Abstract

This studyaims to evaluate the quality of dialogic communication on university library websites and its correlation with students’ scientific information-seeking behaviour during the Covid-19 outbreak. Internet services that organizations frequently use for communicating with their audiences can provide discussion forum services. The university library’s management can investigate their students’ novel ideas, needs, and doubts through dialogic communication, so it will activate and enhance the intellectual power. This research proposed dialogic communication from a sample of 171 undergraduate and graduate students from four countries, China, Indonesia, Taiwan, and Malaysia. Data was obtained by an online survey. The results confirm that during the outbreak, the library websites have implemented the principles of dialogic communication. There is a significant correlation between dialogic communication and scientific information-seeking behaviour except for Chinese students. Library websites can serve as an effective conduit for engaging students in seeking scientific information for academic works. Students stated that e-learning increases their satisfaction and commitment to university websites. Lecturers are recommended to develop collaborative activities among students using the library website. Impacts on practice or policy are that website administrators can use dialogic communication to assist students; university top management can assure students’ rights to education; lecturers may use library website facilities to support asynchronous case-based learning.

Abstract

This research focuses on the development of online services using Artificial Intelligence (AI) created to build a concept of smart city based on E-Government. The focus of this research is to answer the question: Is the implementation of smart city effective in improving the quality of public services? The impact of smart city implementation on the development of public services is also discussed. The results of this research show that governments in the Asian region are increasingly utilizing AI for ubiquitous connectivity, and a range of other technologies to help solve the most pressing urban issues, ranging from population growth and congestion to environmental sustainability as well as improving administrative effectiveness. The use of chatbots is also utilized by the governments in Asia to assist conversations with AI technologies in managing service issues. These findings shed light on an important theoretical foundation focused on human-computer interaction and clarify the benefits of using AI technologies.

Abstract

Mining potential in Maluku Province is the largest contributor to nickel mining in Indonesia with nickel reserves of 39% and copper of 92.48% of the national total. Even though nickel and copper are potential resources in this region, they do not yet have production results that have added value and are highly competitive. Now various investors from China are investing in North Maluku with the above potential mining resources. In fact, China is now interested in building a nickel factory in North Maluku, specifically in North Halmahera. The issuance of Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining is a transformation of mineral and coal policy relating to the management and utilization of mineral and coal in Indonesia. The consequence of the amendment to Law Number 4 of 2009, namely the elimination of regional government authority over the management of mineral and coal mining, was taken over by the central government, which applies nationally. The method used in this research is the Hybrid Method as an applied method. The limitation of this research is that it does not technically examine the ecological, economic and social modeling of mining studies in North Maluku. The recommendation of this research is that further in-depth review is needed from a legal, social, ecological and economic perspective to map and review Law No. 3 of 2020, the formation of a cross-sectoral task force to monitor the impact of the implementation of Law No. 3 of 2020 on the environmental and social sectors. and economics.

Abstract

This study discusses changes in the coalition pattern of political parties in the leadership period of President Joko Widodo who was elected in 2014 and 2019, this research uses a descriptive qualitative method with a literature/literature study approach, so the results show that in the first period the coalition pattern that was built was an ideological coalition pattern, but this pattern changed to transactional pragmatism, because the Coalition of political parties pro-president Joko Widodo's government experienced successive defeats in parliament, One of the defeats did not get a leadership seat in parliament because it lost the number of votes in parliament, so the ideological coalition pattern turned into a transactional pragmatic coalition, where President Joko Widodo attracted opposition parties, namely PPP, Golkar and PAN, to join the pro-government coalition, by sharing ministerial seats, with the aim that the government coalition could win in parliament in determining policies. In the second period of Joko Widodo's presidency, he became more pragmatic because Prabowo, who was Joko Widodo's rival, was drawn into a coalition with the government by giving Prabowo the position of Minister of Defense, so that the impact caused by democracy became unstable, because opposition parties were getting weaker and many policies in their determination were controversial, including the Job Creation Law, revision of the KPK Law, the IKN Law and the dissolution of organizations considered radical by the government.

Abstract

This paper aims to explain the role of Public Broadcasting Institutions around the world in delivering accurate and educational information to the public about the Corona virus outbreak which has become a global pandemic. This research uses a literature research approach by collecting various literature such as scientific journals, government reports, NGO reports, and annual reports of Public Broadcasting Institutions. This study uses a qualitative inductive logic-based content analysis method offered by Phillips and Marrying. The findings in this paper illustrate that Public Service Broadcasting, which is a broadcasting institution that must exist in every sovereign country, plays an important role as a public media in reporting, disseminating information, educating and persuading the public to jointly take care of themselves and fight the coronavirus which has become a global pandemic with the following approaches: First, Série Le virus (Senegal) presents drama as a strategy to attract public interest in understand the impact of Covid-19. Second, RAI (Italy) launched a special program called 'Unno Mattina'. Third, the Australian Broadcasting Corporation (ABC) adopts a factual approach in reporting the Coronavirus by relying on verified information. In addition, ABC also broadcasts news and information about the development of the Corona virus with a very high volume. Fourth, the Korean Broadcasting System (KBS) provides reliable information through the operation of the Integrated News Room service for 24 hours a day for COVID-19 since March 4, 2020. The main goal is to provide complete, trusted, and in-depth information to citizens. Fifth, CBC Radio (Canada) aired the series 'The Current' which explains the social and economic impact of the Corona virus in daily life.

