Abstract

Komunikasi organisasi merupakan salah satu faktor penting dalam meningkatkan kualitas pelayanan kesehatan di rumah sakit karena berpengaruh terhadap koordinasi kerja, efektivitas pelayanan, dan kepuasan pasien. Pelayanan kesehatan yang optimal membutuhkan sistem komunikasi yang baik antara pimpinan, tenaga kesehatan, petugas administrasi, dan pasien agar proses pelayanan dapat berjalan secara efektif dan efisien. Penelitian ini bertujuan untuk menganalisis peran komunikasi organisasi dalam meningkatkan pelayanan pasien di Hermina Hospital Makassar. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi. Informan penelitian terdiri atas pimpinan rumah sakit, petugas administrasi, tenaga kesehatan, dan pasien. Data dianalisis menggunakan model analisis interaktif Miles dan Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikasi organisasi di rumah sakit berlangsung melalui komunikasi vertikal, komunikasi horizontal, dan komunikasi interpersonal. Komunikasi vertikal berperan dalam penyampaian arahan, instruksi, dan evaluasi pelayanan dari pimpinan kepada pegawai sehingga membantu meningkatkan koordinasi kerja. Komunikasi horizontal antarunit pelayanan membantu mempercepat proses pelayanan pasien dan meminimalkan kesalahan informasi. Selain itu, komunikasi interpersonal antara tenaga kesehatan dan pasien mampu menciptakan kenyamanan dan meningkatkan kepercayaan pasien terhadap pelayanan rumah sakit. Namun demikian, masih terdapat hambatan komunikasi berupa keterlambatan penyampaian informasi dan kurang optimalnya koordinasi pada jam pelayanan yang padat. Kesimpulan penelitian ini menunjukkan bahwa komunikasi organisasi memiliki peranan penting dalam meningkatkan kualitas pelayanan pasien di Hermina Hospital Makassar.

Abstract

Educational policy plays a fundamental role in shaping the direction and effectiveness of curriculum reform, particularly in rapidly transforming nations such as Indonesia. This literature review explores the evolution of educational policy in Indonesia and its implications for curriculum development, focusing on decentralization, stakeholder involvement, and the integration of digital technology. Drawing upon studies from 2020 to 2025, this review identifies key challenges such as inequality of access, fragmented policy implementation, and insufficient training for educators. It also highlights the influence of globalization, neoliberal ideologies, and socio-cultural diversity. The study emphasizes the need for inclusive, adaptive, and context-sensitive policies that account for regional disparities and the importance of vocational education and technological innovation in preparing future-ready learners. Recommendations include strengthening stakeholder engagement, adopting localized curriculum approaches, investing in teacher capacity-building, and ensuring policy coherence across governance levels. This comprehensive synthesis offers insights for policymakers, educators, and researchers working toward equitable and transformative educational reform.

Abstract

This study examines the implementation of the Internal Quality Assurance System (Sistem Penjaminan Mutu Internal; SPMI) as a public policy instrument in the management of vocational education across five vocational high schools in Makassar, Indonesia. The analysis focuses on how the PPEPP cycle (Penetapan, Perencanaan, Pelaksanaan, Evaluasi, Pengendalian, dan Peningkatan; Determination, Planning, Implementation, Evaluation, Control, and Improvement) is carried out in practice, how organizational capacity affects the consistency of quality assurance, and how school actors contribute to the development of a quality culture. A qualitative research design was employed, using in depth interviews, observation, and document analysis as the primary sources of data. The findings reveal notable variation in the degree of SPMI internalization. While all schools have formally adopted the system, its effectiveness is shaped by human resource readiness, infrastructure availability, and managerial stability. Teachers hold a central role in sustaining learning quality, whereas administrative staff support the documentation and reporting of PPEPP processes. The involvement of school committees and industry partners strengthens accountability and aligns vocational learning with workforce needs. Despite these strengths, several challenges persist, including limited practical facilities and heavy administrative workloads that hinder the continuity of quality assurance activities The study concludes that SPMI functions not only as a technical mechanism but also as an integral component of public policy that requires institutional support, continuous professional development, and a sustained culture of quality at the school level. These findings suggest that improving the quality of vocational education calls for an integrated, collaborative, and data informed approach to managerial decision making.
