Abstract

The E-Payment one-stop service program is an electronic tax payment designed by the regional revenue agency to make it easier for the public to make land and building tax payments. However, this program faces various challenges, including a lack of public understanding of the existence and mechanism of using the E-Payment program in utilizing devices such as smartphones to access the E-Payment website or application, as well as network constraints that often cause system disruptions. The purpose of this study is to analyze the effectiveness of the E-Payment one-stop service program in supporting the PBB collection in Karimun Regency. By using Sutrisno's theory (2010) with indicators of program understanding, target accuracy, timeliness, goal achievement, and real improvement. The research method used is a qualitative approach with data collection through in-depth interviews and documentation. The results of the study show that, first, the E-Payment program by regional revenue agencies shows significant progress in modernizing public services, by involving the community and focusing on ease of access.

Abstract

The implementation of dengue fever control in Tanjungpinang City through the 1 House 1 Jumantik Movement program has not been optimal until now. The problem in controlling dengue fever through this program is that the community is inactive and does not know about the implementation of this program. The purpose of the researcher was to determine the implementation of dengue fever control through the 1 House 1 Jumantik Movement program in Tanjungpinang City. Qualitative Method and Policy Implementation theory by Marilee S Grindle. The results of the study showed (1) Content of policy, the researcher found from the indicators of the resources used, namely financial resources, the wages given were only enough for transportation costs. Insufficient resources also limited the number of jumantik cadres working, plus there was a change in funding sources to BOK which caused several health centers to experience a budget reduction in Jumantik honorariums (2) Context of Implementation found that the authority of each actor was not in accordance with the implementation manual for the 1 House 1 Jumantik Movement by the Ministry of Health. In addition, the government also did not provide guidance to the community so that many people did not know about this program.

Abstract

This research discusses the increasing child violence in Bintan Regency every year. The purpose of this research is to analyze the implementation of collaborative governance in addressing violence against children. The research uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The theory used is the collaborative governance theory by Ansell & Gash, which consists of five indicators: face to face, trust building, commitment to process, shared understanding, and intermediate outcomes. The conclusion of this research shows that collaborative governance in addressing child violence in Bintan Regency has been implemented, with collaboration between the government, child protection agencies, and the community. The indicators of face to face, trust building, and shared understanding have been quite good through communication and coordination among the actors. However, the indicators of commitment to process and intermediate outcomes still face challenges such as changes in positions, sectoral egos, and time constraints. Although services for victims have started to improve, the rate of child violence remains high and many cases are resolved peacefully. An increase in commitment and coordination is needed to strengthen protection efforts and elevate the status of Child-Friendly Districts.

Abstract

This study examines how the Indonesian Migrant Workers Protection Service Center (BP3MI) of the Riau Islands handles the deportation of Indonesian Migrant Workers (PMI) in Tanjungpinang City. The background of this study is the increasing number of PMI who work abroad without procedures, especially in Malaysia, which results in deportation. The study was conducted using a qualitative approach involving data collection through observation, documentation, and interviews. The results of the study indicate that BP3MI Kepri plays an important role in the process of accepting deported PMI. This includes pick-up at the port, document checking, providing basic services, and assisting in repatriation to their home areas. There are two repatriation mechanisms, the first is carried out independently and the other is fully facilitated by BP3MI. Limited shelters and the increasing number of non-procedural PMI are the problems faced. This study emphasizes the importance of the state's role in guaranteeing the rights and protection of every citizen, including PMI who have problems abroad. Therefore, BP3MI Kepri continues to coordinate across sectors to ensure comprehensive protection for PMI.

