Abstract

Community adoption of public service innovations is an important element in determining the success of the implementation of these innovations. This study aims to analyze the factors that influence community adoption of M-Paspor. The author uses the UTAUT model to identify aspects of M-Paspor adoption by using the variables of performance expectancy, effort expectancy, social influence, and facilitating conditions to see people's desire to adopt M-Paspor in the passport service process at the Tanjung Balai Karimun Immigration Office. This research is associative research with a quantitative approach. Partial Least Square-Structural Equation Modeling (PLS-SEM) analysis and SmartPLS 4.1.0.2 applications were used to analyze the research data. The results showed that performance expectancy, social influence, and facilitating conditions have a positive and significant effect on behavioral intentions to adopt M-Paspor. Meanwhile, effort expectancy have no effect on behavioral intentions to adopt M-Passports. The conclusion is that the intention, willingness, and desire of the people of Karimun Regency to adopt M-Paspor are influenced by three factors, namely the perceived benefits and added value of using M-Paspor, encouragement and advice from the social environment regarding the use of M-Paspor, and the availability of facilities that support the use of M-Paspor.

Abstract

E-Puskesmas is a solution to problems caused by manual systems. It was created to streamline the method of reporting data to the Health Office and digitize the process of providing health services to the community at the Puskesmas. In addition, the online reporting system facilitates the dissemination of information effectively and efficiently. This study aims to determine the impact of using E-Puskesmas in improving the effectiveness of health services at the Pancur Community Health Center in Tanjungpinang City. The research method used is descriptive research with a qualitative approach conducted through observation, interviews, and documentation. The results of the study indicate that the implementation of E-Puskesmas has brought significant improvements in managing patient data, appointment scheduling, and reporting processes to the Health Office. Health workers find the system beneficial for storing accurate data, reducing paperwork, and enabling faster coordination with other health facilities. However, the use of the system is still hampered by unstable or slow internet or Wi-Fi networks, which often delay data input and retrieval during busy operational hours. This issue not only reduces efficiency but also causes frustration among staff who rely on the system for daily activities. The conclusion of this study highlights that the use of E-Puskesmas is effective in supporting digital health services but remains suboptimal due to technical challenges. Improving internet connectivity is critical to ensuring seamless operation and maximizing the benefits of the system. The study recommends that the local government and relevant stakeholders enhance the quality of network infrastructure and provide regular technical support and training for Puskesmas staff. By addressing these challenges, the Pancur Community Health Center can improve the stability of its operations and ensure that the E-Puskesmas application delivers optimal results in supporting high-quality, efficient, and technology-driven health services for the community.

Abstract

Pengelolaan sampah di kawasan pesisir menghadapi tantangan yang kompleks karena kombinasi antara sampah rumah tangga masyarakat setempat dan sampah laut yang terbawa arus. Desa Pengudang di Kabupaten Bintan merupakan salah satu contoh wilayah pesisir yang rawan dengan persoalan tersebut. Program pengabdian kepada masyarakat ini bertujuan untuk menginisiasi bank sampah yang dikelola melalui Badan Usaha Milik Desa (BUMDes) sebagai bentuk strategi kelembagaan yang berorientasi pada keberlanjutan lingkungan dan pemberdayaan ekonomi masyarakat. Kegiatan dilaksanakan melalui sosialisasi, pendampingan, serta penguatan kapasitas pengurus BUMDes dalam tata kelola bank sampah. Hasil kegiatan menunjukkan adanya peningkatan pemahaman pemerintah desa, pengurus BUMDes, dan masyarakat tentang pentingnya pemilahan sampah dan mekanisme operasional bank sampah. Selain itu, terbentuk komitmen awal untuk menjadikan bank sampah sebagai unit usaha desa yang bernilai ekonomis sekaligus ramah lingkungan. Temuan ini menegaskan bahwa integrasi bank sampah ke dalam BUMDes dapat menjadi alternatif solusi dalam mengatasi persoalan sampah di wilayah pesisir.

Abstract

Program SANDESA (Sinergi dan Aksi Nyata untuk Desa) dilaksanakan di Desa Pangkil untuk meningkatkan kapasitas pelaku UMKM dengan tujuan untuk meningkatkan kapasitas masyarakat, khususnya pelaku UMKM, melalui berbagai kegiatan seperti sosialisasi logo dan kemasan standar sebagai identitas produk, serta pendampingan pembuatan Nomor Induk Berusaha (NIB) melalui sistem OSS (Online Single Submission). Program ini menggunakan metode sosialisasi partisipatif, di mana masyarakat dilibatkan secara aktif dalam setiap tahapan kegiatan. Berdasarkan hasil observasi, mayoritas pelaku usaha di Desa Pangkil masih menggunakan kemasan tanpa label dan belum memiliki NIB. Melalui kegiatan penyuluhan dan praktik langsung yang diikuti oleh 18 pelaku usaha lokal, para peserta menunjukkan peningkatan pemahaman mengenai pentingnya label sebagai identitas produk serta manfaat legalitas dalam mendukung pemasaran dan perlindungan hukum. Hasil kegiatan ini juga memperlihatkan bahwa masyarakat mulai memiliki kesadaran baru untuk memperkuat legalitas usaha, meningkatkan kredibilitas dan daya saing produk rumahan di pasar yang lebih luas, serta memanfaatkan pendampingan lanjutan dalam pengurusan NIB melalui sistem OSS (Online Single Submission). Secara keseluruhan, Program SANDESA terbukti relevan dengan kondisi masyarakat setempat dan menunjukkan bahwa kolaborasi antara mahasiswa dan masyarakat dapat menjadi penggerak pemberdayaan yang berkelanjutan.

