Based on the transformation of public administration, researchers use the theory of the development of the public administration paradigm from Old Public Administration (OPA), became New Public Management (NPM), until the birth of New Public Service (NPS). Denhardt and Denhardt (2013) mentioned 3 dimensions of the government's role, namely rowing, steering , and serving . Using a descriptive research method qualitative, The results found were that the role of local government in the rowing dimension resulted in Regional Regulation No. 3 of 2019. The role of steering realized with the involvement of third parties such as Baznas in poverty alleviation programs. Then the role of serving is depicted through direct assistance programs such as plant seed assistance, house renovation, basic necessities, cheap markets, and entrepreneurial skills training which is expected to be able to improve the quality of life of the poor. The obstacles found were the lack of coordination and cross-sector communication of OPDs in implementing poverty alleviation programs, individual characteristics of unproductive poor communities and low quality of human resources, also invalid data on poor people. As an anticipation of communication constraints between OPDs and validity of the data, the government developed a system called SI-PEKA for monitoring and verifying data on poor people based on database by name by address .

Abstract

Assessment is an integral part of the learning process, aiming to measure the achievement of educational objectives. High-quality assessment instruments require evaluation of item validity, reliability, and difficulty level. This study aims to analyze the quality of Physics test items for grade XI at SMAN 1 Sape, Bima Regency, using the Rasch Model. This approach was selected because it provides detailed information on item characteristics, including validity, reliability, and difficulty, in a quantitative manner. The study employed a descriptive quantitative method. Data were collected from midterm examination results of grade XI students from purposively selected schools. A total of 25 multiple-choice items were analyzed using WINSTEP software with the Rasch Model approach. The analysis was conducted to identify items that were valid, reliable, and appropriately difficult according to students' ability profiles. The results showed that most items lacked adequate validity and required revision. The reliability of the instrument was categorized as moderate, indicating a sufficient level of consistency in measuring students' abilities. Regarding item difficulty, most questions were classified as difficult, with only a few categorized as easy or very easy. These findings underscore the importance of regular evaluation of test items to ensure the quality of assessment instruments.

Abstract

This research uses a correlational research and SITOREM analysis which consists of two independent variables, namely Serving Leadership and Self-Efficacy and one variable that is tied to Teacher Creativity. This research was conducted at MA Negeri in Bogor Regency in 2021, with a research population of 147 and there are 108 samples selected using proportional random sampling. The method used in this research is survey and data analysis techniques, with statistical statistics and simple linier regression and multiple linier regression. The research result, namely: first, there is a significant positive relationship between the variable serving leadership (X1 and teacher creativity (Y) in the form of the regression equation Ŷ= 65,167 + 0,504 X1 and the validity is ry1 = 0,511 and the coefficient of determination r2y1 = 0,261. Second, there is a significant positive relationship between sel efficacy (X2) and teacher creativity (Y) with regression of the equation form Ŷ= 62,883 + 0,482 X2 and the path coefficient ry2 = 0,584 and the coefficient of determination r2y2 = 0,342. Third, there is a positive and significant relationship between the serving leadership variable (X1 and self efficacy (X2) together with teacher creativity (Y) expressed in the form of regression equation Ŷ= 39,904 + 0,305 X1 + 0,366 X2 with the subordinate coefficient ry12 = 0,646 and the coefficient of determination r2y12 = 0,417. Based on these things, it can be argued that teacher creativity can be increased throught increased serving leadership and self efficacy.
