Abstract

Penelitian ini bertujuan untuk menganalisis pengelolaan arsip dinamis di Kantor Pertanahan Kabupaten Alor, Provinsi Nusa Tenggara Timur, dengan fokus pada dokumen pertanahan seperti peta pendaftaran, buku tanah, surat ukur, daftar nama, dan warkah. Pendekatan yang digunakan adalah kualitatif dengan metode studi kasus. Data diperoleh melalui observasi di Kantor Pertanahan Kabupaten Alor pada bulan Nopember 2024 sampai dengan Januari 2025. Sedangkan wawancara dilakukan kepada pengelola arsip di Kantor Pertanahan Kabupaten Alor yaitu Kepala Kantor Pertanahan, Kepala Subbagian Tata Usaha dan Pegawai yang ditugaskan untuk mengelola arsip. Hasil penelitian menunjukkan bahwa pengelolaan arsip di kantor tersebut masih menghadapi berbagai kendala, di antaranya tidak adanya sistem klasifikasi yang terstandardisasi, keterbatasan sumber daya manusia yang terlatih, ruang penyimpanan yang tidak memadai, serta minimnya pemeliharaan arsip secara berkala. Proses penciptaan, penggunaan, pemeliharaan, penyimpanan, dan penyusutan arsip belum dilakukan secara terpadu dan sistematis. Faktor penghambat dalam efektivitas pelayanan publik dan akuntabilitas administrasi pertanahan. Rekomendasi penelitian ini adalah perlunya penataan ulang manajemen arsip dinamis melalui pelatihan SDM, pengadaan infrastruktur arsip, dan penerapan sistem klasifikasi dan retensi yang sesuai standar.

Abstract

This study aims to evaluate the effectiveness of the digital automation system "Satu Kemenkeu" in enhancing human resource management (HRM) efficiency and productivity within the Ministry of Finance. Employing a descriptive qualitative approach, data were collected through in-depth interviews, observations, and document analysis involving 18 informants from various hierarchical levels. The findings indicate that the implementation of the system has reduced administrative service time by up to 43.7%, increased daily data entry volume from 24 to 47 entries per officer, and accelerated performance reporting by 53%. Moreover, the application provides real-time data access and incorporates performance evaluation features based on objective indicators, strengthening managerial decision-making processes. Nonetheless, challenges such as digital literacy gaps, reliance on central technical units, and limited regional infrastructure continue to hinder the system's optimal performance. The study recommends comprehensive user training strategies, reinforcement of local technical support, and the development of data-driven feedback mechanisms to ensure the sustainability of digital transformation in public sector HRM.

Abstract

Strengthening teacher capacity in 3T areas requires an approach that goes beyond conventional pedagogical training by integrating entrepreneurial competencies, differentiated learning, and leveraging local potential. This study presents a teacherpreneur training model for elementary/middle school/community learning center teachers on Harapan Island, Thousand Islands, which is operationalized through a convergent mixed-methods design. The design incorporates attendance measurement, multi-component evaluation scores, and qualitative findings from observations and structured interviews. Field data shows 22 participants from various schools, an attendance rate of 83%, and a distribution of quiz, case study, and practice scores indicating substantial competency achievement in the dimensions of creativity, utilization of local potential, partnership networks, and educational entrepreneurship practices. The integration of quantitative and qualitative findings confirms the relevance of the training to the island context, which faces limitations in infrastructure, technology access, and professional development opportunities. The discussion links the findings to current literature on teacherpreneurial competence, partnership management, differentiated instruction, and digital-based service-learning practices. This study offers theoretical implications for the construction of teacherpreneur competencies and practical implications for program replication in other 3T regions. The recommendations emphasize strengthening post-training mentoring, orchestrating local networks, and digital portfolio-based reporting for sustainable impact.

