Abstract

This study examines the implementation of the Super App Polri program in the Police Record Certificate (SKCK) service at the Intelligence and Security Unit of the Tanjung Perak Port Police. Using a descriptive qualitative approach through interviews, observations, and documentation, the research adopts Edward III’s policy implementation model consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the program has been implemented effectively, supported by structured coordination meetings, targeted socialization efforts, adequate facilities, competent personnel, positive officer attitudes, and clear Standard Operating Procedures. However, several obstacles remain, including limited public dissemination, low digital literacy, unstable internet connectivity, and insufficient digital devices among applicants. To address these issues, the police unit conducts routine evaluations, expands socialization through various media, provides direct assistance for digitally inexperienced users, and strengthens internal coordination. These continuous improvement efforts demonstrate Polri’s commitment to advancing a digital public service system that is more accessible, transparent, and efficient.

Abstract

This study aims to explore how bureaucratic reform has achieved integrity zones in the Bojonegoro Regency Transportation Agency. This study highlights the achievements and titles earned by the Bojonegoro District Transportation Agency as a Corruption-Free Zone. The research approach used is a descriptive qualitative case study. This study employs data collection methods that include interviews, documentation, and observation. Data analysis techniques use NVivo 12 Pro software. The primary concept employed in this study is the concept of bureaucratic reform in the development of integrity zones, as outlined in PERMENPAN-RB No. 90 of 2021 and Kolthoff's Public Integrity theory. The findings show that bureaucratic reform at the Bojonegoro district transportation agency has been progressing well, with the commitment of leaders and employees, as evidenced by employees' performance in maintaining the title of a corruption-free region. Challenges arise from service users' resistance, low understanding of service users regarding the complaint mechanism, and a failure to uphold the value of honesty among technical staff in the vehicle inspection service unit. This study recommends strengthening integrity values for all employees, optimizing the dissemination of service applications and complaint systems to the public, and increasing supervision to ensure the sustainability of the Integrity Zone.

Abstract

The current investment climate in Indonesia is still hampered by several obstacles that must be overcome. In this regard, a platform is needed to encompass the functional position of investment management in competency development. This study aims to understand the perceptions of Civil Servants of the Investment and One-Stop Integrated Service Office of the Special Region of Yogyakarta regarding the formation of a professional organization for the functional position of investment management in the Special Region of Yogyakarta. This study uses perception theory and a qualitative method, including interviews and documentation. The study's results show that the formation of a professional organization for the functional role of investment management is considered a positive development. The establishment of this professional organization is expected to serve as a forum for professionals to develop competencies, enhance professionalism, provide advocacy, and offer networking opportunities. Therefore, in its implementation, it needs to be carefully planned and managed sustainably so that it provides tangible, positive benefits without burdening functional positions, thereby maintaining performance.

Abstract

Domestic Violence (KDRT) in Indonesia still faces various problems and challenges. In the Special Region of Yogyakarta, KDRT itself continues to experience dynamics. This study aims to understand how the potential of the hexa helix model can be used to prevent and manage KDRT in the Special Region of Yogyakarta, given that victims from 2022 to 2025 continue to experience fluctuations, requiring special attention to foster harmonious household relationships in the future. This study uses theories regarding the elements of the hexa helix model. The novelty of this research is the cross-sector involvement in the elements of the hexa helix model, namely academics, the business world, community, government, law and regulation, as well as media, to analyze its potential in the prevention and handling of KDRT in Yogyakarta. This study uses qualitative research methods, including observation, interviews, and documentation. The results of this study indicate that the potential of the hexa helix model for preventing and handling domestic violence in the Special Region of Yogyakarta is quite promising. However, several factors affect the implementation of the hexa helix model, so recommendations such as unifying the vision, strengthening collaboration, and conducting regular monitoring and evaluation are needed.

Abstract

This study aims to analyze the influence of local wisdom Rambu Solo’, cultural identity, and power distance on the leadership style of the Head of Lembang in Lembang Buntu Datu, Tana Toraja. The problem discussed in this study is the tension between efforts to implement a participatory-modern leadership style and the strong influence of the hierarchical social structure rooted in Lembang Buntu Datu. The study uses a quantitative approach with an explanatory research design involving 85 respondents through purposive sampling. Data were analyzed using multiple linear regression with the help of SPSS. The results showed that Rambu Solo’ had a positive and significant effect ($p = 0.009 < 0.05$) and power distance had a significant positive effect ($p = 0.004 < 0.05$) on leadership style. However, cultural identity did not have a significant effect ($p = 0.195 > 0.05$). The regression model was declared feasible through the F-test, with a coefficient of determination ($R^2$) of 25.6%. Meanwhile, 74.4% ois a variation that cannot be explained by this research model. This study provides a theoretical contribution to the development of culture-based leadership by integrating local wisdom and power distance dimensions.

