Abstract

Ahead of the 2014 election, the General Election Commission established a group of facilitators to educate the public about the election (voter education), called Democracy Volunteer (Relawan Demokrasi), in cities/regencies throughout Indonesia. Democracy Volunteer is a program aimed at increasing political participation and election quality. One of the target groups for the voter education is first-time voters. First-time voters are perceived to have distinctive political behavior; their political actions are qualitatively different from other segments of voters. They are also classified as the technology savvy generation. This paper intends to elaborate the Democracy Volunteers' efforts in implementing voter education for first-time voters, and reveal the most suitable voter education model for this segment of voters. The research used qualitative method through focus group discussions and in-depth interviews. The results show that a voter education model for first-time voters is needed in order that Democracy Volunteers carry out the voter education effectively in achieving the expected goals.

Abstract

This research is conducted in the Democracy of Pancasila Course at Pancasila and Civic Education (PPKn) Department University of Jambi. Students have difficulties in both answering critically when the lecturer asks questions, and criticizing questions from their peers when responding to group discussion questions. This is due to the weak thinking strategies used in the classroom so that the ability to think critically does not meet the expectations. One of the efforts made to overcome this problem is to apply the Think Pair Share (TPS) learning model. This study aims to determine the influence of Think Pair Share (TPS) learning model on students’ critical thinking abilities. This research was Pre-Experimental Design by using the Intact Group Comparison design. The population in this study was all students of the PPKn Department in University of Jambi. The sample in this study were students from class A and class B. Students of class B were used as an experimental class which were taught using the Think Pair Share learning model. Meanwhile, class A students were the control class who learned using conventional learning models. The instrument used in this study was a test instrument. The data collected were analyzed using the T test. Based on the results of the research, it is concluded that the critical thinking abilities of students who were taught using the Think Pair Share learning model in the Democracy of Pancasila Course were higher than students who were taught using conventional learning models. Mahasiswa banyak mengalami kesulitan memberikan jawaban secara kritis ketika dosen bertanya, kemudian pada saat menanggapi pertanyaan-pertanyaan diskusi kelompok, mereka juga sulit untuk mengkritisi pertanyaan dari teman-temannya. Hal ini disebabkan lemahnya strategi berpikir yang digunakan dalam kelas sehingga kemampuan berpikir secara kritis belum sesuai dengan harapan. Upaya yang dapat dilakukan untuk mengatasi persoalan tersebut adalah penerapan model pembelajaran Think Pair Share (TPS). Tujuan dilakukannya penelitian ini adalah untuk mengetahui seberapa besar pengaruh model pembelajaran TPS terhadap kemampuan berpikir kritis mahasiswa. Adapun jenis penelitian yang digunakan adalah Pre-Exsperimental Design dengan menggunakan desain Intact Group Comparison. Populasi pada penelitian ini adalah seluruh mahasiswa program studi PPKn Universitas Jambi. Sedangkan yang menjadi sampel pada penelitian ini adalah mahasiswa kelas A dan kelas B. Mahasiswa kelas B digunakan sebagai kelas eksperimen yang diajarkan dengan model pembelajaran Think Pair Share, sedangkan mahasiswa kelas A sebagai kelas kontrol yang belajar dengan menggunakan model pembelajaran konvensional. Intrumen yang digunakan dalam penelitian ini adalah instrumen tes. Data yang terkumpul dianalisis dengan mengguanakan uji T. Berdasarkan hasil penelitian, disimpulkan bahwa kemampuan berpikir kritis mahasiswa yang diajarkan dengan menggunakan model pembelajaran Think Pair Share pada mata kuliah Demokrasi Pancasila menjadi lebih tinggi dibandingkan dengan mahasiswa yang diajarkan dengan menggunakan model pembelajaran konvensional. Abstract

