Abstract

This paper discusses how pillars in Indonesia’s vision of Global Maritime Fulcrum (GMF) are interrelated, particularly maritime culture and maritime diplomacy. These two pillars need to be implemented as an entity concept. Previous literatures have mainly discussed how each of the pillars contribute to the realization of GMF vision. Based on the perspectives of International Relations theory, this paper explains how maritime culture can influence the formulation of strategy and implementation of Indonesia’s maritime diplomacy. The authors argue that the pillars of maritime culture and maritime diplomacy are reflection of the national interests supporting the GMF vision. Additionally, the embedded maritime culture in Indonesian society can have positive implications for the inputs, processes, outputs, and outcomes of maritime diplomacy. If maritime culture can be managed, it would serve as an instrument of soft power, it would construct the national identity and it would drive the creation of regional security governance, maritime norms and regime that could serve as facilitating factors for the achievement of national interests through Indonesia’s maritime diplomacy. The pillar of maritime culture is the root of maritime diplomacy for achieving national interests.

Abstract

The ASEAN maritime region is a strategic area that faces various geopolitical threats, such as piracy, smuggling and territorial disputes. Overcoming this threat requires effective regional collaboration among ASEAN member countries. This research aims to analyze regional collaboration strategies that can be implemented to improve maritime security in ASEAN. The research methods used include qualitative analysis of existing cooperation initiatives, evaluation of the effectiveness of collaboration mechanisms, as well as interviews with experts and stakeholders in the field of maritime security. The research results show that strengthening dialogue mechanisms, increasing the capacity of member countries, developing maritime infrastructure, and collaborating with external partners are key elements in the regional collaboration strategy.

Abstract

Dalam era teknologi modern, industri maritim mengalami transformasi signifikan dengan pengenalan sistem navigasi yang semakin canggih. Namun, keselamatan pelaut tetap menjadi perhatian utama karena berbagai tantangan yang muncul. Tantangan tersebut meliputi kerentanan terhadap serangan siber, kompleksitas teknologi baru, serta kurangnya keterampilan pelaut dalam mengoperasikan peralatan canggih. Penelitian ini bertujuan untuk mengidentifikasi tantangan utama tersebut dan menawarkan solusi yang dapat diterapkan untuk meningkatkan keselamatan pelaut. Penelitian ini menggunakan pendekatan kualitatif, metode kualitatif merupakan pendekatan obervasi yang diambil dari kajian literatur dan diolah secara deskriptif untuk menghasilkan analisis terkait dengan fakta yang ada. Pendekatan ini lebih bersifat memberikan gambaran yang lebih jelas tentang suatu masalah sesuai dengan fakta di lapangan dengan memberikan penjelasan yang lebih rinci.  Hasil penelitian menunjukkan bahwa tantangan utama mencakup risiko serangan siber terhadap sistem navigasi, kurangnya pelatihan yang memadai bagi pelaut, dan kesenjangan antara teknologi yang tersedia dengan keterampilan pengguna. Solusi yang diusulkan mencakup peningkatan program pelatihan dan sertifikasi bagi pelaut, pengembangan sistem keamanan siber yang lebih kuat, serta implementasi teknologi yang lebih user-friendly. Penelitian ini menyimpulkan bahwa meskipun teknologi menawarkan banyak keuntungan, upaya berkelanjutan diperlukan untuk memastikan pelaut dapat menavigasi dengan aman dan efektif di era teknologi ini.
