Abstract

The narrowing of the workplace is one of the reasons for the high unemployment rate in Indonesia. This unemployment is also experienced by Generation Z, who are in the territory of Indonesia in general and the province of Aceh in particular. Therefore, it takes skills and skills for Generation Z to get a job. In addition to being an alternative job, being a civilian apparatus of the state also helps the government to realize the golden generation in 2045 because who will be the PNS at that time many are from Generation Z. There are 3 main activities given during this training: provision of choosing the right formation and instance, provisioning provisions for passing grade CPNS approval, and provision filling answers at the time of the CAT test. These three main activities are the core activities that are mandatory, followed by Generation Z as an initial step for implementing the CPNS test in 2024. The results of this dedication demonstrate that the participants understand the material given. The hope of this activity is that the participants can pass the CPNS test in 2024.

Abstract

This activity was carried out to fulfill the political education and community service responsibility before the political year. It was found that similar activities had never been carried out in the specified partners; this was because the institutions authorized to carry out political education activities among novice voters prioritized favorite schools so that vocational schools were rarely visited. This activity aims to raise awareness of the importance of political participation for novice voters to make their contribution meaningful to the country's sustainability. The method used to achieve this target is through providing political education material involving presenters who are experts in their fields. Apart from that, websites and social media are also used. Based on the results of the activities, the provision of digital media platforms is very influential in accommodating the aspirations and ideas of the younger generation. Providing socio-political content can also contribute to increasing feelings of patriotism and defending the country. So, the desire to participate in elections also increases.

Abstract

This research evaluates the readiness of the North Aceh Government to face the relocation of the capital from Lhokseumawe to Lhoksukon, focusing on infrastructure, institutions, human resources, and community support. The approach used is the theory of good governance, emphasizing effective and efficient public service in the context of territorial expansion. This study adopts a descriptive analysis method, collecting primary data through interviews with government officials and secondary data through literature and official documents related to the capital relocation. The research results indicate that the North Aceh government has taken initial steps to prepare for the capital relocation. Basic infrastructure such as buildings, roads, water, and electricity is already present in Lhoksukon, although further development is needed to achieve full success. The government has allocated budgets and adopted accountable planning to achieve good governance in this relocation process. Inhibiting factors include budget limitations, the need to establish new government institutions with supporting facilities, and ongoing conflicts among the community that continue to affect the current situation. Abstrak Penelitian ini mengevaluasi kesiapan Pemerintah Aceh Utara dalam menghadapi pemindahan ibukota dari Kota Lhokseumawe ke Lhoksukon, dengan berfokus pada infrastruktur, kelembagaan, sumber daya manusia, dan dukungan masyarakat. Pendekatan yang digunakan adalah teori good governance, yang menekankan pelayanan publik yang efektif dan efisien dalam konteks pemekaran wilayah. Penelitian ini mengadopsi metode analisis deskriptif dengan pengumpulan data primer melalui wawancara pejabat pemerintah dan data sekunder melalui studi literatur dan dokumen resmi yang berkaitan dengan pemindahan ibukota. Hasil penelitian mengindikasikan bahwa Pemerintah Aceh Utara telah memulai langkah-langkah awal untuk mempersiapkan pemindahan ibukota. Infrastruktur dasar seperti bangunan gedung, jalan, air, dan listrik telah ada di Lhoksukon, meskipun masih memerlukan peningkatan dalam pembangunan untuk mencapai kesuksesan penuh. Pemerintah juga telah mengalokasikan anggaran dan mengadopsi perencanaan yang akuntabel untuk mencapai good governance dalam pemindahan ini. Faktor-faktor penghambat mencakup keterbatasan anggaran, kebutuhan untuk membentuk lembaga-lembaga pemerintahan baru dengan kelengkapan sarana penunjang, serta konflik yang berlanjut antara masyarakat yang masih mempengaruhi situasi saat ini.

