Abstract

Abstract: Analysis of the Character Education Strengthening Program at the Binjai City Education Office (Implementation in Character Education Pilot Elementary Schools). This study aims to find out how the strengthening of character education carried out by the Binjai City Education Office at the State Elementary School pioneering character education, and to find out whether the implementation of strengthening character education in the State Elementary School is an Effective Pilot. This research is a mixed qualitative and quantitative research with embedded methods. This research was conducted at the Binjai Education Office Jl. Mount Merapi No.1, Binjai Estate, South Binjai, Binjai City, North Sumatra. The data sources for this study were 2 (two) UPTDs, 1 (one) school supervisor, 3 (three) principals, and 30 (thirty) teachers. Interviews, questionnaires, observations, and documentation were used as data collection instruments. The findings of this study are the implementation of character education programs at the basic education unit level in the city of Binjai has been carried out in coordination, coordination is carried out through (1) meetings and (2) meetings. The Education Office's support in implementing character education includes; (1) make a written circular to the UPTD regarding the character education policy; (2) provide socialization to schools, both with the budget of the Binjai city government itself and as implementers of the central government program; (3) attending the school curriculum public test to see to what extent character education has been included in the school curriculum; and (4) assistance to schools, although not specifically for character education but improving the quality of schools in general, (5) providing training even though it is still considered not optimal. Support for facilities and infrastructure provided by the Department of Education for the implementation of character education in schools, among others, is to provide support for learning facilities and curriculum guidelines. Meanwhile, support for facilities and infrastructure available at schools such as worship facilities, places for finding lost items, honesty canteens, school rules, attendance records, display of pearls of wisdom, communication and information media, libraries, and cleaning facilities. The Education Office has provided assistance to the implementation of character education programs, such as technical assistance in the implementation and implementation of an integrated character education curriculum. The evaluation and assessment of the implementation of character education is carried out in an integrated manner, namely the education office through school supervisors, school principals, teachers and parents of students. The results of the implementation of the policy performance evaluation are reported to both the education office through the school supervisor and the students' parents. The implementation of the character education strengthening program has been effective. The research findings show that 92.5% of respondents strongly agree. This means that the implementation of the character education strengthening program by the Education Office is considered effective, 5.5% of respondents said it was effective, while 1% of respondents said it was not yet effective. Keywords: Strengthening Character Education Abstrak: Analisis Program Penguatan Pendidikan Karakter Pada Dinas Pendidikan Kota Binjai (Implementasi Di Sekolah Dasar Negeri Rintisan Pendidikan Karakter)Penelitian ini bertujuan untuk mengetahui bagaimana penguatan pendidikan karakter yang dilakukan Dinas Pendidikan Kota Binjai pada Sekolah Dasar Negeri rintisan pendidikan karakter, dan untuk mengetahui apakah implementasi penguatan pendidikan karakter di Sekolah Dasar Negeri Rintisan Efektif. Penelitian ini merupakan penelitian kualitatif dan kuantitatif bersifat campuran dengan metode embedded. Penelitian ini dilakukan di Dinas Pendidikan Binjai  Jl. Gunung Merapi No.1, Binjai Estate, Binjai Selatan, Kota Binjai, Sumatera Utara. Sumber data penelitian ini adalah 2 (dua) orang UPTD, 1 (satu) orang pengawas sekolah, 3 (tiga) orang kepala sekolah, dan 30 (tiga puluh) guru. Wawancara, angket, observasi, dan dokumentsi digunakan sebagai instrument pengumpulan data. Temuan penelitian ini adalah implementasi program pendidikan karakter di tingkat satuan pendidikan dasar di kota Binjai telah dilaksanakan kordinasi, kordinasi yang dilakukan melalui (1) pertemuan dan (2) rapat-rapat. Dukungan Dinas Pendidikan dalam pelaksanaan implementasi pendidikan karakter meliputi; (1) membuat edaran tertulis kepada UPTD mengenai kebijakan pendidikan karakter; (2) memberikan sosialisasi pada sekolah-sekolah, baik dengan anggaran pemerintah kota Binjai sendiri maupun sebagai pelaksana program pemerintah pusat; (3) hadir dalam uji publik kurikulum sekolah untuk melihat sampai sejauh mana itu pendidikan karakter sudah termuat dalam kurikulum sekolah; dan (4) pendampingan ke sekolah, meskipun tidak secara khusus untuk pendidikan karakter tetapi peningkatan mutu sekolah secara umum, (5) memberikan pelatihan meskipun masih dinilai belum maksimal. Dukungan sarana dan prasarana yang diberikan Dinas Pendidikan bagi pelaksanaan pendidikan karakter di sekolah antara lain yakni memberikan dukungan sarana belajar dan pedoman kurikulum. Sedangkan dukungan sarana dan prasarana yang tersedia disekolah seperti fasilitas ibadah, tempat temuan barang hilang, kantin kejujuran, tata tertib sekolah, catatan kehadiran, pajangan kata mutiara, media komunikasi dan informasi, perpustakaan, dan sarana kebersihan. Dinas Pendidikan telah memberikan pendampingan terhadap penyelenggaraan program pendidikan karakter, seperti pendampingan teknis pelaksanaan dan implementasi kurikulum yang terintegrasi pendidikan karakter. Pelaksanaan evaluasi dan penilaian terhadap implementasi pendidikan karakter dilakukan secara terpadu, yakni dinas pendidikan melalui pengawas sekolah, Kepala sekolah, guru dan orang tua siswa. Hasil pelaksanaan evaluasi kinerja kebijakan dilaporan baik kepada dinas pendidikan melalui pengawas sekolah maupun para orang tua siswa. Pelaksanaakn program penguatan pendidikan karakter telah efektif. Temuan penelitian menunjukkan 92,5% responden menyatakan sangat setuju. Ini berarti pelaksanaan program penguatan pendidikan karakter oleh Dinas Pendidikan di nilai sudah efektif, 5,5% responden menyatakan efektif, sedangkan sebanyak 1% responden menyatakan belum efektif. Kata kunci : Penguatan Pendidikan Karakter