This study aims to identify and analyze the difficulties of junior high school civic education teachers in developing Bhinneka Tunggal Ika (the national slogan unity in diversity) learning materials based on actual issues. The method used is descriptive qualitative. Data was collected using interviews with informants from junior high school civic education teachers in Sukoharjo District and civics field experts, document analysis of civic education (PPKn) textbooks for junior high school and PPKn 2013 curriculum documents, supported by Focus Group Discussions. The results showed that the teacher had no difficulty developing the civic education materials of Bhinneka Tunggal Ika for junior high school because it was based on government textbooks and lesson plans developed by teachers' association (MGMP) of civic education subject for junior high school in Sukoharjo Regency. Difficulties are experienced when presenting actual issues that are close to students' initial experiences related to the materials and the use of instructional technology media that are appropriate to the conditions of the school and students. This is because actual issues that are close to students' initial experiences are not included in the textbook. Likewise, the use of technology to support learning is also not included in textbooks. This makes teachers creatively prepare local, practical and actual issues to support the learning of these materials. The teachers also uses instructional technology media to support learning material by adjusting the conditions of the schools and students. Keywords: civic education subject (PPKn), learning materials, Bhinneka Tunggal Ika ABSTRAK Penelitian ini bertujuan mengidentifikasi dan menganalisis kesulitan guru PPKn SMP dalam mengembangkan materi pembelajaran Bhinneka Tunggal Ika yang berbasis isu aktual. Metode yang digunakan deskriptive kualitatif. Teknik pengumpulan data menggunakan wawancara dengan informan guru PPKn SMP Kabupaten Sukoharjo dan pakar bidang PKn, analisis dokumen terhadap buku ajar PPKn SMP dan dokumen kurikulum PPKn 2013, ditunjang dengan Focus Group Discussion. Hasil penelitian menunjukkan bahwa guru tidak mengalami kesulitan mengembangkan materi aspek Bhinneka Tunggal Ika PPKn SMP dikarenakan sudah mendasarkan pada buku ajar pemerintah dan RPP yang dikembangkan MGMP PPKn SMP Kabupaten Sukoharjo. Kesulitan dialami pada saat menyajikan isu aktual yang dekat dengan pengalaman awal siswa terkait dengan materi dan penggunaan media teknologi pembelajaran yang sesuai dengan kondisi sekolah dan siswa. Hal ini dikarenakan isu aktual dan yang dekat dengan pengalaman awal siswa tidak termuat di buku ajar. Demikian pula, penggunaan teknologi untuk mendukung pembelajaran juga tidak termuat di buku ajar. Hal ini menjadikan guru secara kreatif menyiapkan isu lokal, praktis dan aktual guna mendukung pembelajaran materi tersebut. Guru juga menggunakan media teknologi pembelajaran untuk mendukung pembelajaran materi dengan menyesuaikan kondisi sekolah dan siswa. Abstract

This study aims to develop context-based text book for the Moral Education Basic and Concept Course. The subject of this study was the first-year students at the Department of Pancasila and Civic Education Sriwijaya University who enrolled in Moral Education Basic and Concept Course in the June-December term of 2020 school year. The research was conducted using research and development method in the following steps; 1) preliminary study, 2) product development, and 3) product test. During the preliminary study, researcher found that the textbook used previously is not context based and the number is so limited, therefore the development of textbook for the Moral Education Basic and Concept Course is urgently needed. The textbook was developed contextually, particularly in the concept of moral education in the cyberspace, for example when the students search their social media and when learning for the courses from home. The textbook prototype was validated by experts and tested, which resulted in the validation of 87,5%, meaning valid. It was also tested on students through one-to-one test that shows 93,33% validity, and small group test with 92% validity, which mean that the textbook is practical to use. Keywords: context-based textbook, basic courses, moral education ABSTRAK Penelitian ini bertujuan untuk mengembangkan buku ajar berbasis kontekstual pada Mata Kuliah Dasar dan Konsep Pendidikan Moral. Subjek penelitian adalah mahasiswa semester satu pada Prodi Pendidikan Pancasila dan Kewarganegaraan Universitas Sriwijaya yang mengambil Mata Kuliah Dasar dan Konsep Pendidikan Moral pada semester Ganjil 2020-2021. Penelitian dilakukan dengan metode penelitian dan pengembangan (Reaserch and Development) dengan langkah-langkah; 1) studi pendahuluan, 2) pengembangan produk, 3) uji produk. Pada studi pendahuluan diperoleh analisis kebutuhan yang menyatakan bahwa buku ajar yang dipakai sebelumnya tidak berbasis kontekstual dan jumlah buku ajar masih sangat sedikit, sehingga diperlukan segera pengembangan buku ajar Mata Kuliah Konsep dan Dasar Pendidikan Moral. Buku ajar dikembangkan berbasis kontekstual terutama pada konsep pendidikan moral di dunia maya, misalnya saat mahasiswa berselancar di media sosial dan saat mengikuti perkuliahan dari rumah selama pembatasan social karena pandemi. Prototipe buku ajar divalidasi oleh ahli dan diuji coba. Hasil validasi adalah 87,5% yang artinya valid; sedangkan hasil uji coba one to one 93,33% dan uji coba small group 92% yang artinya buku ajar praktis untuk digunakan. Abstract