Abstract

Mayoritas developer perumahan yang belum menyerahkan prasarana, sarana, dan utilitas kepada pemerintah kota. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan, jumlah perumahan dan permukiman yang belum menyerahkan prasarana, sarana, dan utilitas, dan faktor penghambat implementasi kebijakan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori model implementasi kebijakan oleh Merilee S Grindle. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Tanjungpinang belum bertanggung jawab dalam melaksanakan kewajibannya terkait dengan prasarana, sarana, dan utilitas perumahan dan permukiman di Kota Tanjungpinang ini karena masih kurangnya pengawasan terhadap pembangunan-pembangunan perumahan yang ada di Kota Tanjungpinang yang mengakibatkan banyak terjadinya ketidaksesuaian site plan awal dengan pembangunan akhir perumahan, sedangkan yang memberikan izin untuk membangun perumahan tersebut adalah Pemerintah Kota Tanjungpinang itu sendiri, kemudian kurang tegasnya Pemerintah Kota Tanjungpinang terhadap developer-developer yang tidak membangun sesuai peraturan. Kemudian masih banyak developer perumahan maupun permukiman di Kota Tanjungpinang yang belum menyerahkan prasarana, sarana, dan utilitas dengan berbagai faktor penghambat seperti developer yang menggadai sertifikat utama perumahan tersebut, developer tidak membangun perumahan sesuai dengan site plan yang disetujui di awal. Selanjutnya untuk isi kebijakan masih terlalu kaku sehingga pelaksanaan kebijakan tidak sesuai dengan isi kebijakan itu sendiri, lalu lingkungan kebijakan sudah menunjukkan responsivitas maupun penguasa yang demokratis dan partisipatif. Jumlah perumahan yang sudah menyerahkan prasarana, sarana, dan utilitas perumahan dan permukiman kepada Pemerintah Kota Tanjungpinang sebanyak 13 perumahan, sedangkan yang belum menyerahkan sebanyak 262 perumahan dari total 275 perumahan yang telah disurvei oleh Dinas Perkim. Kata Kunci: Prasarana, sarana, dan utilitas, Perumahan, Developer. Abstract Many housing developers have not submitted infrastructure, facilities, and utilities to the city government. This research aims to find out the policy implementation, the number of housing and settlements that have not submitted infrastructure, facilities, and utilities, and the factors inhibiting policy implementation. This research uses descriptive qualitative research methods with data collection techniques based on observation, interviews and documentation. This research uses the theory of the policy implementation model by Merilee S Grindle. The results of this study indicate that the Tanjungpinang City Government has not been responsible for carrying out its obligations related to housing and settlement infrastructure, facilities and utilities in Tanjungpinang City because there is still a lack of supervision of housing developments in Tanjungpinang City which results in many discrepancies between the initial site plan and the final housing development, while the one who gives permission to build the housing is the Tanjungpinang City Government itself, then the lack of assertiveness of the Tanjungpinang City Government towards developers who do not build according to regulations. Then there are still many housing and settlement developers in Tanjungpinang City who have not submitted infrastructure, facilities and utilities with various inhibiting factors such as developers who pledge the main certificate of the housing, developers do not build housing in accordance with the site plan approved at the beginning. Furthermore, the policy content is still too rigid so that the policy implementation is not in accordance with the content of the policy itself, then the policy environment has shown responsiveness as well as democratic and participatory rulers. The number of housing that has submitted housing and settlement infrastructure, facilities, and utilities to the Tanjungpinang City Government is 13 housing, while those that have not submitted are 262 housing out of a total of 275 housing that have been surveyed by the Perkim Office. Abstract

One of the government's efforts to provide health to the community is by establishing a government agency as a public health service delivery unit, namely the Community Health Center or what is commonly called the Puskesmas. Good and quality health services must fulfill patient satisfaction is a very important thing in calculation the quality of health service. The problems that occurred at the Penyengat sub-district auxiliary Health Center were unfriendly service, inadequate facilities and infrastructure and inadequate availability of drugs. The purpose of this study was to find out how the effectiveness of health services in increasing community satisfaction at the Penyengat sub-district auxiliary Center in sub district Tanjungpinang, city Regency 2023. In this research, the researcher analyzed the data by examining and reviewing all the data obtained from the field. Researchers use the theory of Richard M. Steers in measuring the effectiveness of 3 indicators namely, goal attainment, integration, and adaptation. The research method used by researchers in this thesis research is a qualitative research method. The informants in this study were the head of the Penyengat sub-district auxiliary Health Center and the people who received services from the Penyengat sub-district auxiliary Health Center. The results showed that the effectiveness of health services in increasing community satisfaction at Penyengat sub-district auxiliary Center in sub district Tanjungpinang, city Regency was not optimal.

Abstract

Regional development is an attempt to expand the territory of the state administration with the aim of improving public service, economic development, and the well-being of the people. However, the reconstruction of the area carried out for the welfare of this community has not succeeded; in fact, it remains an area that has eventually suffered post-construction failure. This research uses qualitative research methods with a library study approach. As for the area that succeeded in post-development, it was the village of Watu Omok, which saw some improvement. It's because of the support of the public and the government, compliance with conditions, SDA, and even development. Meanwhile, Papua has become a potentially unsuccessful region due to a lack of regional fulfillment. Its causes are financial immaturity and governance, rapid and insufficient formation of aspirations, and a burden on the interests of the political elite.
