Abstract

The Empowerment of Food Small and Medium Industries (IKM) aims to increase the competitiveness of food IKM actors in the Air Raja Village. However, until now there are still obstacles in carrying out marketing and promotion of IKM products in Tanjungpinang City, especially in Air Raja Village. This study aims to determine Empowerment of Small Food Industries in Air Raja Village. The empowerment process that looks at three things, namely development, empowerment and the creation of independence that occurs in Air Raja Village. The method in this study used a qualitative descriptive method with a total of 7 (seven) informants, and used data collection techniques in the form of interviews and documentation. The results of this study indicate that the empowerment of food IKM carried out in the Air Raja Village has not been successful. Furthermore, from the indicators of creating independence, the empowerment carried out by the Disdagin has had a positive impact on food IKM actors themselves who have become independent and have made it easier for actors to increase economic needs, seen from the small initial capital and after being independent, the income of IKM has increased. Because the quality is carried out in accordance with the standards required by the government.

Abstract

The minimal work program of the Regional Disaster Mitigation Agency (BPBD) has resulted in BPBD's efforts in the field not being maximized in anticipating flood disaster problems. This study aims to determine the role of BPBD and constraints in flood disaster management in Teluk Air Village, Karimun District, Karimun Regency. Data collected using instruments in the form of observation and documentation and developed by interviewing informants. The results of the study show that in Teluk Air Village, Karimun District, Karimun Regency there is preparedness in carrying out flood disaster management efforts from the Karimun Regency Regional Disaster Management Agency (BPBD) to deal with flood disasters. The local community also participates in flood prevention activities. The public is advised not to turn ditches or drains into garbage dumps. With limited human resources, the community is also asked to routinely clean ditches or waterways on a regular basis so that there is no blockage in the ditches which results in flooding. The existence of good conditions with related agencies or services as an effort to deal with flood disasters based on supportive conditions and in flood disaster management involves various parties.

Abstract

The Smart Indonesia Card Early Program ran precisely in 2016, there was a procedural error in obtaining the program, so many people were disappointed with this because the beneficiary program was not precise in obtaining KIP. The purpose of this research is to find out the implementation of procedures related to the Indonesia Smart Card Program in Batam City. In this study, the researcher used a descriptive research type using a qualitative approach with 7 informants and used techniques and data collection in the form of interviews and documentation, while the object of this research was the Indonesia Smart Card Program. The location of this research was conducted in Batam City, the actors involved in this research were the KIP Program Recipient Communities, School Parties from elementary, junior high, high school and the Batam City Education Office. Coordinating performance is the right thing in every policy implementation, it is very effective because it starts from the initial stage to maximum results. Giving assignments will make it easier to carry out, support from the leadership is the basic form in building the mentality of the implementer so that they can be confident in carrying out the program to be carried out. Based on the results of research and analysis conducted by researchers regarding the implementation of the smart Indonesian card program in Batam City, it can be concluded that the implementation of the program is correct in the procedure for obtaining the Indonesian smart card program. Everything is structured in the division of tasks and responsibilities, so as to provide results who is good in data collection, inputting to the final stage in determining the right or wrong beneficiary program.

Abstract

Kemiskinan adalah suatu kondisi ketidakmampuan pendapatan dalam mencukupi kebutuhan pokok sehingga kurang mampu untuk menjamin kelangsungan hidup. Berbagai macam bentuk program kebijakan yang dikeluarkan oleh pemerintah untuk menanggulangi dampak tersebut salah satunya adalah Program Keluarga Harapan (PKH). Dalam upaya meningkatkan penanggulangan kemiskinan sejak tahun tahun 2007 pemerintah Indonesia telah melaksanakan PKH. Berdasarkan Peraturan Menteri Sosial RI Nomor 1 Tahun 2018 Tentang PKH merupakan salah satu program kebijakan penanggulangan kemiskinan yang memberikan akses dibidang kesehatan, pendidikan dan kesejahteraan sosial. Namun dalam pengimplementasiannya PKH ini masih belum mampu menanggulangi permasalahan kemiskinan yang ada. Oleh karena itu penelitian ini bertujuan untuk mengevaluasi dampak pelaksanaan Program Keluarga Harapan di Kecamatan Moro Kabupaten Karimun. Metode dalam penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara dan dokumentasi dengan jumlah informan 18 (delapan belas) orang. Hasil dari penelitian ini menunjukkan bahwa dampak dari pelaksanaan PKH di Kecamatan Moro Kabupaten Karimun secara umum berhasil sesuai dengan PERMENSOS No 10 Tahun 2017 Tentang Program Keluarga Harapan namun dampak yang diberikan dari program ini terhadap angka kemiskinan belum cukup terlihat. Dari indikator input dalam pelaksanaannya sudah menunjang, baik dari segi sumberdaya pendukung dan teknologi, sarana dan prasarana, SDM serta anggaran dana sudah sesuai dan mencukupi. Dari indikator process belum optimal dalam pelaksanaanya dimulai dari pertemuan awal, verifikasi komitmen dan pendampingan sudah sesuai namun dalam aspek penyaluran bantuan belum sesuai dengan Pedoman Pelaksanaan PKH. Dari indikator outputs dalam pelaksanaan PKH belum memberikan hasil yang sesuai dengan tujuan Program Keluarga Harapan (PKH) ini. Dan dari indikator outcomes dampak positif yang dihasilkan ialah masyarakat sudah terbantu dibidang kesejahteraan sosial dan pendidikan dalam menunjang kebutuhan sekolah anak, kemudian dampak negatif dari program ini tidak ada namun program ini belum berdampak sesuai dengan tujuan PKH yaitu memutus mata rantai kemiskinan, meningkatkan modal manusia dan mengubah perilaku RTSM.