Abstract

Abstract: Principal Performance iIn Implementation    School-Based Management Program (Case Study at Binjai 14 State SMP). This research focuses on the problems of the principals in implementing school-based management programs from planning, organizing, implementing, to supervising at SMP Negeri 14 Binjai. The purpose of this research is describing the implementation of school-based management at SMP Negeri 14 Binjai, describing the performance of the principal in implementing school-based management at SMP Negeri 14 Binjai, and the obstacles and solutions of principals in implementing school-based management at SMP Negeri 14 Binjai. The approach of this research is qualitative by using case study research methods. This research was conducted at SMP Negeri 14 Binjai and the principal as the source of data research. The technique of collecting data are interviews, observation, and documentation. The results of this research indicate that implementing school-based management at SMP Negeri 14 Binjai is done based on the programs involving all components that have an interest, school principals, educators, students, staff administration, and all the community. Implementing school-based management at SMP Negeri 14 Binjai is effective by involving the three components of education. Keywords: Principal Performance, School-Based Management  Abstrak: Kinerja Kepala Sekolah Dalam Implementasi Program Manajamen Berbasis Sekolah (Studi Kasus Di Smp Negeri 14 Binjai). Penelitian ini difokuskan pada permasalahan kepala sekolah dalam mengimplementasikan program manajemen berbasis sekolah mulai dari perencanaan, pengorganisasian, pelaksanaan, sampai pada pengawasan di SMP Negeri 14 Binjai. Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan implementasi manajemen berbasis sekolah di SMP Negeri 14 Binjai, mendeskripsikan kinerja kepala sekolah dalam mengimplementasikan manajemen berbasis sekolah di SMP Negeri 14 Binjai, dan mendeskripsikan kendala dan solusi kepala sekolah dalam mengimplementasikan manajemen berbasis sekolah di SMP Negeri 14 Binjai. Pendekatan penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan metode penelitian studi kasus. Penelitian dilakukan di SMP Negeri 14 Binjai dengan kepala sekolah sebagai sumber data penelitian. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa proses penerapan manajemen berbasis sekolah di SMP Negeri 14 Binjai terlaksana berdasarkan program-program yang ditetapkan dengan melibatkan semua komponen yang mempunyai kepentingan, yaitu kepala sekolah, pendidik, peserta didik staf pegawai tata usaha, dan masyarakat. Penerapan manajemen berbasis sekolah di SMP Negeri 14 Binjai berjalan efektif dengan melibatkan komponen tri pusat pendidikan. Kata Kunci: Kinerja Kepala Sekolah, Manajemen Berbasis Sekolah

