Abstract

This article explores the factors driving the political success of non-elite female candidates in the 2024 Ogan Ilir Regency legislative elections. While recent research on women’s political representation in Indonesia often emphasizes elite-driven path, this study highlights the agency of female candidates who navigate alternative, non-elite pathways. Through grassroots mobilization, cultural alignment, and the strategic use of familial resources, these candidates build trust and engage diverse voter bases. Using the concepts of social capital, relational networks, and family-focused strategies, the study reveals that integrating these forms of capital enables candidates to adapt effectively to socio-political challenges. The findings demonstrate that non-elite female candidates can overcome structural barriers and achieve electoral success by leveraging personal relationships and community networks. This study provides valuable insights into advancing women’s representation in patriarchal societies and contributes to broader discussions on gender equity in Southeast Asia.

Abstract

This study aims to examine the modalities of Fifian Adeningsi Mus as a candidate in the 2020 Sula Islands regional election. Using qualitative methods and a case study approach, this study employed content analysis techniques on 174 news items from seven local media outlets that reported most intensively on Fifian’s participation in the Sula Islands regional election during the reporting period from August 28, 2020, to February 28, 2021. The results, based on NVivo 12 plus analysis, indicate that social modality is the most dominant modality narrated by local media in North Maluku, compared to economic, political, cultural, and symbolic modalities. This article contributes to explaining the election of women as regional heads (especially for regions that have never had female regional heads before), supported by the accumulation of previously built modalities. However, the main contribution to women’s election comes from dynastic politics. Therefore, the presence of women in strategic positions can be encouraged through a competitive selection process and a focus on the capacity and capabilities of candidates, so that the election of women as regional heads does not rely solely on the family name (political dynasty).

Abstract

The Free Nutritious Meal (MBG) programme offers significant nutritional and socio-economic potential, yet implementation weaknesses undermine its projected benefits. An ex-ante cost–benefit analysis over a five-year horizon (6% discount rate) estimates a net present value of IDR 439.26 trillion and a benefit–cost ratio of 1.76, but also reveals annual waste and loss of around IDR 47.18 trillion. To explain this gap between economic potential and field realities, a qualitative documentary analysis, guided by the innovation network orchestration framework, identifies four main governance barriers: fragmented and outdated beneficiary data, intermediary-controlled information flows limiting learning and verification, weak procedural justice and grievance systems, and the absence of collective incentive structures for fair value capture. These deficits reduce knowledge mobility and weaken innovation appropriability, converting theoretical gains into real losses. The study proposes a governance architecture integrating national databases, provincial command centres, and PKH-style transfer mechanisms (escrow payments, contractual SLAs, audit trails) to secure targeting, enable real-time monitoring, and embed feedback loops. Framed as post-populist orchestration, this approach aims to align political momentum with evidence-based delivery. The paper concludes that MBG’s viability depends on sequenced governance reforms, recommending pilot implementation with process tracing and impact evaluation to validate its effectiveness.

Abstract

The rapid stream of globalization is giving a wider range of international public relations spheres. As the effects of globalization are the birth of local and international NGOs its activism is shaped from various perspectives. One of the INGOs is Sea Shepherd run based on the idea of environmentalism, especially focused on marine life protection but often accused of being violent and its movement labeled as eco-terrorism. We are using the case of Operation Milagro (2015-2018) between Sea Shepherd and the Mexican government that cooperated. This journal aims to analyze the relationship between two actors including the mechanism of cooperation in Operation Milagro to prevent the extinction of Vaquita Porpoise and the other endangered species in the Cortez Sea, Gulf of California. This article uses relative deprivation theory and transnationalism concepts to gain a new understanding of the analyzed data. We argue that the cooperation of both actors in Operation Milagro is creating a new stage of understanding between both sides through its deprivation of the Sea Shepherd and the cooperation between Mexico and Sea Shepherd. From the point of view of Sea Shepherd, it became a useful tool to reconstruct a new identity as not only an altruistic NGO but also a cooperative nonstate actor. On the other hand, Mexico provided the navy and federal police to facilitate the Sea Shepherd to reach its goal. The author uses some methods such as literature study by collecting data and facts from books, online sites, online journals, and online news. This article also provides some critiques of a problem that came from the effect of cooperation between two actors.