Abstract

Sampai saat ini terdapat kendala dalam pengembangan BUMDes Mapur Mandiri yaitu adanya unit usaha BUMDes Mapur Mandiri yang sudah tidak berjalan lagi dan perkembangan BUMDes Mapur Mandiri masih dikategorikan perintis belum berkembang. Penelitian ini bertujuan untuk mengetahui faktor-faktor apa saja yang menjadi penghambat berkembangnya Badan Usaha Milik Desa (BUMDes) Mapur Mandiri Desa Mapur Kecamatan Bintan Pesisir. Metode dalam penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan jumlah informan sebanyak 7 (tujuh) orang serta menggunakan teknik pengumpulan data berupa wawancara dan dokumentasi. Teori yang digunakan dalam penelitian ini menggunakan teori Sutoro Eko (2014) yaitu faktor-faktor yang menghambat tumbuh dan berkembangnya BUMDes. Hasil dari penelitian ini adalah pada indikator Kepemimpinan, Manajerial dan Tata Kelola (KMT) ketua BUMDes masih belum dapat menjalankan tugasnya dengan efektif, masih belum ada hasil dari apa yang dijalankannya sehingga unit-unit usaha yang ada dikelola belum maksimal. Pada indikator kerjasama BUMDes Mapur Mandiri menjalin kerjasama yang baik dengan pihak-pihak yang mendukung perkembangan BUMDes. Pada indikator Skala dan Jangkauan Usaha BUMDes Mapur Mandiri sudah tidak memiliki jangkauan usaha sampai keluar Desa Mapur. Pada indikator Emansipasi Lokal BUMDes Mapur Mandiri mendapatkan dukungan yang penuh dari masyarakat desa setempat, karena BUMDes Mapur Mandiri dibentuk tidak sesuai dengan apa yang dibutuhkan masyarakat. Selanjutnya indikator Tradisi Berdesa sudah memudarnya tradisi berdesa didalam BUMDes Mapur Mandiri dikarenakan kurangnya solidaritas, kerjasama dan gotong royong antar masyarakat desa dalam mengembangkan BUMDes. Masyarakat tidak pernah terlibat apapun tentang BUMDes dan masyarakat Desa Mapur juga tidak ada lagi yang menggunakan usaha dari BUMDes Mapur Mandiri ,inilah yang membuat BUMDes Mapur Mandiri sulit untuk berkembang.

Abstract

The elderly posyandu program is the development of a government policy on elderly services and is implemented through the Puskesmas program by involving the elderly, families, regional apparatus and community organisations. Based on Government Regulation Number 43 of 2004 concerning the Implementation of Efforts to Improve the Social Welfare of the Elderly, the Government provides elderly services at various regional levels as a tangible form of elderly health services with the existence of elderly posyandu. The purpose of this study was to clearly determine the implementation of the Nuri VIII Elderly Posyandu program in Tanjungbatu Kota Village, Kundur Subdistrict In this study researchers used a qualitative approach method The informants of this study were the person in charge of the Elderly Program UPT Puskesmas Tanjungbatu, Nuri VIII Elderly Posyandu Cadres, and the elderly community. Data were collected through data collection techniques, namely observation, interviews, documentation and triangulation. The results of my research are the implementation of the Nuri VIII elderly posyandu programme in Tanjungbatu Kota Village, Kundur District has fulfilled these four indicators even though there are several problems with communication indicators and resource indicators, this is indicated by problems related to the lack of participation of the elderly community because those who actively follow are elderly people aged 55 years and over while the posyandu target is from the age of 45 years.

Abstract

: In Presidential Decree Number 67 of 2021, Indonesia has a national target and strategy for Tuberculosis Elimination. This research aims to analyze how the Tuberculosis control policy is implemented in the Riau Islands Province. This research uses a qualitative descriptive research method where the data obtained is expressed in written form and described (described) according to field facts, both primary data and secondary data. With data collection techniques through interviews and documentation. The results of the research show that although the achievements in finding and treating cases of Tuberculosis and unexpected Tuberculosis from each district or city in the Riau Islands province are still far from the target and there are still challenges in implementing the programs contained in this policy. However, looking at the 7 implementation indicators according to Ripley, namely Access, Coverage, Frequency, Bias, Service Accuracy, Accountability, Program Suitability to Needs, the implementation of the Tuberculosis Control policy in the Riau Islands province has been running in accordance with these indicators. Every policy implemented by the implementers is also implemented in accordance with applicable regulations and in accordance with the respective standard operating procedures (SOP) of each implementing agency involved.

