Abstract

Indonesia merupakan negara maritim dengan potensi hayati kita sangat melimpah untuk hidup sejahtera, tetapi di wilayah pesisir justru identik dengan kemiskinan. Di sisi lain, Indonesia akan mendapatkan bonus demografi pada tahun 2045. Penelitian ini menganalisis upaya meningkatkan SDM menjadi future leader pada bidang maritim dalam persiapan menghadapi era Indonesia emas 2045. Penelitian ini menggunakan kajian literatur dan metode analisis deskriptif. Hasil penelitian menunjukkan bagaimana meningkatkan kualitas SDM dan menyiapkan future leader di bidang maritim melalui pendekatan pendidikan, beasiswa, pelatihan, serta peran agent of change di bidang maritim. Peran agent of change di bidang maritim dapat berupa tokoh politik bervisi maritim, juru runding pemanfaatan jalur laut, nelayan mitra pemerintah, dan pemuda cinta maritim.

Abstract

AbstrakKeamanan atas kepentingan nasional menjadi ‘nyawa’ dari suatu negara, menjadi hal yang dilindungi dan dipertahankan bagi setiap pihak. Ancaman, gangguan dan hambatan akan terasa apabila hal-hal tersebut diproyeksikan dapat mengganggu kepentingan nasional, yang kemudian negara dapat mempersepsikan bentuk-bentuk ancaman yang mengganggu keamanan nasional. Berangkat dari meningkatkan keamanan nasional, sebagai konsekuensinya setiap negara menggunakan deterrence dan balance of power untuk melindungi kepentingan nasional mereka. Dari beberapa ancaman yang dihadapi di Indonesia, ancaman serangan siber dianggap memiliki prioritas ancaman yang tinggi. Dalam analisi ini kami mencoba menggunakan pendekatan melalui teori lykke dengan membagi elemen-elemen dalam suatu formulasi strategi yaitu end, mean, dan ways, yang kemudian dirubah kedalam bentuk 4T mitigasi resiko untuk mengetahui prioritasnya. Kemudian akhirnya ditentukan strategi untuk meningkatkan keamanan nasional atas ancaman serangan siber.Kata Kunci : Ancaman Siber, Keamanan Nasional, Kepentingan Nasional, Cyber War AbstractSecurity over the national interest becomes the 'life' of a country, it is something that is protected and maintained for each party. Threats, disturbances and obstacles will be felt if these things are projected to interfere with national interests, which then the state can perceive the forms of threats that interfere with national security. Departing from increasing national security, as a consequence each country uses deterrence and balance of power to protect their national interests. Of the several threats faced in Indonesia, the threat of cyber attacks or Cyber War is considered to have a high threat priority. In this analysis, we try to use an approach through Lykke's theory by dividing the elements in a strategy formulation, namely end, mean, and ways, which are then converted into the 4T form of risk mitigation to determine the priorities. Then finally a strategy was determined to improve national security against the threat of cyber attacks.Keywords: Cyber Threat, National Security, National Interest, Cyber War.

Abstract

The management of the Citarum Watershed (Watershed) carried out through collaboration between the TNI (Indonesian Armed Forced) through the Regional Military Command (Kodam) III/Siliwangi and the Regional Government has so far not shown significant results. For this reason, this study aims to analyze the collaboration in handling the Citarum Watershed through the Bhakti TNI and law enforcement, using a qualitative method. Where from the research conducted it was found that the implementation of the Collaboration Bhakti TNI Kodam III/Siliwangi in the handling of the Citarum Watershed and law enforcement is still faced with sectoral egoism with supporting factors in the form of regulations so that multi-sector synergy with related stakeholders is integrated. Efforts carried out in collaboration in handling the Citarum watershed and law enforcement require the participation of environmentally conscious communities on the Citarum Riverbanks and Standard Operating Procedures (SOP)/Status Procedures (Protap), Memorandum of Understanding (MoU), as well as Working Relations Mechanisms in cooperation in the arrangement of the Citarum Watershed . Collaboration in handling the Citarum watershed through Bhakti TNI and law enforcement in supporting military campaign strategies requires synergy, speed and accuracy in moving people, infrastructure and equipment, as well as unity of command. To realize this, it was suggested to the President to issue a Presidential Regulation regarding the involvement of the Regional Military Commander III/Siliwangi as the person in charge of the ecosystem and environment, the need for education to increase the participation of environmentally conscious communities on the Citarum River Basin, as well as the formulation of SOP or Protap including MoU between components in pentahelix , Mechanism of Working Relations in accelerating the arrangement of the Citarum Watershed.