Abstract

Marine Protected Areas (MPAs) are becoming an essential tool for marine biodiversity conservation and sustaining the livelihood of coastal communities. Nonetheless, the success of MPAs relies, to a great extent, on the efficiency of the policy networks that manage them. This research explores policy networks' role as drivers of local resilience in East Bintan Island, Indonesia. The objective of this research is to understand how policy networks and dynamics in MPA governance can support the social-ecological resilience of local communities. This study used a qualitative method design to identify the composition, dynamics, and effects of such networks and how they facilitate coordination among stakeholders, enhance the efficiency of resources, and solve social-ecological issues. The research established that policy networks in East Bintan Island have a transformative function of connecting government agencies, local communities, and non-government organizations. They facilitate knowledge, power, and resource sharing that optimizes adaptive capacity and enables sustainable practice. Yet, their complete potential is hampered by issues such as power imbalances, institutional obstacles, and conflicts of interest. This study makes a contribution to the literature by providing empirical insights into the catalytic function of policy networks in MPA governance. Additionally, it offers practical suggestions to practitioners and policymakers who aim to promote local resilience using adaptive and inclusive governance. Through the explanation of policy networks and their connection to community resilience, the study affirms that collaborative ecosystems are necessary as a reaction to socio-economic and environmental problems within the coastal region due to their complexity.

Abstract

Abstrak: Analisis Respon Target Kebijakan Terhadap Pembayaran Retribusi Parkir Non-Tunai QRIS Di Kota Tanjungpinang. Penelitian ini bertujuan untuk menganalisis respons target kebijakan terhadap implementasi sistem pembayaran retribusi parkir non-tunai berbasis QRIS di Kota Tanjungpinang. Metode yang digunakan adalah kuantitatif dengan pendekatan eksplanatori dan model Technology Acceptance Model (TAM), disertai variabel disposisi pelaksana kebijakan. Data dikumpulkan melalui kuesioner kepada 105 responden dan dianalisis menggunakan Structural Equation Modeling dengan SmartPLS. Hasil penelitian menunjukkan enam dari tujuh hipotesis signifikan; persepsi kegunaan dan kemudahan berpengaruh positif terhadap sikap dan niat, serta niat berpengaruh terhadap penggunaan aktual. Disposisi tidak berpengaruh signifikan terhadap niat. R-square menunjukkan kekuatan penjelasan yang bervariasi dan F-square sebagian besar bernilai kecil. Kesimpulan dari penelitian ini yaitu adopsi QRIS dipengaruhi persepsi pengguna dan dukungan kebijakan. Disarankan adanya sosialisasi, pelatihan juru parkir, serta pendekatan kebijakan yang responsif sebagai implikasi peningkatan penerapan QRIS. Kata kunci: kebijakan publik; QRIS; retribusi; structural equation modeling; technology acceptance model;   Abstract: An Analysis of Policy Target Responses Toward The Implementation Of QRIS-Based Non-Cash Parking Payments in Tanjungpinang City. This study aims to analyze the response of policy targets to the implementation of non-cash parking retribution payments using QRIS in Tanjungpinang City. A quantitative approach with an explanatory method was used, applying the Technology Acceptance Model (TAM) and including the disposition of policy implementers as an additional variable. Data were collected through questionnaires from 105 respondents and analyzed using Structural Equation Modeling with SmartPLS. The results show that six of the seven proposed hypotheses are significant. Perceived usefulness and ease of use positively affect attitude and intention, while intention influences actual use. However, disposition has no significant effect on intention. R-square values indicate varying explanatory strengths, and most F-square values show small effect sizes. The study concludes that QRIS adoption is shaped by user perception and policy support. Broader socialization, training for parking attendants, and a more responsive policy approach are recommended to optimize QRIS implementation. Abstract

This study analyzes the governance network involved in the HIV/AIDS response in Batam City using a Network Governance approach. HIV/AIDS remains a critical public health challenge in Indonesia, particularly in Batam, where its spread has shown significant increases. The research employs Social Network Analysis (SNA) to identify key actors, network structures, and the coordination patterns among stakeholders. Data were collected through structured interviews and field observations involving the Health Office, the AIDS Commission, and various non-governmental organizations. The findings indicate that the Health Office and the AIDS Commission function as central actors within the network, exhibiting high levels of centrality. However, collaboration is often hindered by bureaucratic constraints and limited program integration. The study recommends strengthening communication among actors, enhancing community participation, and establishing clear local regulations defining stakeholder roles. With a more inclusive and coordinated approach, the HIV/AIDS response in Batam City is expected to become more integrated and sustainable.

