Abstract

This research aims to determine the impact of businesses with usury capital for business actors in Batam City. This research uses a qualitative method with a case study type, data was collected using an interview guide. The research presents the results of interviews, observations, documentation and is tested using the triangulation method. The results of this research show that there are negative impacts from business actors who use usurious capital. This impact can be avoided by: Opening/starting a business with capital that comes from good sources and avoiding usury loans, providing productive opportunities to the community through fund-collecting institutions, providing education to the community through da'wah.

Abstract

This article was a reflection from experiences of Community Service program among younger generation in Padang Laweh Malalo Village at Tanah Datar Regency. This program was intended to increase the understanding, awareness, and skills the younger generation to the importance of preserving the traditional arts of randai as one of the cultural heritages and at the same time the potential and tourist attraction that has been neglected all this time. This program was inspired by various conditions that indicated the lack of interest, awareness, and skills of the younger generation in preserving this randai art, while on the other hand traditional randai art could be used as an attraction and is a potential for cultural tourism that can be packaged and adapted to the current context. On the other side, the preservation of traditional art like Randai in the face of massive globalization required a comprehensive and multi-faceted approach. This approach included efforts such as documentation, education, partnerships, adaptation, youth engagement, and policy development. Based on this phenomena, various coaching, training and management programs had been done to improve the abilities and skills of the partner groups, especially the youth group who were members of the "Sanggar Seni Salapan Suku" group at Kenagarian Padang Laweh Malalo Tanah Datar, both in terms of knowledge and skills, in order to increase the professionalism of youth groups and it is hope that they could become pioneers and motivators for other youth generations in the development of traditional randai arts.

Abstract

This paper discusses the importance of a public administration reform in the aspect of public service. Public administration reform related to aspects of public service is a must considering that the better public services provided by the government for the people reflect the government's attention to the needs of the community. Public service reform should be carried out continuously and follow changes and developments in community needs and the existing environmental situation. This paper is intended to explain the implementation of public service reform at the North Central Timor District Population and Civil Registry Service. The research method used is a qualitative method and the theoretical reference is the dimension of public service according to Parasurahman. The novelty of this paper lies in the theory used, namely the author analyzes public services by using all dimensions of public service put forward by Parasurahman to provide a thorough analysis of the object of research. The results of the research findings show that public service reform has been implemented, including through the use of new service buildings, recruitment of Human Resources, implementation of a Centralized Administrative Information System and implementation of the 'personal selling' service mechanism. Based on these findings, there is one service mechanism which is an innovation from the Population and Civil Registry Service, namely the 'personal selling' service which has had a significant impact on the realization of quality public services.

Abstract

Good Governance is the principle that can improve the performance and quality of services at the District/City Population and Civil Registration Service (Disdukcapil) in West Sumatra. This research aims to analyze a model of Good Governance principles that can improve the performance and quality of services for the District/City Disdukcapil in West Sumatra. The principles of Good Governance used in this research consist of accountability, participation, efficiency and effectiveness, transparency, rule of law, and responsiveness. This research uses quantitative methods with Structural Equation Model data analysis techniques. The research sample consisted of 118 respondents who were employees of the Regency/City Disdukcapil in West Sumatra. The findings of the study indicate that implementing the Good Governance principles model can potentially enhance the performance and service quality of the District/City Disdukcapil in West Sumatra. This improvement is attributed to the adherence to key concepts such as accountability, transparency, rule of law, and responsiveness. Simultaneously, the concepts of efficiency, effectiveness, and participation do not substantially influence the performance and service quality of the District/City Disdukcapil in West Sumatera.

Abstract

This research focuses on the Evaluation of the Development of the Banten Lama Regional Tourism Strategic Area, Serang City, Banten Province. with the aim of knowing the results of the evaluation of the Old Banten Development. According to (Dunn 2003), there are six indicators for evaluation, namely adequacy, equity, responsiveness and suitability and this research uses descriptive qualitative research methods. Informants in the research came from elements of the Serang city government, Banten province and the center as well as other stakeholders. The results of the research are known. The effectiveness of the development of the Banten Sultanate area is still less than optimal, as indicated by the division of tasks and functions that are not yet synergistic, there are unfinished buildings, minimal parking management, weak implementation of sanctions related to acts of vandalism, minimal care and maintenance, minimal provision of signs, there is resistance. development by residents. Efficiency is still weak due to the minimal development budget for the Sultanate of Banten. Adequacy is still minimal, indicated by the absence of a special decree to manage Banten Lama, the lack of parking attendants, the lack of trash cans, seating, grass cleaning equipment, and the absence of communication equipment in the field. Leveling is still less than optimal, which is indicated by the lack of discipline among visitors and the public regarding cleanliness, while the advantage is that the community gets economic income. Good responsiveness is characterized by officers who are fast and alert. Less than optimal accuracy is indicated by the lack of comprehensive physical development.