Abstract

Kebijakan Sistem Zonasi PPDB di Kota Tanjungpinang merupakan kebijakan pendidikan yang dimaksudkan untuk percepatan pemerataan akses dan mutu pendidikan di Kota Tanjungpinang. Namun implementasi kebijakan sistem zonasi PPDB di Kota Tanjungpinang memunculkan beberapa fenomena, yaitu adanya 2 (dua) sekolah dasar yang tutup pada awal tahun 2023, kenyataan ini menjadi tamparan keras bagi pemerintah daerah. Adanya mekanisme zonasi juga menjadikan akreditasi sekolah tidak berarti, banyak atau sedikit jumlah siswa bukan berdasarkan kualitas dari sekolah tersebut melainkan hanya berdasarkan jarak tempuh. Beberapa fenomena tersebut menimbulkan pertanyaan bagaimana dampak kebijakan sistem zonasi PPDB di Kota Tanjungpinang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Kajian ini mengacu pada teori evaluasi kebijakan William Dunn, sehingga penelitian ini menghasilkan beberapa temuan: Pertama, kebijakan ini belum berhasil mencapai pemerataan akses dan kualitas pendidikan. Kedua, meskipun menggunakan sistem online/daring, efisiensi sumber daya manusia dan waktu tercapai, tetapi ketidakmerataan jumlah sekolah menyebabkan efisiensi ini menjadi tidak signifikan. Ketiga, mekanisme penerimaan siswa baru masih menimbulkan beragam kontroversial karena masih banyak tindakan kecurangan yang terjadi. Keempat, dampak kebijakan tidak tersebar secara merata di Kota Tanjungpinang, dengan sejumlah sekolah yang kelebihan siswa dan lainnya harus ditutup karena minim siswa. Kelima, walaupun merespons kebutuhan awal, kebijakan ini masih memunculkan beberapa masalah dan respon positif dari target grup lebih dominan daripada respon negatif. Keenam, sistem zonasi PPDB belum tepat sasaran karena kriteria zonasi belum jelas dan transparansi pelaksanaannya masih rendah. Kata kunci; Dampak; Kebijakan; Sistem Zonasi; Pendidikan

Abstract

The Gunung Lengkuas Village Office serves the community and public services in general. As we know, the task of the sub-district government is to support and assist the government in providing public services in the sub-district in its activities in accordance with its duties and responsibilities, providing facilities, directing administration, implementing service systems, and so on. However, there are several problems in public services at the Gunung Lengkuas District office, where there are several complaints submitted by the public, including the behavior of officers such as employee discipline, handling of complaints that are not followed up and so on. Therefore, this research aims to measure the level of community satisfaction in Gunung Lengkuas Village, East Bintan District. The method in this research uses quantitative descriptive methods. The sampling technique used was proportional stratified random sampling. In accordance with PAN Ministerial Decree No.14 of 2017, there are 9 indicators for community satisfaction surveys, namely requirements, system mechanisms and procedures, completion time, costs, product specifications, types of services, implementer competence, implementer behavior, complaint handling. , suggestions and input as well as facilities and infrastructure. The results of the research show that the survey score for community satisfaction with services at the Gunung Lengkuas Village office, East Bintan District, is 74.8 in the Bad category. The indicator with the highest index value with an average IKM value of 95 is costs and the indicator with the lowest index value with an average IKM value of 1.5 is facilities and infrastructure in the question of the existence of a lactation room.

Abstract

The SIAP application (Presence Activation Information System) has been implemented at the Personnel and Human Resources Development Agency since 2022. Although good attendance has been the first step, it also requires optimal bureaucratic performance as an effort to achieve institutional goals. The purpose of this study is to evaluate whether the use of the SIAP Application (Presence Activation Information System) has an influence on employee performance at the Personnel and Human Resources Development Agency (BKPSDM). This study used quantitative methods and involved the entire population, namely 38 employees of the Civil Service and Human Resources Development Agency. Data collection was carried out through distributing questionnaires to all BKPSDM employees as respondents, documentation and observation. The results of the analysis using the T test show that the significant value (0.002) is smaller than the probability of 0.05. Therefore, it can be concluded that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means "The use of the SIAP application has an influence on employee performance (Y)." Although the SIAP Application Usage Variable (X) and the Employee Performance Variable (Y) are related, respondents' responses show some shortcomings related to the use of the SIAP Application (Presence Activation Information System), such as unstable network access constraints. Nevertheless, good attendance still has a positive effect on improving employee performance. Employee Performance Evaluation shows deficiencies in the indicators of Quality, Quantity, Timeliness, and Independence.
