement of informal or “shadow” terminal regulation represents a strategic effort to improve transportation order and safety in Padang City, particularly in the area in front of Universitas Negeri Padang (UNP). Although such terminals offer easier access for passengers and bus drivers, they also contribute to traffic congestion and reduced compliance with transportation regulations. This study aims to analyze the roles of stakeholders in the regulation of shadow terminals in front of UNP, identify supporting and inhibiting factors in policy implementation, and evaluate the effectiveness of inter-stakeholder collaboration. A qualitative descriptive method with a case study approach was employed, involving in-depth interviews with the Padang City Transportation Agency, Civil Service Police Unit (Satpol PP), Padang Utara Police Sector, bus company (PO) managers, bus drivers, and service users. The findings reveal that stakeholder roles fall into five categories: policy creator, coordinator, facilitator, implementer, and accelerator. The roles of implementers and coordinators are the most dominant, carried out through field inspections, ticketing, and supervision, while facilitators and accelerators contribute through internal coordination and feedback from service users. Inhibiting factors include low driver compliance, limited accessibility to official terminals, and insufficient infrastructure. Supporting factors include inter-stakeholder synergy, cross-agency coordination, and growing awareness among service users of the importance of transportation order. These findings offer valuable insights into stakeholder dynamics and provide strategic recommendations to enhance the effectiveness of shadow terminal enforcement in Padang City.

Abstract

Physical development at the nagari level is the spearhead of regional development in West Sumatra, but the role of the nagari government in this process has its own distinctiveness because it cannot be separated from the customary system that is strongly rooted in community life. This study aims to examine the role of the Tanjung Barulak Nagari Government in physical development and to identify the factors that influence it. This study employed a descriptive qualitative approach involving 21 informants selected purposively, including nagari officials, jorong heads, representatives of BPRN, KAN, and the community. Data were collected through in-depth interviews and documentation studies, and were then analyzed using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results showed that the Tanjung Barulak Nagari Government had carried out five roles according to Siagian, namely stabilizer, innovator, modernizer, pioneer, and implementer, which were manifested through tiered deliberation, innovation in budget and irrigation management, the implementation of RPJM, budget transparency, and a self-management system based on TPK. The most dominant roles were those of stabilizer and implementer, while the roles of innovator, modernizer, and pioneer still need to be strengthened, especially in the use of technology and in increasing public awareness of maintaining development outcomes. Development implementation was supported by the synergy of tungku tigo sajarangan, the spirit of gotong royong, and the technical support of the regency government, but was hindered by delays in fund disbursement, customary land constraints, low awareness of infrastructure maintenance, and the central government’s budget efficiency policy. These findings affirm that strengthening the role of the nagari government in physical development requires more adaptive strategies through optimizing alternative funding schemes and integrating customary values into nagari development policies. Abstract

Inclusive education is an effort to provide equal opportunities for all students, including students with special needs, to obtain fair and non-discriminatory educational services. This study aimed to analyze the implementation of inclusive education policies and identify the factors influencing their implementation in Koto Tangah Subdistrict, Padang City. This study used a qualitative approach with a descriptive research design. Data were collected through interviews, observation, and documentation with informants consisting of representatives from UPTD LDPI, school principals, teachers, and parents of students. The results showed that, in the curriculum aspect, schools used the Kurikulum Merdeka without written modifications; however, in practice, teachers adjusted learning and assessment according to the abilities of students with special needs. In the aspect of teaching staff, there were still limitations in teachers’ understanding and skills in inclusive education, and the availability of Special Guidance Teachers (GPK) was not yet evenly distributed across all schools. In the aspect of facilities and infrastructure, the available facilities were still general in nature and did not fully support the needs of students with special needs, particularly in terms of accessibility for persons with disabilities. The factors influencing the implementation of inclusive education included communication, resources, implementers’ attitudes, and bureaucratic structure. These findings confirm that the implementation of inclusive education in Koto Tangah Subdistrict has been supported by several policy-related factors but still requires strengthening in the equitable distribution of information, improvement of teacher competence, availability of human resources, and provision of more inclusive facilities and infrastructure. The implications of this study indicate the importance of coordination among stakeholders in strengthening the implementation of inclusive education policies so that educational services for students with special needs can operate more optimally.