Abstract

Society 5.0: A People-centric Super-smart Society" is a book that explains the concept of society developed by the Japanese government, which puts forward advanced technology and human-machine collaboration to improve people's quality of life. The book is written by experts and practitioners from various fields, including technology, economics, social, and politics with the editors of Hitachi-UTokyo Laboratory (H-UTokyo Lab.), The University of Tokyo and Bunkyo-ku, Tokyo, Japan. Many authors have contributed to the writing of this book, including Toshihiko Koseki (former Executive Vice President, The University of Tokyo), Shinobu Yoshimura (Vice President, The University of Tokyo), Norihiro Suzuki (Vice President and Executive Officer, CTO, Hitachi, Ltd.), and Shinji Yamada (General Manager, Center for Exploratory Research,  Hitachi, Ltd.), Takashi Haga and Miho Sugimoto (the University of Tokyo's University Corporate Relations Department), Mayumi Fukuyama and Tomiko Kinoshita (the Hitachi R&D Group's Technology Strategy Office) The book is an expicution of the results of an in-depth study of a long process of joint research laboratory between Hitachi and The University of Tokyo in 2018. Abstract

The Tuban District Population and Civil Registration Office (Dispendukcapil) has an obligation under the law to organize population administration services as an integral part of public services that must be accounted for by the government to the community. However, a number of obstacles are still faced in the administration of civil registration services. The purpose of this research is to investigate and describe strategies that can be applied to improve civil registration services at the Tuban District Dispendukcapil. The research method used was a qualitative approach using a case study. Three data collection techniques were used: documentation, observation and interviews. A purposive and snowball approach was used to identify relevant informants. The data analysis process followed an interactive approach, with the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing and Verification, developed by Miles & Huberman. This research, which adopted Moenir's theoretical framework, produced several findings, including that 1) the awareness of officials and executive leaders regarding the problem has made significant progress; 2) The process of making adequate regulations has run quite smoothly, but in terms of SOPs, the completion it is still not ideal; 3) Although the organization has a dynamic system mechanism, there are still shortcomings in socialization to the community; 4) The competencies and talents required for a job or position have been applied, and everything is going well; and 5) Service facilities are available in accordance with the nature and format of service tasks, but the‘ball pick-up’ services still need to be improved.

Abstract

This research aims to determine the implementation of the Surabaya teacher application information system in the online presence of junior high school teachers in the city of Surabaya. The SIAGUS application is the object of research because it is the only application to support teacher activities specifically in the city of Surabaya. This research methodology is descriptive qualitative with observation, interviews accompanied by documentation studies as a way to obtain data. The data was analyzed using the Rippley and Franklin theory quoted in (Yulianto Kadji, 2015) with the achievement of 3 sufficient indicators including the level of bureaucratic compliance, smooth routine and no problems and performance. The research results show that the SIAGUS application is here to make it easier for teachers to attend online, teachers feel helped and the level of teacher discipline after the application has clearly increased. even though there are obstacles such as the network on the application user's device and the resources of teachers who are classified as elderly. However, in this way the Surabaya City Education Office as teacher monitoring can resolve this problem

Abstract

The Surabaya City Government's form of e-government is by implementing e-procurement in the procurement of goods and services (auction). E-procurement is an innovation from conventional procurement to electronic-based procurement of goods and services. technology will be very important in public services in the future by The Surabaya government understands that the role of digital Encouraging service acceleration and reducing budgets with information technology. The purpose of this study is to determine whether e-procurement has been effective in its application in the Surabaya city government. The research method used is descriptive qualitative research with reference to various references. The focus of the research uses Richard M. Steers' theory of effectiveness which measures effectiveness using indicators of goal achievement, integration and adaptation. Data collection techniques are interviews, observation and documentation. The technique of determining informants is purposive sampling technique and snowball sampling which is expected to be a source of information for researchers. The data analysis technique uses interactive data developed by Miles & Hubberman, namely Data Collecting, Data Condensation, Data Display, Conclutions and Verifying. Data validity uses credibility tests, namely extension of observation, data triangulation and using reference materials which in this credibility test are expected to be able to provide accurate and valid data.

Abstract

Although there is no fixed definition for digital maturity, it can be concluded that digital maturity refers to the ability of an organization to use digital technology effectively and efficiently in achieving its strategic goals. This research proposes a new framework to assess the digital maturity of local governments called the Digital Maturity Model for Local Governments in Indonesia (DMM-LGI). The framework has two main dimensions, namely technology adoption and organizational readiness. This research method uses a mixed approach, combining quantitative and qualitative research methods. The research process begins with a literature review from scopus-indexed journals, followed by the formulation of a digital maturity framework, measuring the level of digital maturity, identifying a certain level, and providing recommendations for further digital transformation. The results showed that the digital maturity of the local government of Karanganyar regency was at the level of average digitalization, where the main obstacle was that there were limitations in aspects of adequate and quality human resources (HR). In addition, the excessive number of applications and information systems poses new problems, especially related to integration and interoperability. The suggestion for future research is that the concept of digital maturity is dynamic, nothing is fixed and will continue to evolve as science and technology advance
