Abstract

Climate change is part of natural disasters accompanied by the process of environmental degradation and harms human life holistically. The impact of climate change has become a serious problem experienced by various society levels, without any exception. Numerous scientific studies explain that climate change triggers various environmental changes that threaten the survival and welfare of society. Climate change adaptation and mitigation become the preventive and repressive strategies for controlling climate change. A continously developed programis the Climate Village Program (Proklim). The main basis of the program is community empowerment to be able to run sustainably. The present research focused on the study of roles, referring to the theory of Green Social Work by Lena Dominelli. The data were analyzed descriptively regarding the role of Green Social Workers concerning the suitability between the theory and practice. The application of the qualitative approach employed in this research was in the form of a case study. The researchers decided to employ the case study method because the what was investigated in this study was considered unique regarding the role of Green Social Workers in the Climate Village Program, which has been developed and implemented by the government. The roles of Green Social Workers were, first, helping to analyze and solve problems and respond to opportunities and challenges faced by farmers in managing their businesses; second, facilitating the learning process of farmers or Forest Farmer Group (KTH) in implementing good and sustainable business governance; third, assisting farmers, Forest Farmer Group (KTH), or community groups in developing institutions to be competitive and productive; fourth, improving the leadership, managerial, and entrepreneurial skills of farmers, Forest Farmer Group (KTH), or community groups;fifth, ensuring farmers' access to information, technology, and other resources in business development, and assisting as well as supervising farmers in improving production and productivity; sixth, being a safeguard of state assets in the form of forests, inviting the community to know, want, and participate in maintaining and protecting forest resources from various forest; seventh, encouraging the community to sustainably adapt and mitigate climate change; eighth, initiating the establishment of the Climate Village Program. Green Social Workers were indispensable in community empowerment, especially in encouraging environmental improvement to remain sustainable for the community's prosperity.

Abstract

This study aims to describe rationality of the people who live in the eruptionprone areas of Mount Merapi and who refuse to be relocated. A qualitative research method with interpretative phenomenological analysis is used in this research. Informants are selected by snowball sampling technique. The location of research is in Pangukrejo village which is a village in the southern slopes of Merapi. The results show that people think Merapi as a place of origin where they obtain senses of comfort and safety. Merapi is also a place where they acquire and preserve community value system. Merapi is a symbol of their dignity that must be maintained. In this relation, eruption is interpreted as destiny, eruption is interpreted as destiny of God that can not be circumvented. At that time, their living conditions were on the bottom and could be overcome by means of mutual cooperation to return to normal condition. The value rationality motivate them to resettle in their homes after the great eruption of Merapi.

Abstract

Abtract: Indonesia is one of the fourth largest cassava producing countries in the world after Nigeria, Thailand and Brazil. The regions with the highest cassava producers in Indonesia include Lampung, Central Java, East Java, West Java and North Sumatra. However, increasing the high productivity of cassava without applying sustainable and sustainable cassava cultivation techniques can potentially cause damage to soil/agricultural land. This study discusses the factors and reasons behind farmers continuing to cultivate cassava, especially in areas located in one of the sub-districts in Bandung Regency, West Java. The method used in this study is a descriptive-explanatory qualitative method. The results showed that cassava planting activities have been carried out by farmers in this area for a long time, farmers plant cassava because cassava becomes a savings crop during the dry season. Easy planting and minimal capital are considered by farmers to plant cassava as an additional income for their farming business.Abstrak:  Indonesia merupakan salah satu Negara penghasil singkong terbanyak ke empat di dunia setelah Nigeria, Thailand, dan Brazil. Adapun daerah dengan penghasil singkong tertinggi di Indonesia anatara lain Lampung, Jawa Tengah, Jawa Timur, Jawa Barat dan Sumatera Utara. Namun, peningkatan produktivitas singkong yang tinggi tanpa menerapkan teknik budidaya singkong yang lestari dan berkelanjutan maka hal itu dapat berpotensi menyebabkan terjadinya kerusakan tanah/lahan pertanian. Penelitian ini membahas tentang faktor-faktor dan alasan yang melatarbelakangi petani tetap melakukan budidaya singkong khususnya di wilayah yang berada di salah satu kecamatan di Kabupaten Bandung, Jawa Barat. Metode yang digunakan dalam penelitian ini adalah metode kualitatif secara descriptive-explanatory. Hasil penelitian menunjukkan bahwa kegiatan penanaman singkong telah dilakukan sejak dahulu oleh para petani di wilayah ini, para petani menanam singkong karena singkong menjadi tanaman tabungan di kala musim kemarau. Penanaman yang mudah dan minim modal menjadi pertimbangan petani untuk menanam singkong sebagai tambahan penghasilan usaha tani mereka.