Abstract

Indonesian maritime diplomacy is the implementation of foreign policy that is not only related to various maritime aspects at the bilateral, regional and global levels but also uses maritime assets, both civil and military to fulfill Indonesia's national interests in accordance with the provisions of national law and international law. The use of military assets in Indonesian maritime diplomacy is carried out by the Indonesian Navy as one of the main components of national defense which besides having duties in the field of defense and security at sea, also carries out naval diplomacy duties in order to support foreign policy policies set by the government. The objectives of this study are (1) to analyze the cooperative maritime diplomacy of the TNI in order to maintain regional security stability in order to maintain state sovereignty; (2) Analyzing the TNI's persuasive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty; (3) Analyze the TNI's coercive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty. This study used descriptive qualitative method. The results of this study are (1) The facilities and infrastructure that are owned are still limited, Pusinfomar TNI as the TNI's Balakpus Puspa which is still young is facing a long challenge to become a maritime security data center at the national and international level in supporting the TNI's cooperative maritime diplomacy tasks. Awareness of the importance of maritime information data has not grown nationally so that maritime data has not been properly managed between agencies and Ministries/Agencies and there has not been an exchange of information with regional countries in supporting the TNI's maritime diplomacy tasks through information exchange cooperation with domestic maritime data centers and regional countries Indo-Pacific; (2) The implementation of TNI's persuasive maritime diplomacy in the form of sea security training courses has not been carried out with all regional countries, especially with Vietnam and China, it is necessary to carry out training sessions with the two countries as a form of cooperative maritime diplomacy by using sea power assets in peacetime and building CBM in accordance with their respective national interests as well as to show Indonesia's role as the largest country and founder of ASEAN; (3) The bilateral and multilateral Patkor has not yet been fully implemented as a form of coercive maritime diplomacy between the TNI and neighboring countries in the face of the vastness of Indonesia's sea boundaries and the strategic bangling situation in the Indo-Pacific region, especially in the SCS region where ZEEI LNU borders with ZEE Vietnam and Malaysia

Abstract

Abstract Defending the Country is a concept that has long been known in Indonesia as an effort to build a strong national character and integrity. However, in its development, there are challenges for the younger generation to understand the true meaning of Defending the Country. This research was conducted with the aim of examining the importance of realizing State Defense for the younger generation through related literature studies. The research method used is a literature study by collecting data from journals, books and articles related to the concept of State Defense and the importance of the realization of State Defense for the younger generation. The results of the study show that the realization of State Defense has an important role in shaping quality national character, especially in the younger generation. Through the realization of Defending the Country, the younger generation can develop an attitude of patriotism, discipline, responsibility, courage and love for the nation and country. Families, schools and the government have an important role in providing education and opportunities for the younger generation to understand and apply the concept of Defending the Country in everyday life. Therefore, there is a need for more serious efforts from all parties in providing understanding and training regarding the importance of realizing the State Defense for the younger generation, in order to form a strong national character and integrity in the future. Abstract

