Abstract

As the center of economic growth and the hub of industries and trade in Indonesia, the issue of goods transportation development in the Jakarta Greater Area deserves higher priority, amongst academics, private sector leaders, and policymakers. Currently, freight trucking is the most widely used mode of goods transportation within the Jakarta greater area (91.3 percent), exceeding the other two alternative modes: sea (7.6 percent) and railway (1.1 percent) transportation. However, the movement of goods transported along the corridor is very congested, not environmentally friendly, and has a relatively small efficiency value and economies of scale. On the other hand, the train mode offers several advantages over the truck mode, including a large transport capacity, relatively fast travel times, freedom from illegal levies, and more guaranteed goods safety. This article employs a mixed-methods approach that combines documentary and SWOT Analysis to explore the current and prospective status of freight railways in the Jakarta region as perceived by key multiple stakeholders, including national and provincial governments, the private sector, academia, and civil society organizations. The results reveal vertical and horizontal disharmony among the responsible government units at both the national and provincial levels regarding the future direction of Jakarta's freight transport. Interestingly, during the FGD, the rational trucking business owners did not show any reluctance toward railway development, as it turned out that a more integrated, intermodal transportation is a better option for all. Finally, the DKI Jakarta Provincial Government needs to prioritize its resources to address the existing weaknesses and challenges before expanding further with a broader and more ambitious strategy.

Abstract

Sexual and reproductive health education for adolescents remains crucial for Indonesia as it is home for more than 44 million teenagers as of 2022, in its way to anticipate demographic bonus in 2030. Government Regulation no. 61 of 2014 concerning Reproductive Health mandates sexual and reproductive health education in formal and informal education settings. By using a systematic literature review (SLR) method, this study assesses the current state of school-based sexual and reproductive health education in Indonesia. Findings reveal that the delivery of sexual and reproductive health education in Indonesian schools is fragmented, spread across various subjects such as Biology, Sports, Religious, Civic and Moral education classes, as well as extracurricular activities. Key stakeholders, including families, teachers, peers, and school principals, play crucial roles in shaping adolescents' understanding of reproductive health. However, challenges such as cultural taboos, easy access to potentially misleading online information, and inadequate teacher training hinder effective education. In addition, Comprehensive Sexual Education (CSE) has been suggested by WHO to be implemented and integrated in the core curriculum, with programs like SETARA pilot project showing promise in improving adolescent knowledge and attitudes towards reproductive health. However, the success of such programs requires cooperation from various stakeholders and a shift in societal norms regarding adolescent sexuality.

Abstract

In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations. Our findings confirm pervasive internal pessimism amongst bureaucrats regarding citizen evaluations across all investigated agencies. Interestingly, however, the data reveal that both citizens and bureaucrats respectively were, in fact, not as bad as they reciprocally presumed. Finally, we demonstrate that individual bureaucrats’ beliefs on their own performance influence their propensity for change, thereby affecting the reform progress.

Abstract

This study examines how organizational readiness for change has been conceptualized in supporting Human Resource Information System (HRIS) integration and merit system implementation within public sector organizations. Despite the growing adoption of HRIS to support transparent and evidence-based personnel management, existing research has largely examined organizational readiness, HRIS integration, and merit systems as separate streams of inquiry. This systematic literature review, covering publications from 2000 to 2025, analyzed twenty-five studies retrieved from Scopus, Web of Science, and Google Scholar using thematic synthesis. The review identified five recurring themes: leadership and management support, change commitment and change efficacy, organizational capacity and digital capability, governance and data integration, and merit-based human resource governance. The findings demonstrate that HRIS integration should be understood as a multidimensional organizational change process rather than a purely technological initiative. Organizational readiness functions as a critical enabling condition influencing whether HRIS integration can be successfully institutionalized and translated into merit-based system implementation. Based on these findings, the study proposes a conceptual framework positioning organizational readiness as the organizational mechanism linking HRIS integration and merit-based systems in the public sector. This article contributes to a more comprehensive understanding of digital transformation and human resource governance by integrating three previously fragmented bodies of literature and provides a foundation for future empirical research in public organizations undergoing administrative and human resource reform.

Abstract

Kata kunci: antioksidan, antihiperurisemia, DPPH, Eucheuma spinosum, kalium oksonat, stres oksidatif Evaluation of the Antioxidant Activity of Eucheuma spinosum Extract by the DPPH Assay and Its Antihyperuricemic Activity in Male White MiceAbstractThe rising prevalence of hyperuricemia associated with oxidative stress has driven the exploration of natural substances with antioxidant and antihyperuricemic properties. Eucheuma spinosum seaweed is recognized for its bioactive compounds that may serve as potential natural therapeutic agents. This study aimed to evaluate the antioxidant and antihyperuricemic activities of the ethanol extract of Eucheuma spinosum and to identify the most effective dose in reducing uric acid levels. The study procedures included extraction using 96% ethanol, phytochemical screening, antioxidant activity assessment using the DPPH method, and antihyperuricemic testing in potassium oxonate-induced mice. Phytochemical analysis indicated the presence of alkaloids, flavonoids, tannins, saponins, and phenolic compounds in the extract. The antioxidant assay showed that the extract possessed strong antioxidant activity with an IC₅₀ value of 52.219 ppm. In the in vivo experiment, the extract significantly decreased uric acid levels in a dose-dependent manner. The most effective dose was observed at 120 mg/20 g of body weight in mice, resulting in a 32.71% reduction, although its activity was still lower than that of allopurinol at a dose of 100 mg, which served as the positive control and resulted in a 35.16% reduction. These findings suggest that Eucheuma spinosum extract has promising potential as a natural agent for hyperuricemia management. Nevertheless, further studies are required to optimize its effectiveness and to elucidate its mechanisms of action more comprehensively. Keywords: antioxidant, antihyperuricemic, DPPH, Eucheuma spinosum, oxidative stress, potassium oxonate
