Abstract

Palembang city is known as a culinary destination with a variety of traditional cakes such as Kue Gandus, Ketan Kuning Serundeng, Kojo, Muso, and Srikaya, which are local cultural identities. Micro, Small, and Medium Enterprises (MSMEs) like Dapoer Endungqu play an important role in preserving this culinary tradition, but face challenges in digital marketing and branding. This service activity aims to empower MSMEs through Augmented Reality (AR) technology to enhance the promotion and branding of traditional Palembang cake products. The implementation method uses a participatory approach that includes initial observation and identification of partner needs, product sampling, AR-based digital media design, and partner training and mentoring. The results show an increase in partner capacity in product photography, the use of interactive AR catalogues, and social media management, which strengthens visual appeal, consumer interaction, and promotional reach. The discussion confirms that AR effectively increases customer trust and loyalty without diminishing cultural value. The conclusion confirms that AR integration can strengthen the competitiveness of MSMEs in the digital age. Follow-up includes further development of the AR application, periodic monitoring, and program expansion to other culinary MSMEs for innovation and sustainability.

Abstract

Transformed modern governance, particularly through the implementation of government chatbots as a public policy instrument. This study employs a literature review method with Winter’s Policy Implementation Model framework to analyze the opportunities and challenges of adopting government chatbots in Indonesia. The analysis reveals that successful implementation depends heavily on strong inter-organizational collaboration, readiness of lower-level bureaucracy, and digital literacy and access among target communities. Key challenges include limited digital infrastructure, technological access disparities, low human resource competencies, and regulatory and ethical issues concerning privacy and algorithm transparency. A comprehensive implementation strategy involves strengthening national data integration, enhancing human resource capacity, adaptive regulation, multi-stakeholder collaboration, and prioritizing digital security and sovereignty. AI implementation via government chatbots has the potential to revolutionize public governance towards inclusive, efficient, and responsive smart governance. The main challenges include limited digital infrastructure, unequal access to technology, low human resource competency, as well as regulatory and ethical issues related to privacy and algorithm transparency. A comprehensive implementation strategy includes strengthening national data integration, increasing human resource capacity, adaptive regulations, multi-party collaboration, as well as prioritizing digital security and sovereignty. The implementation of AI through government chatbots has the potential to revolutionize public governance towards smart governance that is inclusive, efficient and responsive to community needs. This research concludes that with the right strategy, the implementation of chatbot government can be optimized to support Electronic-Based Government Systems (SPBE) and accelerate the realization of more responsive and efficient public administration in Indonesia. Penelitian ini bertujuan untuk menganalisis dan mengidentifikasi tantangan-tantangan utama serta merumuskan strategi yang efektif dalam mengimplementasikan chatbot pemerintah (GovChatbot) dalam rangka transformasi administrasi digital di Indonesia. Fokus utamanya adalah pemanfaatan kecerdasan buatan (AI) untuk meningkatkan efisiensi dan kualitas pelayanan publik. Metode yang digunakan kemungkinan besar melibatkan pendekatan kualitatif, seperti studi literatur, analisis dokumen kebijakan (misalnya, Perpres No. 95 Tahun 2018 tentang SPBE), atau studi kasus di beberapa instansi pemerintah yang telah menerapkan layanan digital. Data dikumpulkan melalui kajian pustaka, wawancara, atau observasi, dan dianalisis untuk memahami dinamika implementasi di lapangan. Hasil analisis menunjukkan bahwa keberhasilan implementasi sangat bergantung pada sinergi hubungan antarorganisasi, kesiapan birokrasi level bawah, serta kesiapan dan literasi digital masyarakat sebagai kelompok sasaran. Tantangan utama meliputi keterbatasan infrastruktur digital, ketimpangan akses teknologi, rendahnya kompetensi SDM, serta isu regulasi dan etika terkait privasi dan transparansi algoritma. Strategi implementasi yang komprehensif meliputi penguatan integrasi data nasional, peningkatan kapasitas SDM, regulasi adaptif, kolaborasi multipihak, serta prioritas keamanan dan kedaulatan digital. Implementasi AI melalui chatbot government berpotensi merevolusi tata kelola publik menuju smart governance yang inklusif, efisien, dan responsif terhadap kebutuhan masyarakat. Penelitian ini menyimpulkan bahwa dengan strategi yang tepat, implementasi chatbot government dapat dioptimalkan untuk mendukung Sistem Pemerintahan Berbasis Elektronik (SPBE) dan mempercepat terwujudnya administrasi publik yang lebih responsif dan efisien di Indonesia.

