Abstract

Thematic KKN in Pinomontiga village, Bone Bolango Regency, Bulawa District, is innovating to make tuna fish sauce products and providing education to the people of Pinomontiga village regarding the process of processing tuna fish sauce and how to market strategies for tuna fish sauce products.The activity of making tuna fish sauce products was carried out on Monday (28/8/2023), in the Pinomintiga Village Office Hall with the theme "Community Empowerment Through Post-Harvest Handling of Sea and Agricultural Products." Abstract

Tujuan penelitian ini adala untuk menganalisis pengaruh perilaku konsumen terhadap keputusan pembelian makanan milu siram khas Gorontalo studi kasus pada mahasiswa kegiatan Program Pertukaran Mahasiswa Merdeka Dalam Negeri Modul Nusantara. Lokasi penelitian di Universias Negeri Gorontalo Kampus 1, Provinsi Gorontalo. Pelaksanaan penelitian ini yaitu dengan melakukan wawancara kepada mahasiswa peserta kegiatan Pertukaran Mahasiswa Merdeka Dalam Negeri Modul Nusantara yang mengikuti kegiatan ini secara luring di Universitas negeri Gorontalo berasal dari seluruh wilayah Indonesia. Teknik pengambilan sampel yang digunakan yaitu purposive sampling dengan jumlah 21 orang responden. Data analisis menggunakan analisis regresi linear berganda dan penentuan skoring pada kuisioner dengan metode skala likert. Hasil penelitian menunjukkan bahwa variabel Faktor Sosial (X2) memiliki nilai signifikansi 0,41 maka < 0,10 persen maka berpengaruh, variabel Faktor psikologi (X4) memiliki nilai signifikansi 0,09 maka < 0,10 persen maka berpengaruh, variabel budaya, psikologis dan pribadi secara bersama-sama mampu mempengaruhi variabel terikat (Y) yaitu keputusan pembelian sebesar 0,837 atau 83,7% sedangkan sisanya 16,3% dipengaruhi oleh variabel lain tetapi tidak diteliti dalam penelitian ini. Kata Kunci : Perilaku Konsumen, Regresi Linear Berganda, Keputusan Pembelian

Abstract

The establishment of the National Food Agency through Presidential Regulation Number 66 of 2021 reflects a trend toward centralization of food authority that contradicts the decentralization principle enshrined in Law Number 23 of 2014 concerning Regional Governance. This centralization creates excessive authority concentration at the national government level and threatens the capacity of regional governments to manage local food security autonomously. This research aims to: (1) analyze the constitutional implications of food authority centralization on regional autonomy; (2) evaluate the capacity of regional governments in implementing local food policies; and (3) formulate recommendations for regulatory and policy harmonization between national and regional governments. The research employs legal document analysis (regulations and food policies), a case study of West Java Province as a best practice in food decentralization, and comparative analysis of regional autonomy implementation in the food sector. The findings demonstrate that the West Java Regional Government has exhibited significant capacity through initiatives including mainstreaming of local food, urban farming implementation, hydroponics technology deployment, and empowerment of local farmers—thereby proving that food authority decentralization is not merely feasible but essential for sustainable food security. The research recommends: (1) harmonization and synchronization of national-regional food regulations to prevent jurisdictional conflicts; (2) strengthening of coordination mechanisms and continuous evaluation systems; and (3) redistribution of food authority according to the subsidiarity principle and capacity-based allocation to prevent constitutional regression and strengthen local food sovereignty.
