Abstract

Access to clean water in urban areas is generally higher than in rural areas. However, clean water services are not always optimal or in accordance with established standards. Fair water distribution is essential to ensure that clean water is provided to the community in line with the principles of quality, quantity, continuity, accessibility, and affordability, both from formal and informal sources, and for different community groups, including marginalized and low-income households. This study aims to examine community perceptions regarding the fairness of clean water service distribution in Lebak Siliwangi Village, Bandung City. A qualitative descriptive approach was employed, using data obtained through observations, interviews, and literature review. The findings reveal that significant gaps remain in water service distribution. Water source from Local Water Supply Utility (PDAM) generally provides better service but does not reach all community groups equally.  Meanwhile, informal sources cover wider areas but face persistent challenges related to quality, quantity, and continuity. Community perceptions indicate that tariffs in some areas are still considered disproportionate to service quality, particularly for households with greater water needs. These results suggest that optimizing distribution networks, monitoring water quality, improving infrastructure, and encouraging community participation are key strategies to ensure inclusive and equitable clean water services.

Abstract

Pure Lawele Asbuton is a local natural asphalt with a high bitumen content and significant potential as a sustainable alternative binder for road pavement applications. This study aims to evaluate the mechanistic performance of Stone Matrix Asphalt (SMA) mixtures incorporating Lawele Asbuton through resilient modulus and fatigue resistance testing. SMA mixtures containing Lawele Asbuton were compared with mixtures using conventional Pen 60/70 asphalt and polymer-modified asphalt Starbit E-55. All tests were conducted at the Optimum Asphalt Content (OAC) determined using the Marshall method. The results indicate that SMA mixtures with modified binders exhibit superior mechanistic performance compared to Pen 60/70 asphalt. The PMA 2% mixture achieved resilient modulus values of 578 MPa at 35°C and 198 MPa at 45°C, along with a fatigue life of 242,660 cycles at a strain level of ±400 µε, which is significantly higher than that of the Pen 60/70 mixture. These findings demonstrate that pure Lawele Asbuton (PMA 2%) has strong potential as a local alternative binder capable of enhancing the structural performance and fatigue resistance of SMA mixtures.

Abstract

Land is categorized as suitable for use as embankment and subgrade based on the California Bearing Ratio (CBR) value. According to the Indonesian National Standard (SNI), the soil bearing capacity value requirement is categorized as good if the CBR value based on field testing is ≥3% and based on the laboratory the value is ≥6%. However, not all soil categories meet these requirements, for example soft clay soil. Soft soil layers have characteristics such as tending to be very compressible, low shear resistance, low permeability, and low bearing capacity. Efforts to increase the bearing capacity of the soil so that it can be used for construction are carried out by soil stabilization. This study aims to determine the increase in the bearing capacity value of soft clay soil with a mixture of beach sand with variations of 10.5%, 15%, and 20% and to determine the optimum content of beach sand that can increase the CBR value. The results of the study showed that the higher the percentage of beach sand, the higher the CBR value, the optimum content of beach sand is with the addition of 20% with a CBR value of 24.80% and is included in the category of very good material for base or subbase.