Civic Education is one of the courses that carry the mission of character education. Compared to other courses, Civic Education course play an important role in teaching character education, meaning that in both courses, character education must be the lecture’s main goal. Civic education is a field of study that carries out the national mission to educate Indonesian people through value-based education. One of the adaptive models in improving the quality of civic education as a manifestation of character building is through Project Citizen. This study aims to determine the effect of project citizen model in the learning interest of students of the Faculty of Teacher Training and Education Sciences (FKIP) University of Jambi (UNJA) in learning civic education as an embodiment of character education. The type of research is an experimental research which is used in Pre-Experimental Design using the Intact Group Comparison draft. In this design, one group of study was divided into a treatment group and a non-treatment group. The population of the study was all of FKIP UNJA students, while the sample was students of class A of the Department of Early Childhood Education (PAUD). The research instrument used was a learning interest questionnaire with questions and statements measured using a Likert scale. The data was then analyzed by the T-test using SPSS 21 software for Windows. Based on the result, it can be concluded that the project citizen model has a significant effect on FKIP UNJA students’ learning interest in learning civic education as an embodiment of character education.

Abstract

Artikel ini membahas peran Nahdlatul Ulama (NU) sebagai implementasi pendidikan kewarganegaraan kemasyarakatan (community civics) dengan basis kulturalnya yaitu pesantren dalam membina dan membentuk warga NU (Nahdliyin) agar menjadi warga negara yang baik dan cerdas. Community civics merupakan domain sosiokultural Pendidikan Kewarganegaraan (PKn) yang dilakukan di luar pendidikan formal (deformalisasi) serta berkembang di masyarakat melalui organisasi sosial kemasyarakatan, organisasi politik, lembaga swadaya masyarakat, institusi, dan perusahaan. Penelitian ini menggunakan pendekatan kualitatif, dengan wawancara dan observasi sebagai teknik pengumpulan data guna mendapatkan hasil yang mendalam. Adapun metode yang digunakan berupa studi kasus di Pesantren Nahdlatul Ulama Al-Hikamussalafiyah Cipulus Purwakarta. Hasil penelitian ini menunjukkan bahwa Nahdlatul Ulama dengan pesantren yang dinaunginya telah mampu menjadi teladan pelaksanaan community civics. Implementasi tradisi ilmu keagamaan mampu disinergikan dengan konteks keindonesiaan dalam membentuk karakter warga Nahdliyin dan santri khususnya di lingkungan Pesantren Al-Hikamussalafiyah. Modal kultural tersebut berupa sikap tawassuth (tengah/moderat), i’tidal (tegak lurus) tasamuh (toleransi), tawazun (seimbang), dan amar ma’ruf nahi munkar (menegakkan yang benar dan melarang yang salah). Modal ini berdasar pada tradisi keagamaan yang menjadi sebuah legitimasi utama dalam mensyiarkan risalah Islam sebagai rahmat bagi seluruh alam semesta (Islam rahmatan lil ‘alamin). Pada akhirnya para santri bisa memahami, menganalisa, dan menjawab masalah-masalah sosial yang dihadapi baik didalam masyarakat dan bernegara secara berkesinambungan dan berperan dalam menciptakan Indonesia sebagai negara idaman yang selaras kebaikan alam dan masyarakatnya (baldatun thayyibatun wa rabbun ghafuur). Kata kunci: peran pesantren, Nahdaltul Ulama (NU), pendidikan kewarganegaraan kemasyarakatan (community civics) ABSTRACT This article explains the role of Nahdlatul Ulama (NU) as an implementation of community civics with Islamic boarding school (pesantren) as its cultural base, in fostering and shaping the NU community (Nahdliyin) to become good and smart citizens. Community civics is a socio-cultural domain of Civic Education which is implemented beyond the formal education at school (deformalization) and develops in the community through social organizations, political organizations, non-governmental organizations, institutions, and companies. The study used a qualitative approach, with interviews and observations as data collection techniques in order to obtain in-depth results. The method used is a case study at the Nahdlatul Ulama Islamic Boarding School Al-Hikamussalafiyah Cipulus Purwakarta. The results indicate that Nahdlatul Ulama and its supported Islamic boarding school have been able to become a role model in implementing community civics. Religious knowledge tradition blended with Indonesian identity is implemented in shaping the characters of Nahdliyin community and students, particularly at the Al-Hikamussalafiyah Islamic Boarding School. The cultural values are tawassuth (moderate), i’tidal (straight), tasamuh (tolerant), tawazun (balanced), and amar ma'ruf nahi munkar (enjoining what is right and forbidding what is wrong). The values are based on religious tradition which is the main legitimacy in spreading the message of Islam for the good of all human beings (rahmatan lil 'alamin). In the end, the students can understand, analyze, and answer social problems in the society and the nation in a sustainable manner and play a role in building Indonesia as an ideal state with good citizens and natural resources (baldatun thayyibatun wa rabbun ghafuur). Abstract