Abstract

The implementation of ETLE is a police innovation in enforcing traffic laws that utilizes information technology (CCTV cameras) to record violations automatically. This is done to minimize direct interaction between officers and violators, reduce the practice of illegal levies (extortion), and increase transparency. This research discusses how to implement the ETLE system as part of E-Government from a good governance perspective such as accountability, transparency, effectiveness and efficiency in public services and law enforcement. This research aims to analyze the implementation of the Electronic Traffic Law Enforcement (ETLE) system and the challenges faced in realizing the principles of good governance in Indonesia, such as transparency, accountability, effectiveness and efficiency. The implementation of ETLE is part of bureaucratic reform and technology-based traffic law enforcement efforts to reduce direct interactions between officers and violators, which have historically been prone to the practice of illegal levies (extortion). This research uses a descriptive qualitative approach, by collecting data through literature study, observation, and interviews with relevant stakeholders (Polri, Transportation Service, and the community. The research results show that ETLE has great potential in increasing accountability and transparency of law enforcement through clear and systematic digital documentation. This is in line with the principles of good governance. However, in its implementation, there are a number of significant challenges. These challenges include: 1) Infrastructure requirements and large costs, 2) Digital inequality, 3) Identification of violators, 4) Coordination between agencies, 5) Compliance and community culture. This research concludes that although ETLE is a step forward towards good governance in public services, stronger government commitment is needed in improving infrastructure, regulations, outreach and coordination to overcome these challenges effectively. Penerapan ETLE merupakan inovasi kepolisian dalam penegakan hukum lalu lintas yang memanfaatkan teknologi informasi (kamera CCTV) untuk mencatat pelanggaran secara otomatis. Hal ini dilakukan untuk meminimalkan interaksi langsung petugas dengan pelanggar, mengurangi praktik pungutan liar (pungli), dan meningkatkan transparansi.Penelitian ini membahas bagaimana penerapan sistem ETLE sebagai bagian dari E-Government dalam perspektif Good governance seperti akuntabilitas, transparansi, efektivitas, dan efisiensi dalam pelayanan publik dan penegakan hukum. Penelitian ini bertujuan menganalisis implementasi ETLE mampu mewujudkan prinsip-prinsip tata kelola pemerintahan yang baik, seperti transparansi, akuntabilitas, efektivitas, efisiensi, dan keadilan. Penelitian ini menggunakan pendekatan studi kepustakaan (library research), mengkaji berdasarkan literatur review, regulasi, serta hasil penelitian terdahulu yang relevan. Analisis penelitian mengadopsi teori implementasi kebiijakan dari George C. Edwards III yang mengutamakan empat variabel kunci, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil temuan penelitian ini ialah secara konseptual, ETLE dirancang untuk mendukung prinsip-prinsip Good governance dengan menghadirkan proses penegakan hukum lalu lintas yang lebih cepat, transparan, dan akuntabel. Namun, dalam praktiknya masih terdapat sejumlah kendala, antara lain keterbatasan infrastruktur, rendahnya kesadaran dan penerimaan masyarakat, lemahnya koordinasi antarinstansi, serta minimnya mekanisme pertanggungjawaban atas kegagalan sistem. Kondisi ini menimbulkan kesenjangan antara idealitas kebijakan dengan realitas implementasi di lapangan. Oleh karena itu, diperlukan perbaikan menyeluruh terkait komunikasi, penyediaan sumber daya, penguatan disposisi aparat, dan optimalisasi struktur birokrasi agar sistem ETLE dapat benar-benar mendukung terwujudnya tata kelola pemerintahan yang baik di Indonesia.

Abstract

Effective public administrative governance requires a clear, structured, and accountable system of work organization, particularly in the management of state finances. One administrative activity that has direct implications for public financial accountability is official travel undertaken by civil servants. In practice, the verification process of official travel documents still frequently encounters administrative problems, such as incomplete documentation, repeated revisions, and suboptimal work coordination, which in turn lead to delays in administrative completion and budget disbursement. These conditions indicate that issues in the verification of official travel documents are not solely related to regulatory compliance, but are also closely linked to the organizing function within public organizations. This study aims to analyze the governance of official travel document verification from the perspective of the organizing function in public organizations. The research adopts a qualitative approach with a descriptive method. Data sources consist of primary and secondary data obtained through in-depth interviews, observation, and documentation. The study involved eight informants selected purposively based on their roles and involvement in the official travel document verification process. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results show that the governance of official travel document verification has generally been implemented quite well, particularly in terms of work division, work integration, as well as monitoring and reorganization. Nevertheless, obstacles remain in the aspects of task detailing and work coordination, which result in repeated verification processes. These findings highlight the importance of strengthening the organizing function to enhance the effectiveness and administrative orderliness of official travel management