Abstract

This study aims to determine the effect of: (1) the principal's visionary leadership on the innovative performance of teachers; (2) the school work environment on the innovative performance of teachers; (3) the teacher's affective commitment to the innovative performance of the teacher and (4) the principal's visionary leadership, school work environment and teachers' affective commitment together to the innovative performance of teachers. The research population was MIS teachers in Rantau Utara District with a total sample of 53 peoples. The research method is a correlational quantitative research method with three independent variables and one dependent variable. Based on hypothesis testing, it can be concluded that there is a significant effect between: (1) the principal's visionary leadership on the innovative performance of teachers by 0.527; (2) the school work environment on the innovative performance of teachers is 0.392; (3) the affective commitment of teachers to the innovative performance of teachers is 0.399 and (4) the principal's visionary leadership, school work environment, and teachers' affective commitment together to the innovative performance of teachers are 0.659. Overall, the results of the study indicate that the improvement of teachers' innovative performance is influenced by the visionary leadership of the principal, the school work environment and the affective commitment of teachers by 43.4%; while the remaining 56.6% is determined by other factors

Abstract

This study aims to determine the direct effect of: (1) instructional leadership on the work motivation of MIS teachers in North Labuhanbatu Regency; (2) school climate on the work motivation of MIS teachers in North Labuhanbatu Regency; (3) instructional leadership on the performance of MIS teachers in North Labuhanbatu Regency; (4) school climate on the performance of MIS teachers in North Labuhanbatu Regency and (5) work motivation on the performance of MIS teachers in North Labuhanbatu Regency. The research subjects were MIS teachers in North Labuhanbatu Regency with a total sample of 71 people. Sampling was done by total sampling. The research method is path analysis which aims to test the theory and obtain information about the research. Based on hypothesis testing, it can be concluded that there is a significant direct effect between: (1) instructional leadership on the work motivation of MIS teachers in North Labuhanbatu Regency of 0.245; (2) school climate on the work motivation of MIS teachers in North Labuhanbatu Regency is 0.255; (3) instructional leadership on the performance of MIS teachers in North Labuhanbatu Regency is 0.259; (4) school climate on the performance of MIS teachers in North Labuhanbatu Regency is 0.189 and (5) work motivation on the performance of MIS teachers in North Labuhanbatu Regency is 0.250. The results of the study provide an overview of instructional leadership, school climate and work motivation on teacher performance by 20.8% and the rest are determined by other factors not examined.