Abstract

Pengabdian ini berfokus pada pendampingan kelembagaan dalam optimalisasi pengelolaan potensi ekowisata mangrove di Desa Kelumu, Kabupaten Lingga. Tujuan utama dari Kegiatan untuk meningkatkan kapasitas pengelolaan ekowisata mangrove melalui peningkatan keterampilan dan pengetahuan masyarakat lokal serta pengembangan infrastruktur pendukung yang ramah lingkungan. Pengabdian menggunakan metode Focus Group Discussion (FGD) untuk mengidentifikasi masalah, mencari solusi, dan mengembangkan strategi pengelolaan yang optimal. Hasil menunjukkan bahwa keterbatasan sumber daya manusia, teknologi, dan finansial merupakan tantangan utama dalam pengelolaan ekowisata mangrove di Desa Kelumu. Selain itu, kurangnya komunikasi dan kerjasama antar mitra juga menjadi kendala dalam mencapai pengelolaan yang efektif. Untuk mengatasi masalah tersebut, penulis menyarankan beberapa solusi, seperti pengembangan strategi pengelolaan yang mencakup aspek lingkungan, ekonomi, sosial, dan kesehatan (ESG), serta pengembangan infrastruktur wisata yang memadai. Selain itu, program pendidikan dan kemanusiaan yang melibatkan masyarakat lokal juga diusulkan untuk meningkatkan pemahaman dan perhatian terhadap nilai tambah mangrove. Kegiatan eksternal seperti pariwisata, seminar, dan workshop juga disarankan untuk meningkatkan popularitas wisata mangrove di Desa Kelumu. Selain itu dengan kerjasama yang baik antara berbagai pihak, pengelolaan ekowisata mangrove dapat menjadi salah satu pilar utama dalam meningkatkan kesejahteraan masyarakat serta menjaga keberlanjutan ekosistem mangrove.

Abstract

This study aims to analyze the empowerment of waste banks in Tanjungpinang City within a circular economy framework to support sustainable waste management. The study used a qualitative approach with a phenomenological method. The research location focused on three waste banks: the Main Waste Bank Berseri, the Kuantan Bersih Unit Waste Bank, and the Kembar Mandiri Unit Waste Bank. Data analysis used the ACTORS theory (Authority, Confidence and Competence, Trust, Opportunity, Responsibility, and Support) to understand the dynamics of community empowerment. The results showed that the three waste banks implemented empowerment through increasing manager capacity, environmental education, and circular economy-based waste management innovation. Empowerment was characterized by increased manager authority, social trust, and cross-sector support. The main challenges include budget constraints, low community participation, and fluctuations in recycling prices. This study recommends strengthening waste bank institutions, expanding cross-sector partnerships, and improving environmental education. Socially, empowerment through waste banks can foster ecological awareness and community economic independence. This study integrates ACTORS theory and the circular economy concept to explain environmentally based community empowerment, demonstrating that waste banks function as a means of social transformation toward participatory and sustainable environmental governance.

Abstract

Program Pemberdayaan Perempuan (Women Empowerment Program) in Panggak Darat Village is oneof the women empowerment program organized by the local government through Badan PemberdayaanPerempuan, Perlindungan Anak, dan Keluarga Berencana (BP3AKB) Lingga regency to empowerwomen to be more empowered, by providing direct grants to the village which wa s then submitted totraining group women empowerment. With this program are expected to be more independent women.The Program is training activities such as weaving and sewing. The problem raised are (1) HowWomen Empowerment in Panggak Darat Village of Lingga District, (2) What strategy is used in theempowerment of women, (3) What are the enabling and inhibiting factors in the empowerment ofwomen. This research aims to determine the strategy of empowerment of women in Panggak DaratVillage through weaving and sewing training, as well as to determine the significance of this training.This study used a qualitative research approach, the type of research is descriptive. Subjects were headof women empowerment, training members, and the community including the village chief andchairman of the Trustees of Family Welfare. The data collection used were observation, interviews, anddocumentation. The fact in the location that women empowerment focuses was the Resource-BasedView (RBV), which focuses on human resources and natural resources in a region. While the strategy ofusing cedar mezzo-based strategies, namely strategies undertaken over several groups, such as weavingand sewing training groups, each group consisting of two groups of training. In weaving training, aftersome of the group members follow the development of creativity training, members of the group formedtwo groups worked together to weave and between groups. As for sewing training, conducted bypresenting a coach to teach you about how to sew a good clothes. The benefits obtained after training isempowering members acquire knowledge and skills that can then be developed to open their ownbusiness and can fulfill necesstityt.