Abstract

Abstract. Climate change currently threatens 60 percent of Indonesia's total population residing in coastal areas at risk of land inundation due to sea level rise. Based on IPCC predictions, the coastal area of Ujungalang Village, Cilacap Regency, Central Java Province, will be affected. Efforts to increase adaptation to the impacts of climate change through the Climate Village Program are an alternative to minimize impacts. Uniquely, the empowerment program refers to Green Social Work which involves multi-parties such as Green Social Workers, Professions or experts (transdisciplinary), communities, and partnerships. Therefore, through this research, the role of Green Social Work in the Climate Village Program can be explored with a case study in Ujungalang Village, Cilacap Regency. The role of Green Social Workers is presented using qualitative data sourced from primary and secondary data. The in-depth interview process, semi-participant observations, and literature studies obtained research findings that Green Social Workers in the Climate Village Program played roles as Co-producers, Dialogue agents, Lobbyists, Coordinators, Translators, Curriculum changers, Mobilisers, screenwriters, Protectors, Consciousness-raisers. Through the role carried out by Green Social Workers in the Climate Village Program, it shows the success of a sustainable program for the people of Ujungalang Village. Keywords: Climate Village, Green Social Workers, Role. Abstrak. Perubahan iklim saat ini mengancam 60 persen dari total penduduk Indonesia yang bertempat tinggal di wilayah pesisir risiko tergenangnya daratan akibat kenaikan muka air laut. Berdasarkan prediksi IPCC wilayah pesisir Desa Ujungalang Kabupaten Cilacap Provinsi Jawa Tengah akan terkena dampaknya. Upaya peningkatan adaptasi dampak perubahan iklim melalui Program Kampung Iklim menjadi alternatif meminimalisir dampak. Uniknya program pemberdayaan tersebut merujuk pada Green Social Work yang melibatkan multi pihak seperti Green Social Worker, Profesi atau ahli (transdisiplin), masyarakat, dan kemitraan. Oleh karenanya, melalui penelitian ini dapat tereksplorasi peranan Green Social Work pada Program Kampung Iklim dengan studi kasus di Desa Ujungalang Kabupaten Cilacap. Peranan Green Social Worker disajikan menggunakan data kualitatif yang bersumber dari data primer maupun sekunder. Proses wawancara mendalam, observasi semi partisipan, dan studi kepustakaan memperoleh temuan penelitian bahwa Green Social Worker di Program Kampung iklim berperan sebagai Co-producers, Dialogue agents, Lobbyists, Coordinator, Translators, Curriculum changers, Mobilisers, pembuat skenario, Protectors, Consciousness-raisers. Melalui peranan yang dilakukan oleh Green Social Worker di Program Kampung Iklim menunjukan keberhasilan program yang berkelanjutan bagi masyarakat Desa Ujungalang. Kata kunci: Peranan, Green Social Workers, Kampung Iklim.

Abstract

The purpose of this study was to determine the provision of free land for transmigration development, identify issues, constraints, challenges in implementing transmigration in the era of regional autonomy, formulate material for consideration policies among limited land for the future. The research applied qualitative; types of data required in this research were secondary and primary data. Main data in this research were in the form of transmigration area development planning documents, regulations and research reports. The results of the study found that people who were at the transmigration development site gave their land for free to the local government accompanied by a report of the handover an area of 4 hectares. The novelty of this research focuses on the policy of providing free land in Payahe transmigration area to gain community support and participation without causing conflict of interest so that the development of the transmigration area can proceed smoothly. The analysis process is focused on aspects of policies and strategies for providing land supply processes and mechanisms, constraints and challenges, and the impact of transformation of land provision policies. Based on the results of the data analysis, it will be grouped and formulated as policy information for the formulation of policies for the provision of transmigration land.

Abstract

This article reports women’s empowerment activities in a fishery product processing program in Ternate City. Groups are assessed, not in terms of their success in producing fishery products and the impact on increasing the income of coastal families, from an economic perspective, but in terms of women’s contribution and participation to women’s empowerment in the program. This research uses a descriptive qualitative approach with data collection techniques carried out through in-depth interviews, observations and literature studies. Evidence emerged that women were only involved in the program implementation process. They are not involved in the process of determining women’s basic needs in fishery business diversification, planning, monitoring and program evaluation stages. When considered in the construction of empowerment and democratization processes. Coastal women have not been involved as subjects in a fishery product processing program that aims to free them from poverty through various business trainings. As well as the cultural influence of coastal communities who still live in the customs of the Sultanate of Ternate. So that the results of the program based on the perspective of women’s empowerment do not contribute to the critical awareness of coastal women so that an inclusive and equitable model of coastal women’s intervention is needed and pays attention to social and cultural structures.