Abstract

Salah satu indikator keberhasilan pemilu adalah tingkat partisipasi yang tinggi. Dalam pelaksanaan pemilu tentunya mutlak dibutuhkan partisipasi politik dari semua kalangan masyarakat termasuk penyandang disabilitas. Mengacu pada pemilu di Kota Banda Aceh sebelumnya, partisipasi pemilih disabilitas baik secara nasional maupun di Kota Banda Aceh masih terbilang rendah. Indikasi dari permasalahan ini disebabkan karena masih ada TPS yang belum aksesibel serta penyampaian informasi dan edukasi yang belum merata. Oleh karena itu dibutuhkan perhatian khusus dari KIP Kota Banda Aceh untuk meningkatkan partisipasi penyandang disabilitas pada pemilu mendatang. Tujuan penelitian ini adalah untuk mengetahui upaya KIP Kota Banda Aceh dalam meningkatkan partisipasi pemilih disabilitas, serta hambatan dalam meningkatkan partisipasi tersebut. Penelitian ini menggunakan teori Strategi Chandler. Metode yang digunakan dalam penelitian ini adalah kualitatif. Hasil penelitian menunjukkan bahwa upaya yang dilakukan KIP Kota Banda Aceh dalam meningkatkan partisipasi pemilih disabilitas yaitu (1). Mendata dan memastikan penyandang disabilitas terdaftar dalam DPT. (2). Memberikan pendidikan politik melalui sosialisasi dan edukasi. (3). Membentuk relawan demokrasi. (4). Membuat Rumah Pintar Pemilu. (5). Meningkatkan kerjasama organisasi dan yayasan peyandang disabilitas Kota Banda Aceh (6). Memastikan ketersediaan aksesibilitas sarana dan prasarana pendukung bagi pemilih disabilitas guna memberikan hak pilihnya. Upaya yang dilakukan sudah sejalan dengan tugas pokok dan fungsi yang diamanatkan Undang-undang dan PKPU. Namun dalam meningkatkan partisipasi disabilitas masih menghadapi hambatan dari sisi apatisme penyandang disabilitas yang tidak mau menggunakan hak pilih, adanya sifat acuh, kurangnya percaya diri baik dari aspek lingkungan maupun psikologis. Abstract

This community service program explores women’s empowerment in village budgeting from a gender perspective in Gampong Jambo Papeun, South Aceh. Women’s participation in budget planning remains limited due to cultural norms, lack of awareness, and restricted access to decision-making forums. Employing a participatory approach, the program incorporated surveys, interviews, interactive workshops, and deliberation simulations to enhance women’s budget literacy and advocacy skills. These activities encouraged women to identify and articulate needs often overlooked in village planning, such as health, skills training, and economic empowerment. Mentoring and simplified educational materials helped maintain their engagement. The findings suggest that gender-responsive budgeting (GRB) can enhance inclusivity while striking a balance between physical infrastructure and social development priorities. Although the initiative successfully raised awareness and participation, challenges such as low attendance and its focus on a single village limit its broader applicability. Nevertheless, this case offers a practical model for promoting women’s involvement in rural budgeting processes, contributing to more equitable and sustainable local development.

Abstract

In the 2024 elections in Medan City, there is a politicization of the bureaucracy in the selection of presidential and vice-presidential candidates. There are issues in the 2024 elections in Medan City, such as one Civil Servant (ASN) who is not neutral in exercising their voting rights, showing a tendency towards bias before the elections by using certain symbols representing one of the candidates. Additionally, there is a high level of political interest in Medan City during the 2024 elections. The purpose of this research is to identify the factors causing the Politicization of Bureaucracy and efforts to achieve bureaucratic neutrality that occurred in the 2024 elections in Medan City. This research uses the New Institutionalism Theory. The method used in the research is descriptive qualitative, with data collection methods including observation, documentation, and interviews. The research results show that the politicization of the bureaucracy in Medan City during the 2024 elections is influenced by local political dynamics, lack of strict sanctions, and lack of public oversight. The government's efforts to achieve bureaucratic neutrality have been carried out through policies, education, and supervision, but challenges in implementation and law enforcement still need to be improved. It is hoped that the government and society will work together to create a more neutral and professional bureaucracy, so that public services can be provided without harmful political influence.