Abstract

Partnerships between companies and communities are crucial for empowering communities in mining areas. However, in Kolaka Regency, these partnerships have not been implemented optimally or sustainably. This is evident from low community participation, weak coordination among stakeholders, short-term program initiatives, and a lack of partnership models tailored to local needs. This study utilizes partnership theory, which includes pseudo-partnerships, mutualistic partnerships, and conjugative partnerships. This study aims to analyze and develop a model for strategic partnerships between companies and communities in sustainable empowerment programs within the nickel mining area of Kolaka Regency. It employs a qualitative approach that includes interviews, observations, and documentation. The research findings indicate that partnerships between companies and communities are often superficial, as planning and decision-making processes have not been conducted collaboratively. As a result, empowerment programs are not fully aligned with community needs and lack sustainability. Additionally, these partnerships exhibit semi-productive characteristics that are short-term in nature and lack a vision for sustainable development. Local governments need to facilitate multi-stakeholder partnerships among mining companies, communities, government, and academics. This approach will strengthen coordination and empower communities based on research and local needs in a participatory and sustainable manner.

Abstract

This study aims to analyze strategies for preventing vote buying and enforcing the neutrality of village officials in the 2024 General Election in East Lampung Regency within the context of the open list proportional electoral system. The study focuses on the persistence of vote buying practices and indications of non-neutral behavior among village officials that potentially undermine electoral integrity at the local level. This research applies Arend Lijphart’s (1994) electoral system theory, which argues that electoral system design influences political competition and the behavior of electoral actors. A descriptive qualitative approach was employed, with data collected through in-depth interviews and documentation techniques involving election organizers, election supervisory bodies, and village officials. The findings indicate that the open list proportional system intensifies personalized competition among candidates, including within the same political party, thereby encouraging transactional practices such as vote buying to secure electoral support. The study also identified indications of violations of village officials’ neutrality, although many cases were not formally reported. Therefore, strengthening political education for voters, neutrality training for village officials, participatory monitoring mechanisms, and accessible public reporting systems is necessary to improve electoral integrity and transparency.

Abstract

Despite growing adoption of Flexible Working Arrangement (FWA) in public sector organisations, scholarly understanding of how civil servants subjectively experience and make meaning of FWA implementation in acute security crisis conditions — as distinct from health crises such as the COVID-19 pandemic — remains critically limited. Grounded in Edmund Husserl's descriptive phenomenology, the study employs Colaizzi's seven-step analysis method as its analytical framework. Data were gathered through in-depth semi-structured interviews with 12 purposively selected civil servants across five bureaux, supplemented by documentary analysis of the Governor's Circular Letter Number 11410 of 2025. Five major themes emerged: (1) shock and uncertainty amid crisis; (2) existential dilemma between personal safety and professional responsibility; (3) rapid adaptation through technology as a bridge for service; (4) reconceptualisation of the meaning of public service; and (5) organisational learning for future policy. The essence of the experience is formulated as existential negotiation between fear and professional commitment — a transformative journey to find meaning in service amid uncertainty. It is recommended that regional governments institutionalise crisis-responsive FWA protocols, strengthen ICT infrastructure, and develop results-based performance management systems that accommodate psychological as well as operational dimensions of flexible work.

Abstract

This study analyzes the implementation of Satriya cultural values by civil servants (ASN) at the Regional Secretariat of the Special Region of Yogyakarta. This study is motivated by the fact that the application of these values still faces challenges, such as differing interpretations among civil servants regarding these cultural values, inadequate implementation of Satriya cultural values by civil servants, obstacles in dissemination, and a lack of consistent monitoring. Based on George C. Edward III’s model, the four main variables of successful implementation are communication, resources, disposition, and bureaucratic structure. Using a qualitative case study approach, data were collected through interviews, observations, and literature reviews, with informants selected through purposive sampling. Values such as harmony, exemplary conduct, and willingness to serve are reflected in ASN’s behavior; however, improving professionalism and service orientation remains challenging. Supporting factors include leadership commitment, organizational structure, and coordination, while inhibiting factors include resource constraints, low discipline, and a work culture not yet fully adaptive. Innovation values are more difficult to internalize than service orientation. This study recommends strengthening synergy between local cultural values and modern bureaucratic systems to achieve good governance.