Abstract

Program Pascasarjana Manajemen Pendidikan Tinggi. Penelitian ini bertujuan mengetahui bagaimana kepemimpinan partisipatif untuk meningkatkan pemberdayaan guru di SMK Negeri 1 Galang dan kepala sekolah mampu mengambil keputusan ketika guru-guru membutuhkan pencapaian mutu pendidikan sekolah tersebut.  Penelitian ini menggunakan pendekatan qualitatif, naturalistik dan tekhnik triangulasi. Pengambilan data dengan menggunakan observasi, wawancara dan dokumentasi serta terjun kelapangan. Dalam penelitian ini peneliti membahas pemberdayaan guru. Yang di maksud dengan pemberdayaan guru adalah merupakan unjuk kerja yang dilakukan dengan baik sesuai dengan tujuan sekolah. Jadi pemberdayaan di tentukan dari proses penilaiaan dan pertimbangan atas pekerjaan seseorang oleh atasan seseuai dengan tujuan sekolah.  Hasil penelitian ini menunjukkan adanya peningkatan yang merupakan bahwa kepemimpinan partisipatif mampu meningkatkan pemberdayaan guru yang meliputi pembuatan Rencana pembelajaran dengan baik adanya kegiatan awal, kegiatan inti dan kegiatan akhir. Kreatifitas dan komunikasi yang di tunjukkan oleh kepala sekolah menciptakan susasana lingkungan kerja lebih bersemangat. Sikap kepemimpinan kepala sekolah yang di gambarkan dari kepribadiannya yang selalu ikut serta dalam setiap keadaan sekolah tersebut. Kepala sekolah lebih terlibat dalam mengelolah kehadiran guru, merencanakan pembelajaran, mendelagasikan pekerjaanya dan berkomunikasi dengan baik kepada bawahannya.  Peningkatan kinerja guru juga di buktikan dengan kemampuan guru dalam penyusunan perangkat pembelajaran, kemampuan melaksanakan pembelajaran kemampuan menjaga hubungan antar pribadi, kemampuan melaksanakan penilaian hasil belajar, kemampuan pelaksanaan pengayaan. Serta pembentukan ekstrakurikuler kepada siswa/siswi yang memilih mengembangkan minat dan bakatnya.

Abstract

The focus of this research is how the principal's strategy in increasing student interest in learning and school students (SMP Muhammadiyah 25 Rantauprapat. overcome the things that cause low learning interest of students and schoolgirls (Study of SMP Muhammadiyah 25 Rantauprapat).The principal's strategic management in achieving school effectiveness is to increase student interest in learning, one of which is by using teaching tools or methods that are in accordance with the material provided. taught to students. Various learning media is one of the factors from outside students (external) that affects student learning interest. The research method used in this study is a qualitative research approach. The data collection technique used by the researcher is through observation and wawa how to source the object to be studied. The subject of this research is students externally, while the object of this research is SMP Muhammadiyah 25 Rantauprapat. The sources of this research data will be obtained through documents or archives, sources (informants), events or activities, places or locations, objects and pictures contained in the research place or location. The results of this research activity showed that students' interest in learning was low when the teacher used the learning media of lectures and notes in delivering learning material, there was no interest and interest and a sense of liking when students took part in the learning process in the classroom. But when the teacher applies various learning media, student interest in learning is greatly increased. Various learning media are learning media that can take advantage of the existing potential of an area around the location, or around the school

Abstract

This study aims to describe curriculum development during the Covid-19 pandemic at SMP IT Mutiara, Deli Serdang Regency, North Sumatra. A qualitative approach is used in this study with the case study method. In an effort to reveal the facts and phenomena surrounding the curriculum development, the researchers collected data through interviews, observation, and documentation studies. Furthermore, the data were analyzed using data reduction techniques, data presentation, and drawing conclusions. The results of this study concluded that the development of the IT Mutiara Middle School learning curriculum during the Covid-19 pandemic was managed effectively, also taking into account the principles of safety and security for school residents according to applicable regulations. This is marked by 5 aspects, namely (1) the planning aspect, including meetings with the management and teachers of SMP IT Mutiara, consultation with the school's managerial supervisor, and approval of the plan from the Deli Serdang education office, (2) organizational aspects, including the curricular with an eye group A and B lessons, co-curricular, extra-curricular with scouts and tahfiz of the Qur'an, as well as local content on information and communication technology (ICT) material, (3) implementation aspects, five days (Monday-Friday) effective learning days , Saturdays extracurricular activities with the person in charge of the teachers who have been determined, (4) aspects of supervision, including direct supervision by the school principal and school managerial supervisors, related to academic administration and services, and (5) evaluation aspects including a review of the achievement of goals and process of the learning system, so that curriculum implementation can be analyzed, making accountability reports, and recommendations for next steps.