Abstrak Penanggulangan penyalahgunaan narkoba merupakan bagian dari implementasi P4GN oleh Pemerintah Daerah Kabupaten Bone. Program ini menjadi bagian dari upaya meningkatkan kesadaran masyarakat akan ancaman dan bahaya narkoba serta mempertahankan keamanan nasional yang secara langsung berdampak pada peningkatan kesejahteraan masyarakat. Program ini termanifestasi melalui berbagai sub program dan pemberdayaan dengan pendekatan direktif. Realisasi desa bersinar, pelaksanaan pemberdayaan alternatif dan peningkatan lifeskill, dan pemanfaatan media oleh pemerintah daerah dengan asistensi BNNK Bone secara langsung memberikan dampak pada penurunan angka penggunaan narkoba. Penelitian ini menggunakan pendekatan kualitatif, berjenis deskriptif, dengan lokasi penelitian di Kabupaten Bone. Penentuan Informan dengan teknik purposive. Pengumpulan data menggunakan wawancara dan studi pustaka yang kemudian dianalisis hingga ditarik kesimpulan dan sudah diverifikasi. Uji keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa kebijakan nasional berupa regulasi P4GN yang diimplementasikan melalui peran Pemkab Bone secara kolaboratif dilaksanakan dengan beberapa aktivitas nyata yang terarah dan tersistemasisasi. Berbagai kegiatan serta kampanye anti narkoba dengan pemanfaatan media adalah instrumen BNNP dalam mengubah mindset masyarakat untuk menjauhi narkoba. Program yang dilakukan berjalan dengan intervensi berbagai pihak seperti Pemkab Bone, BNNK Bone, Polres Bone, Dinas Pendidikan, Dinas Pemberdayaan Masyarakat Desa hingga masyarakat sebagai kader IBM. Selain mengubah mindset masyarakat, implementasi kebijakan P4GN dapat meningkatkan produktivitas yang mengarah pada kesejahteraan dan keadaan negara yang kondusif sehingga membantu pemerintah dalam mempertahankan keamanan nasional. Kata Kunci: Implementasi Kebijakan, P4GN, Pemkab Bone, Keamanan Nasional Abstract Tackling drug abuse is part of the implementation of P4GN by the Bone District Government. This program is part of efforts to increase public awareness of the threats and dangers of drugs and maintain national security which directly impacts the improvement of people's welfare. This program is manifested through various sub-programs and empowerment with a directive approach. The realization of shining villages, the implementation of alternative empowerment and improvement of lifeskills, and the use of media by local governments with the assistance of BNNK Bone directly have an impact on reducing the number of drug use. This research uses a qualitative approach, of descriptive type, with the location of the study in Bone Regency. Determination of Informants by purposive techniques. Data collection uses interviews and literature studies which are then analyzed until conclusions are drawn and have been verified. Test the validity of the data using source triangulation. The results showed that national policies in the form of P4GN regulations implemented through the role of the Bone Regency Government were collaboratively implemented with several real activities that were directed and systemized. Various anti-drug activities and campaigns with the use of media are BNNP instruments in changing people's mindset to stay away from drugs. The program runs with the intervention of various parties such as the Bone Regency Government, BNNK Bone, Bone Police, Education Office, and Village Community Empowerment Office to the community as IBM cadres. In addition to changing the mindset of the people, the implementation of the P4GN policy can increase productivity which leads to welfare and a conducive state of the country to assist the government in maintaining national security. Abstract

Smuggling is an important problem in many Indonesian maritime areas, including in Batam City. Illegal goods smuggling is one of the problems that until now has a high intensity in several Batam ports. The prevention and handling measures taken by the government have been very strict and almost every day Beacukai Batam takes action, but smuggling violations still occur every year. This may be influenced by the behavior of the people living in the area around the port, not only as smugglers but also as users and consumers so the demand for illegal goods continues to increase. This study aims to find out whether the joint patrols that have just been implemented in 2022 can minimize illegal goods smuggling activities in Batam City. The method used is a qualitative approach with interviews and literature studies. At the fisrt, it was feared that the joint patrols carried out by several agencies related to maritime security would cause overlapping interests or the possibility of sectoral egos, but in reality the patrols ran smoothly and according to the expected plan. Joint patrols are considered by several agencies related to maritime security to have an influence in reducing the number of smuggling of illegal goods and the number of violations in the standard of transporting goods by ship.