Abstract

This study examines the impact of service standards and work culture on customer satisfaction through employee performance in recognition of Information Security Consulting Institutions and Certification Institutions service at BSSN. The novelty of this research lies in the composition of variables and models used. Previous studies have analyzed the relationship between service standards, work culture, and customer satisfaction, indicating that both factors positively influence customer satisfaction and employee performance. However, no similar research has been conducted at BSSN, making this study valuable for policy improvements to enhance customer satisfaction through better service standards and provider performance. This research employs a quantitative method using primary data collected from questionnaires distributed to 70 respondents who use BSSN services. Data analysis uses variance-based SEM (PLS) with SMART PLS 3.0. The findings reveal that service standards, work culture, and employee performance positively influence customer satisfaction. All hypotheses are accepted, confirming that service standards and work culture, both individually and simultaneously, positively impact employee performance and customer satisfaction.

Abstract

Kurungkambing Village, located in Mandalawangi District, Banten, has significant local potential that remains underutilized due to the lack of structured data and limited village planning capacity. The gap between local resource mapping and strategic planning poses a major challenge in achieving sustainable development. To address this issue, the Community Service Program (PkM) of Universitas Terbuka was designed to strengthen the capacity of village officials through training and mentoring in village potential mapping based on village planning worksheets. This approach follows four key stages: input, process, output, and impact, aimed at establishing a more systematic, data-driven, and sustainable village development plan. The PkM activities include field surveys, socialization, technical training, mentoring, and monitoring and evaluation. The primary objective of this program is to develop a village potential database as a foundation for formulating more accurate policies and development strategies. Village officials can create more effective and strategic data-driven policies with this database. The program's sustainability requires synergy between academics, local government, and the village community to ensure data-driven development that enhances community welfare.Keywords: database, planning capacity, strategic planning, sustainable development, village potential. Abstrak: Desa Kurungkambing, Kecamatan Mandalawangi, Banten, memiliki potensi lokal yang belum optimal karena keterbatasan data terstruktur dan kapasitas perencanaan desa. Untuk mengatasi permasalahan ini, Program Pengabdian kepada Masyarakat (PkM) Universitas Terbuka dirancang untuk memperkuat kapasitas aparatur desa melalui pelatihan dan pendampingan dalam pemetaan potensi desa berbasis lembar perencanaan desa. Pendekatan ini mengacu pada empat alur utama: masukan, proses, hasil, dan dampak, yang bertujuan untuk mewujudkan perencanaan pembangunan desa yang lebih sistematis, berbasis data, dan berkelanjutan. Kegiatan PkM ini melibatkan serangkaian tahapan, termasuk survei lapangan, sosialisasi, pelatihan teknis, pendampingan, serta monitoring dan evaluasi. Tujuan utama program ini adalah mengembangkan database potensi desa sebagai dasar dalam penyusunan kebijakan dan strategi pembangunan yang lebih akurat. Dengan adanya database ini, aparatur desa dapat merumuskan kebijakan berbasis data yang lebih efektif dan strategis. Keberlanjutan program membutuhkan sinergi antara akademisi, pemerintah daerah, dan masyarakat desa guna memastikan pembangunan berbasis data yang berorientasi pada kesejahteraan masyarakat.Kata kunci: database, kapasitas perencanaan, perencanaan strategis, pembangunan  berkelanjutan, dan potensi desa.

Abstract

This article aims to determine the extent of readiness for e-government development through the Online Integrated Information Management Application (Miton) in the Development Administration Section of the North Central Timor Regional Secretariat, East Nusa Tenggara Province. The problem focuses on 3 (three) important elements of e-Government Development, namely Support Elements, Capacity Elements, and Value Elements based on). To approach this problem, a theoretical reference from Indrajit, and an opinion from Indrajit (Indrajit 2016) was used. Data was collected through questionnaires and analyzed quantitatively. This study concluded that the average level of readiness of 3 (three) elements of successful e-government development in the Miton application it is 75.5% with the details of each element being as follows: (1) Support Elements are ready at 78.59%, (2) Capacity Elements are ready at 70.75%, (3) Value Elements are ready at 70.75% 77.14 %