Abstract

The democratic principles that underpin the implementation of elections in Indonesia create space for freedom of expression, including in political campaigns. The 2024 general election in Banda Aceh showcases campaign strategies through outdoor media, such as billboards and banners, which line almost every street with attractive designs and text. Many of these campaign banner designs feature modern visuals and language, seemingly aimed at specific voter segments. This study focuses on Gen Z voters, as there is a noticeable phenomenon that Gen Z is highly exposed to outdoor campaign media. The purpose of this study is to explore the extent to which visual elements in outdoor campaigns can capture the attention of Gen Z voters. This research is descriptive and analytical in nature. Data collection was carried out through interviews to gain insights into individuals' perspectives and experiences related to the presence of outdoor campaign media. Although Gen Z is the dominant user of technology and digital platforms, the presence of billboards as a physical outdoor medium remains effective in capturing their attention.

Abstract

This study explores the lives of Rohingya women residing in the Minaraya refugee camp, Padang Tiji Subdistrict, Pidie Regency, Aceh, through the lens of the Gender Agency Theory and Resilience Theory. It aims to understand how these women negotiate their roles within a patriarchal social structure and develop resilience amid economic, social, and cultural constraints. The findings reveal that Rohingya women live under a deeply entrenched patriarchal system in which men dominate decision-making processes, while women are confined to domestic responsibilities. However, their compliance should not be interpreted as mere submission; rather, it reflects a form of piety-based agency, a conscious act grounded in religious and moral values to maintain dignity and family harmony. Within the domestic sphere, women play an essential role in managing aid funds, distributing food, and regulating household expenditures. These actions demonstrate adaptive capacity and subtle role negotiation within the limits of gender norms. Spirituality serves as a significant source of strength; religious activities such as Qur'an recitations and collective prayers function as coping mechanisms for dealing with trauma and uncertainty. Furthermore, support from humanitarian organizations helps meet basic needs. However, the core of their resilience stems from family solidarity and deeply held religious values. Rohingya women in Aceh display strength through faith, social adaptation, and resource management, positioning themselves as active agents in sustaining dignity and survival amid adversity.

Abstract

This article, titled “The Victory of Tagore Abubakar in the Bener Meriah Election: A Political Marketing Analysis”, aims to examine the factors contributing to this electoral success through a qualitative research approach. The study relies on secondary sources, including relevant literature and political marketing theories, to analyse the campaign strategies employed. The findings indicate that Tagore Abubakar’s victory was significantly influenced by the effective utilisation of social capital, political endorsements from major parties such as Gerindra and the Aceh Party (PA), and a well-crafted political marketing strategy. These strategies included emphasising his previous achievements in public office, promoting his commitment to the welfare of marginalised groups such as orphans and the poor and reinforcing his identity as a key figure in the movement for the creation of the Aceh Leuser Antara (ALA) region. Collectively, these elements shaped a strong political image that resonated with voters and led to widespread electoral support in Bener Meriah.

Abstract

This study examines the double burden experienced by Batak Toba women in Buhit Village, Pangururan, Samosir, as a consequence of unequal gender-based division of labor within a patriarchal cultural system. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation, involving 7 key informants (Batak Toba women), 5 male informants, as well as traditional leaders, NGO activists, and academics. Data were analyzed using the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The findings reveal that women disproportionately assume both productive and reproductive roles, resulting in physical exhaustion and psychological stress. This condition is reinforced by the internalization of patriarchal values that legitimize women’s subordination within the customary structure of Dalihan Na Tolu. The study highlights that the persistence of the double burden is not merely an economic issue but is deeply rooted in cultural norms that normalize unequal gender relations. The implications of this research underscore the need to reinterpret Dalihan Na Tolu within a gender equality framework. Accordingly, this study recommends strengthening gender literacy, promoting a more equitable distribution of domestic labor, and implementing community-based interventions to foster more egalitarian gender relations.