Abstract

Abstrak Sebagai salah satu instansi yang memiliki kewenangan di perairan, Kepolisisan Perairan bertanggung jawab atas terciptanya situasi kamtibmas yang kondusif diwilayah perairan guna dapat mendukung terlaksana dan berjalannya program prioritas pemerintah terkait sektor kemaritiman. Kepolisian Perairan melaksanakan aksi pencegahan Armed Robbery di Perairan di sejumah titik rawan pada area berlabuh jangkar dan sandar di perairan teritorial Indonesia sejak tahun 2014-2019. Hal tersebut dilaksanakan karena menjadi salah satu penjabaran arahan dan kebijakan Kabaharkam Polri pada tahun 2014 serta didasari oleh data kasus pencurian di kapal yang terjadi di perairan Indonesia yang sangat tinggi berdasarkan laporan International Maritime Beureu (IMB). Kata Kunci: Kepolisian Perairan, Pencegahan, Armed Robbery. Abstract As one of the agencies that have authority in the waters, the Marine Police is responsible for creating a conducive Kamtibmas situation in the territorial waters in order to support the implementation and running of the government's priority programs related to the maritime sector. The Maritime Police carried out Armed Robbery prevention actions in the waters at a number of vulnerable points in anchoring and mooring areas in Indonesian territorial waters from 2014-2019. Abstract

The sea highway program is part of the fourth pillar, namely the pillars of the maritime economy, infrastructure and increasing welfare, one of the seven pillars of Indonesia's Maritime Policy (KKI). The aim of the Sea Highway Program is to grow the maritime economy by turning the sea into a production and marketi ng center between the Indonesian territory and the islands and surrounding areas. This study aims to analyze the decision of maritime highway routes in Eastern Indonesia Region (KTI) in order to provide the best route with a minimum distance. Four shipping highway routes from Surabaya to Eastern Indonesia Region, namely route T-13 (Tanjung Perak-Rote (Ndao)-Sabu (Biu)-Tanjung Perak), T-14 (Tanjung Perak-Lembata (Lewoleba)-Tabilota/Larantuka- Tanjung Perak), T-15 (Cape Perak-Makassar (Soekarno Hatta)-Jailolo-Morotai (Daruba)-Tanjung Perak), and T-18 (Tanjung Perak-Badas-Bima-Merauke (Kelapa Lima)-Tanjung Perak) combined into 1 (one) route from Tanjung Perak to Merauke, resulting in 1 (one) optimal route with the minimum distance obtained from the smallest value at each stage . This study uses quantitative methods and Multistage Graph problem-solving techniques with Dynamic Programming backward or bottom-up methods, and primary data collection through interviews and secondary data such as: documents/journals/books. The selected optimal route is (Tanjung Perak-Makassar-Tabilota/Larantuka-Sabu (Biu)-Merauke (Kelapa Lima)) with a distance from Tanjung Perak to Makassar is 437 Nm. Makassar to Tabilota/Larantuka is 340 Nm. Tabilota/Larantuka to Sabu (Biu) is 163.8 Nm. Sabu (Biu) to Merauke (Kelapa Lima) is 1261.24 Nm. So that the total shipping distance from Tanjung Perak to Merauke is 2202.04 Nm.

Abstract

Pembukaan konstitusi UUD NRI tahun 1945, mencakup berbagai cita-cita nasional seperti melindungi seluruh rakyat Indonesia dan seluruh wilayah Indonesia, serta untuk meningkatkan kesejahteraan umum. Namun, tujuan tersebut belum seutuhnya tercapai karena daerah kepulauan masih menghadapi ketidakadilan dan perlakuan yang tidak setara dibandingkan dengan daerah lainnya. Dalam menganalisis isu ini, penulis menggunakan pendekatan kualitatif dengan mempelajari literatur yang ada. Dalam pembahasannya, Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah belum memberikan kepastian yuridis yang jelas mengenai tata kelola wilayah laut dan pemerintahan di wilayah kepulauan. Diperlukan perlakuan khusus yang memperkuat kapasitas masyarakat serta pemerintah daerah kepulauan dalam mengelola sumber dayanya. Langkah ini dapat diambil melalui pengesahan Rancangan Undang-Undang (RUU) tentang Daerah Kepulauan, yang sekarang telah terdaftar dalam Prolegnas Prioritas 2020-2024 dan sudah berada pada tahap pembahasan pembicaraan tingkat II di DPR, menjadi Undang-Undang. Sebagai kesimpulan, Pengesahan RUU tentang Daerah Kepulauan menjadi Undang-Undang bertujuan untuk memperjelas kewenangan dalam menguasai dan mengelola potensi di wilayah daratan dan perairan di daerah kepulauan. Dalam menyusun RUU tentang Daerah Kepulauan, negara telah berupaya mengarahkan kebijakannya agar sejalan dengan nilai-nilai Pancasila.