Abstract

The aim of this study uses qualitative approach where by the researcher conducted the research directly in the field. The technique of data collecting was by observing, interviewing and doing documentation study at SMP IT Prima Mandiri. The informan in the this research are the principal,the vice principal and the discipline teacher. The interactive analisys model of miles and Huberman was used to analyse the data, data reduction, data presentation and conclusion. The tringulation technique, transferability test,dependability,and confirmability were used to verify the validity of the data. The problem of this researeh is to show that the learuing process is not as maximal as hoped in pedagogic competency,professional competency, sosial competency,and attitude competency in improving the teacher‟s competency at SMP IT Prima Mandiri.The findings of this study revealed three things, (1) the supervision program planning which was conducted by the principal in increasing the teacher‟s competence that had been arranged correctly based on the existing provisions,(2) the supervision technique which was conducted by the principal in increasing the teacher‟s competence was by using supervision technique individually and group,(3) the evalution of the supervision done by the principal in increasing the teacher‟s competence was marked by the teacher‟s performance. By Conducting this supervision program, it helped the teachers in facing every problem concerned with the learning process.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi program bantuan operasional sekolah (BOS) di SD Negeri 026791 Binjai Timur, Kota Binjai, mulai dari perencanaan, pelaksanaan, hingga evaluasi dan pertanggung jawaban anggaran. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa dana BOS yang diterima SD Negeri 026791 Binjai Timur termanfaatkan dengan baik bagi pengembangan sekolah itu sendiri. Hal ini dapat dilihat melalui fokus penelitian yang terdiri dari tiga sub fokus, yaitu: Pertama, perencanaan anggaran Dana BOS SD Negeri 026791 Binjai Timur telah dilaksanakan oleh pengelola sesuai dengan standar pembiayaan pendidikan dan petunjuk teknis (juknis) BOS yang tertuang di dalam RKAS yang disinkronkan dengan Rencana Kerja Sekolah (RKS). Kedua, pelaksanaan penggunaan anggaran dana BOS dari mulai penerimaan dan pengeluaran semuanya dicatat dan dilaporkan sesuai juknis pengunaan Dana BOS, dan dalam penggunaan anggaran SD Negeri 026791 Binjai Timur selalu mengikuti rambu-rambu yang termaktub di dalam petunjuk teknis BOS sebagaimana yang sudah tersusun alokasinya di dalam RKAS. Ketiga, evaluasi, pertanggung jawaban dan pengawasan anggaran dana BOS sudah dilakukan sesuai dengan standar pengelolaan dana BOS oleh pihak terkait seperti inspektorat dan BPK.

Abstract

Penelitian ini bertujuan untuk menganalisis kepemimpinan partisipatif dalam memberdayakan guru di SMA Negeri 1 Sei Bamban Kabupaten Serdang Bedagai. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa kepemimpinan kepala sekolah SMA Negeri 1 Sei Bamban dalam mendelegasikan pekerjaan disesuaikan dengan keadaan lingkungan sekitar, dan dari hasil wawancara serta dokumentasi yang dilakukan dapat disimpulkan bahwa kepala sekolah SMA Negeri 1 Sei Bamban dalam memberdayakan guru terdiri dari dua hal pokok yang pertama pendelegasian secara formal sesuai dengan tupoksi yang dicantumkan dalam rencana program kerja serta pendelegasian mengenai hal di sekolah. Kepala sekolah dengan mempertimbangkan tingkat kematangan, perkembangan kemampuan bawahan dalam melaksanakan suatu tugas tertentu disertai tanggung jawab, kepercayaan dan pendelegasian. Hal tersebut ditunjukkan dengan memberikan kesempatan yang seluas luasnya bagi guru untuk mengembangkan kompetensinya melalui pelatihan. Kepala sekolah SMA Negeri 1 Sei Bamban sebagai pengendalian dalam memberdayakan guru tidak terlepas dari kemampuan kepala sekolah dalam memimpin sebuah organisasi pendidikan. Partisipatif kepala sekolah SMA Negeri 1 Sei Bamban dibuktikan dengan adanya komitmen guru untuk bertanggung jawab, selalu mencintai pekerjaan dan menjalankan tugas pokok sebaik-baiknya agar tujuan dan sasaran berhasil dicapai.