Abstract

The implementation of the Government Agency Performance Accountability System (SAKIP) is an important instrument in realizing transparent, accountable, and results-oriented governance. In its evaluation process, the work effectiveness of the Evaluation Team is an important factor that determines the quality of assessment and the accuracy of recommendations for improving the performance of regional apparatus organizations. This study aims to analyze the work effectiveness of the Evaluation Team in SAKIP assessment at the Regional Inspectorate of Solok Regency and to identify the factors that influence it. This study used a qualitative approach with a descriptive method. Research informants were determined through purposive sampling, including the person in charge of the evaluation team, the deputy person in charge/technical controller, the head of the evaluation team, and three members of the evaluation team. Data were collected through interviews, observation, and documentation, then analyzed descriptively. The results of the study show that the work effectiveness of the Evaluation Team is generally moderately effective, although several indicators have not been optimally fulfilled. Indicators of goal achievement, work quality, and timeliness have been implemented well, while indicators of work quantity and job satisfaction have not been fulfilled due to the limited number of evaluators, high workload, the use of a still-manual evaluation system, and the absence of special incentives for the Evaluation Team. Factors influencing work effectiveness include productivity, work motivation, timeliness, and equipment and facilities that remain suboptimal, particularly in the aspect of data processing. The conclusion of the study affirms that the work effectiveness of the Evaluation Team in SAKIP assessment at the Regional Inspectorate of Solok Regency needs to be strengthened through increasing the number of evaluators, developing a digital-based evaluation system, and providing work rewards. The implications of this study provide practical contributions to improving civil apparatus resource management and strengthening the quality of SAKIP evaluation in local government.

Abstract

The quality of human resources is a strategic asset that plays an important role in driving organizational innovation, particularly in government institutions that are required to improve the effectiveness and quality of public services. Although the influence of human resource quality on organizational innovation has been widely examined, most studies still focus on the private sector, while studies on public organizations, particularly within the Secretariat of the Regional House of Representatives (DPRD), remain limited. This study aims to analyze the influence of human resource quality on organizational innovation at the Secretariat of the DPRD of Pesisir Selatan Regency. This study used a quantitative approach with an associative survey design, involving 74 employees selected through total sampling. Data were collected through Likert-scale questionnaires and documentation, then analyzed using simple linear regression with the assistance of SPSS version 21. The results of the study show that human resource quality has a positive and significant effect on organizational innovation. Human resource quality, reflected in education level, work skills, productivity, and adaptability, contributes to increasing the organization’s capacity to generate and implement innovation. The conclusion of the study affirms that improving human resource quality is an important factor in promoting organizational innovation at the Secretariat of the DPRD of Pesisir Selatan Regency. The implications of this study provide theoretical contributions to the development of public administration studies concerning the relationship between human resource quality and organizational innovation, as well as practical implications for local governments in designing sustainable employee competency development programs.

Abstract

Although studies on Social Forestry have been widely conducted, research that specifically discusses policy implementation in the Nagari Forest Management Institution (LPHN) of Nagari Sungai Rimbang remains limited. This study aims to analyze the implementation of Social Forestry policy and identify the driving and inhibiting factors in its implementation at the local level. This study used a qualitative approach with a descriptive case study design. Research informants were selected through purposive sampling, including UPTD KPHL Lima Puluh Kota, the nagari government, LPHN administrators, forest managers, forest farmer groups, and the community. Data were collected through observation, in-depth interviews, and documentation, and were then analyzed using the Miles and Huberman model through the stages of data reduction, data display, and conclusion drawing. The results showed that the implementation of Social Forestry policy had been carried out administratively through the existence of LPHN, the division of roles among actors, and policy communication. However, its implementation has not been optimal because communication has not been evenly distributed, community participation remains low, resource capacity is limited, technical assistance is minimal, and there are constraints related to regional accessibility. These findings enrich the study of public policy implementation based on local institutions and emphasize the importance of strengthening communication, LPHN capacity, and community participation in sustainable nagari forest management. The implications of this study provide practical references for local governments, forest management institutions, and communities in strengthening Social Forestry governance based on local participation.