Abstract

Historically, development has been viewed as an economic process that generates many social difficulties, ranging from increased environmental degradation and inequality to social fragility within the local community’s culture. The problems require a new strategy by applying the principles of human and ecological-based development. This study takes a qualitative approach to analyze the sustainable development policies of local communities and resolve environmental problems. Meanwhile, SDGs are localized through the Minister of Villages, Development of Disadvantaged Regions, and Transmigration’s Regulation No. 21 of 2020 on General Guidelines for Village Development and Empowerment of Village Communities. SDGs Desa lists the 18 objectives as a policy direction for rural community development and empowerment. The integration of sustainable development into village planning can increase success in designing a policy focused on the effectiveness of implementing, evaluating, reporting, and achieving goals. By adopting these strategies, the village can build awareness of the importance of tackling environmental degradation. Keywords: Development; Government; Policy; Sustainability Abstrak Pembangunan selalu dilihat sebagai fenomena ekonomi. Banyaknya permasalahan sosial yang diakibatkan oleh proses pembangunan yang hanya berorientasi pada ekonomi, mulai dari kerusakan lingkungan yang semakin meningkat, ketimpangan sosial, hingga kerawanan sosial dalam budaya masyarakat setempat. Permasalahan tersebut memerlukan strategi pembangunan baru, dengan menerapkan prinsip-prinsip pembangunan yang berbasis manusia, dan berbasis ekologi. Penelitian ini bertujuan menganalisa penerapan SDGs pada tingkat lokal desa, untuk mengetahui tantangan serta solusi agar penerapannya menjadi maksimal. Penelitian ini merupakan studi lapangan menggunakan pendekatan kualitatif dengan mempelajari berbagai literatur tentang keterlibatan pemerintah lokal dalam melaksanakan kebijakan pembangunan berkelanjutan, permasalahan kerusakan lingkungan, dan pendekatan solusi yang tepat. Lokalisasi SDGs diwujudkan melalui Peraturan Menteri Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi Nomor 21 Tahun 2020 tentang Pedoman Umum Pembangunan Desa dan Pemberdayaan Masyarakat Desa, dengan mencantumkan 18 tujuan SDGs Desa sebagai arah kebijakan pembangunan dan pemberdayaan masyarakat desa. Mengintegrasikan pembangunan berkelanjutan ke dalam perencanaan pembangunan desa dapat meningkatkan keberhasilan dalam merancang kebijakan yang lebih menitikberatkan pada efektivitas perencanaan, pelaksanaan, evaluasi, pelaporan, dan pencapaian tujuan pembangunan desa. Dengan mengadopsi hal tersebut, desa akan mampu membangun kesadaran akan pentingnya menanggulangi kerusakan lingkungan yang ada. Kata kunci: Keberlanjutan; Pemerintah Lokal; Pembangunan

Abstract

Kekerasan seksual merupakan salah satu masalah sosial yang sangat memprihatinkan bagi Negara Indonesia, kekerasan seksual saat ini, sudah mulai dialami oleh anak-anak remaja. Tujuan penelitian ini, untuk menganalisis proses terbentuknya konstruksi social yang terjadi pada kasus kekerasan seksual anak di Kecamatan Cipongkor Bandung Barat. Pendekatan ini, menggunakan konsep konstruksi sosial yang terdiri dari proses eksternalisasi, objektivikasi dan internalisasi. Metode yang digunakan dalam penelitian yaitu metode kualitatif. Data penelitian didapatkan melalui tahapan observasi, wawancara dan dokumen penelitian. Hasil penelitian ini bahwa Pertama, pada tahap eksternalisasi keluarga korban mendefinisikan kekerasan seksual merupakan aib karena dengan anaknya menjadi korban kekerasan seksual artinya anaknya telah kehilangan kehormatannya. Kedua, Proses Objektivikasi dimana proses ini sudah pada tahap terlegitimasi secara pemikiran, cara pandang orang tua korban yang memandang bahwa kekerasan seksual sebagai aib sudah menjadi pemikiran secara kolektif sehingga menjadi suatu acuan keluarga korban dalam mengambil tindakan, termasuk melakukan tindakan melalui jalur hokum. Ketiga, Proses Internalisasi dalam proses ini dimana korban dan keluarga merasa harus beradaptasi dengan nilai-nilai yang ada dimasyarakat sekitar. Proses konstruksi social dalam terjadi kekerasan seksual karena adanya proses sosialiasi yang tidak sempurna di masyarakat atau keluar dari nilai-nilai dan norma-norma toleransi masyarakat.    Sexual abuse is one of the social problems that is very concerning for the Indonesian State, sexual violence at this time, has begun to be experienced by teenagers. The purpose of this study was to analyze the process of social construction that occurred in cases of child sexual violence in Cipongkor District, West Bandung Regency. This approach, using the concept of social construction consisting of externalization, objectification and internalization processes. The method used in this research is qualitative method. Research data obtained through stages of observation, interviews and research documents. The results of this study that first, at the stage of externalizing the victim's family defines sexual violence as a disgrace because with her child being a victim of sexual violence means her child has lost his honor. Second, the objectification process in which this process has been legitimized in the mindset, the perspective of the victim's parents who view sexual violence as a disgrace has become a collective thought so that it becomes a reference for the victim's family to take action, including taking action through legal channels. Third, the internalization process in this process where victims and families feel they have to adapt to the values that exist in the surrounding community. The process of social construction in the occurrence of sexual abuse due to an imperfect socialization process in society or out of the values and norms of community tolerance.