Abstract

The political geography of North Sulawesi provides insights into the local political dynamics with specific geographic considerations. This research employs a quantitative method, focusing on voter rationality, social identity, social cognition, social change, and political alternatives. Findings indicate that Generation Z students choose candidates based on vision, mission, performance, and digital information. Despite positive perceptions of performance, there is a discrepancy with the level of interest. Voter rationality is more focused on individual assessment than party loyalty. Social identity, including ethnic, religious, and cultural diversity, plays a role in political decision-making. Social media serves as the primary source of information, but voters actively seek verification from other sources. Mental processes and social cognition influence the interpretation of political information, and awareness of choosing in line with values, interests, expectations, and believed changes. Although voters have convictions, there is potential uncertainty in their choices. This study provides insights into political geography, voter behavior, and the socio-political context in North Sulawesi, supporting a deeper understanding of local political dynamics and student preferences.

Abstract

Pattern by forming regional governments at the first level (provinces) and the second level (Districts/Cities). This is solely to achieve the optimization of national goals and development. However, the division of tasks and relationships between central and regional government authorities continues to experience dynamics. This issue needs to be deeply examined, specifically related to how to obtain and at what level of legitimacy strength, before determining how the working relationship and authority between the Central Government and the regions should be. This research employs a qualitative type, utilizing focused literature studies by taking relevant literature and legal provisions related to the position of regional leaders' authority in decentralization and provincial elections. The analysis used in this study applies the theory of the regional household system proposed by K. Tresna and Bagir Manan, the theory of the relationship model between the Central Government and regions by Clarke and Stewart, as well as the theory of people's sovereignty by John Locke, further emphasized by JJ Rosseau's social contract theory. The findings of this research assume that the methods and strengths of legitimacy regarding the people's sovereignty held by both the Central and regional governments are the same; the difference lies only in the scale of the election/governance areas. Local governments must have extensive autonomy and independence in conducting their regional governance affairs.

Abstract

This study aims to identify the potential and preferences for abstention by urban students as young voters in the 2024 elections in Indonesia. This context tends to be ignored in previous studies that discuss the phenomenon of abstention in general elections. In addition to responding to the shortcomings of previous studies, this study also focuses on the characteristics and preferences underlying urban students as young voters choose to abstain in the 2024 general election in Indonesia. The findings in this study show that the age characteristics of urban students in the Yogyakarta area tend to choose to abstain from voting and appear in the productive age range of around 20 years from 27 provinces of origin. In addition to appearing with such complex characteristics, the behaviors of urban students who tend to abstain are also influenced by the dominant political preferences of their social structure, access to information, and their perceptions of the ongoing democratic system in the 2024 general elections in Indonesia. From these findings, it can be reflected that the abstention of urban students as young voters is not only temporal but also a rational choice of the regulatory system and the democratic process in such a complex general election.

Abstract

This research scrutinizes Abu Ala Maududi's pivotal thesis on the Islamic State (IS), encompassing its theological underpinnings, contextual genesis, and organizational structure. This study evaluates Maududi's justification of the state by examining key Quranic principles and his reinterpretation of fundamental terms. It contrasts his model with Western democracy, emphasizing its ideological and monolithic nature. This research explores Maududi's nuanced governance approach, legislative bodies, and the role of non-Muslims in the Islamic State. Facing rejection, Maududi aligned his vision with the political shifts in colonial India. The article acknowledges ongoing scholarly discourse and underscores the lasting impact of Maududi's Islamic State thesis, providing a comprehensive understanding of its multifaceted vision in the interconnection between theology, politics, and governance.

Abstract

This article discusses the practice of modular parties as a discourse strategy that underpins patron-client relationships between politicians candidates, free-agent party functionaries, and mass voters. This practice departs from the conditions surrounding activism to mobilize voters in the context of: internal conflicts, parties that are too centralistic, the lack of regeneration, the de-ideologization of political parties, discourses about closed proportional elections, and the rampant phenomenon of cadres reconfiguring political parties. This article is based on qualitative interviews with groups of people in the networks of customary collectives, incumbent politicians, free agents, and political party functionaries in Bali. During the electoral process for the legislature in Bali, we conducted four interviews in 2021 and ten interviews in 2023. Bali is a province where the customary village-based activism is particularly important. The research is framed by constructivist institutionalism. We find that the network of customary collectivities and the relationship between free agents and incumbent politicians follows patron-client patterns. Within that pattern, actors innovate and communicate discourses about cultural preservation and the welfare of the customary collective. At the same time, they position the relevant leaders or parties as central actors who can provide solutions to the problems posed. This discourse strengthens ties between the mass of voters, free agents within the parties, and politicians or candidates. Such ties mobilize family-cum-community in the collectives of the villages and customary networks.