The COVID-19 pandemic forces governments to close schools and adapting to distance learning. This research article aims to expose the effectivity of distance learning on Pancasila and Civic Education (PPKn) subject for students living in oil palm plantation areas in three villages in North Sumatra. Data was collected by conducting surveys, interviews and documentation study from October to December 2020. Data were analyzed using an interactive model. The result shows that civic education distance learning is ineffective because: (1) the limitation in supporting technology for distance earning and internet access cause limited connectivity with civic education learning resources; (2) civic education distance learning is dominated by task work activities; (3) learning tends to be monotonous because of minimal creativity and innovation; (4) minimal quality of parental assistance because the communication between teachers and parents is not well-established; (5) students find it difficult to understand civic education learning material. The unsatisfactory learning process and outcomes during the distance learning cause 60% of respondents consider civic education distance learning during the COVID-19 pandemic was ineffective. Keywords: Pancasila and Citizenship Education Course, distance learning, students in plantation areas ABSTRAK Pandemi Covid-19 memaksa pemerintah untuk menutup sekolah dan beradaptasi ke pembelajaran jarak jauh. Artikel penelitian ini bertujuan memotret efektivitas pembelajaran jarak jauh (PJJ) pada mata pelajaran PPKn. Penelitian ini dilakukan pada tiga desa di wilayah perkebunan sawit di Sumatera Utara. Data dikumpulkan dengan melakukan survei, wawancara, dan studi dokumentasi selama bulan Oktober hingga Desember 2020. Data dianalisis dengan model interaktif. Penelitian menunjukan PJJ mata pelajaran PPKn tidak efektif pelaksanaannya karena: (1) keterbatasan perangkat teknologi pendukung PJJ dan akses internet menyebabkan keterbatasan keterhubungan dengan sumber belajar PPKn; (2) PJJ PPKn didominasi aktivitas pengerjaan tugas; (3) pembelajaran cenderung monoton, minim kreativitas dan inovasi; (4) kualitas pendampingan orang tua rendah karena komunikasi guru dengan orang tua tidak terjalin; (5) siswa sulit untuk menguasai substansi materi pembelajaran PPKn. Proses pembelajaran dan pencapaian hasil belajar yang tidak maksimal selama PJJ PPKn tersebut menyebabkan lebih dari 60% responden menganggap PPKn Masa Pandemi Covid-19 tidak efektif. Abstract

Penelitian ini bertolak dari fenomena melemahnya karakter kewarganegaraan pada siswa, penyebabnya ialah belum efektifnya model pembelajaran pendidikan karakter. Penelitian ini focus kepada model hipotetik kemitraan guru dan orang tua dalam penanaman karakter. Manfaat penelitian ini diharapkan dapat memaksimalkan penanaman karakter yang sesuai dengan karakter warga negara yang baik. Penelitian ini menggunakan pendekatan penelitian dan pengembangan (Research and development, R&D), penggarapan penelitian baru sampai kepada prosedur pelaksanaan model hipotetik. Prosedur model divalidasi oleh para pakar yang berpengalaman di bidang penanaman karakter. Penelitian ini dilakukan di SMPN yang berada dipusat Kota Padang dan SMPN yang berada di daerah pinggir kota Padang, yaitu SMPN 1 Padang, SMPN 14 Padang dan SMPN 28 Padang. Informan penelitian terdiri dari Kepala Sekolah, Guru PPKn, guru Bimbingan Konseling dan Pakar Pendidikan. Temuan penelitian ialah berhasilnya dirumuskan prosedur pelaksanaan model hipotetik pembelajaran penanaman karakter kemitraan dalam pembelajaran mata pelajaran PPKn.