Abstract

The need for electricity supply in Indonesia is increasing amid the availability of main raw materials which can be considered "insufficient". Departing from this, the government plans to increase power generation capacity which is then outlined in the Electricity Supply Business Plan (RUPTL) since 2017. However, instead of using renewable energy, the power plant used is a power plant with coal as raw material. Even though the threat of climate change is increasingly real for the whole world. Indonesia's dependence on coal was increasingly felt when the Government issued PP No. 22 of 2021 concerning the Implementation of Environmental Protection and Management which is a derivative of Law no. 11 of 2020 concerning Job Creation. In this regulation, Fly Ash and Bottom Ash (FABA) dust, which is the result of burning coal, is removed from the Hazardous and Toxic Waste (B3). The purpose of this study is to provide alternative policies for policy makers by using descriptive qualitative methods in the review process. This study uses a qualitative method by utilizing secondary data with the results in the form of an explanation of alternative policies in overcoming the problem of coal policy which is summarized in PP no. 22 of 2021.

Abstract

Abstract The mining sector is one of the significant contributors to revenue structure of the country but despite evident material benefits, certain problems often occur. One example is found in Tin mining, where aside from creating pits, reclaimed post-mining areas still retain the potential for community cultivation due to residual tin deposits. To address these concerns, efforts have been made to engage various stakeholders through the collaborative management method in the post-mining area. Currently, this method is being implemented in Kampoeng Reklamasi Air Jangkang, Merawang District. Therefore, this study aimed to measure the achievements of collaborative post-mining area management implemented at Kampoeng Reklamasi Air Jangkang. The mixed methods were used with a concurrent design measured through three variables, namely Economic, Social, and Ecological. The results showed that collaborative post-mining area management fell into the "successful" category with a success coefficient of 83.64%. Although positive changes were observed, improvements were needed in several aspects to achieve greater impacts. The impacts were also currently localized to specific program indicators within the region showing the need for more in-depth studies at a broader level and scale to measure the changes generated on a larger scope. Keywords: Management; Collaborative; Post-mining Area Abstrak Sektor pertambangan menjadi salah satu sektor yang berkontribusi besar dalam struktur pendapatan negara. Namun, dibalik keuntungan materiil yang diterima, persoalan-persoalan yang ditimbulkan kerap terjadi. Salah satu contoh terjadi pada pertambangan Timah, selain menyisakan lubang-lubang bekas galian, kawasan pascatambang yang telah dilakukan upaya reklamasi oleh perusahaan masih berpotensi untuk digarap kembali oleh masyarakat karena masih dapat ditemukan sisa-sisa endapan timah. Salah satu upaya yang dilakukan pada kegiatan reklamasi yaitu dengan melibatkan berbagai stakeholders melalui pendekatan Collaborative Management. Saat ini, pengelolaan kawasan pascatambang yang telah dilakukan dengan menggunakan pendekatan Collaborative Management berada di Kampoeng Reklamasi Air Jangkang, Kecamatan Merawang. Penelitian ini bertujuan untuk mengukur capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilaksanakan di Kampoeng Reklamasi Air Jangkang. Metode yang digunakan dalam penelitian ini yaitu Metode Penelitian Campuran (Mixed Methods) dengan model concurrent design yang diukur melalui tiga variabel yaitu Ekonomi, Sosial dan Ekologis. Dari penelitian yang telah dilakukan diperoleh hasil capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilakukan di Kampoeng Reklamasi Air Jangkang masuk ke dalam kategori “berhasil” dengan koefisien keberhasilan sebesar 83,64%. Secara dampak yang dihasilkan telah memberikan perubahan ke arah positif namun masih perlu adanya perbaikan di beberapa sisi agar dapat membawa perubahan yang lebih baik lagi. Selain itu, pada beberapa indikator, dampak masih dirasakan dalam skala program yang berada dalam lingkup kawasan. Perlu dilakukan kajian yang lebih mendalam serta pada level dan skala penelitian yang lebih luas, agar dapat mengukur dampak yang dihasilkan dalam lingkup yang lebih besar.