Abstract

Moore developed the strategic triangle to aid public managers in designing policies that align with public needs. The strategic triangle is a way for governments to create policies based on the values desired by citizens. This strategy includes three important elements, including public value outcomes, authorizing environment and operational capacity. Nonetheless, certain experts deem this concept to have critical limitations that require conceptual resolution. Regrettably, none of their criticisms provide a solution towards the concept's improvement. Using qualitative research with an ethnographic approach, this study aims to construct and critique a new model of the strategic triangle concept, utilizing the local wisdom of the bau lolon ritual as an alternative solution. The central focus of this research examines the relevance of moral values within the bau lolon ritual as a possible alternative means of mitigating the weaknesses of the strategic triangle concept. Bau lolon ritual is usually performed by the Lamaholot people who inhabit the eastern part of the island of Flores in the province of East Nusa Tenggara, Indonesia.The findings indicate that the implementation of bau lolon rituals can surpass the constraints of the previous model by incorporating principles of fairness, integrity, and camaraderie in the decision-making process.

Abstract

This research was conducted to understand the role of female Nagari Guardians in realizing Sustainable Development Goals (SDGs) in two Nagari in Pesisir Selatan Regency, although since 2007 there has been a law that allows women to become village heads. However, in reality there are still very few women who lead nagari in Minangkabau, as evidenced by the 182 nagari in Pesisir Selatan Regency, there are only 2 female Nagari Wali. The research methodology used was qualitative using in-depth interview techniques, observation and document analysis. The results of the research showed that female Nagari Wali applied situational leadership, adjusting their leadership style and actions based on the situation. Their role in realizing the SDGs includes decision making, village development planning, village data collection to prioritize national programs, and adapting to new habits through the "Independent Village" concept. However, there are several problems faced, including limited resources, lack of awareness and understanding of Wali Nagari regarding the program, limited technology, less than optimal involvement of related parties, and lack of technical and managerial capacity. Social and demographic changes are also factors that influence the implementation of their roles. This research provides an illustration that although female Nagari Mayors have an important role in realizing the SDGs, further steps are still needed to overcome the various problems faced, including capacity building and involvement of related parties

Abstract

The Population and Civil Registration Office of Pariaman City has provided a type of online population document service called Dukcapil Digi Mobile Pariaman. However, this service is less utilized by the community due to the lack of socialization from the Disdukcapil of Pariaman City, and the community does not understand the process of using it, so they prefer manual services. There are also obstacles from the Disdukcapil of Pariaman City it self in improving service quality, namely the lack of facilities and infrastructure such as inadequate service places/rooms and the lack of competent human resources in their fields. This study uses quantitative methods with associative research types that aim to determine the effect of independent variables (service quality, facilities, and digital governance-based work culture) on the dependent variable (community happiness). The sample used in this study was 340 based on the Slovin Formula with a tolerance level of 5%. Sampling using the accidental sampling technique. The data collected from the research results were then processed and analyzed using the simple linear regression formula partially and multiple linear regression simultaneously. The results showed that there was a significant partial influence between service quality on community happiness by 55.5%, facilities on community happiness by 55.4%, and digital governance-based work culture on community happiness by 33.1%. And there is a simultaneous influence of the three independent variables on community happiness of 64.4%. The implications of this research as input and consideration for Disdukcapil Pariaman City in improving their services

Abstract

Good governance has an important role in sustainable development in Bangladesh. As a developing country, Bangladesh faces a range of economic, political, social challenges and has placed significant hope in good governance to achieve sustainable development and address development-related issues. Since gaining independence in 1971, the development process in Bangladesh has faced challenges. Bangladesh has initiated the adoption of principles of good governance to improve its poor economic, political, and social conditions and to realize sustainable development. This study aims to analyze the implications of implementing good governance on sustainable development in Bangladesh. This is a qualitative research used the literature review analysis. The study used the concept of good governance and sustainable development from the UNDP which states that good governance is a crucial prerequisite for achieving sustainable development. The findings of this study indicate that the implementation of good governance in Bangladesh is primarily influenced by external pressures. The implications of implementing good governance in Bangladesh have not been fully maximized, especially concerning principles such as participation, transparency, the rule of law, justice, and accountability.

Abstract

The role of crop seeds extends beyond the essential task of achieving food security and is embedded in technical, social, economic, and political debates. The character of seeds and their association with farmers has transformed, influenced by social constructs embedded within policies. This research endeavors to scrutinize the impact of the social construction of farmers and seeds within national policies on their respective roles at the grassroots level. The foundational premise of this approach posits that the social construction of the target demographic significantly shapes the perspectives of public officials, thereby influencing agendas and policy formulations. Employing a qualitative methodology, this study entails the analysis of both secondary data, encompassing national seed policies, and primary data acquired through the Seed Self-Reliant Village initiative in Ngasin Village. The findings elucidate a negative construction of smallholder farmers, depicting them as lacking influence, while seeds are portrayed as integral production materials geared towards augmenting productivity. At the local level, knowledge pertaining to seeds is cultivated based on productivity criteria, delineating the appropriateness of seeds for dissemination. This research contributes valuable insights to the realm of public policy analysis, underscoring the infrequently utilized yet potent social construction approach.