Abstract

Students need soft skills in dealing with the world outside of formal education. Soft skills as individual abilities are related to emotional and social intelligence that becomes an individual's character. The internalization of this character is in line with the objectives of Pancasila and Citizenship Education course in higher education level. The purpose of this study is to strengthen the soft skills of vocational students through the outdoor learning method. The study used mixed methods with data collection techniques include documentation, observation, interviews and questionnaires. The result shows that outdoor learning methods such as: learning in the field and outdoors, exercising, playing and campus maintenance can strengthen students' soft skills. In addition to these activities, students also get material in the syllabus and discuss current issues. The outdoor learning method is considered good and effective, with 53.8% students find this method agreeable, despite saying that there is still room for improvement. Keywords: soft skills, vocational education, outdoor learning methods, Pancasila and Civic Education ABSTRAK Keterampilan nonteknis (soft skill) adalah keahlian yang dibutuhkan mahasiswa ketika menghadapi dunia kerja. Keterampilan nonteknis sebagai kemampuan individu berhubungan dengan kecerdasan emosional dan sosial, sehingga keterampilan ini membentuk karakter bawaan individu. Pembentukan karakter ini sejalan dengan tujuan dari mata kuliah Pendidikan Pancasila dan Kewarganegaraan (PPKn) di tingkat perguruan tinggi. Tujuan penelitian ini adalah untuk menguatkan keterampilan nonteknis mahasiswa vokasi melalui metode pembelajaran luar ruangan. Penelitian ini menggunakan metode campuran (mixed methods) dengan tekhik pengumpulan data terdiri dari dokumentasi, observasi, wawancara dan juga kuesioner. Hasil penelitian menunjukkan bahwa pembelajaran melalui metode pembelajaran luar ruangan seperti belajar di lapangan dan alam terbuka, berolahraga, bermain, dan gerakan peduli kampus dapat menguatkan keterampilan nonteknis mahasiswa. Selain kegiatan tersebut, mahasiswa juga mendapatkan materi yang ada di Rancangan Pembelajaran Semester serta berdiskusi terkait isu-isu yang terjadi saat ini. Hasil kuesioner yang disebarkan kepada mahasiswa secara acak menunjukkan 53,8% setuju menggunakan metode outdoor learning ini; dengan demikian proses pembelajaran melalui metode ini termasuk dalam kategori baik. Abstract

This study aims to describe “anan tuwoi” wedding ceremony—a tradition of Morge Siwe clan of Kayuagung community, Ogan Komering Ilir Regency, West Sumatra province—and its social impact. This research is qualitative, where the data was collected through observation, interview, and documentation. The informants include customary leaders and community representatives from every sub-district. The data was then analyzed using data reduction, data presentation, and verification. Research result shows that the anan tuwoi ceremony is still preserved by the community since the tradition is still suitable with their way of life and it is not against religious teaching. The tradition’s social impact can be seen during the procession of the ceremony. It impacted the society positively, which influences good changes in the society, particularly to strengthen the relationship between members of kinship, the society, and improve mutual assistance (gotong-royong) and cooperation among the community. The closeness can be seen during the procession, which includes neighbors. Therefore, anan tuwoi tradition is still preserved until now and influences the Kayuagung society in a good way. Keywords: social impact, anan tuwoi, gotong-royong mutual assistance ABSTRAK Penelitian ini bertujuan untuk mendiskripsikan eksistensi adat “anan tuwoi” pada acara perkawinan di komunitas Morge Siwe Kecamatan Kayuagung, Ogan Komering Ilir, Provinsi Sumatera Selatan, dan dampak sosial adat tersebut. Jenis penelitian ini yaitu kualitatif dengan menggunakan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Informan penelitian meliputi pemangku adat dan masyarakat perwakilan dari setiap kelurahan. Teknik analisa data meliputi reduksi data, penyajian data, dan verifikasi. Berdasarkan hasil penelitian, adat anan tuwoi di Morge Siwe Kayuagung masih dilestarikan oleh masyarakat setempat, karena adat ini masih sejalan dengan kehidupan mereka dan adat ini tidak bertentangan dengan ajaran agama. Dampak sosial yang terdapat dalam adat anan tuwoi terlihat dalam proses pelaksanaan, dampak sosial yang didapat masyarakat yakni dampak yang bersifat positif yang mengakibatkan perubahan baik di dalam masyarakat, terlihat dari semakin eratnya tali silaturahmi antar keluarga, antara keluarga dan masyarakat, meningkatkan nilai gotong-royong antar masyarakat, dan menumbuhkan rasa kerjasama antar masyarakat. Kekompakan antar masyarakat terlihat ketika pelaksanaan adat anan tuwoi ini, di mana para tetangga selalu turut andil dalam pelaksananaan adat ini. Maka dari itu adat anan tuwoi ini masih dilestarikan hingga saat ini dan memberikan dampak sosial yang sangat baik bagi masyarakat Morge Siwe Kayuagung.
